How Does a Country Choose Its Oscar Submission for Best International Feature Film?

An Academy-approved committee selects one official film for each country or region, but the Academy makes the final eligibility decision. Here’s how the committee and festival-award routes work for the 99th Oscars.

A country’s official Oscar submission for Best International Feature Film is chosen by an Academy-approved national or regional committee—not by an individual filmmaker or distributor. The committee must publish its selection process and choose one film for its country or region. The Academy then reviews that film separately to decide whether it meets the rules for the awards year. For the 99th Oscars, a qualifying award at one of six specified festivals provides a separate route into consideration.

Who picks a country’s Oscar submission?

An Academy-approved organization, jury, or committee selects the official entry for a country or region. Under the Academy’s rules for the 99th Oscars, at least half the committee’s members must be motion-picture artists or craftspeople. The committee must submit its member list to the Academy by the deadline for that awards cycle.

The Academy approves the committee; the committee chooses the film. The Academy does not announce one universal jury or a single worldwide ballot for every country. Each country or region has its own approved selection body and published local process. Only one film from each country or region is accepted as its official selection through this committee route.

Countries or regions submitting for the first time, or returning after five years without an entry, face an additional committee-approval process. The Academy rules do not establish a common scoring system that every national committee must use, so a filmmaker should not assume that one country’s criteria or voting method applies elsewhere.

This division of responsibility matters: the Academy sets the rules for the category and approves the bodies that may select entries, while the local committee runs its own selection process. A committee’s approval is not the same as an Academy endorsement of every film it considers. Nor does the Academy’s approval of the committee mean that it personally chooses that country’s film.

How does the committee selection process work?

1. Find the current committee announcement

Committees are required to publish their selection process, submission information, and contact details online. The Academy says this can be through a website, social media, or a press announcement. Filmmakers should locate the notice for the specific country or region and awards year, rather than rely on a previous cycle’s deadline or rules.

The committee’s published information is the practical starting point because the Academy does not provide one central application calendar or one set of local application instructions for all countries. A past announcement can help identify the responsible body, but it is not a reliable substitute for the current notice: deadlines, application conditions, and the stated process are cycle-specific.

2. Check the local application requirements

The committee’s announcement is the source for its entry deadline, application conditions, jury process, and any selection criteria it publishes. Those details can vary by country or region. The Academy requires publication of the process, but its materials do not impose one shared national-level rubric. If a notice is unclear, use its listed contact information to ask the committee how and when to apply.

Read the application requirements closely before submitting. A film’s artistic merits and its compliance with the Academy’s rules are separate questions: a committee may choose a film that still needs to pass the Academy’s eligibility review. Where a national notice asks for information about the film’s production, release, or creative team, provide accurate, current records rather than assuming committee selection will resolve those questions.

It is also useful to distinguish the committee’s eligibility to consider an application from the film’s eligibility under Academy rules. The local committee sets and publishes the information needed for its process. The Academy, later, evaluates whether the selected film meets the category rules. The committee’s notice may ask for materials that help it make its choice, but completing that application does not replace the Academy’s subsequent review.

3. The committee selects one official film

The committee chooses the country or region’s single official entry under this route. A filmmaker, producer, or distributor cannot bypass the committee and submit the film directly to the Academy as that country’s official selection. The selection is an endorsement by the approved committee for the country or region; it is not yet a final Academy ruling on eligibility.

The one-entry limit applies to the official selection through the committee route. It does not mean that each country has a single committee member, or that the Academy uses the same number of jurors or voting procedure everywhere. The committee must meet the Academy’s approval requirements, including the minimum share of motion-picture artists or craftspeople, but local procedures and selection criteria are not universal.

4. The Academy reviews the selected film

After selection, Academy administrators examine the submitted documents against the rules for that awards year. The International Feature Film Executive Committee resolves eligibility and rules questions. The Academy’s FAQ expressly distinguishes selection from eligibility: committee selection does not itself establish that a film qualifies.

That review is a separate decision point, not just a formality. If information about a film’s language, release, production, or creative control does not meet the applicable rules, a committee’s choice cannot waive the requirement. The Academy reviews the documents and reserves the final decision on eligibility.

What does the Academy check after selection?

Rules are cycle-specific. For the 99th Oscars, the Academy describes an eligible International Feature Film as a feature-length film produced outside the United States whose original dialogue track is predominantly—more than 50%—in a language or languages other than English. The film must also meet the cycle’s qualifying theatrical-release window and exhibition conditions.

