Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPause before you share. Trace a claim to its original source, check its date and context, and compare it with independent reporting or the relevant official authority. Treat spoofed domains, fake personas, synthetic media, urgency, secret-plot explanations and demonising language as reasons to verify—not as automatic proof that a claim is false. Recruitment is a different question: look for repeated, coercive or secretive contact, isolation from trusted people, propaganda and movement toward real-world violence. One post, one platform, a political opinion or an identity is not evidence of extremism.
Start by separating accuracy from danger
A post can be inaccurate without being an intentional deception, and disturbing political speech is not automatically an extremist recruitment attempt. Assess the claim and the behaviour separately before deciding what to do.
| Question | Assess | Avoid |
|---|---|---|
| Is the claim reliable? | Its original source, evidence, publication date, location, context, media provenance and independent corroboration. Check that a cited authority actually supports the wording used. | Judging by virality, a confident tone, partisan fit, a screenshot or the number of comments and shares. |
| Is there a recruitment pattern? | Repeated contact, secrecy or coercion, pressure to sever trusted relationships, propaganda that dehumanises a target group, escalating encouragement of violence and steps toward real-world action. | Diagnosing a person from one post, a platform, a religion, ethnicity, political view or unusual opinion. |
| What response fits? | Whether a calm correction, platform report, trusted support route or emergency response is appropriate to the evidence and urgency. | Reposting harmful material to condemn it, confronting a suspected recruiter or investigating a possible threat alone. |
The distinction matters because UNESCO’s media and information literacy module notes that “fake news” is a misleading label—“if the content is fake, it is not news”—and because intent cannot be inferred from an error alone.
Know what misinformation and disinformation mean
The European Commission uses misinformation for false or misleading content shared without harmful intent, while disinformation is false or misleading content spread deliberately to deceive or obtain economic or political gain and that may cause public harm. A person can pass along a rumour honestly and still cause harm; proving deliberate deception requires evidence about intent, not just an inaccurate sentence.

UNESCO uses misinformation as a broad teaching term while distinguishing related forms of harmful content, including hate speech. In practice, describe what you can establish: “This statistic is unsupported,” “the video is from an earlier event,” or “the account is impersonating an agency.” Do not call every mistaken sharer a liar.
A five-step check before you share a claim
-
Pause when the post creates urgency
Fear, anger, shock, or a powerful urge to forward are signals to slow down. Read beyond the headline and avoid commenting or reposting while your first reaction is strongest. A time limit imposed by the post is not evidence that the claim is true.
-
Find the original source
Follow the link to the underlying document, full video, dataset, court filing, scientific paper or official statement. A screenshot, a cropped quotation and an account repeating a claim are not the source. Search distinctive wording in quotation marks and inspect whether the named author or organisation actually published it. If the link redirects through an unfamiliar domain, open the organisation’s known website separately rather than trusting the redirect.
-
Check date, place and context
Confirm when and where the material was created. Old disaster footage, an earlier election result or a quotation cut before and after a key sentence can be presented as new. Check the full transcript, the complete image or video and any available captions. Examine the domain spelling, contact information and about page for impersonation; a plausible logo does not authenticate a site. A real photograph can still be attached to a false story.

Corroborate independently
Look for documentation from sources that did not all copy the same post. Prefer primary records and organisations with responsibility for the event. For an election claim in the United States, the FBI and CISA’s October 18, 2024 public service announcement urged people to seek verified information from state and local election officials before sharing. That announcement addressed the 2024 U.S. general-election cycle; it is not a standing alert for every later election.
-
Choose not to forward when evidence remains unclear
Uncertainty is a reason to withhold a claim, not to pass it on with “I’m just asking questions.” If a correction is useful, lead with the verified fact and link to the evidence. Quote only the minimum necessary wording so the false claim is not made more memorable.

