How to Fix Streaming Video That Is Blocked in Your Country

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A country-blocked streaming message has four common causes: the service cannot determine your location, a VPN is changing the apparent location, you are traveling or have recently moved, or the title is not licensed where you are. Start by identifying which situation you have. Turn off any VPN, refresh your account session after travel, and check the service’s reported country before changing devices or buying equipment. If territorial rights exclude the title, no router, cable, streaming stick, or download trick can make that license apply.

Identify the type of block before changing settings

The wording and scope of the failure point to different fixes. A single offline download failing after you cross a border is not the same problem as an entire catalog appearing wrong. Netflix documents the clearest examples, but another service may use different codes, verification rules, or travel policies. Use this table as a diagnostic map, then follow the matching section.

What you see Likely cause First action Who can help next
One downloaded title fails while you are abroad; Netflix error 22004 on iPhone or iPad The download is not licensed in the country you are visiting Choose another local title, or keep the file and reconnect after returning to a country where it is offered The streaming service; rights availability cannot be changed by a device
Current-region message such as E103 or “This title is not available in your current region” The service cannot determine your country, often because a VPN is active Disable every VPN, including one supplied by security software, and retry VPN provider or network administrator if you cannot disable it; then the streaming service
The service shows a country different from your physical location Incorrect IP or DNS geolocation, or a VPN on the device or network Check the reported Client country on Fast.com, then correct the VPN or network Streaming service first; ISP if its assigned location or DNS is wrong
The title is absent but the rest of the local catalog works Territorial licensing; the title is not offered in that country Pick a title available locally or find a licensed local service carrying that specific title The service’s catalog or rights holder; not a hardware seller
Catalog, language options, ratings, or downloads changed after travel or a move Catalogs are country-specific and the session may still reflect the previous location Sign out and sign back in while in the new location The service’s support team if the country remains wrong

Do not treat a country message as proof that your internet connection is broken. First establish whether the service is misreading your location or correctly enforcing a license.

Fix a downloaded title that fails after you cross a border

Netflix identifies error 22004 on an iPhone or iPad as a travel-and-rights problem: the downloaded title is not currently offered in the country where you are. The restriction comes from regional licensing agreements, not from the storage on your phone or tablet. See Netflix’s VPN and location guidance and its country-account explanation at the Netflix Help Center.

  • HD streaming made simple: With America’s number 1 TV streaming platform,* exploring popular apps—plus tons of free movies, shows, and live TV—is as easy as it is fun. *Based on hours streamed—Hypothesis Group
  • Compact without compromises: The sleek design of Roku Streaming Stick won’t block neighboring HDMI ports, and it even powers from your TV alone, plugging into the back and staying out of sight. No wall outlet, no extra cords, no clutter.
  • No more juggling remotes: Power up your TV, adjust the volume, and control your Roku device with one remote. Use your voice to quickly search, play entertainment, and more.
  • Shows on the go: Take your TV to-go when traveling—without needing to log into someone else’s device.
  • TV, simplified: With setup that only takes minutes, a simple-to-navigate Home Screen, and an uncluttered remote control that does all you need—Roku makes it easier to watch the TV you love.

Option 1: Replace the download while traveling

  1. Open the streaming app in the country you are visiting.
  2. Delete the unavailable download if you need the storage.
  3. Browse the catalog shown for that country and download a title offered there.
  4. Keep the app signed in and connected periodically so it can verify the current location.

Downloading the same file repeatedly, switching to a different phone, or copying it to another device does not change the territory for which the title is licensed.

Option 2: Keep the file for the return trip

If you do not want to delete the file, leave it stored and reconnect to the service after returning to a country where the title is available. The app can then determine the new location. This is a practical way to preserve a download without claiming that it can be played in every country.

Resolve a current-region or E103 error

Netflix says E103 and the message “This title is not available in your current region” can mean that it cannot determine which country you are in. Work through the checks in order; stop once the service reports the correct location.

