How to Report a Missing or Endangered Person in the United States

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If someone may be in immediate danger, call 911 now. Otherwise, contact the law-enforcement agency where the person disappeared and ask to file a missing-person report. Report a missing child immediately—there is no nationwide 24-hour waiting rule—and after contacting local police or the sheriff, call the National Center for Missing & Exploited Children (NCMEC) at 800-843-5678. You can start with incomplete information; provide updates as you learn more and keep a written record of every contact.

What to do in the first few minutes

Call 911 when there is immediate danger

Dial 911 if the disappearance involves an active threat, suspected abduction, possible foul play, dangerous weather or terrain, exposure to extreme temperatures, or a medical or cognitive condition that could make delay life-threatening. A person who needs essential medication, is disoriented, or cannot protect themselves may be in immediate danger even when there is no obvious crime.

USA.gov states: “If you are experiencing an emergency, dial 911 immediately.” Tell the dispatcher that the person is missing, explain the specific danger, and give the last known location. Stay on the line unless the dispatcher tells you to disconnect.

Use the local agency for a non-emergency report

When there is no immediate emergency, call or visit the police department or sheriff’s office serving the place where the person was last seen or disappeared. USA.gov directs people to the agency where the incident is taking place. Ask for the agency’s non-emergency reporting process and whether you should come in, speak with an officer by telephone, or use an official online channel.

Do not delay because you are unsure which agency has jurisdiction. Give the agency the location and circumstances you know; if responsibility is unclear, ask which department should take the report and request a supervisor if the first employee cannot resolve the question.

Do not wait 24 hours

There is no universal rule requiring a person to be missing for 24 hours before you report them. The FBI tells families, caregivers and teachers: “Do not wait to report a missing child.” Adults should also be reported promptly when the facts create concern, particularly when there are medical, cognitive, safety or foul-play risks. A local agency may have its own procedures for documenting an adult case, but a supposed nationwide waiting period is not supported by the federal guidance cited here.

Choose the right reporting path

Situation First contact What to emphasize
Immediate threat or life-threatening risk 911 The danger, last known location, time, direction of travel and any weapon, vehicle or suspect information
No immediate emergency Police or sheriff serving the disappearance location That you need to file a missing-person report and the facts that caused concern
Missing child Local law enforcement first; then NCMEC at 800-843-5678 Age, photo, clothing, last-seen details, possible abduction and any urgent risk
Missing person in another city or state The agency where the person disappeared, even if you live elsewhere Your contact information and the exact location where the person was last known to be
Missing Indigenous person or Tribal-community case The responsible local or Tribal authority; use Department of Justice Tribal resources when needed Jurisdiction, Tribal affiliation, known risks and any agency that has already been contacted

For a child, the NCMEC call supplements the local report; it does not replace it. The FBI also identifies local FBI field offices as a possible contact in missing-child cases. Federal and nonprofit contacts cannot substitute for the initial local law-enforcement report.

Information to gather—and what to do if it is incomplete

Give investigators the clearest facts available, but call before you have assembled everything. The Department of Justice family guide says, “It’s OK if you don’t have all the information right away.” Information can be added later, and a partial report may help officers act while details are still being confirmed.

Identity and description

  • Full name, nicknames and age or date of birth.
  • A recent photograph, preferably one that clearly shows the person’s face and current appearance.
  • Height, weight, hair and eye color, tattoos, scars, birthmarks, braces, piercings and other identifying features.
  • Any disability, dementia diagnosis, developmental condition, mental-health crisis or communication need.

Last known whereabouts

  • Exact location, date and time the person was last seen or last contacted.
  • Clothing, shoes, backpack, phone, keys and other items carried.
  • Whether the person left on foot, by bicycle, public transit or a particular vehicle; provide make, model, color, license plate and location of the vehicle if known.
  • Likely destinations, regular routes, workplaces, schools, shelters, hospitals, friends or relatives.