Red flags that deserve verification, not instant verdicts
Several features commonly accompany misleading campaigns. None settles the truth by itself; each tells you where to investigate.
Spoofed domains and fake personas
A site may use a misspelling, an extra hyphen, a country-code domain that the real organisation does not use, or copied branding. An account may claim to be a journalist, election office or military source while having no verifiable history. Compare the address with the organisation’s independently located website, check the account’s creation history and look for a real author or contact channel. A new account can still be genuine, and an established account can still be compromised, so treat these as checks rather than proof.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Synthetic or altered images, video and audio
AI-generated media is not automatically false, and a missing “AI” label does not prove that a recording is synthetic. Look for the original upload, consistent lighting and shadows, audio that matches mouth movement, unexplained edits and independent footage of the same event. Reverse-image searches and frame-by-frame comparison can reveal an older source, but visual tools are aids—not final evidence. Verify the underlying claim with a primary authority.
Urgency, certainty and coordinated amplification
“Share before it is deleted,” all-caps warnings, promises of secret insider knowledge and a sudden flood of identical posts are persuasion tactics. Popularity measures distribution, not accuracy. The fact that many accounts repeat the same sentence is weaker than an independently published record supporting it.
Secret plots and a demonised out-group
Conspiracy narratives often explain complex events through a hidden, all-powerful group and treat any contrary evidence as proof of the cover-up. The European Commission’s guide on identifying conspiracy theories recommends checking the source and logic, stating clearly when a claim is wrong and offering a fact-based alternative. Historical COVID-19 examples and the guide’s pandemic-era statistics should not be presented as current prevalence data. When examples involve antisemitic or other hateful tropes, name them only when necessary and explain that they are false and harmful.
How online extremist recruitment can look
Recruitment is a process, not a platform label or a one-post diagnosis. The European Commission says social networks, websites, forums, instant and encrypted messaging applications and gaming-adjacent spaces can be misused for propaganda, communication, mobilisation and recruitment. In a 2024 publication, Europol author Louis Jarvers wrote that “the Internet is rarely the sole driver of radicalisation, [but] it certainly can act as a facilitator.” The statement reflects the author’s view and does not claim that online exposure alone causes radicalisation.

Movement from public contact to secrecy
A contact may begin with ordinary political or cultural discussion, then repeatedly pressure someone to move to a closed chat, encrypted service or private server. Requests to hide the relationship, delete messages or use coded language increase the safety concern. A single invitation to a private group is not proof; the pattern and the pressure matter.
Isolation and dependency
Watch for attempts to make a person distrust family, friends, teachers, colleagues or all outside media, especially when the recruiter offers the group as the only source of truth, belonging or protection. Coercion can include threats, blackmail, doxxing, financial demands or promises of status. These behaviours are concerning regardless of the ideology being promoted.
Repeated propaganda and dehumanisation
Recruitment may involve a steady stream of videos, memes, manifestos or “news” that portray a target group as subhuman, inherently dangerous or responsible for every problem. The issue is not a lawful criticism of a government or policy; it is persistent dehumanisation coupled with pressure to adopt the group’s worldview or act against the target.
Escalation toward violence or real-world action
Greater urgency, praise for previous attacks, instructions for weapons or evasion, requests for money or transport, target information, and plans to meet or attack are indicators of escalating risk. Context is essential: discussing history or condemning an attack is not the same as encouraging one. Look for advocacy, intent and concrete steps rather than isolated words.

Why no universal checklist can diagnose a person
The sources available do not validate a universal individual risk score. Many people encounter extremist content without adopting it, and people can show one of these behaviours for non-extremist reasons. Europol cautions that online activity is rarely the sole driver of radicalisation. Treat a cluster of coercive behaviours as a reason to seek qualified help, not as permission to label, surveil or punish someone.
Respond to false or conspiratorial content without amplifying it
-
Lead with the accurate information
Put the correction first: “The election office reports that the polling location is open until 8 p.m.” Do not make a sensational falsehood the headline or opening line of your reply. Link directly to the official notice or primary record.

