If you need money immediately to avoid losing housing, contact Ontario’s emergency-assistance channel at the same time.
The Canada-Ontario Housing Benefit (COHB) can provide a portable monthly housing allowance to eligible low-income households. RGI assistance lowers rent in designated housing. Local rules, income and asset limits, intake periods, priority categories and documentation differ by service-manager area, so there is no single province-wide application or threshold.
1. Find the housing service manager for the area you want to live in
Ontario’s housing service managers administer local access to social housing and many rent-assistance programs. The correct office is generally the manager for the municipality or region where you want assistance, not necessarily the office closest to your current address.
Ontario’s access-system rules require service managers to make public information about available forms of assistance, application procedures, eligibility and prioritization. The provincial explainer, updated February 6, 2026, describes rules that took effect January 1, 2023: Ontario access-system rules under the Housing Services Act.

What to ask during your first contact
- Which programs are open now, and are applications accepted directly or only through referrals?
- Can I apply for RGI housing, COHB and local rent assistance at the same time?
- What income, asset, household-composition and immigration-status rules apply in this service-manager area?
- Which identification, lease, income and housing documents are required?
- Are there local priority categories, and what evidence is needed to establish priority?
- Would accepting a portable benefit change my position on an RGI or social-housing waiting list?
- How do I report a change of address, income, family composition or housing risk after applying?
Ask for the application method in writing when possible. A local office may use an online portal, telephone intake, a paper form, an appointment or a community referral. Keep the office’s name, the date you contacted it and any application or referral number.
2. Compare Ontario’s main rent-help options
The labels used locally can differ. A “housing allowance,” “portable housing benefit” or “rent supplement” may have different eligibility rules, payment arrangements and waiting-list effects. Use the comparison below as a starting point, then confirm the exact local program.
| Option | What it does | Where it applies | Payment and wait-list questions |
|---|---|---|---|
| Canada-Ontario Housing Benefit (COHB) | Monthly allowance based on household income and average rents in the community. | Portable across Ontario; it follows the household rather than being tied to one unit. | Ministry of Finance issues payments after eligibility is confirmed. Ask whether payment can go to your landlord and how acceptance affects the social-housing waitlist. |
| Rent-geared-to-income (RGI) housing | Reduces rent in designated social or community housing under applicable rules. | Tied to an eligible designated unit managed through the local system. | Apply to the service manager for the area where you want assistance. Income, assets, documents and priority rules are local within provincial requirements. |
| Local rent supplement or housing allowance | May subsidize rent paid to a landlord, provide a tenant allowance or offer a flat-rate contribution. | Availability, eligible units and portability depend on the service manager. | Ask who receives the payment, whether it is temporary or ongoing, and whether accepting it changes an RGI application. |
| Emergency or homelessness-prevention help | Short-term financial or practical help during a housing crisis, including help finding or keeping housing. | Usually accessed through the local housing system and Ontario emergency assistance. | Designed for immediate risk rather than replacing a long-term housing application. Apply for longer-term help as well when appropriate. |
3. What is the Canada-Ontario Housing Benefit?
COHB is a portable monthly housing allowance for eligible low-income households. The amount is calculated using household income and average rents in the community. Unlike a subsidy attached to one designated apartment, a portable allowance can generally move with the household within Ontario.
General eligibility route
Ontario’s public guidance generally links COHB access to one of two situations: the household is on, or eligible for, a social-housing waiting list, or it lives in community housing. Service managers identify potentially eligible households and help with applications; the Ministry of Finance confirms eligibility and issues payments. Start with the local service manager rather than sending an unsolicited application to the ministry.

- survivors of domestic violence and human trafficking;
- people experiencing or at risk of homelessness;
- Indigenous people;
- seniors;
- people with disabilities; and
- young adults.
Being in one of these groups does not by itself guarantee an award. The service manager must confirm the local referral route, the documentation needed and whether the current intake is open. Ontario’s housing-program overview is available at Ontario’s Home and housing guide.
Wait-list consequences
Ontario’s general public-facing COHB guidance says an approved recipient must agree to be removed from the social-housing waiting list. That is not a rule to assume in every circumstance: Ontario’s 2025–2028 housing action plan describes a waiver beginning in fiscal year 2024–25 for service managers supporting certain survivors of gender-based violence. Before accepting COHB, ask the service manager to explain in writing whether your household will be removed, remain listed, or qualify for a waiver.

