If it is safe and lawful, document a hostage poster exactly where you find it before anyone disturbs it. Start with a wide scene image, add medium views that establish the poster’s position and relationships to nearby objects, and finish with close views that make wording, symbols, damage and other identifying details legible. Record who, what, when, where, how and under whose authority the record was made; preserve original files and notes; and log every authorized movement or handoff. These are general evidence-preservation practices, not a poster-specific legal standard. The responsible investigator, evidence custodian and local law control.
What to do first: safety, authority and a decision to document
A poster connected with a hostage situation can be evidence, a source of identifying information, or a trigger for further danger. Documentation must never place a hostage, survivor, information provider, bystander, responder or documenter at greater risk. The International Criminal Court and Eurojust guidance on documenting international crimes puts safety and vulnerable people ahead of collecting an image. The same priority applies here.
Check immediate hazards
- Follow instructions from the incident commander, police, security lead or other responsible authority. Do not enter a controlled area, approach a suspect or cross a cordon to obtain a better view.
- Assess whether a camera, flash, phone, light or conversation could reveal a witness, expose a hiding place, provoke an armed person or interfere with negotiations.
- Do not ask a hostage, family member or witness to pose with the poster, touch it, move it or repeat information while a threat remains.
- Consider fire, structural, chemical, electrical and biological hazards, as well as crowd movement and the possibility that the poster is attached to an unstable surface.
- If you cannot document without creating unacceptable risk, stop. A missing photograph is preferable to an injured person or a compromised operation.
Confirm authority and local rules
Establish who controls the location and the physical item. Authority to photograph a publicly visible display does not automatically confer authority to enter private property, record private conversations, identify people, remove the poster or publish its contents. Rules can differ by country, state, municipality, property type and investigation. Privacy, data-protection, search-and-seizure, witness-protection, exhibit-retention and copyright rules may all be relevant.
The San Francisco Police Department’s revised 2023 policy is a local example of scene-preservation procedures that include hostage situations; it is not a universal rule. A Crown Prosecution Service retention policy is likewise jurisdiction-specific. Use the procedure issued by the responsible authority for the place and case, and ask the evidence custodian what may be photographed, copied, moved, retained or disclosed.

Decide whether the poster can remain in place
In most situations, the strongest first record is made in place. Do not peel tape, flatten folds, turn the poster over, clean a surface, add a scale, or remove an obstruction solely to improve a photograph. If an authorized specialist must intervene for safety or preservation, document the condition and position before the intervention whenever possible.
Photograph the display as found
Use a sequence that moves from context to relationships to detail. This prevents a close crop from being mistaken for the whole scene and allows another person to understand where the poster was and what surrounded it.
1. Make a wide scene view
Begin far enough away to show the room, street, vehicle, building frontage or other setting. Include stable landmarks such as doors, windows, signs, columns, intersections or distinctive furniture when doing so does not expose a vulnerable person or sensitive location. Take more than one angle if safe, including the approach path or the poster’s relationship to an entrance, barrier or other relevant feature.
A wide image should answer: What kind of place was this? Which part of the place contained the display? What could a later reviewer use to orient the image? Keep the poster visible, but do not sacrifice safety or privacy to make every landmark identifiable.
2. Add intermediate views
Move closer only when authorized and safe. Photograph the wall, fence, vehicle, room or other surface holding the poster, together with adjacent objects. Show whether it was attached with tape, pins, adhesive, clips or another visible method; whether it was behind glass; and whether it overlapped, covered or was covered by another item. Include the floor, ceiling or horizon when that helps establish orientation.

Take views from more than one direction if perspective, glare or obstruction could otherwise make the relationship ambiguous. Keep the camera parallel to the poster for a legible record, but retain at least one view that shows its true angle and surrounding context.
3. Finish with close detail views
Photograph the complete face of the poster, then details that may distinguish it from a copy:
- Every line of text, number, date, name, symbol and language.
- Photographs, logos, handwriting, printing style, seals, watermarks or distinctive graphics.
- Tears, folds, holes, stains, burn marks, tape, fingerprints or other visible damage.
- Edges, corners, front and any safely visible reverse side.
- Attachment points and material characteristics such as paper, card, fabric or paint.
Make a straight-on image for reading and an oblique or raking-light image when texture, indentation or surface damage matters. Avoid flash reflections on glass and do not use enhancement that changes the apparent content. If a scale or color reference is permitted, photograph the item first without it, then make a second image with the authorized reference placed by a trained person. Never attach a scale to the poster.

Write contemporaneous notes or make a sketch. Describe distances, orientation, approximate dimensions, height, attachment method, lighting, obstructions, odor or sound only when relevant and safely observed. A sketch can show measurements and relationships that perspective hides. Mark the sketch with the same identifier used for the images and state who made it and when.
Build a traceable record for every image and note
The ICC/Eurojust guidance stresses recording the documentation process itself. A file without a reliable account of its creation is harder to authenticate and interpret. Make the record during the work or as soon afterward as practicable.

