If you are concerned about a disused coal spoil tip in Wales, contact the Mining Remediation Authority’s coal tip safety team: call 0800 021 9230 or email [email protected]. Welsh Government guidance directs residents to this team for tip-safety concerns and incident reports. Describe what you observed, where and when you observed it, and include photographs only if they can be taken from a safe place. Do not climb onto a tip, approach cracks or moving material, clear drainage, install monitoring equipment or attempt repairs.
This route is specific to Wales and to disused coal tips. The available guidance does not establish one equivalent public contact for England, Scotland or Northern Ireland.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
You do not need to prove that a tip is unstable before making contact. A resident’s report is an observation for the responsible bodies to assess, not a geotechnical diagnosis. Report promptly rather than waiting for more visible movement or trying to gather a complete evidence package.
For a tip-slip event
If material has slipped, moved rapidly or affected a road, property, watercourse or other public area, the local authority is likely to lead the public response. The Mining Remediation Authority is likely to support the authority, and Natural Resources Wales may also assist in some circumstances. Reporting to the coal tip safety team remains appropriate, while the local authority may arrange public-safety measures at the site.
For questions about published tip data
Questions specifically about published coal-tip data should be sent to the Welsh Government address [email protected]. This is a data-information route, not a substitute for reporting a safety concern or an active incident.
What information makes a report useful?
Welsh Government’s public contact guidance does not require a standard form or a prescribed list of evidence. A concise report can still give specialists enough context to identify the site and decide what follow-up is needed.

Identify the location
- Give the tip’s name or any local reference used by residents, if known.
- Provide the nearest road, settlement, landmark, postcode or map location.
- Say which side of a road, footpath, stream or property is involved.
- If you are unsure whether the feature is a coal tip, say so rather than guessing.
Describe the observation
- Explain what prompted concern: for example, a new crack, displaced material, unusual bulging, blocked drainage, seepage, fallen debris or a change noticed after heavy rain.
- State when you first saw it and whether it appears to be changing.
- Describe effects on people, buildings, roads, paths, utilities or watercourses.
- Separate what you directly saw from what someone else told you.
Add safe supporting material
Photographs can help if taken from a stable, publicly accessible place. Include the direction and approximate date of each image if possible. Do not delay the report while collecting photographs, video, measurements or historical information. Do not enter restricted land or stand below an unstable-looking slope to obtain a better view.
What should residents do while waiting for advice?
Keep away from potential movement
Stay off the tip and away from cracks, fresh scarps, fallen blocks, mudflows, leaning structures and areas where the ground is visibly deforming. Keep children, pets and visitors away. Do not cross barriers or use an informal path simply to inspect the feature more closely.
Do not alter drainage or the slope
Do not dig channels, remove debris, pump water, unblock culverts, place sandbags, install sensors or carry out repairs. Historical UK Government guidance explains that effective drainage helps move water away from tip material and that water ingress is the biggest risk to stability; it also says drainage channels need to remain clear. That does not make a blocked drain a task for residents: work near a tip can disturb material or put people in the path of a sudden failure.
Act cautiously during changing weather
Welsh Government’s October 2026 adaptation report identifies extreme rainfall, drought and heatwaves as climate hazards with potential implications for tip stability. Weather can be relevant background to a report, but a particular downpour, dry spell or heatwave does not prove that a specific tip is unstable. Report the observable change and let qualified assessors determine its significance.

If there is immediate danger
Move to a safe distance and warn others without approaching the site. If people are at immediate risk, use the normal emergency-services route as well as notifying the relevant public bodies. A routine email should not be the only action when a collapse is under way, a road is blocked or buildings are threatened.
How is a concern likely to be handled?
A report normally starts a public-body assessment rather than an instant declaration that a tip is safe or unsafe. The precise sequence depends on the location, the reported condition and any immediate threat.
Initial identification and triage
The receiving coal-tip safety team can clarify the site and the nature of the concern. Location details, timing and photographs from a safe position help distinguish a new observation from an existing feature or a report about a different site.
Local-authority response to a slip
For an actual tip-slip event, Welsh Government says the local authority is likely to lead. It may coordinate access controls, road or path decisions, communications and other immediate public-safety measures. The Mining Remediation Authority is likely to provide technical or operational support, while Natural Resources Wales may help where environmental or water-management issues arise.

Specialist inspection and management
Inspection, monitoring, drainage design and remedial works are specialist or public-body functions. Residents should not infer that no action is being taken merely because they cannot see equipment or a work crew. Conversely, a visible inspection does not by itself mean that a failure is imminent. Ask the receiving body how future updates will be provided if you need confirmation that the report was logged.
What do Category C and Category D mean?
Welsh Government’s FAQ describes categories in terms of potential public-safety impact and inspection frequency:
| Category | Meaning in the FAQ | Inspection frequency described |
|---|---|---|
| Category C | Potential to impact public safety | At least once a year |
| Category D | Potential to impact public safety | At least twice a year |
The FAQ explicitly cautions that being placed in Category C or D does not mean a tip is unsafe. Categories are management classifications, not a resident’s diagnosis and not a guarantee that conditions have stayed unchanged since the last inspection. A new crack, slip, blocked drain or other observation should therefore be reported even when a tip’s category is known.
Which organisations have which role?
| Need | Most relevant route or body | What it does not mean |
|---|---|---|
| Report a concern about the safety of a disused coal tip | Mining Remediation Authority coal tip safety team | You do not need to diagnose instability first. |
| Report or respond to a tip-slip event | Local authority likely leads, with Mining Remediation Authority support; Natural Resources Wales may also assist | No single agency is guaranteed to lead every type of incident. |
| Ask about published coal-tip data | Welsh Government: [email protected] | This address is not the emergency or safety-reporting route. |
| Notify a regulator about operator duties for a notifiable tip | Health and Safety Executive guidance applies to mine operators | It does not establish HSE as the ordinary resident route for a disused-tip concern. |
Why the Wales-only qualification matters
The contact details above come from Welsh Government guidance for disused coal tips in Wales. They should not be presented as a UK-wide reporting system. Public arrangements in England, Scotland and Northern Ireland may differ, and the available guidance does not verify a single current contact for those nations. Residents outside Wales should use their own local authority or national government’s current official guidance rather than assuming the Welsh route applies.

There is also an older UK Government page from March 2020 that lists a Coal Authority number, 0800 288 4242, as a 24/7 line for reporting a coal-mining hazard or seeking safety advice. Welsh Government’s current contact guidance directs coal-tip concerns to 0800 021 9230 instead. Treat the older number as historical information, not the preferred current route for a Welsh disused-tip report.
What changes are planned for tip oversight?
Welsh Government says a new Disused Tips Authority for Wales is being prepared and is planned to begin functioning by April 2027. Until a newer official contact page replaces the current arrangement, use the published Mining Remediation Authority coal-tip safety contact for actionable guidance. Check the latest Welsh Government page when making a report because institutional responsibilities and contact details may change during the transition.
How many tips are involved?
Welsh Government’s FAQ, last updated 24 March 2026, reports more than 2,500 disused coal tips in Wales. It also says Phase 1 of a new grant scheme allocates over £80 million from 2026–27 through 2028–29 to support work on more than 400 tips. These figures provide scale for the public-management challenge; they do not indicate that any particular tip is unsafe or that a report will produce a particular engineering response.
