To evaluate conflicting accounts of a wartime atrocity, break each account into specific claims, establish where its evidence came from, and test those claims against independent evidence. Do not decide by source reputation alone: a witness, official record, documentary, or news report may be strong on one detail and silent or unreliable on another. The goal is to explain what the evidence supports, what it does not, and what remains unresolved—not to make every version seem equally credible.
Start with the claim, not the competing sides
“Which side is telling the truth?” is usually too broad to answer well. Accounts of an atrocity may agree about some events and differ about others: the location, timing, number of people killed, identities of those present, sequence of actions, or who gave an order. A conclusion about one detail does not automatically settle the rest.
Turn each disputed account into answerable propositions. For example, ask separately whether an event occurred at a particular place and time, whether a named unit or group was present, what actions are alleged, how many victims are claimed, and whether a specific person or command structure is alleged to have directed or intended those actions. Keep allegations about intent and command responsibility distinct from evidence that a particular act occurred.
For each proposition, write down exactly what would count as evidence for or against it. A witness who saw people enter a building may help establish presence and sequence but may not know who issued an order. A record showing that an authority received a report establishes that the report existed; it does not, by itself, prove the reported event. This claim-by-claim approach prevents evidence from being made to carry more weight than it can bear.

Make a source ledger before weighing accounts
Record the origins and handling of each source in a consistent ledger. This is especially useful when a documentary or article assembles testimony, archival records, photographs, video, and expert interpretation. Separate the item itself from the claims later made about it: a clip, a translated transcript, and a narrator’s description of that clip are related but distinct evidentiary objects.
| Ledger field | What to record | Why it matters |
|---|---|---|
| Creator or witness | Who made the record or gave the account, and whether the identity is known or protected. | Establishes whose perspective is represented and what can be checked about access or role. |
| Dates | When the event allegedly occurred, when the item was created, and when it was obtained or preserved. | Helps distinguish contemporaneous records from later recollections, edits, or interpretations. |
| Origin and custody | Original location or repository, how the item was acquired, and any known custody history. | Provides a route for checking provenance and whether the item may be incomplete or altered. |
| Access to the event | Where the source was in relation to the event, what the creator could see or hear, and any limits. | Clarifies whether a claim rests on direct observation, hearsay, or inference. |
| Language and editing | Original language, translators, cuts, captions, transcription choices, and other changes. | Shows where meaning might have shifted between the event and the version being assessed. |
| Purpose and audience | Why the source was created and whom it was intended to reach. | Can reveal relevant incentives or constraints without deciding credibility in advance. |
| Completeness and authentication | Whether the full item is available, how authenticity was assessed, and what remains uncertain. | Prevents an excerpt or unverified copy from being treated as a complete original. |
Use “unknown” when a detail cannot be established; do not fill a blank with an assumption. A contemporaneous official record can be incomplete or self-serving, while a later recollection may preserve accurate detail but be affected by memory or retelling. Those are possibilities to investigate, not automatic judgments about either kind of source.
Assess what each source can actually establish
Test details rather than assigning a source an all-purpose credibility score. Ask what the creator directly observed, what they recorded at the time, what they learned from someone else, and what they inferred. Check whether the account is internally coherent and whether its specific details fit independent evidence. Keep a reliable detail even if another part of the source is weak; likewise, do not treat a source as wholly reliable because one point has been corroborated.
Consider proximity, opportunity to observe, memory, access to relevant information, possible interests, and constraints. A person may have had a clear view of one moment but not the larger sequence. A document may accurately record an institution’s position while omitting facts unknown to its author or inconvenient to its purpose. A survivor’s identity, political affiliation, or relationship to a party is not, by itself, a reason to dismiss testimony. Nor does official status, academic expertise, journalistic publication, or frequent repetition make a claim true on its own.

The American Historical Association’s Statement on Standards of Professional Conduct, with amendments through January 2023, calls for critical scrutiny of evidence and fair engagement with competing perspectives. Its institutional statement warns: “Those who invent, alter, ignore, remove, or destroy evidence of any kind make it difficult for any serious historian ever wholly to trust their work again.” The practical implication is to examine both the evidence and how it was selected, preserved, or left out, rather than assuming that a polished presentation settles the matter.
Look for independent corroboration across evidence types
Corroboration is strongest when evidence created through genuinely separate routes supports the same relevant detail. Depending on the claim, useful evidence may include testimony, military or administrative files, court records, medical and forensic findings, physical site evidence, photographs, video, and archival material. Different types can answer different questions: forensic evidence may help establish physical facts, while a record or witness may help establish sequence, identity, or what an authority knew.
Independence matters more than the number of times a claim appears. Ten articles that all repeat one press statement are not ten independent confirmations. Trace reports, captions, and quotations back to their earliest identifiable source. If multiple witnesses discussed the event together before giving accounts, note that context rather than treating their matching phrasing as automatically independent confirmation.
OHCHR’s 2015 Commissions of Inquiry: Guidance and Practice discusses using independent material to corroborate testimony and challenge an account. It also cautions investigators to watch for spurious or planted official documents. The ICTY’s institutional account of investigations describes work combining witness interviews, crime-scene work, forensic examinations, and documentary evidence. These are investigative approaches, not a formula that makes one evidence category decisive in every case.

