How to Get Documentary Filming Permission in Sweden and Ukraine

There is no single cross-border “documentary permit” for Sweden and Ukraine. Start by identifying the exact location, the organization that controls it, and what your crew will do there. In Sweden, a police application may be relevant when a production uses public space under the Public Order Act and local regulations, but the cited form does not say that every camera shoot needs police permission. In Ukraine, ordinary permission from a site owner or manager is separate from Armed Forces media accreditation, and work in hostilities areas requires additional military coordination.

Use the country-specific workflows below, submit a site-specific request, and reconfirm access, security conditions and publication rules immediately before filming.

What “permission to film” actually covers

A documentary production can need several different permissions at once. A landowner may control entry; a municipality or transport operator may control a public facility; police may regulate an organized use of public space; and a military authority may control access to a security zone. One approval does not automatically replace the others.

Before contacting any authority, write a short production description that states:

  • crew size and the roles of camera, sound, production and security personnel;
  • camera, sound, tripod, lighting, generator, cable, vehicle and temporary-structure needs;
  • whether filming could affect roads, pavements, entrances, residents, businesses or public movement;
  • the documentary’s purpose, intended distribution and a production contact who can make decisions on site.

This description lets you ask the right controller the right question instead of treating “a filming permit” as a universal document.

Sweden: a practical permission workflow

1. Decide whether your setup uses controlled public space

The Swedish Police Authority publishes an English form titled Application regarding permit in accordance with the Public Order Act and local regulations. Its listed category includes “use of public space.” The form is evidence of an application route for that type of public-space use; it does not establish that every documentary shoot, every handheld camera or every tripod automatically requires a police permit.

Classify the proposed site before applying:

  • Private property: obtain written consent from the owner, tenant or venue operator.
  • Public space: ask the police and the relevant municipality what authorization applies to your specific footprint, equipment and activity.
  • Land controlled by another public body: contact that body separately, even if a police public-space application is also relevant.
  • Protected, transport or operational premises: follow the site controller’s own access and filming rules in addition to any public-space process.

Do not rely on a blanket rule that handheld filming is always exempt or that a tripod always triggers a permit. The answer depends on the location and the way the crew will occupy or affect it.

2. Prepare the information the police form requests

The form asks for a concrete, site-specific description. Prepare these items before opening the application:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Application element What to provide
Organizer or applicant Name, address and contact details for the responsible person or organization.
Nature and purpose Explain that the activity is documentary filming and describe what will happen at the site.
Date and time Requested start and end times, including setup and restoration periods.
Venue A detailed description of the exact street, square, route, property or mapped area.
Order and security Traffic, pedestrian, crowd, cable, vehicle, lighting and other safety measures.
Sketch Provide a separate plan showing the proposed footprint and arrangements where requested.

Use the Police Authority’s English form, version 2020-01-24, as a checklist, then verify that a newer version, fee or local instruction has replaced it before submission: Swedish Police Authority application form.

3. Submit the request and pay the applicable fee

The form states that processing begins once the applicable fee has been paid. It does not give a universal decision time. Keep proof of payment and the submitted plan with the production file, and do not describe the application as approved until the responsible authority confirms it.

  • No more fumbling in the dark: See what you’re pressing with backlit buttons.
  • Say goodbye to batteries: Keep your remote powered for months on a single charge.

Because the form does not promise a standard turnaround, ask the receiving police office or municipality when a decision is needed for your particular date. A complex footprint, traffic effect or security arrangement may require questions or additional coordination.

4. Obtain separate consent from the location controller

A police public-space process should not be presented as permission from a property owner, municipality, transport operator, protected-area manager or venue. Ask each controller what it requires in writing. Confirm access hours, power, vehicle loading, noise, lighting, restoration, insurance, crew identification and any restrictions on recording people or premises.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a site manager asks for a location agreement, attach the same map and schedule used in the police request so the permissions describe one consistent setup.

5. Understand what public access to documents does—and does not—do

Sweden’s principle of public access to official documents can help a journalist request or inspect government-held records, subject to secrecy exceptions. The Government Offices of Sweden explains the principle and reproduces the Freedom of the Press Act: “To encourage the free exchange of opinion and availability of comprehensive information, every Swedish citizen shall be entitled to have free access to official documents.” The explainer was updated 11 April 2016: The principle of public access to official documents.

