Owning a DVD or having access to a streaming file does not, by itself, establish that a public library may show it to a group. Contact the rights holder, distributor, or an authorized licensing agent and obtain written confirmation that the planned film, format, venue, date, and audience are covered. Then build the screening as a complete library program: define its purpose, reserve an accessible room, test playback and captions, prepare a facilitated conversation, and promote only details you have confirmed.
Copyright exceptions and licensing terms depend on the facts. The American Library Association (ALA) explains that its copyright guidance is informational and is not legal advice. Check your library’s policy and consult qualified counsel when the circumstances are uncertain.
1. Set the purpose and audience before choosing a film
A successful screening starts as a community program, not as a file played on a projector. Write a short planning brief that states whom you want to reach, what the documentary contributes, and what attendees should be able to discuss or do afterward. Possible purposes include introducing a local issue, supporting a reading or exhibit theme, creating a space for intergenerational conversation, or partnering with a community organization.
Choose a defined audience
Decide whether the event is intended for adults, families, teens, educators, a professional group, or a general audience. Check the film’s rating, subject matter, running time, language, and emotional intensity against that audience. If children may attend, state an age recommendation and whether a parent or caregiver should remain with them. Do not describe an event as “all ages” when the content or format suggests otherwise.

Identify the program outcome
Choose one primary outcome, such as helping residents understand a local topic or giving a community group a place to share experiences. That outcome guides the introduction, discussion questions, guest selection, and follow-up resources. A screening can stand alone, but a clear purpose makes promotion more accurate and gives attendees a reason to stay for the conversation.
Consider partners without making the event dependent on them
A local nonprofit, educator, museum, civic group, or subject-matter specialist may help recruit an audience or moderate discussion. Invite partners early and define their role in writing. Plan a version of the event that still works if a guest cancels; the library remains responsible for the program’s logistics, access, and rights compliance.
2. Confirm public-screening rights before publicity
The permission question comes first: may this library show this documentary to this audience, in this place, on this date, using this format? A retail DVD, a borrowed disc, a personal digital purchase, or access through a consumer streaming account generally does not answer that question. Public-performance rights are separate from the right to watch a copy privately.
Ask the rightsholder or authorized agent
Start with the documentary’s official distributor, producer, rights holder, or a licensing agent they identify. Give complete details:

- Library name and physical venue.
- Proposed screening date and start time, with any repeat showings.
- Expected audience and whether attendance is free, ticketed, or limited to a defined group.
- Playback format, such as an authorized DVD, Blu-ray, licensed digital file, or other delivery method.
- Whether the program will be recorded, livestreamed, excerpted, or accompanied by a discussion.
Request the answer in writing and save the correspondence with the event file. Ask whether the permission is one-time or recurring, whether a notice or report is required, and whether promotional images or descriptions have usage restrictions.
Check a site license carefully
A library may already hold a site license or participate in a licensing program. Do not assume that the license covers every documentary, format, branch, date, or audience. Verify that the selected title appears in the covered catalog and that the intended venue and delivery method are allowed. Confirm who is responsible for notices, attendance reporting, renewals, and retaining proof of coverage.

