The safest missing-person flyer is produced with the investigating police agency, not independently. Ask police to approve the wording, photograph, last-seen description and tip route before anything is printed or posted. Publish only the minimum facts the public needs to recognize the person and send useful information to trained investigators.
A privacy-preserving flyer normally contains a clear heading, a recent recognizable photograph, an approved name or first name, the date and time last seen, a broadly described area, clothing, a concise physical description, identifying marks and the agency’s official telephone number or online reporting channel. It does not contain a home address, a relative’s phone number, a personal email address, an exact routine or unnecessary medical, relationship, school, workplace or financial information.
Start with police approval
Report the disappearance through the appropriate police agency and obtain the case or reference number before creating publicity. Police.uk, the Royal Canadian Mounted Police (RCMP) and Victoria Police all advise coordinating publicity with investigators. The agency may already have an approved poster, a preferred photograph or a tip line that routes information directly to the case team.
Ask an investigator these questions before designing anything:

- Is a public appeal safe at this stage, or could it interfere with an investigative step?
- Which name should appear: the person’s full approved name, a first name only, or another identifier?
- What date, time and last-seen location can be disclosed without exposing a home, shelter, school, workplace or regular route?
- Which photograph and identifying details have police checked?
- Should tips go to a case number, a police non-emergency line, a dedicated hotline or an online form?
- Who will approve edits and remove the appeal when the person is located?
The RCMP’s guidance is explicit: “Before creating your own, check with police.” Police review can identify information that should not be released, even when a family member believes it might help. Keep the agency’s case number in your records, but publish it only if investigators approve.
What belongs on a privacy-safe flyer
Use the smallest set of facts that allows a member of the public to recognize the person and report a sighting. The U.S. Department of Justice (DOJ) checklist includes the name, a recent photo, date of disappearance, gender or biological sex where different, height, weight, build, hair, eye color and identifying marks such as tattoos. Victoria Police lists a heading, recent photo, last-seen area, clothing and a Crime Stoppers number. These are starting points, not a requirement to publish every available fact.
| Flyer element | Use it for | Privacy boundary |
|---|---|---|
| Heading | Immediate recognition, such as “Missing person” or “Have you seen Maya?” | Do not use alarming or accusatory language. Avoid labels that imply a diagnosis, criminality or blame. |
| Photograph | A recent, clear face-and-shoulders image with a neutral background. | Use a good likeness. Include only the missing person, not friends, children or bystanders. Obtain police approval for the image. |
| Name | The approved full name or first name that investigators want recognized. | A first name may be safer where a full name would expose the person to harassment or unwanted contact. |
| Last seen | Date, approximate time and a general area so witnesses can place a sighting. | Use a neighborhood, district or landmark when safe. Do not publish a street address, postcode, apartment, shelter, school or exact routine. |
| Clothing | What the person was wearing when last seen, including distinctive items. | State only clothing investigators have confirmed. Avoid details that reveal a private location or planned destination. |
| Physical description | Height, weight, build, hair, eye color, gender or biological sex where relevant and approved. | Keep it factual and brief. Do not add judgments about appearance, behavior or character. |
| Identifying marks | Visible tattoos, scars or other features that help recognition. | Include only marks police approve. Do not disclose intimate body details or information that could endanger the person. |
| Official tip route | A police number, Crime Stoppers route, case portal or other agency-approved channel. | Never substitute a family member’s mobile number, home number or email. |
If a detail is not needed to recognize the person or route a credible sighting, leave it off. A shorter flyer is easier to read, less likely to expose the person and simpler to correct.

Information to keep off the public version
Direct contact and location details
Do not publish a home address, personal telephone number or personal email. Police.uk warns, “Do not put your own phone number on posters or social media as you may get fraudulent calls.” The Zero Abuse Project and Jacob Wetterling Resource Center likewise advise listing only the police or National Center for Missing & Exploited Children number, where applicable.
Recommended Free Tools
Omit postcodes, street names, apartment numbers, building entrances, door codes and predictable travel routes unless investigators decide a precise location is essential and safe. A broad area such as a town district, transit hub or named public park can provide useful context without identifying a residence.
Health, vulnerability and relationship information
Keep medical, mental-health, disability, financial, school, workplace and relationship details for investigators unless police explicitly approve a narrowly necessary disclosure. The UK National Police Chiefs’ Council (NPCC) and UK Missing Persons Unit say to “minimise the amount of identifiable information disclosed” and not detail vulnerabilities, illnesses, health conditions, exploitation or coercive relationships. A diagnosis or family dispute can invite stigma, retaliation or false assumptions without improving the chance of a safe sighting.

