In Maricopa County, officials identified 430 heat-related deaths in 2025. People experiencing homelessness represented 49% of those deaths, the largest share among the living-situation categories reported. That is a share of recorded heat deaths—not a claim that 49% of unhoused residents died—and the figure covers the entire county, not Phoenix city alone.
The city and county offer respite, cooling, transportation, navigation and referral services, but locations and hours change with the season. The safest approach is to verify an open site before traveling, ask whether it provides overnight respite or only daytime cooling, and use 211 Arizona for current directions when that service is operating.
What the latest mortality data shows
The Maricopa County Department of Public Health’s 2025 Annual Heat Report, published in April 2026, counted 430 heat-related deaths. Its living-situation breakdown places people experiencing homelessness at 49% of those deaths, the largest proportion of the categories shown. Because the report is countywide, it cannot answer how many people experiencing homelessness died from heat inside Phoenix city limits.
| Measure | 2025 finding | How to interpret it |
|---|---|---|
| Heat-related deaths identified | 430 | Maricopa County total, not a Phoenix-only count |
| Deaths involving people experiencing homelessness | 49% | Share of reported heat deaths by living situation; not a mortality rate for unhoused residents |
| Deaths occurring outdoors | 74% | Shows the importance of direct exposure, while aggregate data cannot describe each person’s circumstances |
| Substance use involved | 55% | A co-occurring factor recorded in the report, not a complete explanation of any individual death |
| Cardiopulmonary disease contributing | 47% | A reported contributing condition, not proof that a single diagnosis caused a death |
The report’s 74% outdoor figure is especially relevant to anyone without dependable access to cooled indoor space. It does not mean every person who died outdoors was unhoused, nor does it establish why a particular person remained outside. Similarly, the 55% substance-use and 47% cardiopulmonary figures describe factors documented across the deaths. They should not be read as moral judgments or as evidence that homelessness, substance use or one medical condition alone caused an individual death.

How many heat deaths occurred in Phoenix?
The available mortality number is 430 for Maricopa County. The cited report does not provide a Phoenix-city-only total in the figures used here, so a precise answer for Phoenix itself would require a separate municipal breakdown. Phoenix is the county’s largest city, but its count should not be substituted for the county total.
Why homelessness can magnify heat exposure
Extreme heat is dangerous for anyone, yet the consequences become harder to avoid when a person lacks a reliable cooled room. A person sleeping outside, in a vehicle, or moving between temporary locations may have to spend more time in sun-heated surroundings and may not be able to remain in one place long enough to cool down. Travel to a service can itself require walking or waiting outdoors during the hottest part of the day. Without secure storage, water, medication or cooling equipment can also be difficult to keep available.
These are exposure mechanisms, not findings from a direct qualitative study of Phoenix’s unhoused residents. The mortality report shows the outcome pattern; it does not ask people which barriers they face or which interventions they prefer. Readers should therefore avoid treating the death statistics as a substitute for first-person evidence about access, safety, disability, pets, belongings, transportation or shelter rules.
Heat compounds existing health risks
Heat stress can arrive alongside chronic heart and lung disease, medication needs, exhaustion and substance use. The county’s 2025 figures document cardiopulmonary disease in 47% of deaths and substance use involvement in 55%, but those categories overlap and do not identify a single pathway for every death. A person who is already ill may have less physiological reserve, while a person who is intoxicated or withdrawing may have difficulty recognizing danger or reaching help. Those possibilities explain why rapid access to a cool place and medical attention matters; they do not assign blame.

The county separates cases in which heat was the direct cause from cases in which heat contributed to death. A “heat caused” death is one where heat exposure is listed as a direct cause on the death certificate. A “heat contributed” death is one where heat is listed as a contributing factor. This distinction matters because heat may worsen another illness without being the sole cause.
Counts can change after the initial publication. The county says medicolegal investigations typically take two to three months, and cases may be amended as information is reviewed. A number listed as “under investigation” is a maximum possible count, not a final total; the county cautions that not all such cases will be confirmed. For current updates, consult the county’s Heat Reports and Heat Surveillance page.

