Preserve Ningbo community oral histories as a governed collection, not a folder of audio files: let community members set priorities and access rules, prepare flexible interviews, document consent and rights, retain the original recordings with their context, create usable metadata and transcripts where possible, and maintain documented copies with a realistic long-term steward. Hong Kong examples can guide the structure, but the community must decide which people, places, languages, memories and records matter.
What a preserved oral history collection contains
An interview is preserved when future users can identify it, understand its context, know who controls access, and retrieve a usable original. The package normally includes the highest-quality original recording available to the project, a project or series description, signed releases, interview metadata, field notes, and related photographs or documents. Transcripts or captions add accessibility and text search, but they do not replace the original recording.
This guide does not supply a migration history for Hong Kong’s Ningbo community. Available guidance describes oral-history practice and a Hong Kong archive model, not the community’s specific organizations, dialect practices, arrival dates or existing collections. Begin by asking community members to identify people, places, names, languages, themes and records. Check historical assertions against appropriate local sources rather than treating one narrator’s recollection as a complete institutional history.
1. Let the community set priorities and stewardship terms
Oral history is collaborative work. Before buying equipment or scheduling a series, convene narrators, community organizers, family representatives and prospective custodians. Ask what should be recorded, who should be able to hear it, what should remain private, and what the project can realistically care for after the initial recording period.

Questions to settle in a first planning meeting
- Which generations, neighborhoods, occupations, associations, schools, businesses, religious spaces or family experiences are priorities?
- Which languages or varieties should interviewers and transcribers be able to understand? Will an interpreter participate, and how will the narrator review translations?
- Are some names, addresses, family matters, immigration experiences, health details or political memories restricted?
- Who may listen, receive copies, quote, translate, exhibit, publish or make educational extracts?
- Who will answer future permission requests and update restrictions if a narrator changes their mind?
- What staff, volunteers, storage, documentation time and succession arrangements exist after the project ends?
The Oral History Association advises projects without a formal archive to consider sharing resources with repositories that can provide infrastructure and expertise. A partnership can be useful, but it should not remove community agency. The community can choose a partner, negotiate terms, or decide to steward the collection itself while seeking specialist advice.
Choose a stewardship model deliberately
| Model | Community control and restrictions | Preservation capacity and succession | Accessibility and discoverability | What to confirm before recording at scale |
|---|---|---|---|---|
| Community-managed collection | Highest direct control; the project writes and enforces its own access rules. | Requires a documented handover plan, maintained storage and people willing to continue the work. | Depends on the project’s metadata, transcription and public-access tools. | Who owns the master files, where copies are kept, who administers permissions and how successors are appointed. |
| Repository partnership | Control is shared through a deposit or custody agreement; narrator restrictions must be written into the arrangement. | A repository may add professional infrastructure and staff, subject to its capacity and policies. | Cataloguing, search and reading-room or online access may improve, but the partner’s intake rules apply. | Whether it is accepting this type of material, required formats, rights paperwork, metadata fields, restrictions, fees and withdrawal procedures. |
| Hybrid stewardship | The community retains a working or access copy while a partner holds preservation copies under agreed terms. | Can distribute risk, but only if responsibilities and succession are unambiguous. | Public descriptions can be shared while sensitive files remain controlled by the community. | Which copy is authoritative, how updates synchronize, and who responds to access requests. |
2. Research and prepare without scripting away the narrator
Background research helps an interviewer recognize names, dates and places and ask useful follow-ups. Hong Kong Memory describes interviewers doing substantial preparation while allowing the conversation to emerge through interviewer–interviewee interaction. Use a topic guide, not a script that dictates the story.
Build a source-aware topic guide
- List the subjects the community identified, and mark which claims still need corroboration.
- Prepare open prompts such as “What do you remember about that place?” or “Who else was involved?” rather than questions that imply an answer.
- Leave room for the narrator to introduce people, events and meanings that were not in the project’s initial plan.
- Record the spelling and preferred form of names, place names and organizations during or immediately after the session.
- Plan how the narrator can correct factual errors, translations or sensitive descriptions during review.
Explain the project in the narrator’s preferred language. If an interpreter is used, document that person’s role and whether the narrator approves the interpretation for access. Do not infer that all members of a Ningbo community share one language, identity or migration experience; ask each narrator what terms they use.
3. Decide recording, format and rights before pressing Record
The project should understand and test its intended recording technology before the first formal interview. A portable digital audio recorder is a practical equipment category for an audio-led project, but the sources do not test or endorse a particular model, file format, bitrate or sample rate. Select a format that the intended custodian can accession, preserve and use, and confirm it in writing with any prospective repository.

