Design those two outcomes together, but measure them separately: a garden may produce food and teach horticulture, while attendance, skills, wellbeing, and employment transitions are tracked as rehabilitation outcomes. Existing programs report useful experiences, yet the available evidence does not isolate a sustainability project’s causal effect on reoffending.
Start with two explicit outcomes
Write a short project statement before choosing tools or activities. The first sentence should identify the environmental need at the facility: for example, reducing food waste, improving biodiversity, lowering energy use, producing food, conserving water, or maintaining trees. The second should explain the rehabilitation pathway: what participants will learn, practice, demonstrate, and potentially use in work after release.
The UK Ministry of Justice’s Climate change and sustainability strategy connects work in nature, net zero, sustainable construction, the circular economy, and waste management with green skills and rehabilitation. That is a policy intention and implementation framework, not a controlled estimate of recidivism. A sound local plan therefore promises what the project can control—skills, participation, environmental outputs, relationships, and transitions—not a guaranteed reduction in reoffending.
Use a design sequence that joins custody, learning and environmental work
1. Define the site problem and the participant pathway
Establish a baseline that staff can verify. Record current waste volumes, areas of unused land, energy or water concerns, existing grounds-maintenance tasks, and relevant security restrictions. Then map the participant journey:

- INCLUDES: (1) Fiskars Bypass Pruning Shears designed for everyday gardening and plant care and backed by a Lifetime Warranty. Product care tips: Wipe pruners clean after each use to prevent sap build-up and lightly oil blade for longer product life
- Entry: eligibility, induction, risk assessment, accessibility needs, and a clear explanation of the work.
- Learning: practical sessions, classroom content where available, and safe use of equipment.
- Demonstration: a task or portfolio showing that a participant can apply the skill consistently.
- Recognition: a certificate, recorded unit, reference, or other credential that is valid in the jurisdiction.
- Transition: a referral to education, an employer, an apprenticeship, probation support, or another post-release service.
State which parts are guaranteed and which depend on outside partners. A project can guarantee supervised practice; it cannot guarantee a job unless an employer has committed to a defined pathway.
2. Choose an activity that the facility can safely maintain
Published examples include gardening and food growing, composting, conservation research, species nurseries, orchards and tree work, sustainable construction, waste sorting, and energy-saving work. The Coventry University summary of the Unlocking Nature evaluation describes gardening and food-growing sessions, beekeeping, building, landscaping, and general horticultural training at HMP Wandsworth.
Do not select an activity solely because it is visible or popular. Test it against the site’s climate, land, water, storage, staffing, custody level, tool-control rules, and ability to keep the work going through seasons and staff changes. The National Institute of Corrections guide, The Greening of Corrections: Creating a Sustainable System (2011), identifies equipment cost, staff resistance, custody level, and limited expertise as possible barriers. Its implementation discussion is useful historical guidance, not a current rule that applies to every jurisdiction.
3. Build the learning and employment connection before launch
List the occupations the project is intended to support—such as grounds maintenance, arboriculture, waste operations, construction, ecological restoration, or energy services—and check local demand. Ask employers, workforce agencies, colleges, and probation or re-entry staff which certificates, work practices, and equipment they recognize. The UK strategy calls for meaningful prison work and upskilling to align with green jobs and for cooperation among prison industries, employment leads, and employer organizations.

Pick the symptom - the matching free tool is one click away.
Translate each activity into observable competencies. A horticulture participant might identify plants, prepare a growing bed, follow a watering plan, use a tool safely, record yields, and explain how to prevent contamination. A waste participant might identify material streams, follow contamination controls, weigh inputs and outputs, and complete a transfer record. Keep a local-labor-market review on a stated schedule; employers’ requirements and available jobs change.

4. Establish governance and operating responsibilities
Form a small steering group with facility operations, security, education, rehabilitation, sustainability, health and safety, procurement, and data staff. Add an external education, research, conservation, community, or employer partner when that partner has a defined role and capacity. The Washington State Department of Corrections describes its Sustainability in Prisons Project as a partnership with The Evergreen State College combining science and nature in prisons with biodiversity conservation and reductions in environmental, economic, and human costs.
Write a responsibility matrix before participants begin. Specify who:
- approves the activity, participant eligibility, movement, and tool inventory;
- provides instructors, cover for absences, first aid, personal protective equipment, and induction;
- orders supplies and checks deliveries;
- maintains irrigation, compost bays, machinery, structures, or energy-monitoring equipment;
- records attendance, incidents, training results, environmental data, and consented participant feedback;
- handles harvests, waste, produce distribution, or other outputs; and
- takes over when a participant, instructor, grant, or partner leaves.
Facility approval, movement procedures, tool control, prohibited materials, and supervision ratios must be determined locally. The sources do not establish one universal prison procedure.