Understand exceptions without assuming one applies
ALA’s “Videos/Movies – Copyright for Libraries” overview discusses copyright exceptions and cautions that the guide cannot provide legal advice. An exception may depend on details such as the setting, audience, purpose, and manner of use. Treat an exception as a question to verify, not as a blanket exemption for every library event. If the rights holder or your counsel cannot confirm coverage, postpone publicity and select a title with clear permission.
Compare title-specific and site-license routes
| Decision point | Title-specific permission | Site license or catalog program |
|---|---|---|
| Title coverage | Applies to the named documentary and terms stated by the rights provider. | Only titles listed in the license catalog are covered; verify the current list. |
| Venue and audience | Confirm the exact library location, public or restricted audience, and event conditions. | Check whether coverage extends to every branch, room, and audience category. |
| Date and format | Permission may be limited to one date, showing, or delivery format. | Terms may allow recurring programs but can restrict formats or simultaneous showings. |
| Administration | Usually requires direct correspondence and retaining written approval. | May involve account notices, title selection records, or attendance reports. |
| Cost and effort | Price and negotiation vary by title; no universal fee can be assumed. | May reduce repeated title-by-title requests, but total cost and included uses vary. |
Neither route is automatically better. Choose the route that clearly covers your documentary and planned use, then follow its terms exactly.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →3. Reserve a room under the library’s own rules
Once rights are confirmed or a permissible route is identified, reserve a room that can support the audience, screen, sound, discussion, and access needs. Ask the facility manager for the current room-use policy rather than relying on an old event form.
Verify practical constraints
- Room capacity, including wheelchair spaces and companion seating.
- Booking lead time, setup and teardown windows, and any fees.
- Furniture options, sightlines, aisle widths, and a layout that can convert from viewing to discussion.
- Power outlets, network access, lighting controls, ventilation, and permitted equipment.
- Rules for food, drinks, outside organizations, vendors, photography, and recording.
- Building access, parking or transit information, elevators, restrooms, and emergency procedures.
ALA’s guidance on meeting rooms and exhibit spaces supports clear, equitable, viewpoint-neutral access policies. Apply the same published rules to comparable groups, document any lawful time, place, or manner limits, and identify who approves exceptions. Confirm whether the library or an outside partner is responsible for obtaining screening rights; put that responsibility in the event record.
Design for access from the beginning
Reserve seats for mobility devices without isolating them from the group. Keep aisles clear, provide large-print or digital discussion materials, and ask registrants what accommodations they need. Check whether captions, subtitles, audio description, or an accessible transcript exists for the authorized format. If a feature is unavailable, state that accurately in registration information and offer any feasible alternative, such as a transcript for discussion or a separate accessible resource.
4. Select and verify the lawful playback format
Permission for a title does not guarantee that every copy or format is usable at the event. Match the authorized delivery method to the equipment in the room and test the exact copy before opening registration.

Build a format-and-equipment plan
- Use the disc, file, or platform identified in the rights confirmation; do not substitute a different edition without checking.
- Confirm the playback device supports the format and region, if applicable.
- Check projector resolution, screen size, aspect ratio, image brightness, and cable or adapter compatibility.
- Test the room’s speakers at the rear seats, not only beside the lectern.
- Verify captions or subtitles, font size, synchronization, and how they are enabled.
- Prepare a lawful backup only when the rights terms permit it; a second copy may still need separate authorization.
Test at the same time of day as the event when possible. Daylight, automatic lighting controls, and room occupancy can change contrast and sound. Watch enough of the opening, a representative middle section, and the ending to catch disc, file, caption, or language-track problems. Keep a written test result and the exact settings that worked.
Prepare for ordinary failures
Bring tested cables and adapters, a charged remote or spare batteries, a power strip approved by the facility, and printed contact numbers for building and technical support. Know how to pause, enable captions, switch audio tracks, and resume after a brief interruption. If the authorized copy fails, stop rather than replacing it with an unapproved source. Explain the delay, follow the rights provider’s instructions, and document what happened.
5. Plan the introduction and discussion
Write a two- to five-minute introduction that names the documentary, explains why the library selected it, acknowledges the rights-cleared format, and sets expectations for the conversation. Avoid presenting the film’s claims as established fact; invite attendees to examine evidence and perspectives.
Use open-ended prompts
Prepare more questions than you expect to use, arranged from observation to interpretation to local action:
Recommended Free Tools
- Which moment or source in the film most affected your understanding of the issue?
- Whose perspective is centered, and whose is missing?
- What evidence would you want to verify or explore further?
- How does the topic connect with our community’s experience?
- What question should the library help residents investigate next?
Do not read every prompt as a questionnaire. Let participants respond, paraphrase for clarity, and make room for people who have not spoken. Set ground rules that prohibit personal attacks while allowing disagreement about ideas and evidence. If the topic is traumatic or politically charged, identify support resources and explain that attendees may leave at any time.
Invite a facilitator or guest thoughtfully
A moderator can keep time, connect comments to the film, and prevent one person from dominating. A subject-matter guest may add context, but the library should disclose the guest’s role and any organizational affiliation. Confirm guest participation before advertising it and have a plan that does not depend on a live appearance.

