How to Measure the Impact of a Prison Sustainability Program

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure a prison sustainability program as a chain of evidence: document what was delivered, measure changes in energy, water, waste and greenhouse-gas emissions against a named baseline, record costs and relevant outcomes for people in prison and staff, and explain the operational conditions that changed during the evaluation. A fall in consumption is not automatically proof that the program caused it.

A defensible evaluation states the facilities and activities included, the baseline period, units, data-collection schedule, calculation rules, missing data and contextual changes. It separates implementation measures (whether the work happened) from outcome measures (what changed), then reports what the evidence can and cannot establish.

What “impact” means in a prison setting

Impact has several layers. An institution may install efficient equipment, train staff, introduce water-saving procedures or divert organic waste. Those are delivery achievements. The next question is whether the actions changed resource use, emissions, waste treatment, operating cost or conditions for people and staff. The strongest account connects the layers without treating them as interchangeable.

  • Implementation: which planned actions were completed, when, by whom and at which facilities.
  • Operational outputs: energy, fuel, water, waste and participation records generated by the intervention.
  • Outcomes: changes in resource use, facility emissions, waste diversion, expenditure and relevant social conditions.
  • Attribution: how confidently the change can be associated with the program rather than occupancy, weather, construction, closures, repairs or other events.

Correctional Service Canada (CSC) frames sustainability across environmental, social and economic dimensions. The 2025 Green Prisons guide from the United Nations Interregional Crime and Justice Research Institute and Penal Reform International likewise treats monitoring and evaluation as covering environmental effects and outcomes for people in prison and prison staff.

Start with a program map and theory of change

Describe the intervention precisely

Write down each action instead of evaluating a broad label such as “green prison.” For every action, record the responsible team, facilities covered, population covered, start date, expected duration and intended mechanism. Examples include energy-efficiency work, water-conservation measures, an organic-waste collection scheme, staff training, procurement changes or a maintenance program aimed at leaks.

Separate delivery from results

An organic-waste initiative illustrates the distinction. First measure whether collection containers, sorting rules, staff instruction and contractor arrangements were put in place. Then measure the quantity of organic material captured and the share diverted from landfill. If diversion remains low, the data should show whether the problem was non-delivery, poor participation, contamination, insufficient capacity or an outcome that failed despite full delivery.

State the expected causal pathway

A short theory of change should connect activity to result: an intervention, the operational behavior it is expected to alter, the resource or emissions measure that should respond, and any people-related effect that is plausible. This makes indicator selection testable and prevents a program from being credited for outcomes it could not reasonably influence.

Choose indicators that cover the full chain

Define each indicator before collecting post-program data. The definition should include the unit, facility and activity boundary, collection frequency, data owner, calculation method and quality checks.

Domain Core measures What the measure answers
Energy Electricity and fuel consumption; emissions associated with energy use Did energy demand or energy-related emissions change?
Water Water consumption; leaks or operational drivers where data permit Did use change, and what operating conditions explain it?
Waste Waste generated, diverted, recycled and sent to landfill Did total waste or the treatment mix change?
Greenhouse gases Facility emissions with a stated inventory boundary and baseline year How did the estate’s reported emissions change?
Cost and implementation Expenditure or savings where reliably available; completion of planned actions What resources did the program require, and was it delivered?
People Measures selected when the intervention plausibly affects participation or conditions for people in prison and staff Did the program produce relevant social outcomes as well as environmental ones?

Use absolute totals to show the full footprint. Where population data and occupancy definitions are stable, add an intensity measure such as use per person or per occupied bed. Publish both: normalization can reveal operational efficiency, while totals show the actual demand placed on the estate. This is a methodological choice rather than a universal formula prescribed by the cited prison frameworks.

Set the boundary and baseline before the first comparison

Define what is counted

Name every facility, building, activity and emissions source included. Clarify whether the boundary covers only prison buildings or also workshops, farms, transport, kitchens, waste contractors and purchased energy. Keep the boundary consistent between baseline and follow-up unless an explicit change is reported.

Name the reference period

Give the baseline year or months, the post-intervention period and the reporting cut-off. State whether values are annual totals, monthly averages, peak readings or another measure. A named reference period prevents a favorable comparison with an unusually high-use month.