How payment works
COHB is normally paid monthly. Ontario Works policy says payment may be made to a third party, such as a landlord, if both the household and the third party consent. The same policy discusses possible help with rental deposits and states that COHB payments are exempt as income for Ontario social-assistance purposes. If you receive Ontario Works, ask your caseworker how the exemption and any deposit assistance are recorded on your file; individual circumstances still need to be confirmed.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors4. How to apply for rent-geared-to-income housing
RGI assistance lowers rent in designated housing. You apply to the service manager for the area where you want housing, provide the information and verification that manager requires, and remain subject to local selection and priority rules.
Core provincial conditions
Ontario Regulation 298/01 sets provincial requirements, including having at least one household member aged 16 or older who can live independently and meeting specified immigration-status conditions. The regulation and local rules determine how other household circumstances are assessed. Read the regulation at Ontario Regulation 298/01: Rent-Geared-to-Income Assistance and Special Needs Housing.
Income and asset limits
Service managers set local income and asset limits and review them periodically. Those limits are used for initial RGI eligibility; asset limits also affect continued eligibility. Ontario’s income and asset-limit rules explain the local framework.
Qualifying Ontario Works and Ontario Disability Support Program (ODSP) benefit units are exempt from local asset-limit rules when every household member is part of the benefit unit. Service managers must also allow flexibility for extenuating circumstances. Do not assume that a particular bank balance, vehicle, trust or lump sum is treated the same way everywhere: ask for the local exclusions and verification rules.
How RGI rent is calculated
It is misleading to promise that every RGI household pays exactly 30% of income. Calculations and the treatment of social-assistance income depend on the applicable rules and household circumstances. Ask the service manager for the rent-calculation method, which income period is used, what deductions or exclusions apply, and how changes in income will affect rent.
5. Local rent supplements, allowances and other assistance
A service manager may offer assistance that is not called COHB or RGI. Examples include a rent supplement paid directly to a landlord, a housing allowance paid to the tenant, a portable housing benefit, a flat-rate contribution, or short-term help with a housing cost. Some programs require a participating landlord or an eligible unit; others may let the household choose housing within local conditions.

Because these programs are locally designed, ask six practical questions before applying:
- Is the program accepting applications, or are households selected from an existing list?
- Does the assistance follow the tenant, or is it attached to one unit or landlord?
- Who receives the money, and on what schedule?
- Is the assistance temporary, renewable or ongoing while eligibility continues?
- Does accepting it remove, suspend or preserve an RGI or social-housing application?
- What happens if rent, income, household members or address changes?
Ontario’s service-level rules require local systems to explain available assistance, public application processes, eligibility and priority rules.
6. Get emergency help when rent is due now
If you face eviction, a utility shutoff, unsafe housing, homelessness or another immediate financial crisis, do not wait for a social-housing decision. Contact the local housing access system for homelessness-prevention services and apply through Ontario’s emergency-assistance route if you may qualify.
Local systems may connect people to emergency shelter, help finding and keeping housing, rent or utility crisis assistance, or longer-term supports. Explain the deadline clearly: say when rent is due, whether an eviction notice has been served, where you are staying tonight and what amount is outstanding.
Ontario’s social-assistance page lists emergency assistance information and the Social Assistance Support Line at 1-888-999-1142, Monday to Friday, 8:30 a.m. to 5 p.m. Eastern Time, with TTY at 1-800-387-5559. Check the linked page for current hours and contact details before calling, because government contact information can change.
Emergency help is not a substitute for an RGI or COHB application. Where possible, pursue the urgent route and the longer-term housing application in parallel.