6. Check the film’s official outreach resources
Some documentaries maintain an official outreach page with a discussion guide, approved synopsis, still images, educator materials, or a filmmaker conversation. Check the selected film’s official channels and ask whether the team offers a library screening resource. Treat every opportunity as title-specific: an event listing for one documentary does not establish a general offer for other films, free screenings, discounts, or filmmaker availability.
Use only promotional copy and images you are allowed to reproduce. Keep a copy of the permission or terms associated with those materials, and remove language that implies a guest, partnership, or resource is confirmed when it is still tentative.
7. Promote accurately and accessibly
Publish the event only after the rights route, room, and format are confirmed. Every notice should include:
- Documentary title and a concise, accurate description.
- Date, start and end times, location, and arrival or check-in instructions.
- Intended audience, age guidance, running time, and language information when relevant.
- Captioning, subtitles, audio description, seating, and accommodation information.
- Registration requirements, capacity limits, wait-list process, and cancellation contact.
- Whether a moderated discussion, partner, or filmmaker appearance is confirmed.
- Any policy on food, photography, recording, or late entry.
Use the library’s website, calendar, newsletter, branch signage, and partner channels consistently. Give partners a final approved blurb rather than asking them to rewrite the description. If the date, guest, access feature, or room changes, update every channel promptly. Never advertise a public screening while permission is still pending.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Event-day checklist
- Open the event file. Keep the written rights confirmation, license terms, room booking, contact list, approved promotional copy, and accommodation requests together.
- Inspect the room. Set seating, wheelchair spaces, aisles, signage, temperature, lighting, and accessible routes. Confirm the posted capacity.
- Test the exact presentation. Check picture, sound, captions or subtitles, language track, aspect ratio, remote controls, and pause/resume behavior from representative seats.
- Prepare the welcome desk. Set out registration materials, name tags if useful, discussion prompts, evaluation forms, and approved refreshments. Keep walkways clear.
- Brief staff and partners. Review start and end times, access requests, emergency procedures, discussion ground rules, and who handles technical or conduct issues.
- Welcome attendees. Explain the schedule, accessibility features, recording policy, and how the discussion will work. Start close to the advertised time.
- Introduce the film. Give the short context statement and any content note that attendees need.
- Monitor the screening. Watch for sound, caption, temperature, or access problems without interrupting unless necessary. Follow the authorized format’s rules.
- Facilitate the conversation. Invite quieter voices, manage time, distinguish evidence from opinion, and end with the next library resource or action.
- Close and reset. Thank participants, collect only information covered by the library’s privacy policy, remove signage, return furniture, and secure the licensed copy and rights records.
9. Handle common problems without creating a new rights issue
Permission has not arrived
Do not announce the title as confirmed. Hold the date for a different rights-cleared program or postpone promotion. A verbal assurance that cannot be documented may be difficult to rely on later.
The room is over capacity
Follow the posted capacity and fire-safety rules. Use a wait list or schedule another showing only if the rights terms and room booking permit it. Do not add chairs that block aisles or exits.

Captions or audio are failing
Pause if the access feature is essential, troubleshoot the authorized device and settings, and offer an honest explanation. Do not switch to an unapproved copy simply because it has better captions. If the problem cannot be fixed, provide the alternative resource you announced and reschedule when possible.
A guest cancels
Use the prepared moderator plan. Update the event page and welcome announcement so attendees are not misled, then proceed with the film and discussion if the program still meets its stated purpose.
A participant challenges the film or the program
Apply the same published conduct and room-use rules to everyone. Acknowledge disagreement, return to the discussion ground rules, and separate criticism of ideas from harassment of people. Record an incident according to library policy rather than improvising a new standard.
10. Follow up and improve the next screening
Within a few days, reconcile attendance with any required license report, return borrowed equipment, and archive the rights confirmation and final event details. Review registration questions, accommodation requests, technical notes, and facilitator observations. Ask attendees one or two focused questions about access, discussion value, and future topics; avoid collecting unnecessary personal data.

Record which format worked, the room layout, setup time, actual running time, discussion length, and any failure or workaround. These operational notes make the next event safer and less expensive without treating one documentary’s permission as coverage for another. For a recurring film program, maintain a title-by-title rights log with the covered format, venue, dates, audience, notices, and renewal deadline.
Planning references and optional resources
ALA’s “Videos/Movies – Copyright for Libraries” provides a library-focused overview of public-performance questions, permissions, licensing, and exceptions, while expressly noting that it is not legal advice. ALA’s “PLA’s guide to film programming for public libraries” (2014) discusses programming, partnerships, legal issues, equipment, and marketing. ALA’s “Meeting Rooms, Exhibit Spaces, and Programs” and policy manual section “B.2 Intellectual Freedom” address equitable public access and viewpoint-neutral room policies.
ALA also publishes Film Programming for Public Libraries, a planning book covering program creation, partnerships, permissions and legal issues, equipment, and marketing. Verify the current edition and availability before purchasing. A film-specific outreach listing, such as ALA’s 2025 example for Free for All, illustrates how one documentary may provide a discussion opportunity or event materials; it should not be treated as a standing offer for other titles.
