The safest approach is layered, not app-based: choose a channel both people can actually reach, use end-to-end encryption, verify each contact, harden both devices and accounts, minimize stored information, and make an outage plan. Encryption protects message contents in transit, but it does not hide your identity, phone number, IP address, contacts, device, connection attempts, or the behavior of the person you are contacting. A VPN or proxy can change which network operator sees a connection, while adding another party that must be trusted. Your location, role, device access, and the consequences of being identified should determine every choice.
Start with the limits of “private” messaging
End-to-end encryption protects content between endpoints
End-to-end encryption (E2EE) is designed so that only the sender’s and recipient’s apps can read a message or hear a call. Someone monitoring the path between those devices should not be able to read the protected content. The Electronic Frontier Foundation (EFF) describes Signal as open source and end-to-end encrypted for texts, media and calls. Its guidance also says Signal has represented in court that the only two types of user data it retains and can provide to law enforcement are the timestamp when an account was created and the date it last connected. That is a statement about data available to law enforcement, not a claim that the app collects no data at all.
EFF says WhatsApp messages and calls also use E2EE. Encryption applies to the communication mode covered by the current app and version; it does not automatically protect an ordinary phone call, an unencrypted email, a cloud document, a screenshot, or a message copied into another service.
Encryption does not make the rest of the system invisible
Even when content is encrypted, the service, network operator, device, or recipient may reveal useful information. Depending on the service and circumstances, observers may learn account identifiers, phone numbers, IP addresses, timing, connection attempts, group membership, device identifiers, usage patterns, or who appears to communicate with whom. A recipient can forward, photograph or export a message, and a seized or unlocked device can expose data after it has been decrypted for use.

EFF’s WhatsApp guide describes the service as closed source and says metadata shared with Meta can include phone numbers, usage logs, IP addresses and device identifiers. Some privacy controls require users to turn them on; do not assume that a setting is enabled simply because a service offers it.
Define the harm before choosing a tool
Ask what would happen if a phone were inspected, an account were taken over, a contact list exposed, a group member revealed, or a connection attempt noticed. A person inside Iran may face different risks from a person abroad, and a journalist, activist, family member, student or business contact may have different needs. The right plan may be to communicate less, retain less, or delay a conversation rather than to add another tool.
Why access in Iran must be treated as a changing condition
Service availability is not a permanent property of an app. Access Now’s 2025 annual report, published by the #KeepItOn coalition, records at least 11 shutdowns in Iran during 2025. It describes a near-complete nationwide blackout from June 16 through June 21, 2025, and a WhatsApp block during the Iran–Israel war. Those are documented events in 2025, not a statement of what works on the day you read this.
Access Now’s Iran background page also describes earlier blocking, throttling and interference with cellular networks. The page was last updated September 23, 2025, so it is useful context rather than a live service-status report. The same annual report describes the January 2026 shutdown as unusually sophisticated and prolonged. None of these reports can establish whether a particular app, SIM, website or network is reachable in a specific neighborhood at a specific moment.

