For research, family history or documentary work, begin with the General Directorate of Archives (DPA) Arkiva Online / Katalogu Online, register as a researcher, select the records and request a reading-room date at least five days after your request. Legal or social-legal proof follows a separate procedure outside the study reading room. Confirm catalogue coverage, current hours, availability and restrictions with the DPA before travelling.
Choose the correct access route first
Albania’s public archival records are not accessed through one universal application. The route depends on whether you want to study records or obtain evidence for a legal or social-legal matter. The DPA’s reading-room regulation covers study consultation. Requests for certificates, proof or other legal interests are handled under the separate Regulation on Social-Legal Requests.

Do not register for a study appointment if your actual need is a certificate or legal proof. At a first visit, staff ask the purpose of the visit and direct social-legal matters to the appropriate procedure.
Identify the archive that may hold your records
The DPA identifies four central sectors: the State Central Archive, the former Party Central Archive, the Armed Forces Archive and the Internal Affairs Archive. The institution that created or received a record is usually the best clue to its location. A family file, military document, party-era record and internal-affairs file may therefore be in different sectors.

The DPA’s page on its central archive structure explains the institutional arrangement: Drejtoria e Arkivave Qendrore. If you cannot determine the correct sector, search the catalogue and ask DPA staff rather than submitting repeated requests to unrelated holdings.
How do I search the Albanian National Archives catalogue?
Start with Arkiva Online / Katalogu Online
The reading-room regulation directs remote users to the DPA’s electronic catalogue, referred to as Arkiva Online or Katalogu Online. Search before contacting the archive so you can identify a fund, collection, inventory, series, file or other description that staff can locate.
- Open the DPA’s online catalogue through the electronic system referenced in the reading-room regulation.
- Search names, places, institutions, dates and subjects connected with the record creator. Try spelling variants and Albanian forms where a name or place may have changed over time.
- Record the complete reference shown for each promising result. Keep the archive or sector, collection or fund, inventory and file identifiers together; a person’s name alone may not be enough for staff to retrieve the material.
- Note whether the result is an individual file or a broader descriptive entry. You will need a realistic file count when requesting a date.
- Save the catalogue wording and any notes about location or availability so you can show staff exactly what you found.
Understand what the catalogue does not cover
Online searching covers State Central Archive holdings, including the former Party Central Archive, and local state-archive inventories after those inventories have been entered into the system. Coverage is not complete. The regulation says visitors should be told which local state archives are not yet online. A failed catalogue search therefore does not prove that no record exists.
For an unlisted local archive, ask the DPA whether an inventory is available in another form and which institution holds the material. The regulation permits staff to help with physical finding aids and specialist assistance when necessary.

Yes. The DPA regulation requires researcher registration before study consultation. Registration can be completed remotely through the electronic system or with assistance at the DPA information office; you do not have to enter the reading room first to register.
How registration is checked
The reading-room manager checks the registration against the researcher’s identity card and approves an application that matches. The regulation does not explain which alternative documents are accepted for foreign applicants. If you are travelling from outside Albania, ask the DPA what identification it will accept before relying on the online registration.
The DPA privacy notice says it collects personal information connected with social-legal applications and with researchers using the reading room and online services. It does not publish a complete checklist of data required for researcher registration in the material reviewed. Read the current notice at Politika e privatësisë and use the electronic system’s current fields as the practical guide.

Register remotely or with help
- Remote registration: use the electronic system, create the researcher record and wait for the manager’s identity match and approval.
- Assisted registration: ask the information office to help you complete the electronic registration if you cannot do it remotely.
- Before requesting files: make sure the approved registration uses the same identity information you will present on arrival.
How far in advance do I request archival files?
After identifying the records and registering, request a consultation date through the system. Under the DPA reading-room regulation, the date you select must begin at least five days after the date of your request. The Albanian wording says: “Kërkuesi përcakton vetë datën kur kërkon t’i shohë njësitë e ruajtjes, afat i cili fillon pas pesëditësh nga data e kërkimit.” In explanatory English, the requester sets the date for viewing the archival units and that period begins after five days from the request.

Leave at least the stated interval, choose only a date the system offers and confirm the calculation with the DPA if your travel depends on an exact day.
Keep the number of files within the appointment limit
A request for more than 25 files requires a new request for a different date. The rule is about the requested units, not the number of pages inside a file. If your project involves a large series, divide it into practical groups and submit separate requests rather than assuming that all files can be delivered on one day.
Plan around retrieval uncertainty
A catalogue entry does not establish that a file is immediately available, unrestricted or physically in the reading room. Ask the DPA to confirm the specific references, any restriction and whether the requested units can be served on your selected date. The reviewed material does not set a universal closure period or list exceptions for particular classes of records.
What to do before travelling to the reading room
- Write down every approved reference and keep the request confirmation available.
- Check that your requested date satisfies the five-day rule and that the request contains no more than 25 files.
- Confirm whether the relevant local inventory is online and whether the particular units are available.
- Check the current reading-room rules, hours and entry arrangements with the DPA because practical arrangements can change.
- Plan equipment around the room’s restrictions: only a phone without a camera and a laptop may be brought inside.
- Allow time to leave prohibited items at the information office and obtain the individual electronic card required for entry.

