Start with the service you need and your coverage. If you may qualify for Oklahoma Medicaid, apply for SoonerCare pregnancy services and ask a contracted obstetric office that is accepting new patients to schedule prenatal care. If you are uninsured, underinsured, or cannot find an appointment, contact the Oklahoma State Department of Health or Tulsa Health Department about maternity-care referrals. For food, breastfeeding, and nutrition support, call Tulsa Health Department WIC at 918-582-9355. For urgent emotional support during pregnancy or after birth, call or text the National Maternal Mental Health Hotline at 1-833-852-6262; call 911 for immediate danger or 988 for a mental-health crisis.
Choose the right starting point
Tulsa has several entry points rather than one central maternal-health office. The fastest route depends on whether you need medical prenatal care, help paying for care, food and breastfeeding support, parenting assistance, or emotional support.
| Your immediate need | Best first contact | What to confirm |
|---|---|---|
| Prenatal visits, delivery planning, or pregnancy-related tests | SoonerCare application and a contracted obstetric provider | Eligibility, network participation, new-patient availability, referrals, and prior approval |
| No insurance, limited insurance, or difficulty finding care | Oklahoma State Department of Health Maternity Program or Tulsa County health department | Which local organizations currently serve Tulsa residents and whether a referral is needed |
| Food benefits, nutrition education, or breastfeeding help | Tulsa Health Department WIC | Eligibility, appointment location, lactation availability, and breast-pump assistance |
| Free parenting or home-visiting support | Children First, parentPRO, or another program in Oklahoma’s pregnancy directory | Age or pregnancy requirements, county coverage, language access, and openings |
| Severe anxiety, depression, or thoughts of self-harm | National Maternal Mental Health Hotline, 911, or 988 depending on urgency | Whether the situation is an immediate emergency or needs confidential counseling and referral |
| Contraception or care before or between pregnancies | Tulsa Health Department family-planning services | Fees, accepted insurance, language services, and appointment times |
Provider networks, program rules, and appointment openings change. Before relying on any referral, ask whether the office is taking new patients, accepts your specific coverage, and can provide the service you need.
How to use SoonerCare for pregnancy care
SoonerCare is Oklahoma’s Medicaid pathway for eligible pregnant residents. The Oklahoma Health Care Authority (OHCA) evaluates requirements such as Oklahoma residency, immigration or qualifying status, income and resources, and documentation of pregnancy. Eligibility is individual; being pregnant does not by itself guarantee enrollment.

Apply or get application help
- Apply through the OHCA’s online SoonerCare application, or request in-person help at an Oklahoma Human Services county office.
- Gather the information the application requests, including identity, Oklahoma residence, household and financial information, and pregnancy documentation.
- After approval, ask OHCA which managed-care or contracted options apply to you and select an obstetric provider in the network.
- Call the SoonerCare member helpline at 800-987-7767 if you need help with an application, cannot identify a participating provider, or need to clarify a benefit.
- When you call an obstetric office, give the exact SoonerCare plan or member information, explain that you are pregnant, and ask whether the office is accepting new patients.
Do not assume that a provider who accepts SoonerCare generally accepts every SoonerCare arrangement. Confirm participation with both the plan and the office.
Pregnancy services that may be covered
OHCA lists pregnancy-related services that can include the following. A particular service may require a referral, prior approval, medical-necessity determination, or a small copay.
| Service category | Examples listed by SoonerCare | Important qualification |
|---|---|---|
| Routine and specialty care | Prenatal visits, medically necessary specialty visits, high-risk obstetric care, and maternal and infant health social work | High-risk and specialty services must be medically necessary; referral rules can apply |
| Testing and diagnosis | Ultrasounds, pregnancy-related laboratory and diagnostic services, diabetes-testing supplies, and genetic counseling | Ask the ordering clinician whether prior approval is required |
| Birth and recovery | Delivery and postpartum coverage | Confirm the hospital and clinicians are in-network before delivery when possible |
| Support services | Doula services, lactation consultation, tobacco cessation, and prescriptions | Availability and authorization requirements vary by benefit |
| Breast pumps | Not included in the pregnancy services described on the OHCA page | OHCA directs members to WIC for breast-pump assistance; ask WIC what is currently available |
Ask the member helpline or your plan to explain any service that is denied, limited, or marked as requiring prior approval. Keep the name of the representative, the date, and any reference number.
If you are uninsured or underinsured
The Oklahoma State Department of Health’s Maternity Program is intended to connect pregnant people with maternity-service organizations and providers, particularly people who are uninsured or underinsured for maternity care or who live where prenatal access is limited.
What the Maternity Program can help arrange
- Routine prenatal care.
- Linkage to local obstetric providers for delivery.
- Transfer or referral when a high-risk condition needs a different level of care.
- Case management and health education.
- Referrals to other community services.
- Nutrition counseling and referral to WIC.
- Information about applying for SoonerCare.
Contact a local county health department and ask what maternity services and referral partners currently serve Tulsa residents. The state Maternity Program page lists several counties but does not itself establish a Tulsa County clinic site, so do not travel to a listed location without confirming that it serves your address and pregnancy needs.