Plan for a connection to fail. Both participants need a usable connection and a working app for an encrypted exchange. A technically strong service is not a practical choice if one person cannot install it, authenticate, receive messages or safely explain a change of channel.
Compare channels by safety and reachability
| Question | Signal | |
|---|---|---|
| Can both people reach it? | Requires internet access for both people. Availability can vary by network and time. | Also depends on internet access and local blocking; the 2025 Access Now report documents a WhatsApp block during the Iran–Israel war. |
| What is encrypted? | EFF describes end-to-end encrypted texts, media and calls. | EFF says messages and calls use end-to-end encryption; check the current version for the exact mode you are using. |
| Provider and metadata exposure | Open source. EFF says Signal has told courts that the data it retains and can provide to law enforcement are account-creation and last-connection timestamps. | Closed source. EFF describes metadata shared with Meta, including phone numbers, usage logs, IP addresses and device identifiers. |
| Account and recovery trade-offs | Requires an account and internet connection; recovery and re-registration can be difficult if you lose access to the account or number. | Many contacts may already use it, which can reduce the risk of moving to an unfamiliar app; account and privacy options change over time. |
| If the service is blocked | A proxy may help with some blocking, but the proxy operator can see the user’s IP address. | A VPN or other network path may change reachability, but it adds a provider or operator that must be trusted and may itself be blocked. |
Do not declare one service universally safest. First ask whether both people can use it without creating new suspicion or operational problems. If a contact already uses an E2EE app, improving its settings and verifying keys may be safer than moving that person to an unfamiliar channel. Requiring a rushed migration can itself reveal that a conversation is sensitive.
Verify the person and the encryption key
Complete verification before discussing sensitive facts
- Open the contact’s safety-number, security-code or key-verification screen in the messaging app.
- Compare every character with the contact in person or through a separate, trusted channel. When the app offers QR verification, scan or compare the QR code instead of relying on a screenshot sent in the same chat.
- Mark the contact as verified only after the comparison matches. Record the date and the method in a way that does not expose unnecessary sensitive information.
- Repeat verification after a new phone, reinstallation, number change or other event that causes the app to report a key change.
Treat an unexpected key change as a warning
A changed safety number can have an innocent explanation, such as a new device, but it can also indicate account takeover or an unverified replacement. Stop the sensitive conversation and contact the person through a separate channel you already trust. Do not use the changed chat itself to ask whether the change is genuine. If you cannot independently confirm the new key, assume the channel is not verified and move only information whose exposure you can tolerate.
Harden both devices before sending sensitive material
- Use a strong passcode. Prefer a long, unique passcode over a short pattern or a code reused elsewhere. Biometric unlocking can be convenient, but know how to force a passcode-only unlock before crossing a border or entering a situation where a device may be inspected.
- Enable device encryption. Device encryption protects stored data; it is different from encrypting traffic while data travels over the internet. Confirm that encryption is active in the current operating-system security settings.
- Install security updates. Keep the operating system, messaging app, browser and other software current. Updates may include fixes for vulnerabilities that an attacker could use before or after a message is sent.
- Review lock-screen notifications. Hide message text, names or one-time codes from previews if someone could see the locked screen. Check this separately for each messaging app.
- Audit linked devices and sessions. Remove computers, tablets and browsers that you no longer recognize or use. A forgotten linked session can expose new messages even when the phone remains with you.
- Reduce retained data. Delete unnecessary chats, downloaded media, contact exports and attachments according to your safety plan. Automatic deletion reduces stored history but does not prevent screenshots, forwarding or forensic recovery in every situation.
- Control backups. Review whether chats are copied to a cloud or local backup, who can access that backup and whether it receives the same protection as the live conversation. A backup can become the easiest place to obtain a long message history.
- Separate shared access. Do not leave a sensitive account signed in on a family, work or public device. Consider who can access the phone while it is unlocked and whether another person knows the passcode.
Protect the account, not just the app
Use unique credentials and two-factor authentication
Create a strong, unique password for the account that controls the messaging identity and for the email address used in recovery. Two-factor authentication (2FA) adds a second check when the service supports it. Store recovery codes somewhere protected from the phone and from the account they recover. A password manager can help generate and remember unique passwords; choose one based on your own threat model rather than assuming any product is safe by default.

Plan for number loss and re-registration
Many messaging accounts are tied to a phone number. Losing a SIM, changing numbers, roaming, or being unable to receive a verification code can interrupt access or trigger a new key. Decide in advance how you will confirm a number change with trusted contacts. Do not publish a new number in a large group when a one-to-one confirmation is safer.
Use available privacy settings deliberately
EFF’s WhatsApp guidance describes Strict Account Settings as enabling two-factor authentication and security notifications, blocking media from unknown senders, disabling link previews, silencing unknown callers and restricting most profile visibility to contacts. App menus can change, so open the current version’s privacy and security sections and verify each control rather than relying on an old step-by-step path.
Keep group conversations and media from widening the exposure
Every group member is another endpoint. EFF warns that group chats can create oversharing and legal risk and treats secure messaging as one part of a broader security and organizing plan.
- Invite only people who need the information. Review membership after roles change.
- Share the minimum identifying detail needed for the task. A first name, phone number, workplace, location and schedule can combine into a sensitive profile.
- Separate routine logistics from high-risk discussions. Do not create a permanent archive of every subject in one group.
- Assume images and documents contain clues such as faces, voices, timestamps, location metadata, distinctive backgrounds or account names. Remove unnecessary metadata before sharing when doing so does not create a new risk.
- Do not open unexpected links or files merely because they arrive through an encrypted chat. E2EE protects delivery content from network observers; it does not make a malicious attachment safe.
- Tell participants what not to forward, quote or screenshot. A recipient’s device and judgment remain outside the sender’s encryption boundary.
Understand what a VPN or proxy changes
VPNs move trust to another provider
A VPN normally encrypts traffic between your device and the VPN server. That can prevent the local network from seeing the full contents of the connection, but the VPN provider becomes able to observe more about where you connect and may be able to see browsing activity. Access Now advises evaluating whether a provider publishes open-source code and has trusted independent audits, while warning that providers may retain logs.