Name the problem precisely
Explain whether the error is an old image presented as new, a quotation missing context, a fabricated source or a calculation that does not support the conclusion. Avoid repeating slurs or unnecessary graphic details. If you must quote a claim to identify it, keep the quotation short and immediately state that it is false or unsupported.
-
Offer a workable alternative
Tell readers where to check next: the election authority, court docket, public health agency, full interview or original dataset. A replacement explanation gives people something useful to share instead of leaving a vacuum.

Use empathy and questions with someone who is persuaded
Ask what evidence would change their mind, where the information originated and whether another explanation fits the same facts. Ridicule and an information dump can make a person defensive. A calm, bounded conversation is safer than trying to win in a public pile-on.
-
Report rather than rebroadcast
Use the platform’s reporting route for impersonation, credible threats, targeted harassment or content that violates its rules. Screenshots may help a report, but keep them private and do not circulate them as “proof.” UNESCO’s guidance supports media and information literacy, reporting and carefully framed counter-messaging that does not give harmful material extra reach.
What to do when someone may be at risk
Protect yourself first
Do not confront a suspected recruiter, arrange a meeting, infiltrate a group or attempt an amateur investigation. Preserve your own account security, avoid sharing personal details and keep records only when doing so is safe and lawful. If a young person is involved, include a trusted parent, guardian, school safeguarding lead or community professional rather than handling the situation alone.
Choose a support route suited to the situation
For coercive contact without an immediate threat, consider a trusted family member, school, employer, community organisation, platform safety team or local prevention service. Explain the specific behaviour and provide dates or links privately; avoid presenting a diagnosis as fact. The European Commission’s prevention of radicalisation work describes prevention as a multi-agency field, not a task for ordinary users to conduct alone.

Act on an imminent threat
If a message identifies a target, time, place or practical preparation for violence, contact local emergency services or law enforcement immediately. The FBI and CISA guidance is U.S.-specific; readers elsewhere should use their own emergency number and relevant authorities. Do not delay an urgent report while trying to verify every detail yourself, and do not post the threat publicly.
What platforms and laws can—and cannot—do
Services can provide channels for propaganda and recruitment, but a platform’s presence does not make every user or community extremist. Moderation labels are signals to examine the underlying evidence, not substitutes for it. Save the direct URL and relevant time stamp when reporting, because content can change or disappear.
In the European Union, the Terrorist Content Online Regulation requires platforms covered by the rule to remove identified terrorist content within one hour, while providing safeguards for freedom of expression. That is an EU regulatory requirement for covered services, not a global rule and not a finding that every disputed post is terrorist content. The Commission’s 2024–2025 strategic orientations describe prevention priorities; national procedures and definitions still differ.
What the available evidence shows—and its limits
Falsehood can travel efficiently
A 2018 MIT Media Lab study of Twitter data, summarized in UNESCO’s 2021 module, found that falsehoods travelled farther, faster, deeper and more broadly than truth across the categories it examined. That is a finding about that dataset and period, not a universal law for every platform or today’s recommendation systems. It explains why “everyone is sharing it” is a poor accuracy test.
Conspiracy beliefs during the COVID-19 period
The European Commission guide cites a Gallup International survey from March 2020 in which more than three in ten respondents across 28 countries believed that a foreign power or another force was deliberately causing COVID-19 to spread. The figure is pandemic-specific and historical; it is not a current estimate of general conspiracy belief.
European prevention resources
The Commission’s prevention page, accessed October 13, 2026, describes €60 million in funding and more than 6,000 practitioners and policymakers connected with the EU Knowledge Hub on Prevention of Radicalisation. Those are programme details, not prevalence statistics, and membership and funding figures can change.
Taken together, these findings support a disciplined habit: verify the claim’s provenance and evidence, then assess behaviour and safety separately. Accuracy checks cannot diagnose radicalisation, and concern about recruitment cannot justify treating lawful disagreement or identity as proof of dangerousness.