Questions to ask when you call
- “Do you serve pregnant people in Tulsa County who are uninsured or underinsured?”
- “Can you connect me with a prenatal provider who is taking new patients?”
- “What documents or pregnancy confirmation do you need?”
- “Can you help me apply for SoonerCare or refer me to someone who can?”
- “If I have a high-risk condition, where will you send me for specialist care?”
Ask about charges before an appointment. A referral program may connect you to care without being the clinic that provides every service.
Use Tulsa’s local pregnancy and family-support directory
Oklahoma’s pregnancy directory is a starting list, not a live appointment calendar. It includes public programs and community organizations such as SoonerCare, WIC, Tulsa Health Department family planning, Children First, parentPRO, Thrive Mama Collective, Variety Care, Community Health Centers of Oklahoma/Healthy Start, and the Oklahoma Pregnancy Care Network.
| Program or organization listed | Potential role | Verify before depending on it |
|---|---|---|
| Children First | Nurse-family partnership support for eligible families | Enrollment criteria, Tulsa service area, and current nurse availability |
| parentPRO | Free parenting support delivered in the home | Whether home visits are available at your address and during your pregnancy or postpartum period |
| Thrive Mama Collective | Pregnancy or parenting support listed in the state directory | Current programs, eligibility, fees, and appointment openings |
| Variety Care and Community Health Centers of Oklahoma/Healthy Start | Community-health or early-family support leads | Accepted insurance, sliding-fee rules, location, and new-patient status |
| Oklahoma Pregnancy Care Network | Additional pregnancy-support referral lead | Services offered, geographic coverage, and whether clinical prenatal care is provided |
These directory entries do not establish current eligibility, local availability, transportation, language services, or appointment openings. Call each organization and describe your exact need rather than asking only for “maternal health.”

Tulsa Health Department WIC is described as serving eligible pregnant and postpartum people, infants, and children younger than five. Its support can include nutritious foods, nutrition education, breastfeeding support, dietitian consultations, lactation-specialist consultations, and referrals.
Contact Tulsa WIC
- Call 918-582-9355 and say whether you are pregnant, recently delivered, breastfeeding, or seeking help for an infant.
- Ask which Tulsa Health Department location can serve you, what documents are required, and whether appointments are available by phone, in person, or through another current method.
- Ask whether you qualify through current WIC rules. A benefits-navigation listing says people receiving Medicaid, SNAP, or TANF are automatically eligible for WIC benefits, but confirm the current rule directly with Tulsa Health Department before relying on that summary.
- If you need breastfeeding help, request a lactation consultation and ask about the earliest appointment.
- If you need a breast pump or supplies, ask specifically what WIC can provide now. Do not assume SoonerCare will supply a pump; the OHCA pregnancy-services page directs members to WIC for that assistance.
Tulsa Health Department says it provides no-cost lactation support to prenatal and postpartum families in Tulsa County who qualify for SoonerCare or WIC. It also says Tulsa Health Department WIC clients who live outside Tulsa County may receive services. Confirm eligibility, locations, and appointment availability when you call.