A VPN is not a guarantee of anonymity. Websites and services can still identify accounts, cookies, browser characteristics or behavioral patterns. Governments may monitor attempts to bypass censorship, VPNs may be blocked, and circumvention tools may be illegal in some countries. Those are general cautions, not a legal determination for any particular person in Iran; obtain qualified local advice before acting.
App proxies have a narrower benefit
A proxy built into or used with an encrypted messaging service may help the app reach its servers when a particular route is blocked. EFF says a Signal or WhatsApp proxy can see the user’s IP address while message contents remain end-to-end encrypted. That means the proxy can become aware of a connection and its source address even though it cannot read the protected chat. Do not confuse content confidentiality with hiding that a connection exists or where it originated.
Do not improvise during a shutdown
Access Now warns that circumvention tools may be harder to obtain after a shutdown begins. Preparing one in advance may be sensible for some people and dangerous for others, depending on local monitoring, device searches, legal exposure and the consequences of being seen using it. Avoid downloading an unknown tool in a crisis or accepting a configuration file from an unverified contact. High-risk individuals should seek individualized guidance before setting up or using circumvention software.

- Choose a primary channel. Confirm that both people can install, register and use it before the conversation becomes urgent.
- Choose a secondary channel only if it improves safety. Verify its identity and key in advance. More apps can mean more accounts, metadata and opportunities for mistakes.
- Set a non-sensitive check-in method. Agree on a simple signal that means “I cannot safely discuss details,” without encoding a secret in a public post or a suspicious message.
- Decide what waits. During a blackout or suspected monitoring, postpone information whose exposure could cause harm. Do not fill the silence with repeated connection attempts that reveal a pattern.
- Keep essential numbers and instructions safely offline. Store only what you need, protect the paper or device, and avoid carrying a complete contact directory into a high-risk situation.
- Re-verify after service returns. A restored connection, reinstalled app or borrowed device can change keys and account state. Confirm identity before resuming sensitive content.
When a device or account may be compromised
Signs can include an unrecognized linked session, an unexpected security-code change, password-reset notices you did not request, messages sent without you, sudden loss of account control, or a device behaving unusually after opening a file or link. None of these signs proves a particular attacker, but each warrants caution.

- Use a different, trusted device and network to contact the person through a previously verified channel.
- Change the account password, revoke unknown sessions and regenerate or review 2FA and recovery options.
- Update the operating system and apps. If compromise is plausible and the consequences are serious, seek qualified assistance before wiping or resetting; preserving evidence may matter.
- Warn contacts through an independently verified route. Do not post detailed explanations that disclose who is at risk or how you detected the problem.
Encryption cannot repair a compromised endpoint. If an attacker controls the phone, account or recipient’s device, they may see messages before encryption or after decryption.
Get individualized help when the stakes are high
There is no universal configuration that is safe for every person communicating with Iran. Access Now explicitly advises people inside Iran to avoid jeopardizing their safety and offers a Digital Security Helpline for advice. A qualified digital-security organization can help weigh device searches, local monitoring, travel, professional duties, family exposure and the practical consequences of a blocked service. Do not ask a person at elevated risk to install a new tool, reveal their location or change a communication habit until the effect on their safety has been considered.
The EFF’s Surveillance Self-Defense guidance for human-rights defenders puts the issue plainly: “If you run an organization whose work might be monitored by governments—either locally, or when you travel—you need to think about locking down your communications.” Locking down communications is a continuing practice: verify contacts, reduce data, update devices, review access and reassess the plan whenever the network, app, device or personal circumstances change.
