Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →The most reliable way to find independent publishers that champion diverse voices is to combine a searchable directory with direct catalogue checking. Start in the Community of Literary Magazines and Presses (CLMP) Directory of Publishers, filter by location, publication type, genre and category, then verify each press through its own mission statement, recent books and current submission page. Use professional-association resources and current inclusion programs to expand the list, but treat a directory entry, pledge or award as a lead—not proof that every title on a list reflects the communities a press says it serves.
This method works for two different audiences: readers seeking books from underrepresented writers and authors seeking a press that fits their work. The checks overlap, but authors must also investigate publishing model, rights, fees, royalties, distribution and submission eligibility before making contact.
Start with a directory, then verify the press yourself
A directory gives you breadth; a publisher’s catalogue gives you evidence. The CLMP Directory of Publishers is a practical first stop because it can be searched by name and location and filtered by publication type, genre and category. Results can include book presses, literary magazines and online publishers, so identify what each listing actually publishes before treating it as a potential book publisher.
- Open the directory search. Use the location filter if geography matters to you, then select the publication type, genre and category that match your project or reading interests.
- Separate book presses from other outlets. A literary journal or online publisher may be valuable, but it follows a different submission and distribution model from a book press.
- Record a short list. Note the press name, stated interests, location, genres, formats and the date you checked the listing.
- Move to the press’s own site. Read its mission, recent catalogue, author pages and submission information. The press’s current materials take precedence over an older directory description.
- Contact the press only after checking the basics. Ask a focused question if its scope, submission status or publishing model remains unclear.
For example, a CLMP listing for 3 Mile Harbor Press says the press is particularly interested in BIPOC, LGBTQ+, feminist and environmentally aware voices. That statement is a useful lead. To assess fit, look at the press’s recent books and authors, the genres it actually releases, and its current submission rules rather than assuming the description guarantees acceptance or a particular editorial outcome.

Understand what “independent publisher” means
“Independent” does not describe one legal or commercial model. The Independent Book Publishers Association (IBPA) Guide to Publishing Models and Author Pathways distinguishes eight types, including independent publishers and small presses, nonprofit publishers, university presses, hybrid publishers, author publishers and publishing service providers. Two organizations may both call themselves independent while offering authors very different contracts, costs and levels of editorial control.
| Model | What to establish before proceeding | Why it matters for authors |
|---|---|---|
| Independent publisher or small press | Editorial scope, rights requested, royalties, print and digital distribution, and submission windows | Terms vary widely even among presses of similar size. |
| Nonprofit publisher | Mission, funding structure, list size and how grants or donations affect publishing decisions | A mission-led structure does not by itself tell you the contract terms. |
| University press | Subject and audience, peer-review process, geographic remit and format requirements | Many university presses focus on scholarly or specialist work rather than general trade books. |
| Hybrid publisher | All author fees, services included, rights, royalties, marketing obligations and termination provisions | “Hybrid” can cover different arrangements; read the current criteria and contract carefully. |
| Author publisher | Who owns the imprint, who pays production costs and who controls distribution | An author-run imprint is not the same as an editorially selective press. |
| Publishing service provider | Which services are purchased, what is optional, who owns files and ISBNs, and whether there is editorial selection | A service company may help produce a book without functioning as a traditional publisher. |
IBPA’s PubSpot resources include a free guide to these models and a hybrid-publisher criteria checklist. Use that material to classify a press before you compare its offer with another press’s offer. Do not infer that “independent” means traditional, nonprofit, no-cost or author-friendly without reading the specific terms.
Use professional resources to widen the search
IBPA’s DEI Resource Center
IBPA’s DEI Resource Center links to organizations, professional networks and directories serving people underrepresented in publishing. It is useful when a general directory produces too many broad results or when you want resources connected to a particular community, role or region. Follow the linked organizations to current publisher lists, events and recommendations, then verify each lead at the publisher level.
IBPA’s Innovative Voices cohort for 2026–2027
IBPA selected five publishers for its 2026–2027 Innovative Voices Program: 1 Plus Books, Contrarian Publishing, DUKESComics, Honey Blossom Press and Planting People Growing Justice. IBPA describes the program as supporting independent publishers from historically marginalized communities. The cohort is a timely source of leads, but it is not an exhaustive directory and should not be treated as a permanent ranking of diverse publishers. Check each participant’s current catalogue, genres, submission status and business model.

