How to Report a Suspected Murder-for-Hire Plot Safely and Anonymously

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If anyone may be in immediate physical danger, move to a safe place and call 911. Do not confront the suspected participants or try to investigate the plot yourself. For a non-emergency concern in the United States, report it to the police or sheriff where the suspected threat, crime, or intended target is located. A threat connected to a federal crime can also be reported to the FBI through tips.fbi.gov, a local FBI field office, or 1-800-CALL-FBI (225-5324); the FBI accepts anonymous tips.

The safest report is a factual one: preserve original messages and files, record exact words and timestamps, identify accounts and locations, and explain how you learned the information. Tell the receiving agency if you fear retaliation, stalking, doxxing, or physical harm.

If anyone may be in immediate danger, call 911

Emergency triage comes before evidence collection or anonymity planning. The FBI’s public guidance states, “If you are in immediate physical danger, call 911.” USAGov gives the same direction: “If you are experiencing an emergency, dial 911 immediately.” Move away from the suspected person or location if you can do so safely, and avoid actions that could reveal where you are going.

What counts as an emergency

Call 911 when a shooting, attack, abduction, forced entry, weapon use, rapidly approaching suspect, or other immediate physical threat may occur. You do not need to prove that a murder-for-hire plan is real before seeking emergency help. Explain what is happening now, where you are, who may be at risk, and any information that could help officers respond safely.

What to tell the dispatcher

  • Your exact location and a safe way for responders to reach you.
  • Who may be in immediate danger and whether the intended target is nearby.
  • Names or descriptions of suspected people, vehicles, weapons, and locations.
  • Any current messages, calls, surveillance, threats, or movement that makes the danger urgent.
  • Whether you can speak safely or need the dispatcher to communicate in another way.

If danger is imminent during a phone call or message exchange, stop trying to gather details and call 911. Your safety is more important than completing the conversation.

For a non-emergency, contact local police or the sheriff

When there is no immediate physical danger, start with the law-enforcement agency serving the place where the suspected conduct, threat, or intended crime is located. That may be a city police department, county sheriff, or another local agency. USAGov advises searching for the agency’s contact information in the jurisdiction where the crime occurred and notes that most agencies accept anonymous tips or crime reports online or by phone.

Choose the agency by location

Use the location of the threat or planned act rather than simply the place where you happen to live. If messages describe a target in another city, contact the agency serving that city and explain where you are reporting from. If several locations are involved, give each location and ask the first agency whether it will coordinate with another jurisdiction.

Use the non-emergency route

Look for the agency’s published non-emergency telephone number or official online tip form. State at the beginning that you are reporting a suspected planned killing or murder-for-hire plot and whether anyone is in immediate danger. Follow the agency’s instructions for sending files; do not email sensitive material to an address you found through an unverified social-media account.

Anonymous local reporting varies

Many local agencies offer anonymous tip lines or online forms, but procedures and investigative thresholds differ among local and state jurisdictions. Some forms permit no identifying information; others ask for a phone number or email so an investigator can ask follow-up questions. Read the agency’s explanation of anonymity and ask what information will be retained, who may access it, and whether a later court process could require disclosure.

Should I call 911 or the FBI?

The right channel depends on urgency and jurisdiction. A federal option does not replace emergency response by local police. The FBI notes that a threat associated with a federal crime can be reported to the Bureau, while an incident that does not meet a federal threshold may need to be handled by local police. Local and state investigative thresholds are not identical.

Channel Use it when Where it operates Anonymity and follow-up
911 Anyone may be in immediate physical danger The local emergency system serving your current location Give the dispatcher the information needed for an immediate response; emergency dispatch is not an anonymous tip process.
Local police or sheriff, non-emergency line or official tip form A suspected plot or threat is not an immediate emergency The jurisdiction where the suspected crime, threat, or target is located Most agencies accept anonymous reports online or by phone, but policies differ. Anonymous reporting can limit follow-up.
FBI online tip form A threat is associated with a federal crime Federal jurisdiction The FBI says you can report anonymously through tips.fbi.gov.
Local FBI field office or 1-800-CALL-FBI (225-5324) You need to report a federal-crime tip or threat directly to the FBI Federal jurisdiction, through the Bureau’s field offices or national tip number Explain at the start that you want to report anonymously or need confidentiality information, and ask how follow-up will work.