CSC demonstrates why this matters. Its 2023–2027 Departmental Sustainable Development Strategy uses 2005 as the facility-emissions baseline and sets a target of a 40% reduction from that baseline by 2027. The strategy concerns CSC and CSC-owned facilities in Canada; its baseline is not a universal benchmark for other prison systems.

The default overload power is 3680W and is adjustable from 0 to 3680W. In general, you need to set the overload power to 1800W before using. Just press the "MODE" button for more than 3 seconds to enter the setting
  • KWH Alarm: Our power monitor plug has a upgraded power consumption alarm function. You can set the alarm power consumption for the appliances you monitored. Once the accumulated power consumption reaches the set alarm power consumption, the word "kwh alarm" will be displayed and keep flashing, the LCD will also keep flashing, and the buzzer will keep making a bi sound all the time to warn the users
  • Data Memory Function: The watt meter plug in will record your power consumption data when you remove energy meter from socket, or remove appliances from the electricity monitor. All setting data and cumulative data(electricity quantity, cost, unit price, time) will be saved. You can directly see the last data when you use the electric usage meter plug next time(NOT including current, voltage, power, power factors). This function can also automatically save the data when there is a sudden power failure

Document units and calculation rules

Specify units such as kilowatt-hours, fuel volume, cubic metres of water, tonnes of waste or tonnes of carbon dioxide. Explain how meter readings, invoices, estimated values, contractor reports and corrected readings are treated. If an emissions factor or conversion is used, identify its source and version in the technical appendix or data dictionary.

Collect repeated measurements, not a single snapshot

  1. Capture pre-intervention data. Gather a sufficiently long baseline to show normal variation and record the same indicators planned for follow-up.
  2. Set a fixed schedule. Choose monthly, quarterly or another consistent interval appropriate to the intervention, and keep the schedule after implementation.
  3. Assign ownership. Name the facility or central data owner responsible for each meter, invoice, waste docket, survey or incident record.
  4. Log data coverage. Record missing meters, estimated months, inaccessible buildings, late contractor data and any changes in collection method.
  5. Preserve the raw trail. Keep source readings and calculation files so reported totals can be reproduced and corrected without losing the original observation.

CSC Directive 318 describes environmental records and management domains spanning water, waste, energy and emissions. Repeated, documented measurements make it possible to distinguish a real shift from a recording gap or a temporary operating anomaly.

Record the conditions that change resource demand

Context is part of the measurement, not an excuse added after an unfavorable result. At every reporting interval, record:

  • occupancy, population composition where relevant, and the definition used for an occupied bed;
  • facility openings, closures, expansions, construction and changes in floor area;
  • operating schedules, heating and cooling regimes, workshops and other major loads;
  • weather-sensitive demand and unusual seasonal conditions;
  • infrastructure age, major repairs, meter replacements and known leaks;
  • changes in security operations, health requirements, food service or laundry demand;
  • data coverage and any period for which values were estimated.

UK justice reporting has identified prison expansion as a challenge for emissions reductions. It has also linked expansion, leaks and aging water infrastructure with increased water consumption. A total can therefore rise while an efficiency measure works, or fall because a building closed. The report should show these conditions beside the indicator rather than burying them in a footnote.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess whether the program caused the change

Know what a before-and-after comparison can show

Comparing the baseline with the period after implementation can establish that a measure changed over time. By itself, it cannot prove that the program caused the change. Weather, occupancy, estate changes, energy prices, maintenance or a separate policy may have moved the same indicator.

Use a stronger design when feasible

If comparable facilities exist, compare a participating facility with a similar facility that has not yet received the intervention. A phased rollout can provide a sequence of treated and not-yet-treated sites. Document why facilities are comparable and list differences in age, size, population, infrastructure and operating schedule. If no comparison is feasible, state that the evaluation is descriptive and identify plausible alternative explanations.

Describe limitations with the result

Do not turn a trend into a causal claim. Use wording such as “emissions fell after implementation” unless the design supports a stronger conclusion. Report concurrent changes, missing months and estimated values in the same section as the result so readers do not mistake precision for certainty.

Include costs and people-related outcomes

Costs and savings

Record capital expenditure, operating expenditure, maintenance costs and verified savings where the accounting system can support them. State whether figures are one-time or recurring, nominal or adjusted, and which facilities are included. A sustainability action that lowers energy use but creates unplanned maintenance costs has a mixed result that should be reported, not averaged away.