That right concerns documents. It is not a permit to enter restricted premises, occupy a square with equipment or film inside a controlled facility. Request documents and request filming access as separate actions.

6. Reconfirm before the Swedish shoot

  • Check the live Police Authority form, current fee and any municipality-specific rules.
  • Ask whether your final crew size, vehicles, cables, lights and hours match the submitted description.
  • Carry the written consent or decision from each relevant controller.
  • Confirm who can stop or alter the setup on the day and how to reach that person.
  • Recheck weather, public events, construction, roadworks and access changes that could alter the approved footprint.

Ukraine: separate ordinary location consent from military access

1. Start with the owner, manager or local authority for civilian sites

For a museum, business, street, residential property or other ordinary civilian location, contact the owner or manager first and ask the responsible local authority about any local access rules. The Ukrainian State Film Agency is a useful film-sector contact, but its general website does not establish a nationwide documentary-filming permit: Ukrainian State Film Agency.

  • Shows on the go: Take your TV to-go when traveling—without needing to log into someone else’s device.

Write the proposed dates, crew, equipment, interview subjects, power and vehicle needs into the location request. Obtain written consent that identifies the actual premises and any areas you may not record. If the location is operated by a public institution, request its own visitor, security and publication conditions rather than assuming a film-agency contact grants entry.

2. Decide whether Armed Forces media accreditation applies

The Ministry of Defence of Ukraine describes Armed Forces accreditation for media work in hostilities areas and at military facilities in the rear. It is not the same as permission from a civilian property owner. The ministry’s FAQ describes applicants as media representatives or qualifying registered online-media bloggers and lists the following materials for a press card:

  • an identity document;
  • media-representative identification, where relevant;
  • an accreditation request;
  • a high-resolution photograph.

The FAQ says a decision may take approximately 10–15 days when the required documents are available, with a possible extension for additional checks. It says accreditation may be granted for up to 12 months. These are the ministry’s published estimates and limits, not a guaranteed service level or automatic access to any site. Check the live instructions and eligibility before an assignment: Ministry of Defence of Ukraine Frequently Asked Questions.

3. Confirm the zone and accompaniment rule

Military access depends on the zone designated by the responsible authorities. The Ministry of Defence FAQ describes these conditions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Zone Published media condition
Green Media may work without military accompaniment.
Yellow Independent work is limited to public places accessible to civilians.
Red Work may be allowed as an exception on request of the Ministry of Defence or General Staff.

Zone labels and access conditions can change quickly. Ask the responsible military public-relations authority to confirm the current classification, permitted route, escort requirement, time window and equipment rules immediately before travel.

4. Obtain the operational approval required for combat-zone work

The Ministry FAQ states: “The work of media representatives in the combat zone is possible only if there is accreditation from the Armed Forces and the approval of the public relations unit of the relevant operational-strategic (operational-tactical) group of troops.” This requirement concerns combat-zone media work. Accreditation alone should not be described as blanket permission to enter, film or move through an operational area.

  • Compact without compromises: Our sleek design won’t block neighboring HDMI ports, so you can switch from streaming to gaming with ease. Plus, it’s designed to stay hidden behind your TV, keeping wires neatly out of sight

Before departure, confirm with the relevant public-relations unit:

  • that your accreditation is valid for the assignment;
  • which operational group controls the proposed location;
  • whether an escort or press officer is required;
  • where and when the crew may travel, stop, interview and record;
  • which equipment, identifiers and communications arrangements are permitted;
  • how collected material must be submitted and how publication approval works.

5. Treat recording and publication restrictions as part of the permission

The ministry FAQ says media working in red zones must submit collected photo and video material for verification of restricted-access information and coordinate distribution and publication with a military official. It also warns of criminal penalties for unauthorized dissemination of specified information about weapons and the movement or deployment of the Armed Forces under wartime conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not record or publish operationally sensitive details merely because they appear in the background. Follow the current instructions of the responsible authority, preserve the review chain for your files and obtain legal advice for questions that go beyond the published guidance.