1. Turn off every VPN or proxy

A VPN can run in the streaming app, in your operating system, on a travel router, or inside antivirus/security software. Netflix says a VPN can make the device or network appear to connect from another location and may limit viewing to titles it can show worldwide. Its direct guidance states: “You may need to turn off your VPN to see TV shows and movies that are available in your region.”

  1. Disconnect the VPN application on the viewing device.
  2. Check security or antivirus settings for a bundled VPN and disable that connection.
  3. If the device uses a work, school, hotel, or travel network, ask the network administrator whether the gateway routes traffic through a VPN or proxy.
  4. Close and reopen the streaming app, then try the title again.

VPN setup differs by product, so Netflix directs users who cannot disable one to the VPN provider, ISP, or network administrator. Do not assume that a VPN marketed for privacy is harmless to catalog detection; for this error, its changed exit location is often the trigger.

2. Check the service’s reported country

Use a device connected to the same Wi-Fi or wired network as the affected player. Netflix’s location test is:

  1. Open Fast.com.
  2. Select Show more info.
  3. Read the country beside Client.

Compare that country with your actual location. If it differs, a VPN or proxy may still be active on the device or network, or the ISP may have assigned an IP address whose geolocation is inaccurate. Turn off the VPN and retry before changing any other setting.

3. Refresh the session after travel or a move

If you have traveled or recently relocated, sign out of the streaming account and sign back in while physically in the new country. Have the email address, password, and any verification method available before signing out. A fresh login can update the session’s location, but it does not grant access to titles that are not licensed in the new country.

Netflix explains that its catalog differs by country and that an account country cannot be changed unless the subscriber moves to another country. A temporary travel refresh and a permanent account-country change are separate events; neither creates a universal catalog.

4. Correct a wrong location when no VPN is present

If Fast.com shows your real country but Netflix still identifies you elsewhere, follow the network path in Netflix’s “Netflix thinks I’m in a different country” guidance:

  1. Reset the affected device’s network settings according to its operating-system instructions.
  2. Restore the modem or router to its normal default network configuration rather than a VPN or custom proxy profile.
  3. Reconnect to the network and repeat the Client-country check.
  4. If the country is still wrong, record the Client country and your public IP address.
  5. Contact your ISP and ask it to verify the geolocation and DNS configuration assigned to your connection. The ISP may need to work with Netflix to correct the mapping.

Menu names for network resets vary by device, so use the manufacturer’s current instructions. This workflow is Netflix-specific; another service may use a different location test or support route.

When the title is simply not in the local catalog

A title can be unavailable even when the service correctly knows your country. Netflix says every country has its own catalog of original and licensed programs. Rights holders may authorize a film or episode in one territory but not another, or may license it to a different local service.

How to tell a rights restriction from a location error

  • Fast.com’s Client country matches your physical country.
  • VPNs and proxies are disabled on the device and network.
  • Other titles play normally under the same account and connection.
  • The missing title remains absent after signing out and back in.

Those signs point to catalog rights rather than a broken player. Search the catalogs of services legally operating in your country, checking the exact title, season, language, and edition. Availability can change, so verify the title on the service’s own current page before subscribing. Do not infer that a service carries a program merely because it operates in the same country.

Why a VPN is not a reliable catalog fix

Netflix says VPN use hides your region and may restrict you to titles available worldwide. Its own recommendation for seeing titles available in your region is to turn the VPN off. A VPN therefore can produce the country error or a smaller catalog instead of solving it. This article does not promise that any VPN, DNS service, router, or browser extension will bypass licensing, and attempting to defeat a platform’s location controls may violate its terms or local law.

Traveling, moving, and using a second home

Netflix allows use while traveling on mobile devices and computers and permits signing in on a new television, but selection, downloads, language options, and ratings can vary by country. Current downloads may not work after you cross a border. The service’s travel guidance is at Using Netflix outside of your home.