The Publishers Association Publishing Inclusion Pledge, 2026–2028
For UK-focused research, the Publishers Association’s Publishing Inclusion Pledge covers January 2026 through December 2028 and lists founding publisher signatories and endorsing organizations. It is a broader UK-sector initiative, not a list limited to independent presses. The pledge states: “We recognise that diverse perspectives strengthen our industry, and we are committed to embedding these values into our practices and decision-making at every level.” That is evidence of a public commitment, not an independent audit of each signatory’s catalogue. Check whether a signatory is independent, university-based, nonprofit or part of a larger group before comparing it with a small press.
Independent Publishers Caucus
The Independent Publishers Caucus states a mission that includes bringing a more diverse range of writers to readers. Its site also lists industry organizations and sponsors, including Bookshop.org. Use the caucus as a way to identify organizations and conversations in independent publishing, then do the same catalogue and terms checks you would perform on any other lead.

Check whether a press’s catalogue supports its stated mission
A mission statement tells you what a press intends to do. A catalogue shows what it has recently done. Look at a meaningful sample of recent titles rather than one prominent book or an isolated author page.
- Authors and subjects: Which communities are represented among the authors and the people whose lives or expertise the books address?
- Editorial range: Does the press publish the genre, age range, format, language and subject matter you need?
- Continuity: Is the interest visible across multiple seasons or titles, or does it appear only in a one-time initiative?
- Formats and access: Are books available in print, ebook, audio or accessible editions that your audience can obtain?
- Author relationships: Do interviews, events or author pages show sustained engagement rather than occasional marketing language?
- Geographic scope: Does the press serve the country or region relevant to you, and can it distribute or accept submissions there?
Do not demand that every press publish every kind of diversity. A focused list can be a strength if it is clear and consistent. The question is whether the press’s actual list matches the particular voices, form and audience you care about.

Directories and program announcements rarely contain enough information to determine whether you can submit today. Before sending a manuscript, open the press’s current submission page and check each requirement.
- Confirm the window. Record whether submissions are open, closed, seasonal or invitation-only. Do not infer availability from a directory entry.
- Confirm eligibility. Check genres, word counts, age categories, languages, formats, geographic restrictions and whether simultaneous submissions are allowed.
- Follow the stated package. Use the requested query letter, synopsis, sample chapters, proposal or full manuscript, and follow file-format and naming instructions exactly.
- Identify the business model. Determine whether the organization is a traditional press, nonprofit, university press, hybrid publisher or service provider.
- Read the financial terms. Look for submission or production fees, royalties, advances, marketing obligations and any required purchases. A fee may indicate a service arrangement rather than a traditional acquisition, but only the contract establishes what you are being offered.
- Read the rights clause. Check territory, language, print, digital, audio, film, translation and merchandise rights; the license duration; reversion conditions; and who controls subsidiary rights.
- Check distribution and reporting. Establish where the book will be sold, who handles returns and fulfilment, how often statements are issued and how royalties are calculated.
- Ask precise questions. If the public information is vague, ask what the press publishes, how it works with authors and whether your project fits its current list. Keep the answers in writing.
A press can champion underrepresented writers and still be the wrong fit for a particular manuscript. Editorial alignment, transparent terms and a workable distribution plan all matter.
Compare shortlisted presses on the same axes
Once you have several plausible options, use one comparison sheet. This prevents a compelling mission statement from overshadowing practical differences.
| Comparison axis | Questions to answer | Evidence to record |
|---|---|---|
| Editorial fit | Does the press publish your genre, format, language, age range and subject? | Recent titles, catalogue categories and submission guidelines |
| Catalogue evidence | Do books and authors support the press’s stated focus? | Several recent titles, author backgrounds where publicly stated, and recurring themes |
| Community and perspective | Which communities does the press name, and how is that interest sustained? | Mission, events, author relationships and list history |
| Publishing model | What kind of organization is it, and who pays for or controls production? | Model description, criteria checklist and contract |
| Rights and payment | What rights are licensed, for how long, and under what royalty or fee structure? | Offer letter and full contract, not a promotional summary |
| Distribution and access | Can readers in the relevant region obtain the books, and in which formats? | Retailers, library availability, direct sales and accessibility information |
| Currency | Are the listing, catalogue and submission instructions current? | Page dates, latest publication announcements and the date you checked |
If a value is not stated publicly, mark it “not stated” and ask the press. Do not fill gaps with assumptions based on size, location or a diversity label.