The hours below are those listed in the DPA reading-room regulation, not the general office schedule.

Entry requires an individual electronic card. The regulation says you may bring a phone without a camera and a laptop. Leave the following at the information office:
- bags;
- cameras and camera-equipped phones;
- other reproduction devices;
- pens;
- food; and
- personal documents.
Because equipment policies and room arrangements can change, verify the current list before your visit. Do not assume that a modern phone is acceptable: a camera-equipped phone is specifically excluded by the stated rule.

What happens on the appointment day?
Check in and enter
Bring the identity document used for registration so the reading-room manager can match it to your approved researcher record. Follow the information office’s instructions, leave prohibited items there and use the individual electronic card for entry.
Receive the requested units
When you arrive, the regulation says original and microfilm units are served. If the catalogue reference is unclear or you need material that is not described online, ask staff for physical finding aids or specialist assistance. Give staff the exact reference you recorded rather than relying on a broad subject or surname.
Explain your purpose accurately
At the first visit, staff ask why you are consulting the material. Describe a historical, documentary, academic or genealogical purpose if you are using the study route. If the real purpose is to obtain legal evidence, tell staff so they can direct you to the separate social-legal process instead of treating the reading-room appointment as a legal application.
What if I need to cancel, miss the appointment or continue?
Cancel or change plans
If you cannot attend, notify the system at least two days in advance. This notice requirement is separate from the five-day lead time for booking the original date.
If you miss the appointment
After a missed appointment, the materials remain in the reading room for five days before being returned to storage. Contact the DPA promptly if you still need them; do not assume that the same units will remain available after that period.
If one day is not enough
If consultation cannot be completed on the assigned date, the regulation permits continuation for up to five days, provided you inform staff. Ask staff to record the continuation arrangement so the material is not treated as abandoned or returned unexpectedly.
How do I request Albanian archival records for legal purposes?
Use the DPA’s social-legal request route, not researcher registration for the study reading room. The reading-room regulation expressly distinguishes consultation for legal interests from study use and sends legal-interest requests to the separate Regulation on Social-Legal Requests.

The reviewed material does not provide a complete legal-request form, document list, fee schedule, decision time or rule for every type of certificate. Do not infer those details from the reading-room process. Explain the legal purpose to the DPA and ask which application channel, supporting documents and archive sector apply to your case.

These are the general office hours on the DPA’s Kontakte page. They are not the reading-room hours. The contact page does not identify a dedicated reading-room appointment telephone number, so use the general details to confirm the correct department and channel before travelling.

Legal framework, availability and privacy limits
The DPA legislation page lists the Archives Law as Law No. 9154, dated 6 November 2003, amended by Law No. 27/2024, dated 4 April 2024. It also lists Order No. 449 of 5 July 2021, approving the regulation for use of the DPA’s archival documents, library and phototheque. The current legislation list is available at Legjislacioni.
Those legal references do not establish that every record is open. Availability and any restriction must be checked for the particular holding. The reviewed rules do not set out a complete schedule of closure periods or all exceptions, so avoid promising access solely because a catalogue entry exists.
The privacy notice confirms that the DPA processes personal information for social-legal applications and for researchers using the reading room and online services. It does not publish a complete researcher-registration data checklist; rely on the live registration form and ask the DPA about any field you cannot supply.
Troubleshooting common problems
No catalogue result appears
Try alternate spellings, names of institutions rather than individuals, broader date ranges and the likely record-creating sector. Then ask whether the relevant local inventory has been entered online. The regulation acknowledges that some local state archives are not yet online.

The system offers no date within my travel window
Do not select an earlier date just to fit your itinerary. The requested date must begin at least five days after the request, and the five-day convention is not defined as calendar or working days. Contact the DPA and choose a compliant date offered by the system.
I have more than 25 files
Split the material into separate requests and dates. A request exceeding 25 files requires a new request for another date.
I need a document for a court, municipality or immigration matter
Stop using the study appointment route and ask for the social-legal procedure. Reading-room registration is not a substitute for an application for legal proof.
I am a foreign researcher
Register through the electronic system or ask the information office for assistance, but confirm acceptable identification in advance. The published reading-room rule describes identity-card verification and does not specify alternative documents for foreign applicants.

The hours or equipment rules differ when I arrive
Ask the DPA to confirm current arrangements before departure. The published hours and restrictions are time-sensitive, and the general office schedule is different from the reading-room schedule.
Pre-visit checklist
- Define whether your purpose is study or legal/social-legal proof.
- Identify the likely DPA sector and search Arkiva Online / Katalogu Online.
- Record complete references and check whether local coverage is online.
- Register as a researcher if using the study route and ensure the identity details match your document.
- Request a date at least five days after submission and keep the request at 25 files or fewer.
- Confirm availability, restrictions, current hours and identification requirements with the DPA.
- Prepare only permitted equipment: a non-camera phone and laptop.
- Notify the system at least two days before the appointment if you cannot attend.
- Tell staff your true purpose and ask for finding-aid assistance when catalogue descriptions are insufficient.
The safest approach is to treat the online catalogue as a starting point, not a guarantee of access. A compliant request, current confirmation from the DPA and the correct route for your purpose will prevent the most expensive mistake: arriving in Tirana with the wrong appointment or expecting a study visit to produce legal proof.