If you are unsure whether the facts meet a federal threshold, report the concern to the local agency and the FBI route that fits the threat. Describe the facts without trying to classify the crime yourself; investigators can determine jurisdiction.

How do I anonymously report a murder-for-hire plot?

You can submit an anonymous tip to the FBI through tips.fbi.gov. You can also use an anonymous option offered by the local police or sheriff where the suspected conduct is located. Before submitting, organize the facts so the agency can act without needing to guess what you mean.

Roku Streaming Stick Plus with Voice Remote - 4K & HDR10+ | 4K & HDR Streaming Device for TV with Roku Voice Remote - Free & Live Local News, Sports
  • 4K streaming made simple:With America’s number 1 TV streaming platform,* exploring popular apps—plus tons of free movies, shows, and live TV—is as easy as it is fun. *Based on hours streamed—Hypothesis Group

  • Shows on the go: Take your TV to-go when traveling—without needing to log into someone else’s device.
  1. Get to a safe location. Do not report while standing near a suspected participant, target, vehicle, or meeting place. If your phone or computer may be monitored, use a safer device and connection when possible.
  2. Write a short factual timeline. Note when you learned each fact, the date and time of messages or calls, where events occurred, and what is planned. Separate what you directly saw or heard from what another person told you.
  3. Identify people and accounts. Provide names, nicknames, physical descriptions, phone numbers, email addresses, usernames, websites, platform names, vehicle details, and any relationship between the people involved.
  4. Describe the intended act. Include the intended target, planned timing, locations, access information, weapons mentioned, payment discussions, transportation, and any other concrete detail. Use the exact words of threats where possible.
  5. Attach or submit original material. Follow the receiving agency’s upload instructions for messages, photos, videos, recordings, documents, or links. Keep your own untouched copies.
  6. State the safety risk clearly. Tell the agency if the suspect knows your address, has threatened you, has followed you, has exposed personal information, or could retaliate against you or the target.
  7. Decide what contact information to provide. Anonymous reporting protects your identity from the reporting channel but may prevent investigators from asking clarifying questions. If you identify yourself, ask how your information will be handled and what confidentiality or victim-support options exist.

Do not assume that the word “anonymous” guarantees secrecy throughout every later legal process. Ask the receiving agency what records it keeps, who may access them, and whether investigators might need to contact you. The FBI says it will attempt to protect identity and confidentiality, but no agency can promise that every downstream proceeding will remain confidential.

What evidence should I send?

Investigators need verifiable details rather than a conclusion such as “this person is planning a hit.” Explain what was said or done, when it happened, and how you obtained the information. A clear report can include facts that seem small but help establish identity, intent, opportunity, and location.

Include these details when you have them

  • The suspected perpetrator’s name, alias, description, address, workplace, or other identifying information.
  • The intended target’s name, location, routine, or relationship to the suspect.
  • Exact words used in threats or payment discussions, with dates and times.
  • Planned dates, meeting places, routes, vehicles, weapons, access codes, or other logistics.
  • Names and contact information for witnesses, plus what each witness personally observed.
  • How you learned the information: direct conversation, message, call, overheard statement, website, or another source.
  • Usernames, email addresses, telephone numbers, website addresses, platform names, profile links, photos, videos, and other original files.

Preserve original messages and files

Do not edit, crop, annotate, delete, or publicly repost messages, images, videos, recordings, or documents. Save the original file in its native format when possible. Record the account name or phone number, the date and time shown, the platform, and the exact wording. If you make a separate note for investigators, label it as your note rather than altering the original.

Handling a threatening phone call

If a phone threat is occurring and there is no immediate danger, remain calm and try to obtain useful details without provoking the caller. Note the caller’s exact words, number, displayed caller ID, background sounds, stated location, intended target, timing, and any vehicle or weapon information. If the caller’s conduct makes danger imminent, end the effort and call 911. Do not continue a conversation solely to collect evidence.

Where do I report an online message about a hit?

Treat an online message as a potential threat even if it appears in a game, forum, direct message, email, or social platform. Do not reply to challenge the sender, threaten them, arrange a meeting, or ask questions that could alert them. Do not click unfamiliar links or download files merely to learn more.