OHCA’s postpartum information describes 12 months of postpartum coverage for eligible members. Coverage starts when the pregnancy ends and, under the state page’s description, continues through the last day of the 12th month. The page was last modified May 16, 2023, so confirm your individual end date and current benefits with SoonerCare.
Report changes to SoonerCare

- Report a changed due date.
- Report when the pregnancy ends, whether by birth, miscarriage, or another outcome.

Find emotional and mental-health support
Pregnancy and the first year after birth can involve distress that needs prompt attention. The National Maternal Mental Health Hotline is available by call or text at 1-833-852-6262 (1-833-TLC-MAMA), 24 hours a day, seven days a week. Oklahoma describes it as free and confidential, with support and referrals in English and Spanish for pregnant people and new parents.
Use the right level of help
- Immediate danger: Call 911 or go to the nearest emergency department. Do not wait for a callback if you or someone else may be in immediate danger.
- Crisis support: Call, text, or use chat with 988 for suicide, severe mental-health, or substance-use crisis support.
- Maternal mental-health guidance and referrals: Call or text 1-833-852-6262 for confidential support and connection to resources.
- Ongoing care: Ask your obstetric, primary-care, or pediatric office about a behavioral-health referral and ask SoonerCare whether the clinician is covered.
You do not need to wait until symptoms become an emergency to use the maternal mental-health hotline. If you are supporting a pregnant or postpartum person, you can call to ask how to help them reach care.

Charges are based on family size and income. The department says it accepts SoonerCare and some private insurance and that inability to pay will not result in denial. Ask about the current fee schedule, accepted plan, language availability, and appointment requirements. Family planning is a preconception or between-pregnancy resource; it is not a substitute for prenatal obstetric care during an ongoing pregnancy.
Compare options before you enroll or travel
When several programs appear suitable, compare them in this order:
- Coverage: Are you insured, uninsured, or underinsured? If you may qualify, apply for SoonerCare while pursuing care.
- Purpose: Do you need a clinician for prenatal or delivery care, a benefits application, food and lactation help, parenting support, or emotional-health care?
- Eligibility: What pregnancy, income, county, age, household, or program-status rules apply?
- Network and capacity: Does the provider accept your exact plan and have an opening for a new patient?
- Cost and authorization: Are there fees, copays, referrals, or prior-approval requirements?
- Practical access: Is the location reachable, and are interpretation or language services available?
- Continuity: Can the same program support you after delivery, or will you need a separate postpartum referral?
Tulsa’s public information does not provide a complete, current clinic-by-clinic comparison, transportation map, or appointment-opening list. A phone confirmation is therefore essential.
A practical sequence for getting care
- Write down the immediate need. Separate prenatal medical care from WIC, lactation, parenting, and emotional support so you contact the right program first.
- Check SoonerCare eligibility. Apply online or get help at an Oklahoma Human Services county office. Call 800-987-7767 with questions.
- Call an obstetric office. Confirm plan participation, new-patient status, earliest appointment, hospital affiliation, and any referral or records requirements.
- If access is limited, call a county health department. Ask which Maternity Program partners currently serve Tulsa residents and whether they can arrange prenatal care or help with a SoonerCare application.
- Call Tulsa WIC at 918-582-9355. Ask about nutrition benefits, lactation consultation, breastfeeding support, locations, eligibility, and breast-pump assistance.
- After the pregnancy ends, update SoonerCare. Report the outcome and confirm the last day of your 12-month postpartum period and the services available to you.
- Address emotional distress early. Use 1-833-852-6262 for maternal mental-health support, 988 for crisis support, and 911 for immediate danger.
What to have ready when you call
- Your name, date of birth, phone number, and current Tulsa-area address.
- Estimated due date or other pregnancy documentation, when available.
- Insurance or SoonerCare member information, or a clear statement that you are uninsured.
- Preferred language and any need for an interpreter.
- Relevant medical conditions, prior high-risk pregnancy history, and medications when discussing prenatal care.
- Your availability for appointments and any accessibility needs.
- A list of questions about fees, referrals, prior approval, transportation, lactation, and postpartum follow-up.
Keep a simple log of calls, names, dates, appointment times, and instructions. If an office cannot accept you, ask whether it can name another in-network provider or a county referral service rather than ending the search there.
