When a cable car stops above a gorge, rescuers do not automatically open the doors and lower everyone by rope. Operators first determine whether the cabins can be moved safely to a station with an auxiliary or emergency drive. If that is impossible, trained teams follow the installation’s evacuation plan, reach each cabin from towers, along the cable, from the ground or, when conditions allow, by helicopter. They secure passengers in purpose-designed evacuation equipment, lower or transfer them under control, and hand them to ground teams in a designated safe area.
The sequence, equipment and timing depend on the cableway’s design, the cabin positions, weather, access, passenger needs and the fault itself. A gorge can remove ordinary landing sites and make a combination of tower access, rope rescue and helicopter work necessary.
The first decision: recover the cabins or evacuate them
Assess the stoppage and establish communication
Control-room staff and technical crews first identify what stopped the installation, where every cabin is located and whether the line, towers and supporting structures remain safe. Operators communicate with passengers, explain that an organized response is under way and give instructions appropriate to the incident. Keeping people informed is part of the emergency plan, not a substitute for it.
The assessment includes the drive, brakes, haul rope, towers, carrier position, wind and access routes. Rescuers also account for the number of occupants, children, older people, injuries and mobility or sensory disabilities before choosing a method.

Try a controlled return to a station when possible
A stranded cabin is often safest when the cableway itself can be restarted or moved with an emergency system. Taipei Gondola describes diesel-powered backup motors and a crown-gear rescue system that can move cabins at 1 metre per second. That speed is a specification of the Taipei installation, not a universal cable-car standard. Such systems are used only after technical staff establish that movement will not worsen the failure or endanger passengers.
In the 2025 Kicking Horse Gondola incident, crews attempted to remove a failed component so the drive could move the cabins. When that effort did not work, the operator changed to manual rope evacuation. The example illustrates why “wait for the drive” and “start a rope rescue” are not competing slogans: the decision changes as engineers learn more about the fault.
How the main options differ
| Method | When it is considered | What passengers experience | Important limits |
|---|---|---|---|
| Auxiliary or emergency drive | The drive, rope and structures can be operated safely and cabins can reach a station. | The cabin is moved to a normal unloading point under operator control. | It may be unavailable after a mechanical failure, loss of power or structural hazard. The Taipei 1 m/s figures apply only to that operator’s systems. |
| Vertical rope evacuation from a tower or structure | Cabins are accessible from a tower and a suitable landing or receiving zone can be established. | A rescuer reaches the cabin, transfers occupants into evacuation equipment and lowers them to ground responders. | Clearance, tower spacing, wind, terrain and the cabin’s exact position govern feasibility. |
| Rescuer travel on the cable | The line geometry permits a trained rescuer to move from a tower or adjacent carrier to the stranded cabin. | Passengers remain in the cabin until a rescuer arrives and prepares each person for a controlled descent. | This requires specialist systems, trained personnel and a verified recovery area; it is not a passenger technique. |
| Ground or helicopter-supported rope rescue | Road or trail access is difficult, the gorge blocks a simple landing, or a helicopter can safely reach the work area. | Rescuers may combine aerial access with rope teams and ground receiving crews. | Wind, visibility, rotor wash, power lines, altitude and landing space can make helicopter use unsafe or impossible. |
Petzl’s professional guidance identifies cable slope, clearance, distance between towers, passenger count and the available recovery zone as factors that change the technique. The same variables explain why a method used at one gorge cannot be promised at another.

What a planned rope evacuation looks like
A cableway rescue plan specifies procedures, equipment and personnel before an incident occurs. The following sequence describes the operational logic without turning specialist rigging into instructions for untrained people.