Minimum capture record
| Field | What to record | Why it matters |
|---|---|---|
| Unique identifier | A consistent number or code for the event, poster and individual file | Links the image to notes, sketches, video and later transfers |
| Date and time | Local date and time, time zone if relevant, and whether the device clock was checked | Places the display in a chronology |
| Location | Address or a safe descriptive location; GPS only when lawful and safe | Allows later orientation without unnecessarily exposing a vulnerable site |
| Photographer | Name or authorized identifier and role | Establishes who made the record |
| Other participants | Names or identifiers, roles and authority of people present | Shows who could explain or affect the documentation |
| Device and method | Camera or phone, lens, lighting, tripod or other equipment, and whether stills or video were used | Helps assess perspective, metadata and limitations |
| Sequence and description | File number, viewpoint, subject and any obstruction or unusual condition | Lets a reviewer reconstruct the order and purpose of the images |
| Conditions | Light, weather, glare, distance, access restrictions and safety constraints | Explains why a detail may be missing or appear distorted |
| Actions taken | Any pause, repositioning, authorized covering, movement or change made during documentation | Separates the original state from later intervention |
Keep the device’s original metadata where possible. Metadata supports, but does not by itself prove, when or where an image was made. Do not rely on GPS if recording coordinates could endanger people or reveal a protected location. If the device clock is wrong, note the discrepancy rather than silently correcting timestamps.
Preserve original files, notes and metadata
Separate originals from working copies
Copy the camera’s original files without changing their contents or names, and mark the first verified copy as the preservation set. Do not edit, crop, rotate, filter, annotate or convert that set. Work from a duplicate for redaction, publication, transcription or analysis. Retain the unaltered original and document the software, date, operator, purpose and changes for every derivative.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsAn edited image must never be presented as an untouched original. A crop can omit context; a sharpened image can create apparent marks; a color adjustment can alter the appearance of paper or ink. If enhancement is necessary to assist reading, preserve the original beside the enhanced derivative and explain exactly what was done.
Catalogue consistently
Use one naming and indexing scheme across photographs, video, audio, sketches, notebooks, transcripts and physical items. A catalogue entry can include the unique identifier, original filename, file type, file size, creation time as recorded by the device, custodian, storage location and any transfer history. The UN International Protocol (2017) treats cataloguing and custody as part of reliable photo and video handling; its guidance is not specific to hostage posters, but the principle is directly useful.
Preserve the device or memory card according to the responsible authority’s procedure when its contents or settings may matter. Do not delete failed frames, duplicate files or outtakes merely to make the folder tidy if they document the sequence or reveal a technical limitation. If a file is corrupt, record that fact and retain the original media if authorized.