Other people in the image
Crop the photograph so only the missing person appears. The DOJ recommends using photos of just the missing person to protect other people’s privacy and prevent confusion about whom the public should look for. Blur or replace a photograph rather than posting a group image that exposes children, relatives or unrelated members of the public.
Speculation and emotionally loaded wording
Use neutral, factual, brief language. Do not state that the person has been abducted, is in danger, is using drugs, is suicidal or is avoiding family unless investigators authorize that wording. NPCC cautions that wording and images can create assumptions and prejudice; its guidance calls for appeals that are brief, factual and sensitive to the individual and family.

- Open or confirm the case. Report the disappearance, obtain the investigating agency’s case or reference number and record the approved tip channel.
- Request the agency’s publicity decision. Ask whether an official poster already exists. If you create a family or community version, send the draft to police for review before printing or posting. RCMP guidance says police should look at the information before distribution because some details may need to remain confidential.
- Choose the photograph. Select a recent, recognizable face-and-shoulders image with good clarity and a neutral background. Zero Abuse Project recommends this format, and NPCC says the image should be a good likeness and clear. Do not use a heavily filtered, distant or group photograph.
- Write the approved facts. Add the heading, approved name, date and approximate time last seen, general area, clothing, physical description, identifying marks and official tip route. Carry the qualifier with every detail: for example, “last seen near the central bus station,” not a full address.
- Use a one-page layout. Put the heading and photograph where they can be understood at a glance. Use high contrast, large type and short bullet points. Keep the call to action explicit: “If you have information, contact the investigating police agency at the official number and quote case [case number].” A case number may be shown in a template only if police approve its publication.
- Check privacy and accuracy. Compare every line with the police-approved information. Remove names, faces, addresses, dates or details that belong to someone else. Check spelling, the photograph’s date and the tip number by calling the agency through a verified public channel, not an unconfirmed message.
- Export a controlled file. Save a PDF for online sharing. Zero Abuse Project notes that a PDF link helps prevent unauthorized edits and allows access to be controlled after recovery. Keep an editable master privately and limit it to the designated updater.
- Publish through an agreed channel. If police have an agency-hosted page, prefer it. For social media, DOJ recommends a separate search account, one designated updater and strict separation of sensitive details from public posts.
- Print only after approval. Print the quantity and locations police authorize. Keep a distribution list so you know which shops, noticeboards and community locations received copies and can retrieve them later.
Suggested wording and layout
A simple structure reduces accidental disclosure:
HAVE YOU SEEN MAYA?
[Recent face-and-shoulders photograph]
Last seen: Tuesday, 14 October, about 6:30 p.m., near Riverside transit center
Wearing: dark green jacket, blue jeans, white trainers
Description: 165 cm, medium build, brown hair, hazel eyes
Identifying mark: small star tattoo on left wrist
If you have information, contact the investigating police agency through its official tip line and quote case 24-12345.
This is an illustrative layout, not a universal template. Replace every line with details police have approved, and omit a field when publishing it would create risk. Do not add a family member’s contact information below the official tip route.