Budget recurring as well as start-up requirements: staff time, partner coordination, seeds or other consumables, protective equipment, repairs, training refreshers, waste collection, water, insurance where applicable, and data management. Include a maintenance calendar and a named owner for every asset. Plan for winter, extreme weather, lockdowns, exam periods, staff turnover, and the loss of a specialist participant.
Use a handover pack with site maps, risk assessments, planting or maintenance schedules, supplier details, lesson plans, competency checklists, and baseline data. A project that depends on one enthusiastic officer or one cohort’s memory is not operationally sustainable. Coventry’s evaluation treated delivery challenges and program sustainability as core questions; use the same discipline when reviewing your own continuation plan.

Compare project options against the same decision criteria
No source provides a head-to-head trial or a universally best activity. Score each option for supervision and security, environmental value, transferable skills, local job fit, start-up and recurring cost, seasonal or infrastructure needs, partner capacity, and ease of measurement. The table identifies what is established and what must be assessed locally.
| Option | Environmental work | Potential learning and job links | Operating questions | Evidence and cost qualification |

Make participation meaningful and safe
Use a transparent participant process
Publish eligibility, attendance expectations, conduct requirements, accommodation routes, and how participation interacts with education, work assignments, healthcare, and release planning. Avoid selecting only people already confident outdoors or physically strong. Offer adapted tasks, accessible raised beds or workstations where feasible, and non-field roles such as data recording, propagation, tool inspection, or produce logistics.
Recommended Free Tools
Give participants a voice in choosing tasks and solving operational problems without transferring security decisions to the group. Explain how feedback will be used and whether it is confidential. Participation should not be represented as treatment, and a sustainability class should not replace clinical or mental-health services.
Teach through real work cycles
- Induction: explain the environmental purpose, rules, hazards, emergency response, and expected conduct.
- Demonstration: an instructor shows the task and the safe method, including tool checks and protective equipment.
- Guided practice: participants complete the task with immediate correction and a manageable workload.
- Independent demonstration: each person completes a defined competency while an assessor records evidence.
- Reflection and transfer: participants document what they did, what changed environmentally, and how the skill applies to a workplace.
Keep lesson plans and assessment criteria consistent across instructors. Where a credential is unavailable, issue a truthful record of competencies and hours rather than implying an external qualification.
Set security, health and environmental controls before work begins
Complete a task-specific risk assessment with security staff, health and safety personnel, instructors, and participants. Cover tool issue and return, sharp objects, chemicals, allergens, heat and cold, lifting, machinery, bees or other animals, compost pathogens, slips and trips, water storage, unauthorized movement, and emergency access. The appropriate control may be elimination, substitution, engineering protection, supervision, personal protective equipment, or a different task; do not assume that a generic garden safety sheet meets custody requirements.

Measure environmental outputs and rehabilitation outcomes separately
A credible evaluation has at least three data streams. First, environmental performance shows whether the site problem changed. Second, participation and learning show what participants did and can demonstrate. Third, wellbeing and transition data show reported experience and continuity. Keep denominators and dates visible, and distinguish a count from a causal claim.
| Domain | Possible measures | Collection practice | Interpretation |
|---|---|---|---|
| Environmental | Energy or water use, kilograms of waste diverted, contamination rate, compost produced, kilograms of produce, trees planted or surviving, habitat area restored. | Use meters, calibrated scales, planting records, maintenance logs and dated photographs where permitted. | Compare with a defined baseline and season; explain weather, occupancy and operational changes. |
| Participation | Enrollment, attendance, retention, completed sessions, safety incidents and task hours. | Use consistent attendance and incident definitions; record reasons for absence when appropriate. | Shows reach and delivery, not skill mastery or reoffending effects. |
| Learning | Competency demonstrations, completed modules, credentials, portfolios, references and job referrals. | Assess against a checklist and record assessor, date and evidence. | Demonstrates learning only when the assessment is defined and repeatable. |
| Wellbeing and relationships | Participant-reported mood, confidence, routine, connection to nature, staff-participant relationships and perceived usefulness. | Use voluntary, understandable surveys or interviews, protect confidentiality and report response rates. | Report as participant experience; do not convert it into a causal recidivism claim. |
| Transition and continuity | Referrals, interviews, employment or education starts, continued training, and follow-up contact where consent and lawful access exist. | Define the follow-up period and who owns contact after release. | Shows pathway continuity; external factors affect outcomes. |
The UK strategy reports operational activity, including 16,270 trees planted by probation for the Queen’s Green Canopy in the document’s stated context. Coventry’s evaluation objectives included health and wellbeing, work-related skills, staff-participant relationships, delivery, and program sustainability. These are useful domains, but neither source supplies a controlled comparison that would isolate a reduction in reoffending.
What published projects can and cannot tell you
Unlocking Nature at HMP Wandsworth
The Coventry evaluation covered a program running from September 2017 through April 2018. Activities included gardening and food growing, beekeeping, building, landscaping and general horticultural training. The university reports that participants described improvements in physical and mental health, wellbeing, and useful life and employment skills. Those findings are reported experiences from that evaluation period and site; they should not be generalized as proof that the program caused lower reoffending.
Washington’s partnership model
Washington DOC presents the Sustainability in Prisons Project as a partnership with The Evergreen State College. Its stated mission combines science and nature in prisons with biodiversity conservation and reductions in environmental, economic and human costs. The model illustrates why a project may need both operational ownership inside the correctional system and specialist capacity outside it; it does not establish that every facility should copy the same structure.
United Kingdom strategy examples
The Ministry of Justice strategy frames green training and meaningful work as part of rehabilitation and employment preparation. Its progress figures include 45 prisoners trained in tree horticulture, 26 orchards and 2,000 fruit trees. Treat those numbers as the strategy’s reported activity, not as a universal target or evidence of a measured recidivism effect. The strategy names The Orchard Project, Trees for Cities and The Conservation Volunteers in environmental initiatives; a local facility would still need to check geography, safeguarding, capacity and procurement.