  1. Preserve the complete conversation, including surrounding messages that provide context.
  2. Record the sender’s exact username, profile address, email address, phone number, platform, and the date and time displayed.
  3. Capture the message as it appears, but keep the original export or file if the service provides one.
  4. Write down what you know about the target, location, timing, weapons, vehicles, and how the sender may have access.
  5. Report the information to local police or the sheriff serving the relevant location. If the threat is associated with a federal crime, submit it through tips.fbi.gov, contact a local FBI field office, or call 1-800-CALL-FBI (225-5324).
  6. Tell investigators whether the account is still active, whether the sender can see your profile or location, and whether you fear retaliation or doxxing.

Platform moderation is not a substitute for law-enforcement reporting when a person may be planning a killing. Preserve the material first and follow investigators’ instructions about any platform report or further contact.

What if the suspect knows where I live?

Tell the dispatcher or investigator immediately if a suspected participant knows your home, workplace, school, vehicle, daily routine, or family details. Mention stalking, surveillance, doxxing, threats against relatives, attempts to enter your accounts, or visits to your property. Those facts can change the safety response even if the suspected plot itself is not yet proven.

Reduce exposure while you report

  • Report from a location the suspect is unlikely to know or monitor.
  • Do not announce online that you contacted police or the FBI.
  • Do not meet, follow, photograph, confront, or warn suspected participants.
  • Ask trusted people to help you reach a safe place if leaving alone could increase risk.
  • Keep original evidence in a secure location and avoid sharing it publicly.

If you fear retaliation, ask the receiving agency what safety planning, confidentiality measures, and victim-support resources are available. The FBI says a victim specialist may provide support and referrals when appropriate. Local agencies may have different services and eligibility rules.

Anonymous reporting versus identifying yourself

Anonymous reporting can protect you from being immediately identified by the receiving agency and may be appropriate when you fear retaliation. Its trade-off is that investigators may be unable to clarify a name, recover a missing file, test your account, or ask whether a new threat has occurred.

Providing contact information can make follow-up easier. If you choose that route, ask who will receive your report, how your identity will be stored, who may access it, whether your information could appear in a public record, and what to do if the suspect contacts you. You can also ask whether a victim specialist or other support service is available.

Neither choice requires you to confront a suspect or conduct your own investigation. Give the agency the strongest factual account you can and explain the safety consequences of being identified.

What happens after I report?

An agency may ask clarifying questions, request original files, compare the information with other reports, or refer the matter to another jurisdiction. The FBI may ask for contact information for follow-up and says it will attempt to protect identity and confidentiality. A local agency may use a different process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Jurisdiction may change during review

A local police department can determine that another city, county, state, or federal agency should investigate. Conversely, an FBI report may be referred to local authorities when the facts do not meet a federal threshold. Give the complete location and timeline so the receiving agency can make that decision.

Keep reporting new danger

If a new message, sighting, weapon display, approach, or planned date creates immediate danger, call 911 again rather than waiting for a tip response. For non-emergency developments, use the case number or contact method the agency provided and preserve the new material in its original form.

Mistakes that can make a report less safe or less useful

  • Waiting for certainty: You can report a credible concern without proving the entire plot. State what you know and label assumptions as assumptions.
  • Using the wrong urgency level: Do not send an online tip when someone may be in immediate danger; call 911.
  • Confronting the suspect: Contact can escalate violence, destroy evidence, or reveal that a report was made.
  • Publicly reposting evidence: Public posts can expose the target, alert suspects, alter timestamps, and spread personal information.
  • Editing screenshots: Cropped or altered material can remove context. Preserve the original and provide a separate explanation.
  • Assuming federal jurisdiction: The FBI handles threats associated with federal crimes; local and state agencies may handle other matters and use different thresholds.
  • Assuming anonymity is absolute: Ask the agency how identity and records are handled before deciding what contact information to provide.
  • Omitting your own safety risk: Retaliation, stalking, doxxing, and access to your home or workplace are important facts, not side issues.

Official routes to keep available

For an emergency in the United States, call 911. For a non-emergency, contact the police or sheriff serving the location of the suspected threat or conduct and ask about anonymous reporting. For a threat associated with a federal crime, use tips.fbi.gov, contact a local FBI field office, or call 1-800-CALL-FBI (225-5324). Preserve original evidence, avoid contact with suspected participants, and tell investigators about any risk of retaliation or loss of confidentiality.