Oral History Association, Principles and Best Practices, updated October 2019
Pre-recording technical check
- Make a test recording in the actual room, then listen back through headphones for speech clarity, hums, echo and handling noise.
- Confirm power, storage media, file naming, date and time settings, and a safe way to copy files after the session.
- Decide who monitors levels and who takes notes so the interviewer can concentrate on the conversation.
- Prepare a quiet alternative location and a plan for interruptions, illness or equipment failure.
- Write down the agreed preservation and access format; do not promise a repository a specification it has not accepted.
Put collaboration decisions in a project agreement
| Decision | What the agreement should say |
|---|---|
| Purpose and scope | Why the interviews are being made, which series or project they belong to, and whether future topics may be added. |
| Files and formats | Which recording is the original, what derivatives may be created, and which format a proposed custodian can preserve and access. |
| Rights and releases | Who may provide access, copy, quote, translate, publish, exhibit or otherwise reuse the interview and related materials. |
| Restrictions | Embargoes, closed sections, named-person restrictions, review rights, expiration dates and the process for changing terms. |
| Metadata | Required names, dates, locations, languages, subjects, summaries, provenance and links between each file and its permissions. |
| Long-term care | Who stores masters, makes documented copies, maintains descriptions, handles requests and succeeds the project. |
4. Make consent, ownership and access understandable
Consent is more than a signature. Explain the project, likely audiences, possible quotations or online access, preservation copies, transcription and translation, and the narrator’s options for restricting use. Ask the narrator to describe any people or documents that should not be made public. Give them time to ask questions and record the version of the release used.
Document each narrator’s terms
- Identify the narrator, interviewer, interpreter and project or series.
- Describe the recording and any photographs, papers or objects supplied with it.
- State who may access the material and whether access includes listening, downloading, copying, quoting, translating, teaching or exhibition.
- Record restrictions precisely: what is closed, to whom, for how long, and who may authorize an exception.
- Explain how a request to change terms will be handled and whether the project can withdraw a copy already distributed.
- Give the narrator a copy of the signed agreement and a practical contact for future questions.
The Oral History Association’s archiving manual recommends releases that give an archive permission to provide access while allowing narrators to set access or use restrictions. It also notes that interview copyright is often treated as belonging to both interviewer and narrator unless an agreement transfers rights. That is professional guidance, not Hong Kong legal advice. Have a qualified local adviser review unusual rights, privacy, defamation, minors’ participation or cross-border distribution questions.

Start the recording with a short identification statement: project name, interviewee and interviewer names as the participants give them, date, place, language or languages, and the consent status. Keep a field note for interruptions, a second take, a change of location, technical problems or material the narrator asks you to remove. These details help a future user interpret the file.
Use the prepared prompts, then follow the narrator’s chronology and priorities. Ask for clarification without forcing a correction. When a narrator mentions a person, organization or place that matters, ask how it was spelled, where it was, what period is meant and whether supporting records exist. Invite the narrator to identify photographs or documents after the conversation rather than guessing identities in the catalogue.

You can delete all recordings with one click or transfer the recording files to your computer with the included Type-C cable. (Windows and Mac compatible)
Hong Kong Memory reports that its Hong Kong Voices project completed about 120 audio or audiovisual interviews between 2008 and 2013, with interviews ranging from one to ten hours. Those figures describe that completed collection, not a recommended duration or target for a new Ningbo community project. A shorter, well-prepared session with clear consent and context is preferable to an exhausting interview that the narrator cannot review.
6. Preserve the complete record, not only the sound
After each session, assemble a preservation package. Keep the untouched original recording and clearly label any edited access copy, excerpt or compressed file as a derivative. Store the release and restrictions with the item’s metadata so a future user cannot mistake an accessible copy for unrestricted material.

- Original audio or audiovisual file, with its original filename retained in the project’s inventory.
- Project and series description explaining purpose, participants, dates, locations and collection history.
- Signed release, consent notes and any later amendment or restriction.
- Interview metadata, content summary, keywords, themes, subjects and reliable language or provenance information.
- Field notes describing the setting, equipment issues, interruptions and related items.
- Transcript or captions where feasible, with the language, translator and review status identified.
- Photographs, letters, certificates, maps or other supplied documents, linked to the interview and described separately.
- An inventory showing each file’s identifier, location, copy status and access rule.
Use stable identifiers and an explicit file relationship
Give the interview, its original recording, derivatives, transcript, release and related objects identifiers that show how they belong together. A simple inventory might look like this:
NINGBO-0001/
NINGBO-0001_original.wav
NINGBO-0001_access.mp3
NINGBO-0001_transcript_zh-Hant.pdf
NINGBO-0001_release.pdf
NINGBO-0001_field-notes.txt
NINGBO-0001_metadata.csv
related-items/
NINGBO-0001_photo-01.jpg
The exact extensions above are an organizational example, not a preservation specification. Confirm acceptable formats with the intended custodian and keep the mapping between derivatives, permissions and originals unambiguous.
7. Back up methodically and plan for succession
Make documented copies as soon as practical after recording. Keep a written record of what was copied, when, by whom, where each copy is stored and how its integrity is checked. Include an offline copy where feasible, protect access-controlled material, and update the inventory when files move. A backup alone is not an archive: long-term care also requires appraisal, description, secure custody, discoverability, access administration and people responsible for the work.