Minute and hour data are retained in the cloud. 1 minute data is retained 7 days, 1 hour data is retained indefinitely. Export cloud data whenever you want in the app.

People in prison and staff

Select social indicators only when the intervention plausibly affects them and explain how they were gathered. Depending on the program, relevant evidence might include participation in a waste or horticulture activity, staff workload, training completion, safety incidents, access to usable facilities or perceptions collected through a documented survey. Protect confidentiality, explain response rates and avoid implying that a small voluntary sample represents the entire population.

The Green Prisons guidance explicitly places environmental impact and outcomes for people in prison and staff within monitoring and evaluation. CSC’s sustainability strategy also describes social and economic dimensions, so environmental totals alone do not constitute a complete impact account.

Report implementation fidelity separately from outcomes

Create an implementation register for each intervention. Useful fields include the planned action, responsible owner, scheduled date, completion date, facilities reached, equipment or process installed, training delivered, participation level, deviations from plan and reason for the deviation.

Then place outcome data in a separate results register. This prevents a facility from being judged as environmentally ineffective when the intervention was never delivered, and it prevents completed installation from being presented as proof of savings before savings are measured.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Analyze totals, intensity and targets together

Present the absolute total first. Add an intensity measure only when the denominator is stable and clearly defined. For example, a facility can report annual electricity use in kilowatt-hours and electricity per occupied bed, with the occupancy series and calculation rule shown alongside both figures.

Compare the observed result with the program’s stated target, but keep the two labels distinct. A target is an intended threshold; an observed result is what the measurement produced. If the target is a 40% reduction from a named baseline, report the baseline value, current value, period and calculation rather than only saying that the target is “on track.”

Use documented examples carefully

CSC’s federal Canadian estate supplies concrete examples of how to publish a result:

Measure Published figure Scope and qualification
Facility greenhouse-gas emissions 87,335 tonnes of CO2 in 2024–2025 Correctional Service of Canada; facility emissions for that reporting period
Change from baseline 36.4% reduction from the 2005 baseline in 2024–2025 CSC reports a decrease of 50,073 tonnes from the stated 137,408-tonne baseline
Institutional waste audits Eight audits in 2024–2025 CSC report; annual data collection for waste diversion was underway
Strategy target 40% reduction by 2027 Target in CSC’s 2023–2027 strategy, updated April 2026, measured against the 137,408-tonne 2005 baseline

These figures describe CSC’s federal Canadian estate and its reporting system. They illustrate transparent baseline and period reporting; they are not performance standards for every prison system.

Publish a result that decision-makers can audit

For every indicator, provide a compact record containing:

  • the result and reporting period;
  • the baseline value and baseline period;
  • facility and activity boundary;
  • unit, total or intensity status, and denominator definition if normalized;
  • data sources, collection frequency and calculation method;
  • missing, estimated or corrected observations;
  • occupancy, estate, infrastructure, weather and operating changes;
  • implementation status and concurrent interventions;
  • costs, savings and relevant people-related outcomes;
  • the conclusion supported by the evaluation design and its limitations.

Include adverse and mixed effects. If diversion rose but contamination also rose, report both. If total water use increased while use per occupied bed fell after expansion, show both measures and explain the expansion.

Compare facilities or programs on a like-for-like basis

Before ranking two prisons, align the following dimensions:

  1. facility and activity boundaries;
  2. baseline year and reporting period;
  3. absolute use and any normalized intensity measure;
  4. occupancy, estate size and infrastructure condition;
  5. measurement coverage, meter quality and calculation method;
  6. implementation fidelity and rollout timing;
  7. cost and people-related outcomes where relevant.

Canadian CSC documents and UK Ministry of Justice material belong to different jurisdictions and reporting systems. The UK Sustainable Operations policy summary was last updated in May 2021, and its current legal or operational application should be verified locally before being treated as a present requirement. Likewise, a Canadian target should not be transplanted into an England and Wales comparison without reconciling boundaries and definitions.

Common failure modes and how to correct them

Only counting installations

Problem: The report lists efficient boilers, meters or collection bins but no resulting resource data.
Correction: Pair each delivery record with an operational output and an outcome indicator, then state the lag between installation and measurement.

