Keep a track-by-track rights register and save the actual permission or license for every recording in your rotation. For each track, document who granted the rights, exactly what use is permitted—including continuous live streaming on YouTube—where and for how long it is permitted, which channel it covers, and any monetization, attribution, archive, or Content ID conditions. A license does not by itself guarantee that YouTube will leave the stream uninterrupted.
What your documentation needs to prove
YouTube’s livestream terms make the operator responsible for having the necessary rights to use live content on Google services, including music licensing rights from artists, record labels, publishers—including public-performance licenses—and other royalty participants. The terms also require applicable licenses and approvals to be maintained during the livestream terms. YouTube’s livestream terms and conditions are the platform requirement; the register below is a practical way to organize evidence, not a form YouTube prescribes or a guarantee of legal sufficiency in every jurisdiction.
Do not treat a song as a single, indivisible right. A recording has a master recording and an underlying musical composition. A label commonly controls master-use rights; publishers, performing rights organizations, or collecting societies may control or administer composition-related rights. Those rights can be divided among parties and territories. Record what each grant actually covers and who issued it. YouTube’s overview of music rights management explains this distinction.
Build a track-by-track rights register
Create one record for every exact audio file and version in the stream rotation. Link each record to the actual grant and terms that applied when permission was given. These fields help you see what you have and what is missing; the agreement and applicable local requirements control.

- Identify the recording: track title, version, artist and composer, any recording identifier provided, and the exact audio file used. Do not rely on a playlist name or uploader description as proof of rights.
- Separate the rights: identify the master recording and composition, then list each relevant rightsholder or authorized licensing agent and the rights that party grants.
- Preserve the grant: keep the signed agreement, written permission, license ID, and any relevant invoice or receipt. Save a dated copy of the terms in force when permission was granted.
- Describe the permitted use: record whether the grant expressly allows a continuous or 24/7 YouTube livestream and simultaneous streaming. Do not assume permission for an on-demand video also allows live use.
- Record scope and conditions: note covered countries or territories, start and end dates, renewal terms, covered channel or account, monetization permissions, attribution requirements, and any restrictions on looping, edits, or redistribution that the agreement addresses.
- Track archive rights separately: record whether the grant covers an archived replay, clips, or other reuse after the live broadcast. Resolve these uses rather than assuming live permission includes them.
- Document Content ID coordination: record any asset or reference identifiers supplied, the allowlist request date, the channel identity supplied to the owner, written confirmation and territorial scope, and later claims, disputes, or correspondence.
- Assign follow-up: include a responsible contact and a review date before expiry or any change to the track, channel, territory, monetization plan, or archive behavior.
How to document and maintain the licenses
- Inventory the rotation. List every track and exact recording that may play, including alternate versions. Compare the list with the files actually uploaded or scheduled.
- Identify the rights holders. Determine who controls or is authorized to license the master and the composition for the intended territories. If a grant comes from a service or agent, confirm that it can authorize this use.
- Get the use in writing. Ask for terms that cover a continuous YouTube livestream and identify the channel, territories, term, and monetization arrangement. Resolve archive, clip, and replay rights separately if you will keep or reuse the stream.
- File the evidence. Store the signed grant or written permission and contemporaneous terms in a durable folder. Link those files from the corresponding register entry so a reviewer can find the evidence for each recording.
- Request Content ID allowlisting where applicable. Give the rights owner the correct channel identity and ask for confirmation that it has been added. Save the request and response, including any territory limits communicated.
- Monitor the broadcast and archive. Preserve warnings, interruptions, claim details, timestamps, correspondence, and the resolution. Treat a claim on an archived video as a separate follow-up from the live-stream record.
- Review before changes or expiry. Recheck the register before a license ends or you change the music, channel, audience territories, monetization, or archive settings.
Why a licensed stream can still be interrupted
YouTube scans live streams for third-party content matches. It may show a placeholder and warning, interrupt the stream, or terminate it if the content remains. YouTube advises operators who licensed third-party content to ask the owner to add their channel to the Content ID allowlist. A stream may still be interrupted without that allowlisting even if it is limited to certain territories. Keep the owner’s confirmation with the track record; a license alone does not ensure uninterrupted transmission. See YouTube’s guidance on copyright issues with live streams.
If you choose to archive a livestream, YouTube says Content ID claims are made after the stream ends. Check the archived video and record any resulting claim, notice, dispute, correspondence, and resolution separately from any live interruption. Common assumptions that leave a gap
- “I have permission for the song.” Check whether the permission covers both the master recording and composition, and whether its issuer is authorized to grant each relevant right in the intended territories.
- “The video license covers my live stream.” On-demand and live permissions are not interchangeable by assumption. Get explicit terms for continuous YouTube livestreaming and address archives and clips separately.
- “The music is free, or I credited the artist.” A “free” label or description credit does not establish permission or prevent a Content ID match. Check what the license actually permits and retain it. YouTube’s tips for finding safe music explain this distinction.
- “A license guarantees the stream will not be flagged.” A rights grant and Content ID allowlisting are different matters. Contact the owner about allowlisting and keep the response, while recognizing that YouTube may still interrupt a live stream.
- “Creator Music covers this use.” YouTube’s Creator Music FAQ says it currently does not support licensing for live content. Its usage-details guidance says tracks are for long-form videos, not livestreams, and that allowed uses and territories vary by track. Do not treat a Creator Music video-use option as permission for a 24/7 stream: see the Creator Music FAQ and Creator Music usage details.