The more-than-50% test is about the film’s original dialogue track, not simply whether a film includes some dialogue in another language. A film with multiple original languages may qualify on this element if the combined non-English dialogue predominates. English subtitles are a separate requirement: the 99th-cycle rules call for accurate English subtitles, so language eligibility and subtitle compliance should not be treated as the same check.

The 99th-cycle rules require at least seven consecutive days of public paid exhibition in a commercial theater, subject to provisions for exhibition outside the film’s country or region of origin. They also require accurate English subtitles. The submitting country or region must confirm that creative control was largely in the hands of its citizens, residents, or people with refugee or asylum status.

The theatrical requirement is more specific than simply having shown the film somewhere. The rule describes public, paid exhibition in a commercial theater for a run of seven consecutive days, and the rules also address exhibition outside the country or region of origin. Film teams should check the exact release-window and location provisions for the relevant cycle instead of assuming that a festival screening, a noncommercial screening, or a run in another territory automatically satisfies the requirement.

The Academy’s review also depends on accurate, up-to-date information about relevant crew citizenship or status, business affiliations or credits, production details, and release information. For a co-production, the committee should be able to substantiate why the film’s creative control and relevant production connections meet the submitting country’s rule. The Academy reserves the final eligibility decision.

Co-productions can require particular care because a film may have production ties to more than one country. The rules require the submitting country or region to confirm the relevant creative-control connection; it is not enough to assume that a financing, production, or distribution connection alone settles the question. The committee should be able to support its submission with the pertinent facts and records. The Academy’s rules do not make committee selection conclusive on this point.

  • Shows on the go: Take your TV to-go when traveling—without needing to log into someone else’s device.

These are requirements for the 99th Oscars, not a permanent checklist for every future ceremony. The exact release window, deadlines, required documents, and other rule details can change by cycle. A film team should use the rules and committee announcement for the year in which it intends to compete.

What is the alternative festival-award route?

For the 99th Oscars, a non-English-language film that wins one of six specified awards can be submitted for consideration through a separate festival route. The festival award triggers the opportunity; it does not mean the festival is choosing a country’s official submission. The Academy still determines whether the film satisfies the applicable eligibility rules.

Route What triggers submission Who initiates it Does the Academy still review eligibility?
Country or region committee Selection as the country or region’s one official entry An Academy-approved national or regional committee Yes
Qualifying festival award, 99th Oscars Winning one of the specified awards listed below The film qualifies through the award; this is not a country committee selection Yes

The qualifying awards named for this cycle are:

  • Berlin International Film Festival: Golden Bear for Best Film
  • Busan International Film Festival: Busan Award – Best Film Award
  • Cannes Film Festival: Palme d’Or
  • Sundance Film Festival: World Cinema Grand Jury Prize
  • Toronto International Film Festival: Platform Award
  • Venice International Film Festival: Golden Lion

The committee route and festival route are distinct. Winning a listed award does not make a film the official submission of the country where it was produced, and a country’s committee selection is not required for the festival-award route. In either case, the Academy’s rules remain relevant to the film’s eligibility.

The practical difference is what opens the route. Under the national process, the approved committee’s choice is the trigger for the film to be submitted as that country or region’s official selection. Under the festival route, a qualifying award at one of the named festivals is the trigger. The festival is not acting as a country’s committee, and the award does not transfer the film’s national identity or make it an official entry for a country.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These two paths should not be confused with a guarantee of nomination or a win. They create ways for a film to be submitted for consideration; the Academy still applies the rules and conducts its awards process. The list of qualifying festival awards is specific to the 99th Oscars, so a prize at a different festival—or a different award at one of the named festivals—should not be assumed to qualify.

What should filmmakers verify before applying?

A filmmaker considering the committee route should confirm both the local selection process and the Academy rules for the same awards cycle. These checks help separate what the committee decides from what the Academy decides:

  • Committee status: Is the body identified as the approved committee for the relevant country or region and awards year?
  • Local deadline and application: What is the current deadline, how must the film be entered, and what materials does the committee request?
  • Selection method: What jury process and selection criteria has the committee published? Do not substitute another country’s process if this committee has different requirements.
  • Film and release eligibility: Does the film fit the applicable cycle’s definition, qualifying release window, theatrical exhibition conditions, and language requirements?
  • Subtitles and records: Are the English subtitles accurate, and can the production provide current documentation about release details, crew status, production, and relevant affiliations or credits?
  • Creative control and co-production evidence: Can the submitting body support the required connection between the film and the country or region, especially where production spans multiple countries?
  • Separate award route: Has the film won one of that cycle’s specified qualifying awards? Check the current cycle’s list rather than assuming an award from another festival or year qualifies.