When comparing evidence, match it to the precise proposition. A photograph may support that a person or object was at a location, but without reliable context it may not establish when the image was made or what happened before or after. A record may confirm that an order was issued, but not whether it was carried out. Corroboration should narrow uncertainty, not erase the limits of the underlying item.
Authenticate and contextualize photographs, video, and digital records
Visual evidence can feel self-explanatory, but an image does not authenticate or explain itself. Check who obtained the original, whether the available copy is complete, when and where it was created, and whether its metadata or surrounding records support the claimed context. Look for editing, cropping, captions, translation, and reposting that may have changed what viewers can infer. A clip that begins after an event starts or ends before it concludes cannot establish the missing sequence.
For location and timing claims, compare visible features with reliable geographic or chronological context where available. Keep separate the observations visible in the material—such as a building, sign, or sequence of actions—from the interpretation that the material depicts a particular event. If authentication cannot be established, say so; do not present a plausible-looking image as verified evidence.
The United Nations’ Dignity Requires Truth overview identifies deepfakes, the amplification of disinformation, and deliberate deletion of digital evidence as risks to truth-seeking. The UN also describes records of security services, military files, forensic material, and survivor testimony as “the evidentiary backbone of any serious truth process.” These institutional statements point in two directions: preserve and examine varied records, while treating digital material as something to authenticate and contextualize rather than accept at face value.

Reconstruct the chronology without smoothing over discrepancies
Build a timeline that records both what each source says and how certain its date is. Include the alleged event, creation of relevant records, later interviews, publication or broadcast, translations, and any known edits. Mark approximate dates as approximate and preserve disagreements instead of forcing accounts into a single neat sequence.
Then test whether each item could have been created when and where it claims. Compare the described sequence with physical evidence, contemporaneous records, and independent accounts. Ask whether a translation or later edit could explain a difference, but do not use that possibility as an excuse unless there is evidence for it. A discrepancy may reflect different vantage points or incomplete information; it may also expose a material conflict. Explain the cause only when the record supports that explanation.
Chronology helps distinguish event evidence from later interpretation. A contemporary record can show what someone documented at the time, while a later account can add details unavailable in that record. Neither is automatically superior: assess what each source had access to and what the particular claim requires.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare accounts by relevant dimensions, not by a score
If two accounts conflict, compare the same dimensions for each one. The dimensions are prompts for analysis, not points to total. Their importance changes with the proposition: proximity may matter greatly for identifying a brief action, while source independence may matter most when several reports repeat one origin.

| Dimension | Question to ask | What a careful conclusion can say |
|---|---|---|
| Opportunity to observe | Could the source perceive the detail being claimed, from its location and at the relevant time? | Identify which parts are directly observed and which are outside the source’s view. |
| Independence | Was the account formed separately, or could it derive from a shared statement or retelling? | Describe the common origin if known; do not count repetitions as separate confirmation. |
| Corroboration | Does evidence from another source or evidence type support the same detail? | Name the corroborated proposition and the limits of the supporting item. |
| Provenance and completeness | Is the item authenticated, traceable, and available in a sufficiently complete form? | Separate what can be checked from what remains uncertain about origin or handling. |
| Chronology and physical fit | Does the account fit the established timeline and relevant site or forensic evidence? | State the fit or conflict without assuming that every discrepancy has the same cause. |
| Interests and constraints | What incentives, obligations, risks, or limits could affect this source? | Explain the relevance of a specific constraint; avoid treating identity as proof of dishonesty. |
| Translation and editing | Has wording, selection, or presentation changed between the original and the version being compared? | Attribute the version used and note where changes may affect meaning. |
| Limits | What can this account not establish, even if its supported details are accepted? | Keep conclusions within the reach of the evidence. |
Write conclusions with calibrated certainty
State the best-supported account in proportion to the evidence, and explain why. Distinguish documented facts from attributed claims, interpretations, and unresolved points. A useful explanation shows which evidence supports each conclusion, which evidence points the other way, and why one interpretation is better supported without pretending that every question has been answered.
Do not create false balance by giving an unsupported denial equal weight with a well-corroborated record. Equally, do not hide a genuine conflict or evidentiary gap because it complicates the narrative. Where a claim depends on inference, label it as an inference and show the steps. Where records are unavailable or evidence cannot resolve an issue, state that limit rather than filling it with speculation.
The AHA notes that interpretation evolves and historical records can be fragmentary; that does not make all interpretations equally valid. Readers should be able to retrace the reasoning. Cite sources precisely, retain relevant context, and connect each material claim to the evidence that supports it. The AHA’s standards explain that documentation lets other historians assess whether an argument follows from its sources and identify gaps.
Preserve evidence and protect the people connected to it
Careful evaluation also concerns how evidence is handled and presented. Preserve original files and relevant context when possible, and document changes, translations, and custody rather than circulating an unexplained copy. Avoid sharing graphic material unless it is necessary to substantiate a point; use the least exposing presentation that still allows readers to understand the evidence. Protect witnesses and survivors from avoidable identification or exposure, especially where publication could place them at risk.
The UN’s guidance emphasizes protecting archives and evidence, while warning that digital material can be manipulated or deliberately deleted. If a record is missing, say what is known about its absence only when that is established. Absence alone does not prove that a particular event did or did not occur.
Keep historical assessment distinct from a legal finding
This method helps readers assess evidence and arguments; it is not a substitute for a formal investigation or a court’s determination. The ICRC’s 2019 Guidelines on Investigating Violations of International Humanitarian Law concern investigation of possible IHL violations. The ICC and Eurojust’s 2022 practical guidelines address documenting and preserving information on international crimes. Those standards can inform careful evidence handling, but citing them does not turn a documentary or historical conclusion into a legal verdict.
For readers who want an operational reference, OHCHR’s 2015 Commissions of Inquiry: Guidance and Practice is written for inquiry practice. Its procedures are useful context for understanding how investigators handle evidence, not a consumer checklist that by itself resolves a particular historical dispute.