Reporting a percentage without a baseline

Problem: “Use fell 20%” leaves readers unable to check the reference period, boundary or total footprint.
Correction: Publish baseline value, baseline date, current value, unit, boundary and whether the percentage is absolute or normalized.

Ignoring estate expansion or closure

Problem: A total is interpreted as efficiency even though floor area or population changed.
Correction: Report total and, where defensible, intensity; show openings, closures, occupancy and floor-area changes beside the series.

Treating a trend as proof of causation

Problem: A post-program decline is credited entirely to the intervention.
Correction: Use a comparison or phased rollout where feasible; otherwise label the finding as an association and list alternative explanations.

Hiding missing or estimated data

Problem: A precise-looking total masks meter outages or contractor gaps.
Correction: Mark estimated periods, state the method used, quantify coverage and preserve the original records.

Using normalization to hide growth

Problem: Per-person improvement is reported while total consumption rises substantially.
Correction: Put absolute totals and normalized values together and explain the denominator.

Measuring environmental outcomes but not relevant human outcomes

Problem: A program that changes work, training or conditions is evaluated only through tonnes and kilowatt-hours.
Correction: Add a proportionate, ethically collected people-related measure when a plausible pathway exists.

Use governance and quality controls

Assign a data owner for each indicator, an approver for facility submissions and an independent reviewer for calculations where resources allow. Keep a versioned data dictionary, a calendar of reporting deadlines and a change log for meters, boundaries and formulas. Train staff who read meters, classify waste or administer surveys, and document handovers when personnel change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check totals against invoices, meter histories, waste dockets or other source records. Investigate abrupt breaks in a time series before interpreting them as an impact. Reconcile facility totals with the estate total and retain an explanation for every adjustment. These controls do not create accuracy where the underlying system cannot provide it, but they make limitations visible.

A practical evaluation workflow

  1. Define the program. List interventions, facilities, populations, owners, start dates and intended outcomes.
  2. Draw the boundary. Specify buildings, activities, emissions sources, contractors and reporting jurisdiction.
  3. Choose indicators. Cover implementation, energy, water, waste, greenhouse gases, cost and relevant people outcomes.
  4. Set the baseline. Name the period, values, units, denominators and calculation rules before implementation.
  5. Build the data plan. Assign owners, collection frequency, quality checks and a process for estimated or missing readings.
  6. Collect contextual variables. Record occupancy, floor area, weather-sensitive demand, schedules, repairs, leaks, openings and closures.
  7. Measure delivery. Confirm which planned actions reached which facilities and populations.
  8. Measure outcomes repeatedly. Continue the same series after implementation and preserve source records.
  9. Assess attribution. Use comparison facilities or phased rollout where feasible; otherwise describe the evaluation as observational.
  10. Report transparently. Publish results with baseline, boundary, method, coverage, context, costs, people outcomes and limitations.
  11. Review and improve. Use findings to adjust the intervention and keep the next measurement cycle comparable.

What official frameworks contribute

CSC Directive 318 states its purpose as: “Contribute to the conservation of natural resources and environmental performance by reducing the adverse environmental impacts of Correctional Service of Canada (CSC) activities consistent with the Treasury Board Secretariat (TBS) Greening Government Strategy and the Environment and Climate Change Canada (ECCC) Federal Sustainable Development Strategy.” This wording supports a measurement frame that covers resource conservation and the environmental performance of CSC activities.

The UK Ministry of Justice Sustainable Operations policy summary says: “As a result of this policy, prisons will deliver sustainability targets and comply with all relevant environmental legislation.” That is a policy framework statement, not evidence that a particular facility achieved a target; the facility’s own measurements are still required.

Limits of cross-national scoring

The cited Canadian, UK and international materials do not establish one universal prison sustainability score, mandatory cross-national indicator set or single causal evaluation method. CSC’s strategy and Directive 318 apply to its Canadian correctional estate. UK Ministry of Justice materials concern the UK justice estate, and the Green Prisons guide offers international sector guidance rather than a common legal reporting standard.

A locally appropriate framework can still be rigorous if it makes definitions, methods, context and uncertainty explicit. The goal is not a single number that erases institutional differences; it is a reproducible account of what changed, where, by how much, under which conditions and with what confidence.