- Names, dates of birth and contact information for every household member.
- Current address, housing situation and the address or region where you want assistance.
- Proof of income and benefits for each adult, such as Ontario Works, ODSP, employment, pension or other income statements.
- Information about assets and accounts when the local program applies an asset test.
- Lease, rent ledger, eviction notice, utility notice or landlord contact information when the request concerns an existing tenancy.
- Identification and immigration-status documents required under the local process.
- Disability, accessibility or support information if the household needs an adapted unit or a priority assessment.
- Evidence relevant to a safety-sensitive priority category, supplied privately through the channel the service manager recommends.
Ask whether copies are accepted, how documents can be uploaded securely, and what alternatives exist when a document is unavailable or unsafe to obtain.
8. A step-by-step application plan
- Identify the service-manager area. Use the municipality or region where you want assistance and contact that housing office.
- Describe your situation plainly. State household size, current housing, rent, income sources, urgency and whether you are already on a social-housing list.
- Request a full program screening. Ask about COHB, RGI, local allowances, rent supplements and homelessness-prevention services rather than asking about only one program.
- Get the local rules and form. Confirm current intake, eligibility, priority categories, documents, submission method and expected follow-up channel.
- Submit complete information. Keep a copy of every form and attachment, the submission date and any confirmation number.
- Ask about wait-list status before accepting an offer. For COHB and other portable assistance, obtain a clear explanation of whether your RGI or social-housing application changes.
- Report changes promptly. Tell the service manager about a new address, income change, household member, lease, safety concern or change in housing risk using the prescribed method.
- Follow up through the designated channel. If an urgent deadline approaches, contact the emergency or homelessness-prevention service again and reference your application number.
9. Safety-sensitive and priority situations
Priority rules can involve domestic violence, human trafficking, homelessness, disability, Indigenous identity, age or other protected circumstances. Do not describe sensitive facts in an unsecured email or public form unless the service manager tells you to. Ask for a private appointment or a qualified local support organization.
Survivors of gender-based violence should specifically ask how the COHB wait-list waiver described in Ontario’s 2025–2028 action plan applies to their household. The waiver is not a universal exemption for every COHB recipient; the service manager must determine whether the facts and program category fit.

10. Common problems and how to respond
“The program is closed.”
Ask whether there is a waiting list, referral list, alternate local allowance, RGI application or homelessness-prevention service. Intake for one program does not establish that every housing option is closed.
“I was told to apply somewhere else.”
Ask which service-manager area has jurisdiction, whether the referral was recorded, and what office should receive your documents. Write down the name of the staff member, date and next step.
“I am on the housing waitlist but need help now.”
Tell the service manager that the need is immediate and request emergency assistance and homelessness-prevention screening in addition to the regular application. Ask about the wait-list effect of any portable benefit before accepting it.
“My income or assets are just over the limit.”
Request the current local limit, the calculation period, permitted exclusions and any extenuating-circumstances process. A general internet threshold may not match your service-manager area.

“I receive Ontario Works or ODSP.”
Tell both the housing office and your caseworker which benefit you receive. Ontario guidance provides specific asset-limit treatment for qualifying benefit units and states that COHB is exempt as income for Ontario social-assistance purposes, but your file still needs individual confirmation.
“I cannot safely provide documents.”
Explain the safety issue privately and ask what alternate verification or secure submission route is available. This is especially important where an abusive partner, trafficker or unsafe landlord could access mail or online accounts.
11. What to verify before accepting any offer
- The exact monthly amount, start date and duration.
- Whether the money goes to you, your landlord or another approved third party.
- Whether you must remain in a particular unit, landlord network or service area.
- How rent, income, household size and address changes are reported.
- Whether acceptance removes you from an RGI or social-housing waiting list, preserves your place, or qualifies for a specific waiver.
- What happens if the benefit ends, your lease ends or you move to another Ontario community.
Get these answers from the service manager handling your file. Portable assistance is not automatically interchangeable: Ontario distinguishes categories of portable help, and their wait-list consequences can differ.
12. The practical route for different situations
You rent privately and are already on a social-housing list
Ask about COHB and local portable allowances, then confirm in writing whether accepting an offer changes your list position. Continue asking about RGI availability if the portable benefit does not meet your housing costs.
You live in community housing
Ask the housing provider or service manager whether you meet the local COHB route and how a portable allowance would interact with your current tenancy. Do not assume that moving is required or that a benefit automatically transfers between programs.
You are facing eviction or have nowhere to stay
Contact the local homelessness-prevention access point and Ontario emergency assistance immediately. Provide the deadline, amount owed and current sleeping arrangement, while also asking how to start a longer-term RGI or portable-benefit application.
You are a survivor of gender-based violence
Request a private assessment, ask about priority rules and ask specifically about the COHB wait-list waiver. A local support organization can help you communicate safely with the service manager.
Quick Recap
13. Key points to remember
