In Mani Shankar Aiyar’s account, Rajiv Gandhi’s effort to modernise gram panchayats was to give local self-government constitutional standing and strengthen representation in its institutions. Aiyar says he helped draft and advance the proposals that became the 73rd and 74th Constitutional Amendments. His account is a first-person recollection, not an independent investigation; a 2007 government journal reproduces Manmohan Singh’s broader attribution of the amendments to Rajiv Gandhi’s leadership.
What Aiyar says Rajiv Gandhi set out to change
Aiyar presents Panchayati Raj as a defining part of Rajiv Gandhi’s political legacy. He says Gandhi initiated the push to give local self-government constitutional recognition and shaped provisions for Scheduled Caste and Scheduled Tribe representation across tiers of local government. In Aiyar’s framing, these safeguards were intended to counter caste exclusion and prevent local institutions from being captured by established elites.
The constitutional changes associated with that effort became the 73rd Amendment, concerning panchayats, and the 74th Amendment, concerning urban local bodies. The distinction matters: the story is not only about gram panchayats, but also about a wider constitutional project for elected local government.
Aiyar’s role, as he describes it
In the January 17, 2024 Scroll.in excerpt from The Rajiv I Knew and Why he was India’s Most Misunderstood Prime Minister, Aiyar says his work included helping draft the amendments, working for their passage through Parliament in 1991–92, and continuing to advocate for Panchayati Raj in Parliament and at the Rajiv Gandhi Foundation. He writes: “The fact remains that it was my close involvement with the drafting of the Panchayati Raj legislation that sparked off my opting out of the IFS to take up an alternative career in politics.”

This is Aiyar’s recollection of his own involvement; the excerpt does not independently document each drafting or parliamentary episode. It is an excerpt from a book published by Juggernaut, rather than a standalone reported investigation.
How the broader political attribution is corroborated
A January 2007 issue of the Government of India’s Kurukshetra journal reproduces an address by then Prime Minister Manmohan Singh. Singh described the 73rd and 74th Amendments as enacted under Rajiv Gandhi’s leadership and recognized Aiyar’s commitment to empowering panchayats. He said Aiyar “worked closely with our Late Prime Minister, Shri Rajiv Gandhi, to give Constitutional sanction and sanctity to Panchayati Raj with the aim of realising Mahatma Gandhi’s dream of Poorna Swaraj through Gram Swaraj.”

Singh’s address supports the broad political framing of Aiyar’s account, but it is an official speech, not an independent historical study. Neither source, on its own, establishes how consistently constitutional provisions translated into authority and resources in villages and towns.
Representation was central to Aiyar’s argument
Aiyar treats reserved representation for Scheduled Castes and Scheduled Tribes as more than a matter of institutional design: in his account, it was a means of opening local government to communities that could otherwise be excluded from power. He reports that there were about 2,60,000 elected local self-government institutions and around 32 lakh representatives, of whom about 6.5 lakh representatives and officeholders were from Scheduled Castes or Scheduled Tribes.

Those are figures reported in Aiyar’s 2024 excerpt. It gives neither a reference year nor an underlying statistical source, so they should not be read as verified current totals or as a measure of how much influence elected representatives exercised.

Taken together, Aiyar’s memoir excerpt and Singh’s reproduced address place constitutional recognition and representation at the heart of the political case for Panchayati Raj under Rajiv Gandhi. They also show how Aiyar understands his own role in that effort. They do not provide a state-by-state assessment of implementation, establish the extent of devolution of functions, finances, or staff, or demonstrate what outcomes followed for rural residents.