Separate geography, program type and evidence strength
The resources above do not describe the same population. CLMP and IBPA resources are principally useful for US-oriented discovery, while the Publishing Inclusion Pledge is explicitly UK-focused. A UK pledge signatory may be a large commercial publisher; an IBPA cohort member is an independent publisher selected for a specific program. Put the geography and purpose beside every lead so you do not compare unlike lists.
Also distinguish three kinds of evidence:
- Self-description: a press or directory listing states an editorial interest.
- Public commitment: an organization signs a pledge or joins an initiative.
- Observed catalogue: recent books and author relationships show what the press has published.
These signals answer different questions. A pledge can show that an organization has made a public commitment; it does not prove that every title reflects that commitment. A program selection can identify a promising independent publisher; it does not rank the publisher’s entire catalogue. A directory can help you discover a press; it does not guarantee that the listing or submission information is current.
How readers can discover and support the books
Readers do not need to submit a manuscript, but the same verification principle applies. Begin with a directory or association resource, then browse a press’s recent list and choose books that match your interests. Check whether the titles are available through local independent bookstores, libraries, direct sales or accessible digital formats. Look for author events, readings and interviews that let you support the communities and writers beyond a single purchase.
When a directory includes magazines or online outlets, follow the format carefully. A literary journal may be an excellent place to discover emerging writers, but buying a journal issue is not the same as buying a book from an independent press. Make your support match the outlet’s actual work.

What the available evidence can and cannot establish
The discovery resources identify presses, networks, self-described interests, a current program cohort and organizational pledges. They do not provide a common independent metric that ranks small presses by catalogue diversity or measures the effectiveness of their inclusion work. That limitation is important: a careful search can produce a better-informed shortlist, but it cannot turn a pledge, cohort place or directory membership into an audited representation score.
The strongest conclusion you can draw is narrower and more useful: a press is a promising fit when its current catalogue, named communities, publishing model, submission status and contract terms align with your needs. Recheck those details whenever you submit, buy or recommend a book because catalogues and policies change.
Frequently Asked Questions
Is a publisher in the Innovative Voices cohort guaranteed to publish my manuscript?
No. The 2026–2027 cohort identifies five publishers selected for a support program; it is not an acceptance list or guarantee of editorial decisions. Check each participant’s current submission rules and catalogue.
How can I tell whether a press is genuinely independent?
Ask which publishing model it uses, who selects manuscripts, who pays production costs, who owns the rights and how distribution works. Compare the answers with IBPA’s model categories rather than relying on the word “independent” alone.
Are the Publishers Association’s inclusion-pledge signatories all small presses?
No. The January 2026–December 2028 pledge is a UK-sector initiative with publisher signatories and endorsing organizations; it is not limited to independent publishers.
What should I do when a press’s submission policy is unclear?
Contact the press with a focused question about current windows, eligible genres, required materials and its publishing model. Do not infer that submissions are open from a directory entry or old announcement.
Is there a standard score for how diverse an independent publisher’s catalogue is?
No comparable publisher-by-publisher statistic is established in the available resources. Evaluate recent titles, author and subject representation, stated scope and the consistency of the list instead.
