Start with the U.S. Department of Justice Executive Office for Immigration Review (EOIR) Find Legal Representation page. Use its pro bono provider list and Recognition and Accreditation resources to build a shortlist, then call each organization to confirm that it handles Haitian Temporary Protected Status (TPS) matters, serves your location, supports your language, is accepting clients and explains its fees. Verify that an attorney is licensed and in good standing, or that an accredited representative is still affiliated with a DOJ-recognized organization.
Do not rely on a directory entry or a general description of Haiti TPS as proof of your current status. Official DOJ records list Haiti TPS termination notices dated November 28, 2025, July 1, 2025 and February 24, 2025 (the February entry concerns a partial vacatur of a 2024 decision). The July 1 notice said termination would take effect at 11:59 p.m. local time on September 2, 2025. Litigation, injunctions, appeals or later agency notices can change what applies to an individual. Check the live USCIS and DOJ TPS records immediately before acting and obtain case-specific advice.
Who is legally allowed to advise you
Immigration law limits who may give legal advice. USCIS states: “Only an attorney admitted to practice law in the United States or an accredited representative working for a Department of Justice-recognized organization can give you legal advice on immigration matters.” That means a person who merely fills out forms, translates documents or advertises immigration services cannot decide which benefit you should request, assess your eligibility or represent you in court.
U.S.-licensed attorneys
An attorney must be admitted to practice in the United States. Before hiring one, identify the state or territorial bar that licenses the lawyer and check the bar’s current public record for active status and good standing. Ask who will actually handle the case; a consultation with one lawyer does not necessarily mean that lawyer will prepare filings or appear at a hearing.

DOJ-accredited representatives
An accredited representative works through a nonprofit organization recognized by DOJ. Accreditation is tied to that organization, not held independently. If the representative leaves the recognized organization, the authority to practice through it does not automatically follow. DOJ explains that a full accredited representative may represent clients before immigration courts, the Board of Immigration Appeals and the Department of Homeland Security (DHS), while a representative’s exact authority depends on the accreditation granted.
A recognized organization may charge fees, but it must have a policy for accommodating people who cannot pay. Ask for that policy and for a written explanation of what the quoted fee covers.
People who cannot provide legal representation
DOJ states: “Notarios, document preparers, immigration consultants, and travel agents are not allowed to practice law.” They cannot give legal advice, select an immigration benefit for you, decide whether you qualify for relief or represent you in immigration court. A notario’s use of the word “notario” does not mean the person is a U.S. lawyer or a DOJ-accredited representative.
Use the DOJ directory as a starting point, not a guarantee
The DOJ Find Legal Representation page is the central starting point. It links to the Pro Bono Legal Service Providers list and to the Recognition and Accreditation Program resources.

Understand what the pro bono list covers
DOJ’s pro bono list is for free legal services in immigration-court proceedings. A listing does not promise that an organization will accept your case, has an opening today or handles every type of TPS issue. A Haitian TPS holder whose matter is only with USCIS may need a provider whose authorization and services cover DHS work rather than a provider listed solely for court proceedings.
Search by where you live and by your case forum
Start with your state or city. Then identify whether your matter is with USCIS, an immigration court or both. A court notice, hearing notice or charging document usually indicates EOIR involvement; USCIS receipt notices and requests for evidence indicate a USCIS filing. If you are unsure, tell the provider exactly what documents you have and ask which forum controls the next deadline.
Make a shortlist
Record the organization’s name, telephone number, website shown in the DOJ resource, location, listed service type and the date you called. Treat every entry as a lead that requires direct confirmation. National directories do not establish current intake, Haitian Creole availability, prices or whether a provider will take a particular case.
Call providers with a focused screening checklist
Contact several possible providers rather than sending money to the first person who responds. Use these questions in the first call or email:

Compare providers on the factors that affect your case
| Factor | What to confirm | Why it matters |
|---|---|---|
| Authorization | U.S.-admitted attorney in active good standing, or DOJ-accredited representative working for a DOJ-recognized organization | Only these professionals may give immigration legal advice under USCIS guidance. |
| Authority and forum | Whether the professional can handle your USCIS/DHS matter, immigration-court case, Board appeal or the combination you have | Authority differs by professional and by accredited-representative scope; the DOJ pro bono list focuses on immigration-court proceedings. |
| Case fit | Haitian TPS and your exact procedural posture, deadline and requested service | Providers are not required to accept every matter. |
| Geography and access | Service in your state, remote or in-person appointments and language support | National listings do not establish local coverage or language availability. |
| Cost | Free, reduced-fee or paid service; total fee, payment schedule and included work | Recognized organizations may charge fees but must have a policy for people unable to pay. |
| Intake | Current openings, response time and who will actually handle the case | A listing is not proof of current capacity. |
Check Haiti TPS information before making a decision
TPS is designation-specific and time-sensitive. The DOJ Temporary Protected Status index, updated August 4, 2026, lists Haiti entries dated November 28, 2025, July 1, 2025 and February 24, 2025. The February entry concerns a partial vacatur of a 2024 decision. DOJ’s summary of the July 1, 2025 notice says the termination was scheduled for 11:59 p.m. local time on September 2, 2025 and describes its effect on people granted TPS under Haiti’s designation.
Those index entries do not, by themselves, resolve the status of every Haitian national. Court orders, appeals, injunctions and later agency notices can affect implementation, and an individual’s filing history or another immigration matter can change the practical consequences. Do not assume that all Haitian TPS holders share one deadline or that a historical description remains current.
A safe verification sequence
- Open the current Haiti TPS information on USCIS and the DOJ TPS index.
- Read the most recent agency notice and any linked court-related update, checking the date and the effective-time language.
- Gather your own documents: TPS approval or registration notices, employment authorization documents, receipt notices, requests for evidence, notices to appear, hearing notices and any court orders.
- Show those documents to an authorized attorney or accredited representative and ask what the current record means for you, including deadlines, travel, employment authorization and any other immigration options.
- Recheck official USCIS, DOJ and Federal Register notices immediately before filing, traveling, missing work because of a hearing or relying on a stated termination date.
Recognize common immigration scams
USCIS warns about guaranteed outcomes, government impersonators and unofficial websites. USCIS will not contact people through personal social-media accounts. Government information should be verified on a .gov website, and a person who demands payment by gift card or an urgent money transfer while claiming to represent the government is a scam signal.

Red flags during a consultation
- A guarantee of approval, work authorization or protection from removal.
- A claim that the person is a USCIS official using a personal social-media account, private email address or messaging app.
- A demand that you sign blank forms, surrender original identity documents or pay before the provider identifies the responsible professional and services.
- A refusal to provide a license, accreditation or recognized-organization affiliation.
- A “notario,” consultant or document preparer who tells you which benefit to seek or says they can appear for you in court.
- A request to send money by gift card, cryptocurrency, wire transfer to an individual or another method that leaves no reliable receipt.
- A website that imitates a government site but does not use the .gov domain.
Help with typing information into a form is not the same as legal advice or representation. If someone offers only clerical assistance, you remain responsible for the legal choices and the accuracy of the filing.
Prepare for the first legal appointment
Preparation helps a provider determine whether the matter fits its services and whether a deadline requires immediate action. Bring or securely transmit copies rather than irreplaceable originals unless the provider specifically requests an original.
Documents and facts to organize
- Passport, Haitian identity documents and any prior immigration documents.
- Every TPS approval, registration, re-registration, employment authorization and receipt notice.
- USCIS requests for evidence, interview notices, denial notices or other correspondence.
- Any notice to appear, hearing notice, bond document, order of removal or Board filing.
- Addresses and dates of prior applications, entries, arrests or immigration-court proceedings, stated accurately.
- Your next known deadline, hearing date or work-authorization expiration date.
- A list of family members whose status or safety may be affected.
Write a short timeline
List when you entered the United States, when you first received TPS, every renewal or re-registration, significant moves, notices received and any contact with immigration authorities. Include facts that may feel unfavorable; withholding them can prevent accurate advice. Ask how the provider stores documents and whether interpreters or translated written materials are available.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When the situation is urgent
Tell every provider immediately if you have a hearing, a recent arrest, detention, a notice to appear, a removal order, a missed deadline, an imminent employment-authorization expiration or a scheduled trip outside the United States. Ask whether the organization can act before that date. If it cannot, ask whether it can identify another authorized provider or explain the safest next step; do not treat a referral as proof that the second provider has accepted your case.

Never skip an immigration-court hearing because a directory, social-media post or acquaintance says it is unnecessary. Give the hearing notice to an authorized representative as soon as possible and follow advice based on your actual court record.
How to verify the person you are about to hire
- Ask for the attorney’s full name, licensing state or territory and bar number, or the accredited representative’s name and the DOJ-recognized organization.
- Check the relevant state or territorial licensing authority for an attorney’s current active status and good standing.
- Use DOJ’s current Recognition and Accreditation resources to confirm the representative’s organizational affiliation and accreditation.
- Ask what the professional is authorized to do in your forum and whether another lawyer will appear at hearings.
- Read a written agreement covering scope, fees, filing costs, interpretation, communication and termination of the relationship.
- Keep copies of the agreement, receipts, filed forms and every notice.
If the person will not identify the responsible professional or organization, stop the intake and seek another provider.
What a trustworthy legal-help search cannot promise
No national directory can promise a free appointment, a Haitian Creole-speaking professional, a particular result or representation by a stated deadline. A recognized organization may have a waiting list or may limit its work to court cases, DHS matters or specific types of relief. A licensed attorney may charge a fee and may decline a case outside the attorney’s practice or capacity. These limits are reasons to contact multiple providers and verify details directly, not reasons to use an unauthorized adviser.