Health, vulnerability and risk

  • Prescription medicines, dosage schedule, medical equipment and how long the person can safely go without them.
  • Weather, terrain, water, traffic or other environmental hazards.
  • Suicidal statements, threats, domestic violence, stalking, exploitation, coercion or other safety concerns.
  • Reasons to suspect abduction or foul play, including a potential suspect’s name, vehicle, relationship, threats or recent contact.

Separate facts from assumptions

Tell officers what you personally observed, what another person reported and what you infer. Identify the source of each detail and preserve messages, call logs, photographs, location information and relevant social-media posts. Do not alter or delete potential evidence while trying to organize it.

A step-by-step reporting procedure

  1. Assess urgency. If there is an immediate threat or life-threatening vulnerability, call 911. Otherwise, identify the agency serving the last-known location.
  2. Contact the agency promptly. State that you are reporting a missing person, give the person’s name and location, and ask what reporting channel the agency requires.
  3. Deliver the core facts first. Provide the last-seen time and place, current photo, physical description, clothing, transportation, medical or cognitive risks and any suspected foul play.
  4. Ask for the case details. Record the officer or employee’s name, report or incident number, agency, time of filing and the next agreed point of contact.
  5. For a child, call NCMEC. After local law enforcement has taken the report, call 800-843-5678 and provide the local case information and the child’s identifying details.
  6. Supply updates. Send new photographs, phone numbers, possible destinations, vehicle information or credible sightings through the channel the investigator specifies. Note when each update was provided.
  7. Preserve a contact log. Write down every call, visit, message, name, instruction and promised follow-up. Keep copies of documents and screenshots in a secure place.

What happens after you report

Law enforcement evaluates the case

Investigators assess the circumstances, vulnerability and potential danger. They may contact family, friends, employers, schools, hospitals and other agencies; review available communications or video; and determine whether additional investigative resources are needed. Tell the investigator why you believe the person is endangered, but do not assume that a particular tactic or public announcement will automatically follow.

NCIC is an agency system, not a public form

The FBI’s National Crime Information Center (NCIC) Missing Person File is a law-enforcement database. Members of the public do not enter a case directly into NCIC; the investigating agency makes the qualifying entry. FBI guidance describes categories including disability, endangered circumstances, involuntary disappearance, juvenile, catastrophe victim and other qualifying cases.

Federal law requires agencies to enter missing-person records for people under 21. The FBI’s 2024 annual report, published in 2025, recorded 533,936 missing-person records entered during calendar year 2024. That figure counts records entered during that year. It is not the number of people currently missing and does not represent unresolved disappearances.

Alerts are discretionary and jurisdiction-dependent

AMBER Alerts, Ashanti Alerts, Missing Endangered Person Advisories and Silver Alerts are separate public-notification systems. A report does not automatically trigger one. The Department of Justice explains that investigators use case assessment and risk classification to determine which alert options may be available, and eligibility can vary by jurisdiction.

When you report, describe concrete facts supporting urgency: age, disability, dementia, medication needs, weather exposure, suspected abduction, violence, danger from a vehicle or other immediate risks. The responsible law-enforcement agency decides whether an alert is legally and operationally appropriate.

Special circumstances

Missing children

Report a child immediately to local police or the sheriff. Do not wait for a family search, a presumed return time or a 24-hour interval. Once the local report is made, call NCMEC at 800-843-5678. Have the child’s recent photograph, identifying details, clothing, last-known location and circumstances ready, but do not postpone the call while looking for missing information.

If you believe a child was abducted, say so clearly and explain why. Provide the suspected person’s identity, relationship, vehicle, threats, destination or other facts. The FBI also lists local field offices as a resource for missing-child cases; those contacts supplement, rather than replace, local reporting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Older adults and people with dementia

Explain the diagnosis or cognitive impairment, normal routines, wandering history, communication limitations, medications, likely destinations and environmental hazards. A person with dementia may face immediate danger even without evidence of a crime. Request urgent attention when the person is exposed to traffic, water, cold, heat or other hazards.

Medical, psychiatric or developmental vulnerability

Tell dispatchers and investigators what treatment, medication, equipment or supervision the person needs and when the next dose or intervention is due. Include information about suicidal statements, psychosis, developmental disability, nonverbal communication or difficulty recognizing danger. Use plain, specific descriptions rather than labels alone.