The incident commander records that mechanical recovery is not safe or not achievable, establishes communications and assigns teams for the line, medical care, traffic control and passenger accounting.
- Map every cabin and the receiving areas. Teams identify which cabins are occupied, their distance from towers, ground clearance, slope, vegetation, water, rock faces and any place where evacuees can be treated. A gorge may require several different landing zones along one line.
- Reach the cabin by the safest available route. Depending on the installation, rescuers climb or descend a tower, approach from a neighboring carrier, travel along the cable with an approved rescue system, or use ground or helicopter access. The route is selected for that cabin; there is no single universal approach.
- Stabilize contact with passengers. The rescuer explains the next actions, checks occupants for injury or panic and keeps the cabin and rescue system controlled. Ground teams prepare the landing area and maintain radio contact.
- Fit each person with evacuation equipment. Professional examples include an evacuation triangle and a descender such as the I’D EVAC. The rescuer selects and checks equipment according to the manufacturer’s instructions and the organization’s procedures. Passengers do not attach themselves to the cable or ropes.
- Lower or transfer one person under control. The rescuer manages the descent while a ground team guides, receives and disconnects the evacuee in the safe area. Medical staff assess the person before the team returns to the cabin or moves to the next task.
- Repeat the process across the line. A French STRMTG exercise report describes rescuers moving from carrier to carrier, fitting passengers with evacuation triangles, lowering them one at a time and repeating the operation while ground teams received the evacuees. Occupant lists are reconciled so no cabin is missed.
- Close out and verify the installation. Once the last passenger is safe, responders account for rescuers and equipment, preserve evidence of the failure and keep the cableway closed until the responsible authority and operator approve further action.
How rescuers reach cabins over a gorge
Tower-based access
If a cabin is close enough to a tower, a rescuer can descend from the tower to the cabin and transfer passengers toward the ground. Taipei Gondola describes this vertical operation: rescuers descend from a tower to a gondola, move passengers to the ground and have ground crews take them to a safe place for treatment. Tower access can be efficient, but it depends on the tower’s position, the cabin’s clearance and whether the terrain below permits a controlled receiving zone.
Travel along the cable
Where tower access does not line up with a cabin, a trained rescuer may travel on the cable using a purpose-built rescue system. Petzl’s example shows the rescuer reaching a carrier, attaching an evacuation triangle to a passenger and lowering that person with a descender. The example demonstrates a professional technique, not a procedure for passengers to copy. Cable loading, slope, carrier design and fall protection all have to be assessed by the rescue organization.

Ground and helicopter support
Ground rope teams can reach cabins from trails, roads or the base of a slope. A helicopter may transport rescuers, hover near a carrier or support access when the terrain blocks a ground route. The Kicking Horse response used both ground and helicopter operations during manual evacuation. Helicopters are an option, not an automatic solution: wind, cloud, visibility, rotor clearance, cables, towers and a safe landing or hovering position can rule them out.
Why a gorge changes the rescue problem
- Vertical distance: A deep ravine increases rope length, descent time and the amount of equipment that must be managed.
- Limited landing areas: Water, cliffs, dense trees, scree or private land may leave no clear place for a receiving team.
- Uneven access: One side of the gorge may be reachable by road while the opposite side requires a long approach or aerial access.
- Wind and weather: Wind funnels through a gorge and can move a cabin or make helicopter operations unsafe. Ice, rain, lightning and darkness add further constraints.
- Line geometry: Cable slope, tower spacing and the cabin’s position determine whether a rescuer can reach it from a tower or neighboring carrier.
- Passenger mix: A person with an injury, limited mobility, a child or someone unable to understand instructions may require additional rescuers, a different harness arrangement or a slower transfer.
These factors can lead commanders to use different methods on different sections of the same cableway. The first cabin might be reachable from a tower while another requires a ground rope team or helicopter-supported access.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Prepared plans and inclusive evacuation
Rescue is faster and safer when the operator has already documented who does what, which equipment is available and how each section of the line will be reached. The Autonomous Province of Trento publishes model cableway rescue-plan materials that include risk analysis and a dedicated procedure for evacuating passengers with disabilities. The existence of such a procedure matters because inclusive assistance must be designed before an emergency, not improvised after a cabin is reached.
A robust plan identifies trained rescuers, backups, communications, medical receiving points, equipment caches, helicopter or ground access, weather limits and procedures for accounting for every passenger. Exercises test whether those assumptions work in the actual terrain and whether responders can coordinate between the operator, fire and rescue services, medical teams and local authorities.

What passengers should do
- Stay in the cabin unless a rescuer or operator gives a clear instruction to move.
- Listen for announcements and follow the directions of cabin attendants, rescuers and ground staff.
- Keep aisles and doors clear, secure loose belongings and help children remain calm.
- Tell rescuers about injuries, pregnancy, medication needs, mobility limitations or difficulty hearing or seeing instructions.
- Do not open doors, climb onto the cable, jump, attach a personal rope or attempt a descent. Rescue equipment and anchor systems require specific training and professional confirmation.
Petzl states in its professional guidance: “Training is required for a successful and timely execution of this operation.” Its equipment instructions also direct users to consult the manufacturer’s information and work with a professional before attempting techniques unsupervised. That warning applies even when a passenger has climbing experience; a cableway evacuation combines unfamiliar anchors, moving carriers, height, communications and changing loads.
The central safety principle
A stopped cable car above a gorge is an engineered emergency, not a single stunt. The safest response may be a slow auxiliary drive to a station, a tower-based lowering operation, a cable rescue, a ground rope system, helicopter support or a combination. Commanders select among them only after considering the failed component, cable geometry, weather, access, passenger needs and the receiving area. Passengers contribute most by remaining in place, communicating their needs and waiting for the trained team to make that decision.