6. Do not confuse event accreditation with a filming permit

The Economic Security Bureau of Ukraine offers a separate media-accreditation process for its meetings and public events. Its guidance says the accreditation is free and should be requested at least three working days before a scheduled visit: Economic Security Bureau media accreditation.

That process is event-specific. It does not authorize a documentary crew to film elsewhere in Ukraine, enter a military facility or work in a combat zone. If your production includes an agency event, apply under that agency’s rules as well as obtaining permission for every other location.

Sweden and Ukraine compared

Decision point Sweden Ukraine
Who controls access? Police may handle applications for use of public space under the cited form; owners, municipalities and other site controllers may impose separate rules. Owners, managers or local authorities handle ordinary civilian sites; the Ministry of Defence and Armed Forces handle hostilities areas and military facilities.
What triggers an official process? Proposed use of public space under the Public Order Act and local regulations; the cited form does not settle the threshold for every filming setup. Military-area editorial work may require Armed Forces accreditation; combat-zone work also requires approval from the relevant public-relations unit. Civilian locations remain site-specific.
Core preparation Applicant, purpose, exact venue, dates and times including setup/restoration, security measures and a sketch where requested. Identity document, media credentials where relevant, accreditation request and high-resolution photo for the materials listed in the Ministry FAQ; additional requests may apply.
Published timing Processing starts after the applicable fee is paid; the police form gives no universal decision interval. The Ministry FAQ gives approximately 10–15 days for complete documents, subject to extension for additional checks.

A production sequence that works in either country

  1. Map the assignment. List every location, interview, travel segment and planned exterior or interior shot. Mark which organization controls each place.
  2. Describe the footprint. Record crew, equipment, vehicles, cables, lighting, hours, setup, restoration and possible effects on public movement.
  3. Separate permissions. Create a file for location consent, public-space authorization, event accreditation and military accreditation rather than treating them as interchangeable.
  4. Submit complete requests. Use the controller’s current form or instructions, attach the map and schedule, and pay any stated fee.
  5. Wait for written confirmation. Keep the approval, conditions, contact details and payment record with the production manager.
  6. Reconfirm immediately before filming. Ask whether the site, zone, route, escort, hours and publication rules remain unchanged.
  7. Brief the crew. Give every member the boundaries, no-film areas, emergency contact, identification requirements and stop-work procedure.
  8. Document compliance. Log changes requested on site and preserve any material-review or publication instructions.

Common mistakes and how to correct them

Assuming a camera always needs—or never needs—a permit in Sweden

The police form supports a route for public-space use, not a universal rule for all filming. Correct the mistake by sending the exact footprint, equipment and schedule to the police and the site controller and asking which authorization applies.

Using a police approval as a property release

Public-space processing does not transfer ownership or venue rights. Obtain a separate written agreement from the owner or manager and make sure its boundaries match the police submission.

Treating Ukrainian Armed Forces accreditation as a general location pass

Accreditation addresses media work in the circumstances described by the Ministry. It does not replace civilian location consent, event registration or the relevant operational group’s approval.

Arriving in Ukraine with an old zone assumption

Green, yellow and red conditions are operational and can change. Reconfirm the current zone, route, accompaniment and contact immediately before travel; do not rely on a previous assignment’s access.

Publishing sensitive material without the required review

For red-zone work, follow the ministry’s material-verification and publication-coordination instructions. Do not infer that a shot is safe to publish because it was captured from a public place.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Waiting for a universal deadline that does not exist

Sweden’s cited form gives no standard decision interval. Ukraine’s approximately 10–15-day figure applies to complete accreditation documents and may be extended. Build time for questions, checks and updated instructions rather than treating either figure as a guarantee.

Final checklist before the cameras roll

  • Exact location and controlling organization identified.
  • Written civilian or venue consent obtained where applicable.
  • Swedish public-space request, current fee and site rules checked where applicable.
  • Ukrainian Armed Forces accreditation obtained when the assignment involves the circumstances covered by the Ministry FAQ.
  • Combat-zone approval from the relevant military public-relations unit confirmed where required.
  • Current Ukrainian zone, escort, route and movement restrictions reconfirmed.
  • Setup, restoration, safety and crowd arrangements match the submitted description.
  • Recording, material-review and publication restrictions briefed to the entire crew.