Possible abduction, violence or foul play

Report threats, restraining orders, stalking, domestic violence, coercion, suspicious vehicles, damaged property, unexplained financial activity or a person who had access to the missing individual. Do not confront a suspected offender or place yourself in danger. Preserve texts, emails, call records, doorbell footage and other material exactly as received, and tell investigators where each item came from.

Indigenous and Tribal-community cases

Contact the local law-enforcement or Tribal authority responsible for the place and circumstances of the disappearance. The Department of Justice provides an Operation Lady Justice family guide and Tribal Justice and Safety resources for families navigating these cases. If an agency declines to help or responsibility is unclear, ask for the sheriff, police chief, Tribal authority or other supervising entity, document the response and continue requesting a formal report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If an agency will not take the report or jurisdiction is disputed

Remain factual and persistent. Ask the employee to identify the agency with responsibility, request a supervisor, and write down the date, time, names and explanation given. Contact the agency serving the last-known location if you first called elsewhere. For Tribal or cross-jurisdiction cases, ask each agency to explain its role and record any referral.

Do not let an incomplete timeline, uncertain destination or lack of a recent photograph prevent the initial contact. Tell the agency what is known, what is unconfirmed and what you are still trying to obtain. Follow the investigator’s instructions for submitting later information and avoid flooding multiple channels with conflicting reports.

How to keep the search useful and safe

  • Choose one family point of contact so investigators receive consistent updates.
  • Keep a current timeline showing confirmed events, reported sightings and the source of each item.
  • Give investigators original files when requested and preserve backups without editing metadata.
  • Verify tips through law enforcement rather than sending family members to confront strangers or enter unsafe locations.
  • Be cautious about publishing personal information, medical details or unverified accusations on social media.
  • Ask the assigned agency how often it wants updates and which phone number or portal should be used.

Common mistakes to avoid

Waiting for a mandatory period

A 24-hour waiting period is not a nationwide requirement. Delay can be dangerous for children and for adults with medical, cognitive or environmental risks.

Calling the wrong first contact

NCMEC, the FBI and other organizations can assist in appropriate cases, but the local agency where the disappearance occurred is the starting point. In an emergency, 911 comes first.

Overstating or guessing facts

Speculation can misdirect an investigation. Label rumors and inferences, identify who supplied them and correct errors promptly.

Assuming an alert will be issued

Alert programs have separate criteria and are not automatic. Give officers the facts that establish risk and let the responsible agency determine eligibility.

Failing to record the report

Without the report number, contact name and follow-up instructions, it is harder to provide organized updates or escalate a stalled response. Start a written log with the first call.

Questions people commonly ask

Can I report someone missing from another state?

Yes. Contact the agency serving the place where the person was last known to be. Explain that you are calling from elsewhere and provide your own contact information. The agency can direct you if another jurisdiction must also be involved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if I do not know the exact time or location?

Report the best available estimate and say what is uncertain. A range, last phone contact, workplace, transit stop or likely route can still help investigators begin. Update the agency when a more precise fact becomes available.

Does every missing-person report appear publicly?

No. NCIC is a restricted law-enforcement system, and public alerts or postings depend on investigative decisions, legal requirements and jurisdictional policy. Ask the assigned agency what information it can release safely.

Key contacts and facts

  • Emergency: 911.
  • Missing child after the local report: NCMEC, 800-843-5678.
  • Primary reporting agency: Police or sheriff serving the disappearance location.
  • Federal record system: NCIC Missing Person File, entered by law-enforcement agencies.
  • 2024 NCIC entries: 533,936 records, according to the FBI’s 2024 annual report published in 2025; this is an annual entry count, not a count of people currently missing.

This guidance is national-level information, not legal advice and not a substitute for instructions from the agency handling the case. Local reporting channels, alert criteria and supervisory structures differ. The safest general rule is simple: call 911 for immediate danger, otherwise contact the local agency promptly, report children without delay, provide the facts you have, and keep a careful record of every step.
