For a predictable cartoon stream, keep episodes in stable folders, number filenames so they sort in broadcast order, and build an OBS VLC Video playlist with Shuffle Playlist off and Loop Playlist on. That organizes playback, but it cannot by itself keep a 24/7 broadcast online: the files must remain accessible, OBS and the network must stay available, and the stream needs monitoring.
Organize files so playback order is predictable
OBS and YouTube do not require a particular folder structure or filename format. A consistent convention is simply easier to maintain and reduces the chance of adding episodes in the wrong order.
Use folders and numbered filenames
A practical structure is one folder per series, with optional season folders:
Cartoons/Series Name/Season 01/Series Name - S01E01 - Episode Title.mp4Cartoons/Series Name/Season 01/Series Name - S01E02 - Episode Title.mp4
Use the same numbering pattern throughout the library so alphabetical sorting follows the intended episode sequence. Label specials, shorts, interstitials, and other exceptions clearly. After building a playlist, avoid renaming or moving its files: stable paths make it less likely that OBS will lose track of media.

Check the media before adding it
Open representative files and confirm that video and audio play as expected, and that any subtitles you intend to use are present. Include only material intended for this stream. OBS lists MP4, TS, MOV, FLV, MKV, AVI, GIF, and WebM among supported local video extensions. The VLC Video source requires VLC to be installed; match VLC’s architecture to OBS, such as 64-bit VLC with 64-bit OBS. See the OBS Project’s Media Sources documentation.
Build a looping playlist in OBS
For several episodes
- Install VLC if it is not already installed, using the same architecture as OBS. Open OBS and add a VLC Video source to the scene that will carry the stream.
- Add the cartoon files in the intended playback order. Check the list itself; do not rely on filenames alone to set the source’s order.
- Leave Shuffle Playlist off for sequential episodes. Turn on Loop Playlist so the source starts again after the final item.
- Play through the playlist and check transitions, audio, and any files that are unusually long or formatted differently.
OBS describes Loop Playlist as the setting that restarts the source after it runs out of media files. Shuffle is a separate control, so a looping list can still play in its listed order. The options are documented in the OBS Project’s Media Sources guide.

For one repeating file
If the stream contains a single video, add it as an OBS Media Source and enable that source’s Loop option. Use a VLC Video source when you need an ordered multi-file list instead.
Check what happens when a scene changes
OBS’s Visibility Behaviour controls whether media stops, pauses, or continues while its source is hidden. If scenes may change during a long broadcast, check this setting and test the transition: a source that stops or pauses when hidden will not behave like an always-playing playlist.

Test the whole chain before relying on it
A looping source addresses what OBS plays, not whether the broadcast stays connected. Keep the media drive mounted, preserve file paths, prevent the computer from sleeping or restarting unexpectedly, and make sure the encoder and internet connection remain available. These are practical operating precautions, not guarantees of continuous service or requirements for a particular drive or computer.
- Run a test with representative cartoon footage, including sound and movement similar to what viewers will see.
- Confirm the correct stream and broadcast are selected in your encoder and YouTube setup.
- Check the YouTube Live Control Room’s stream health and messages during the test and while live.
- Verify that the playlist reaches its end and begins again, and that the source remains active through any scene changes you expect.
YouTube’s encoder guidance recommends constant bitrate (CBR) and a two-second keyframe interval, and says not to exceed four seconds. Select resolution and bitrate for the available connection and desired output; there is no single bitrate that suits every connection and stream. YouTube recommends RTMPS as a secure streaming protocol in its encoder settings guidance.

Choose an ingest protocol that fits the setup
RTMPS for a typical encoder setup
Follow the protocol and settings supported by your encoder and configured in YouTube. YouTube’s encoder guide recommends RTMPS. Do not apply HLS segment rules to a general RTMP or RTMPS setup.
HLS when the encoder is configured for it
YouTube’s HLS setup guidance calls for TS segments lasting 1–4 seconds, HTTPS POST or PUT, and no more than five outstanding segments. YouTube notes that HLS has higher latency because it sends video in segments rather than as a continuous RTMP stream. These are ingest requirements, not settings for organizing local cartoon files. See YouTube’s HLS setup guide.

For an encoder or integration that implements HLS directly, YouTube’s HLS ingestion guide also describes increasing media sequence numbers, unique segment filenames across encoder restarts, and updating the playlist for each media segment. It documents a backup ingest URL for a second copy, which adds configuration work but does not guarantee uninterrupted viewing. Most creators using an encoder’s configured preset will not need to manage segment playlists themselves. RFC 8216, the HLS specification, covers playlist formats; those protocol details are separate from your local folder and filename convention.
Understand broadcasts and streams
YouTube Live distinguishes the audience-facing broadcast from the stream resource that supplies encoder audio and video. That distinction matters when designing a persistent encoder with one or more broadcasts, but it does not protect against failures in the encoder, power, or network. The relationship is described in Google’s YouTube Live Streaming API documentation.
Copyright and rights still apply
A file playing correctly does not establish that you have permission to rebroadcast it. Confirm that you have the necessary rights for every cartoon, soundtrack, and other included material. The technical sources for OBS and YouTube ingest do not determine whether a particular title is licensed for your channel.
Or let it run in the cloud
If you would rather not keep a home computer and connection running, StreamNeo keeps an uploaded-video stream live on YouTube from the cloud. Upload a recording or build a playlist, add your YouTube stream key once, and go live. Nothing has to stay on at home; your upload streams as made, up to 4K 60fps, at one price per slot, and StreamNeo automatically recovers if YouTube drops the stream. The first day is free with no card. Monthly pricing is $9.99 per month. Learn more at StreamNeo, or start your free day.