A historical United States baseline
The 2011 National Institute of Corrections guide reports that approximately 22% of states, based on 49 respondents representing 34 states, said they linked green vocational training to broader prison sustainability efforts. This is a narrowly scoped, historical survey result—not a current estimate of how many states run such projects.
Budget and procurement decisions
Prepare a costed bill of materials only after the activity, security controls and maintenance plan are approved. Separate one-time items from recurring costs and show the staff hours required for supervision, instruction, data collection and maintenance. Include replacement cycles for tools, protective equipment, irrigation parts, batteries and measuring devices. Sources do not state standard prices, so a budget should use local procurement quotes rather than a generic per-participant figure.
Procure only through the institution’s approved process. A broad category such as gardening hand tools may be relevant to horticulture, but the sources do not specify brands or models. Check tool-control, accessibility, durability, cleaning, storage and replacement requirements before purchase. If a partner supplies equipment, document ownership, inspection, insurance and what happens when the partnership ends.
Common failure modes and practical corrections
- Starting with a fashionable activity: correct it by documenting the local environmental baseline and employment pathway first.
- Promising jobs without employer input: obtain written confirmation of recognized credentials, task standards, interview routes or work trials.
- Counting outputs but not learning: add competency demonstrations, assessor records and participant portfolios.
- Treating wellbeing comments as proof of reduced reoffending: report the comments as experiences and state the evaluation design and limits.
- Ignoring custody operations: involve security, movement, procurement and maintenance staff at design stage, not after launch.
- Building a project around one person: create lesson plans, maintenance schedules, cross-training and a handover file.
- Underfunding continuation: price recurring supplies, repairs, cover staff and seasonal work before announcing places.
- Excluding people who need adaptations: provide accessible tasks and multiple roles, including monitoring, records and logistics.
- Collecting sensitive data without a plan: define consent, access, retention, anonymization and lawful post-release follow-up.
A launch checklist for the first operating cycle
- Approve a one-page statement linking one environmental problem to specific rehabilitation competencies.
- Complete a site survey, baseline measurements and a local labor-market check.
- Score at least two feasible activities against security, environmental value, skills, cost, infrastructure, partners and measurability.
- Assign internal and external responsibilities, escalation routes and a continuity owner.
- Complete risk, accessibility, tool-control, procurement and safeguarding approvals.
- Write the curriculum, competency checklist, induction, attendance process and recognition method.
- Confirm maintenance, supply, waste, harvest and emergency arrangements for the full season or work cycle.
- Collect baseline environmental data and define participant, learning, wellbeing and transition measures before enrollment.
- Run a small, supervised cohort; review incidents, attendance, learning evidence and environmental data at set intervals.
- Publish a results report that distinguishes measured outputs, participant-reported experiences, delivery challenges and unanswered causal questions.
A well-designed project is therefore neither a conventional prison job nor an environmental demonstration detached from rehabilitation. It is a controlled work-and-learning system: useful to the site, safe to operate, intelligible to employers, maintainable after the first cohort, and honest about what its evidence can establish.