Protect storage and access
- Use access-controlled storage approved by the evidence custodian, with an auditable record of downloads and changes.
- Keep more than one protected copy when policy permits, stored in separate locations or systems.
- Protect media from heat, moisture, magnets, crushing and unauthorized handling.
- Do not send originals through ordinary messaging, personal cloud accounts or unencrypted removable media unless the responsible protocol expressly allows it.
- Limit names, faces, addresses, coordinates and other sensitive details to people who need them for the authorized purpose.
Document any movement with a chain of custody
If the poster or related physical evidence must be moved, the move should be authorized and recorded. The UN IIIM principles call for documentation of an item’s movement, storage and handling. The record should travel with the item or its evidence grouping.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Before movement
- Confirm the authority and reason for moving the item.
- Photograph and describe its position, orientation, attachment, condition and any visible debris or associated material, if safe.
- Assign or confirm the item identifier and link it to the scene images and notes.
- Ask the evidence custodian what packaging, support, labeling and environmental controls are required. Do not improvise preservation methods that could damage paper, adhesive or biological material.
At each handoff
| Record | Detail |
|---|---|
| Item description | Identifier, dimensions if measured, material, text or other distinguishing features, and condition |
| From and to | Name or authorized identifier, role, organization and location of the releasing and receiving custodians |
| Date and time | Local time and time zone where useful |
| Purpose | Transport, examination, storage, laboratory work, court production or another authorized reason |
| Transport and storage | Method, seal or package identifier, destination and storage conditions required by policy |
| Condition check | Whether the seal and item appeared unchanged, and a description of any discrepancy |
| Signatures or secure confirmation | Use the method required by the local procedure |
If the poster was moved before you arrived, do not describe the new position as the original scene. Record who told you it had moved, the stated original location if known, the time and reason for movement, and the limits of your knowledge.
Protect identities, locations and other sensitive information
Hostage-related material can expose people to retaliation, stigma or renewed danger. The ICC’s 2022 description of its documentation guidance emphasizes safety and vulnerable people. Apply the least-disclosure principle: collect what is needed for the authorized purpose and avoid unnecessary exposure.
- Frame around unrelated people where possible. If a person is incidentally captured, follow the authority’s rules for masking, access and retention.
- Do not publish a face, name, phone number, vehicle plate, home address, shelter, hospital or exact coordinates merely because it appears in the frame.
- Ask about informed consent only when it is safe, voluntary and meaningful. Consent may be impossible or inappropriate during a crisis and does not override a protective order or legal restriction.
- Keep public-release copies separate from investigative originals. Redaction should be reversible only through the controlled original, not by retaining hidden layers in a shared file.
- Do not infer a person’s identity, affiliation or responsibility from the poster’s wording or location. Record what is visible and label interpretation as interpretation.
Choose an approach that fits the evidence context
There is no single poster-specific standard in the cited institutional material. Compare the available approach against the factors below and follow the responsible authority’s protocol.
| Approach | When it may fit | Strengths | Risks or limits |
|---|---|---|---|
| In-place still photography and notes | The scene is stable, access is controlled and the poster can remain where found | Preserves context with minimal disturbance; efficient to catalogue | May miss changing conditions, hidden faces or relationships that video would show |
| In-place stills plus video walk-through | Movement, sequence, sound or changing access is relevant and recording is authorized | Shows route, orientation and transitions between views | Can capture more bystanders or sensitive speech; large files and privacy controls are required |
| Specialist examination after scene documentation | The item must be removed for safety, conservation or forensic examination | Allows controlled handling, measurement and packaging | Destroys the opportunity to record an undisturbed state if done first; requires trained custody |
| Limited public-facing record | Education, journalism or a public appeal is authorized | Can communicate the display while reducing exposure | Redaction, consent, retention and defamation risks; never substitute it for the protected original record |
Evaluate each option by safety, authority, whether the poster can remain in place, contextual and detail quality, preservation of original files and metadata, completeness of custody records, privacy exposure and local retention rules.

Common failure modes and how to correct them
Only a tight crop was taken
Problem: The text is readable but no one can tell where the poster was displayed. Correction: If the scene remains safe and unchanged, return to the wide and intermediate sequence. If it has changed, record that limitation and photograph the current state without implying it is original.
The poster was moved for a better angle
Problem: Position and attachment evidence may be lost. Correction: Record who moved it, when, why, from where to where, its condition before and after if known, and every custodian. Do not recreate the original position and label it as authentic.
Images were edited or compressed
Problem: An editor cannot tell what changed, and detail or metadata may be lost. Correction: Locate and preserve the device originals or earliest available copies. Keep edited derivatives separately and create a change record.
People or locations were unnecessarily exposed
Problem: Publication or broad sharing creates avoidable danger. Correction: Restrict access, create a properly redacted derivative under authority, and document what was withheld and why. Never overwrite the protected original.
Notes were written later from memory
Problem: Timing, viewpoint and participants become uncertain. Correction: Make contemporaneous notes whenever possible. If a delayed note is unavoidable, state when it was written, what source was used and which details are uncertain.
There is no handoff record
Problem: A gap appears between the scene and storage. Correction: Reconstruct the sequence from receipts, access logs and interviews, label reconstructed entries as such, and report the gap rather than silently filling it.
A field checklist
- Safety assessment completed; no one is placed at additional risk.
- Authority to enter, photograph, record, retain or move confirmed.
- Wide scene, intermediate relationship and close detail views captured in sequence.
- Poster’s original position, condition, orientation and attachment described.
- Date, time, location, photographer, participants, equipment and method recorded.
- Sketch or measurements made when photographs cannot establish relationships.
- Original files, metadata, notes and memory media preserved according to protocol.
- Each file and physical item has a consistent identifier linked to the event.
- Authorized movement, packaging, storage and every handoff entered in the custody log.
- Unrelated people and sensitive locations minimized; access limited to those who need it.
- Edited, enhanced, redacted or published copies kept separate from originals and documented.
- Local retention, privacy, disclosure and exhibit rules checked with the responsible authority.
What the guidance does—and does not—establish
The UN IIIM guidance makes the practical point that “There is no such thing as too much documentation.” In context, that supports careful recording of the item, the process and the custody history; it is not permission to collect unsafe or irrelevant personal data.
The cited materials are general evidence and human-rights documentation guidance, plus jurisdiction-specific examples. They do not establish who owns a particular poster, whether a specific display is evidence, whether it may lawfully be photographed or removed, or which retention period applies. Those conclusions require the responsible investigator, property authority and jurisdiction. Treat the procedure above as a disciplined preservation framework, then apply the controlling local rule.