- 【High quality and long time】 uses DSP noise reduction technology to filter out environmental noise, has high-quality recording, 【1536kbps】to restore the real scene. It can continuously record for more than 30 hours and play for 7 hours.
Write a continuity plan
- Name the person or group responsible for the collection this year and the successor if that person leaves.
- Set a review point for storage, file readability, permissions and contact details.
- Explain how a new steward receives the inventory, releases, passwords or keys, and restriction register.
- Record what happens if the project dissolves: transfer, continued community custody or a negotiated repository deposit.
- Tell narrators whom to contact if they want to amend a restriction or report a concern.
8. Describe the collection so people can find it
Hong Kong Memory’s Hong Kong Voices structure combines full interviews and short highlights with biographies, photographs, documents, references and searchable metadata. Its descriptive approach is a useful local example, not a mandatory template. Adapt it to community capacity and each narrator’s wishes.

| Recording circumstances | Date, place, interviewer, interpreter, language or languages, duration and equipment notes. | Distinguish what was observed or documented from what remains uncertain. |
| Content | Summary, keywords, themes, subjects, people, places and time periods discussed. | Use terms the community recognizes and explain variants where reliable information exists. |
| Related materials | Photographs, donated documents, references and links to the associated interview identifier. | Record provenance and permission separately for each item. |
| Access | Public, community-only, named-user, embargoed or closed status; restriction text and review date. | Make the rule machine-readable or plainly visible so it cannot be lost in a note. |
Keep a short public description when a full transcript cannot be released. A restricted interview can still be discoverable at collection level if the narrator permits that description.
9. Make access useful without overriding narrator wishes
Transcripts and captions let people search names and themes, support deaf and hard-of-hearing users, and reduce the burden on listeners who speak the language less fluently. Mark whether a transcript is verbatim, edited for readability, translated, machine-generated or reviewed by a person. Preserve the original-language recording even when a translation is the public access copy.
Offer short highlights only when the release permits excerpts and the excerpt does not remove a qualification that changes meaning. Keep the full interview available to the audience authorized by the narrator. If a transcript exposes a restricted passage, apply the same restriction to the text, captions, translation and derivative audio.
10. Discuss Hong Kong repositories without assuming acceptance
The Hong Kong Public Libraries Hong Kong Oral History Resources portal is a useful local entry point to oral-history collections, projects, research centres and guides. Its existence does not establish that the library will accept a new Ningbo community deposit. No currently accepting repository or project-specific intake specification is established here.

Before recording at scale, approach prospective custodians with a concise sample description and ask:
- Are you currently accepting community oral-history collections, and under what scope?
- Which original and access formats can you preserve and deliver?
- What rights, release language, metadata and file-naming requirements apply?
- Can narrators impose, amend or review restrictions, and how are closed files handled?
- Who owns or administers the material after deposit, and can the community retain copies?
- What are the arrangements for transfer, withdrawal, digitization, future access and succession?
The Hong Kong Government Records Service’s records-management guidance can provide context about electronic records and metadata, but it is written for government bureaux and departments and is not binding on a community project.
11. A practical project sequence
- Listen first: form a community advisory group and document priorities, languages, sensitive subjects and desired audiences.
- Map capacity: choose community, partner or hybrid stewardship and name future custodians.
- Prepare: research context, build flexible topic guides, arrange language support and explain participation.
- Agree terms: settle recording format, releases, restrictions, metadata, preservation responsibilities and access before the session.
- Test: record and review a technical sample; revise the room, workflow and consent explanation.
- Interview: identify the session on tape, follow the narrator’s account, take field notes and document related items.
- Ingest: preserve the original, create permitted derivatives, attach the release and complete the inventory.
- Copy and describe: make documented copies, retain an offline copy where feasible, and add searchable metadata and transcripts or captions where possible.
- Review: let narrators check names, translations and restrictions within the agreed process.
- Steward: publish or share only what the agreement allows, monitor storage and permissions, and pass the collection to the named successor.
Common failures and recovery steps
Recording exists but nobody knows what it is
Create an item identifier, identify participants and date, write a content summary, and link the file to its release and field notes. Ask the narrator or interviewer to verify uncertain names rather than guessing.
A public copy was made before restrictions were written down
Pause distribution, inventory every copy and derivative, contact the narrator, and record a clear access decision. Consult the project’s rights adviser about copies already shared.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe project has several backups but no steward
Choose a responsible person or group, consolidate the inventory, document storage locations and permissions, and agree on a succession event. Redundancy cannot replace administration.
A transcript conflicts with the audio
Keep the original recording authoritative, label the transcript’s language and review status, correct the text transparently, and preserve earlier versions when the project’s policy requires an audit trail.
A repository asks for specifications the project cannot meet
Do not convert or discard originals merely to satisfy an unconfirmed requirement. Ask whether the repository can advise on preparation, identify another custodian, or retain community custody while the project builds capacity.