Where people experiencing homelessness can cool down in Phoenix
Phoenix’s 2026 heat-response plan describes several pathways, but availability is time-sensitive. The City of Phoenix plan announcement says the city will continue a 24/7 respite center at 20 W. Jackson Street, work with Justa Center on cooling hours from 3 p.m. to 9 p.m., and connect visitors with navigation and transportation to shelter or other services. It also describes extended hours at Cholla Library and a UMOM referral pathway for families with minor children experiencing homelessness.
| Resource described by the 2026 plan | What the plan says | What to verify before traveling |
|---|---|---|
| 24/7 respite center, 20 W. Jackson Street | Round-the-clock respite is planned | Whether the center is open today, intake rules, capacity and what overnight services are available |
| Justa Center partnership | Cooling hours listed as 3–9 p.m. | Current hours, identification or referral requirements, and transportation options |
| Cholla Library | Extended hours are planned | Exact schedule, cooling-room capacity and any changes to normal library access |
| UMOM referrals | Referral pathway for families with minor children experiencing homelessness | Eligibility, intake location, family composition requirements and current openings |
The mayor’s announcement characterizes the response as a public-health effort. “Phoenix recognizes extreme heat as a public health emergency and continues to deliver new strategies to keep residents safe,” Mayor Kate Gallego said. The statement describes the city’s approach; it does not guarantee that every listed site is open, uncrowded or able to provide overnight shelter at any particular time.
Countywide Heat Relief Network and 211
Maricopa County’s 2025 Heat Relief Network announcement described more than 200 indoor cooling, respite, hydration or donation locations. It also directed residents to 211 Arizona for help finding cooling sites, transportation, utility assistance and emergency air-conditioner repair. During that 2025 program announcement, 211 assistance was offered in English and Spanish from 9 a.m. to 7 p.m. daily.
Those numbers and hours are historical details from the 2025 announcement, not a promise of current availability. Check the county’s latest notice or call 211 to confirm whether the network is active, which locations are open, and whether a site offers water, a cooled room, respite, transport or another service. The original announcement is available at Maricopa County’s Heat Relief Network notice.

When several options appear on a map or through a referral line, compare them on four practical questions. A location that is geographically close may not be the best option if it closes before the person arrives or cannot provide the kind of help needed.
- Is it open now? Confirm the date, closing time and whether overnight access exists. Ask about holiday schedules, capacity limits and whether intake stops before closing.
- What does it provide? Clarify whether the site offers a cooled indoor room, water, a respite bed, shelter placement or only information and donations.
- Can it help with the next move? Ask whether staff provide service navigation, transportation to shelter, medical assistance or directions to another open location.
- Who can use it? Check for age, family, disability, pet, identification or referral requirements. Families with minor children may need the UMOM pathway described by the city rather than a general cooling site.
If a person is already showing signs of serious heat illness, do not delay urgent medical care while comparing programs. Move them toward shade or air conditioning if it can be done safely, stay with them, and call 911 for an emergency. A cooling center is a prevention and support option, not a replacement for emergency treatment.

Practical steps for staying safer during extreme heat
County guidance recommends combining hydration, shade and cooled air rather than relying on one item. Use the following checklist when preparing for a hot day or helping someone reach services:
- Drink water regularly and seek a cooled indoor location whenever possible.
- Wear lightweight, light-colored clothing and a wide-brim sun hat. A hat can reduce direct sun on the head and face, but it cannot replace water, transportation, cooled space or professional services.
- Use air conditioning when available. County guidance warns that fans alone are not effective when temperatures exceed 95°F.
- Plan the route to a cooling or respite site before the hottest period, and carry the site’s phone number or 211 instructions.
- Ask staff about transportation if walking in the heat would create additional risk.
- Check on people who may have difficulty recognizing symptoms, including those who are very ill, exhausted or affected by substances.
These measures reduce exposure while a person connects with a longer-term option. They do not make prolonged outdoor exposure safe, and they should not be used to justify delaying medical care.
What the numbers cannot establish
The 2025 report identifies a severe and unequal burden, but aggregate surveillance has limits. It cannot show how long each person was exposed, whether a cooling center was available nearby, why someone did not use a service, or whether a particular city program prevented a death. The city reports two consecutive annual declines and outlines its 2026 plan, while the county report records deaths; neither source demonstrates that a specific intervention caused the decline.
The available material also does not establish which cooling barriers people experiencing homelessness themselves consider most important. Questions about disability access, belongings, pets, personal safety, service rules and preferred hours require direct community input rather than inference from mortality percentages. Treating those questions as open is more accurate than assuming that one type of site works for everyone.
Bottom line for Phoenix readers
Maricopa County recorded 430 heat-related deaths in 2025, with people experiencing homelessness accounting for 49% of the reported deaths and 74% occurring outdoors. The figures are countywide and describe shares of deaths, not the percentage of unhoused residents who died. For immediate help, verify a currently open respite or cooling location, ask about navigation and transportation, and use 211 Arizona when its current service hours are confirmed. Phoenix’s 2026 plan identifies a 24/7 respite center at 20 W. Jackson Street, Justa Center cooling hours, Cholla Library extensions and UMOM referrals, but every site’s status should be checked before setting out.