Meeting the committee’s application requirements is not a substitute for Academy eligibility, and meeting the Academy’s film requirements does not itself make a film the country’s official entry. A team needs to satisfy the relevant steps for the route it is using.

For a practical review, make two distinct lists. The first should track the committee’s published requirements: deadline, application method, requested materials, and any stated selection procedure or criteria. The second should track the Academy questions: qualifying language and release, the required theatrical run, English subtitles, and the submitting country or region’s creative-control connection. Keeping these checks separate can make gaps visible before the application or Academy documentation is due.

For any facts that may be questioned, use records that are accurate and current. That includes the film’s release information and relevant information about crew status, business affiliations or credits, and production. In a co-production, document the basis for the submitting country’s connection rather than relying on a general description of the film as “national.” The Academy rules place weight on the facts and reserve the eligibility decision to the Academy.

How many countries submit films?

The Academy reported that 86 countries or regions submitted films eligible for consideration for the 98th Oscars in 2025. That is a previous-cycle figure, not a count for the 99th Oscars. It should not be used to imply that the current cycle has the same number of submissions.

The figure also refers to eligible submissions, not to the number of nominations or films that advanced to later stages. It provides dated context about participation in one prior cycle; it does not establish how many committees are active, how many films entered each national process, or how many entries the 99th Oscars will receive.

Why can’t a filmmaker use one country’s process as a model for another?

The Academy requires committees to publish their process and contact information, but it does not publish a common scoring rubric that governs all national selections. Application conditions, deadlines, jury procedures, and stated selection criteria must therefore be checked with the relevant committee for the current cycle. The Academy’s shared rules govern the film’s eligibility for the category; the committee’s published process governs how that country or region picks its entry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That means there is no supported way to describe a universal national selection formula, such as a standard points system or a common set of artistic priorities. The published-process requirement gives filmmakers a place to find the local instructions; it does not make the local procedures identical. Comparing committees is most useful when comparing concrete published details—deadlines, application requirements, jury process, and stated criteria—rather than guessing at a shared standard.

Always verify the rules for the awards year in question. The Academy’s 99th Oscars rules and festival list are cycle-specific, and a committee’s announcement may also change from one cycle to the next. If a film is relying on the festival-award path, verify the precise award and cycle; if it is using the committee path, follow the approved committee’s current process.

Frequently Asked Questions

Who chooses a country’s Oscar submission for Best International Feature Film?

An Academy-approved organization, jury, or committee for that country or region chooses the official entry through the committee route. At least half of the committee’s members must be motion-picture artists or craftspeople under the 99th Oscars rules.

Can a filmmaker or distributor submit a film directly as a country’s official entry?

No. A filmmaker, producer, or distributor cannot bypass the approved country or regional committee and submit a film to the Academy as that country’s official selection. The committee selects the one official entry through that route.

Does a committee’s selection mean the film is automatically eligible for the Oscars?

No. After the committee selects the film, Academy administrators review the submitted documents against that cycle’s rules. The International Feature Film Executive Committee resolves eligibility and rules questions, and the Academy makes the final eligibility decision.

What does a country’s committee have to publish?

The Academy says committees must publish their selection process, submission information, and contact details online, through a website, social media, or a press announcement. The local notice is where filmmakers should confirm the current deadline, application conditions, jury process, and any published criteria.

Can a film qualify without being selected by a country’s committee?

For the 99th Oscars, a non-English-language film that wins one of six specified awards at Berlin, Busan, Cannes, Sundance, Toronto, or Venice can use a separate festival-award route. That route is not a country’s official selection, and the Academy still reviews eligibility.

What are the main 99th Oscars eligibility checks?

The 99th-cycle rules include a feature-length film produced outside the United States, an original dialogue track that is more than 50% in a language or languages other than English, a qualifying release and at least seven consecutive days of public paid exhibition in a commercial theater subject to the rules’ provisions, accurate English subtitles, and the required creative-control connection to the submitting country or region.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does the Academy use one selection rubric for every country?

No common scoring rubric is established in the Academy materials. Each approved committee publishes its own process, application information, contact details, and any criteria it uses, so filmmakers should check the current notice for the relevant country or region.

How many countries or regions submitted for the previous Oscars cycle?

The Academy reported 86 countries or regions submitted films eligible for consideration for the 98th Oscars in 2025. That is a prior-cycle figure, not the submission count for the 99th Oscars.

The Bottom Line

A country’s approved committee chooses its one official entry, but the Academy—not the committee—decides whether that film meets the cycle’s eligibility rules. For the 99th Oscars, a qualifying award at one of six named festivals offers a separate submission route. Filmmakers should check the current committee notice and Academy rules together, because national procedures and cycle requirements can differ and change.