Temporary travel checklist

  1. Before leaving, note which downloads you actually need and understand that they may be unavailable abroad.
  2. At your destination, connect without a VPN or proxy.
  3. Open the service and, if the catalog appears stale or an error persists, sign out and sign back in.
  4. Check the Client country on Fast.com if Netflix still reports the wrong region.
  5. Choose downloads and titles from the destination catalog rather than assuming the home catalog follows you.

Frequent travel or a second residence

For a second home or repeated trips to the same location, Netflix recommends opening the service at the main residence and at the second location periodically to establish the connection. This is an account-connection practice, not a way to merge two countries’ catalogs. Follow the service’s current household and account rules if it asks for additional verification.

Permanent relocation

Netflix says the account country cannot be changed unless the subscriber moves to another country. A move can alter the catalog, downloads, language choices, and ratings. Sign out and back in from the new residence, then contact Netflix support if the account continues to show the former country. Keep proof of the new residence available if the service requests verification.

EU portability during temporary travel

People traveling temporarily between European Union countries have a specific portability protection. The European Commission’s Your Europe guidance on accessing online content abroad, last checked 01/07/2026, says consumers may use paid online content services in another EU country in the same way as at home, including streaming and downloads.

What the EU rule covers

  • It concerns a temporary stay in another EU country, not a permanent move or a worldwide right to select any country’s catalog.
  • Paid services are covered; free online content is covered only if the provider chooses to participate.
  • A provider may verify your EU country of residence using permitted evidence.
  • The provider may not charge extra for access to paid content during qualifying EU travel or deliberately reduce its quality. Actual picture quality can still vary because of the network, device, or plan.

If a qualifying paid service blocks access during temporary EU travel, collect your subscription and residence details, check the provider’s portability explanation, and contact its support. The guidance does not establish that every title is available in every EU country, nor does it apply automatically outside the EU.

What not to buy or change

Country detection and licensing happen upstream of your screen. A streaming stick, set-top box, HDMI cable, larger storage drive, travel router, or replacement television cannot grant rights to a title. Replacing hardware is especially unlikely to help when the same account and network play other programs normally.

Do not install a cleanup or optimization utility expecting it to repair a licensing error. The documented remedies are account-session refresh, VPN state, local network settings, and ISP geolocation or DNS support. If the title is not licensed locally, the honest options are a locally available title or a licensed service that explicitly carries the program.

A complete decision path

  1. Classify the symptom. Is it one download, a current-region error, a wrong country, or a title absent from an otherwise normal catalog?
  2. Remove location masking. Disable VPNs and proxies on the device, security software, router, and managed network.
  3. Verify the reported country. On the same network, use Fast.com, choose Show more info, and compare Client with your physical country.
  4. Refresh after movement. If you traveled or moved, sign out and back in with your credentials ready.
  5. Repair a bad geolocation. Reset network settings, restore normal router/modem configuration, and ask the ISP to correct the IP or DNS location if the mismatch remains.
  6. Accept a rights limit. If location is correct and only the title is missing, select a locally licensed option or verify another legal service’s current catalog.
  7. Escalate with evidence. Give the streaming provider the exact error, device, physical country, Client country, and whether a VPN is disabled. Give the ISP the Client country and public IP when requesting a geolocation correction.

When the service is not Netflix

The examples above use Netflix because its support pages document E103, error 22004, Client-country testing, VPN behavior, travel, and account-country rules. Other platforms may define “country,” “region,” household location, downloads, and portability differently. Do not transfer Netflix error numbers or legal conclusions to another service.

For another platform, record the exact message and code, turn off VPNs and proxies, sign out and back in after travel, and consult that platform’s official support page for its country and travel policy. Ask support whether the failure is a location-detection error or a territorial-rights restriction. If support confirms that the title is not licensed in your country, changing hardware will not alter the result.