Choose a distribution format deliberately
Paper, social media and an agency-hosted page solve different problems. Compare them before choosing one or use more than one under police direction.
| Format | Reach | Correction and removal | Privacy exposure | Tips | Best use |
|---|---|---|---|---|---|
| Paper flyer | Useful in the last-seen area and places the person normally frequents, such as shopping centers, bus stops, parks, gyms, restaurants and Tribal centers. | Hard to retract once copies are distributed; a distribution list is essential. | Physical copies can be photographed and reposted without your control. | Only as good as the number printed; use the official agency route. | Targeted local awareness after police approve locations and quantity. |
| Social media | Fast and potentially broad. | Easy to update your post but easy for others to copy, screenshot and repost. | Highest risk of uncontrolled duplication and comments revealing sensitive facts. | Direct replies can attract fraud, rumors and unverified sightings; direct people to the agency. | Rapid sharing from a separate, controlled search account with one updater. |
| Agency-hosted page or controlled PDF | Reach depends on the agency’s channels and sharing. | Best control over the current version and takedown. | Less exposure when the agency limits fields and access. | Routes information to trained investigators. | Primary source for the public whenever available. |
These are practical trade-offs, not guarantees. Social media can be copied even after a post is deleted, while a paper notice can remain on a private board for months. A controlled agency page or PDF should be the canonical version whenever police offer one.
Post and print without creating new risks
Online posting
- Use the approved image and exact approved wording; do not add details in comments.
- Nominate one person to update the post. Other relatives should share the official link rather than creating competing versions.
- Turn off or moderate comments when possible. Ask people to send sightings to police, not to identify a suspected person publicly.
- Do not livestream search locations, reveal where relatives live or disclose an upcoming routine.
- Save a copy of the final approved PDF and record where it was posted so each copy can be removed.
Physical distribution
- Ask police which locations are appropriate and how many copies are needed.
- Prefer staffed public locations and noticeboards over private residences.
- Do not attach flyers to vehicles, utility poles or restricted property without permission.
- Record the location, date posted and person responsible for removal.
- Inspect copies for tampering. If someone adds a personal number, rumor or threatening message, remove the altered copy and notify police.
Handle tips safely
The flyer should make one route unmistakable: “If you have information, contact the investigating police agency through its official tip line.” Do not invite direct messages to a relative. Police.uk warns that personal numbers can generate fraudulent calls, and an open inbox can expose the family to harassment.
Best Value
- 5-in-1 Connectivity: Equipped with a 4K HDMI port, a 5 Gbps USB-C data port, two 5 Gbps USB-A ports, and a USB C 100W PD-IN port. Note: The USB C 100W PD-IN port supports only charging and does not support data transfer devices such as headphones or speakers.
- Powerful Pass-Through Charging: Supports up to 85W pass-through charging so you can power up your laptop while you use the hub. Note: Pass-through charging requires a charger (not included). Note: To achieve full power for iPad, we recommend using a 45W wall charger.
- Transfer Files in Seconds: Move files to and from your laptop at speeds of up to 5 Gbps via the USB-C and USB-A data ports. Note: The USB C 5Gbps Data port does not support video output.
- HD Display: Connect to the HDMI port to stream or mirror content to an external monitor in resolutions of up to 4K@30Hz. Note: The USB-C ports do not support video output.
- What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.
When a person reports a sighting, do not promise confidentiality beyond what the agency provides, investigate the lead yourself or confront anyone named. Record the time, location, caller’s contact details if they consent, what they actually observed and the flyer’s case number, then pass it promptly to police. Preserve messages and images in their original form. Treat rumors as unverified and do not repost them.
Update, correct and remove the appeal
If police approve a change, replace the canonical PDF or agency page first, then update social posts and notify every organization that received a paper copy. Do not leave an outdated version online because it may direct witnesses to a closed number or expose a detail that investigators later retract.
When the person is located, tell police immediately and follow their direction about the wording of the update. NPCC calls for prompt removal and recognition of the person’s right to be forgotten. Zero Abuse Project advises taking down posters and notifying people who received them. Remove the agency-hosted or controlled PDF, delete social posts where possible, ask administrators to remove reprints and collect physical copies from the distribution list. You cannot guarantee that every screenshot, cached page or private repost will disappear, so avoid publishing sensitive information in the first place.
Common mistakes and fixes
| Mistake | Why it causes harm | Fix |
|---|---|---|
| Publishing a family member’s phone number | Fraudulent calls, harassment and loss of control over incoming information. | Replace it with the police-approved number or reporting portal. |
| Using an exact home or last-seen address | Reveals a residence or predictable location and may endanger the person or family. | Use a general area approved by investigators. |
| Including a diagnosis, conflict or vulnerability | Creates stigma, prejudice or risk without necessarily helping recognition. | Keep it with investigators unless police authorize a narrowly necessary fact. |
| Posting a group photograph | Exposes other people and can cause mistaken identifications. | Use a clear image of the missing person alone. |
| Letting many people edit or post updates | Creates contradictory versions and makes removal incomplete. | Use one designated updater and one canonical PDF or agency page. |
| Leaving posters up after recovery | Continues unwanted exposure and sends people to an obsolete tip route. | Notify police, remove online and physical copies promptly and ask others to take down reprints. |
A final privacy check before publication
- Police have approved the public appeal, photograph, wording and tip route.
- The heading and photograph identify the person without sensational language.
- The name, date, time, general area, clothing, description and marks are accurate and necessary.
- No home address, postcode, personal number, personal email or exact routine appears.
- No medical, mental-health, financial, school, workplace or relationship detail appears without explicit police approval.
- No other person is visible or identifiable in the photograph.
- The PDF, social account or agency page has one designated updater.
- A distribution list and removal plan are ready before printing or posting.
A flyer that follows this process gives witnesses a clear way to help while limiting the information that can be copied, misused or left online after the person returns.
