How Iran’s morality police, intelligence services, and Revolutionary Guard enforce control

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Iran’s morality police are the most visible face of a much wider system. United Nations investigations into the protests that began in September 2022 and into mandatory-hijab enforcement describe overlapping roles for ordinary and special police, the Morality Police, the Islamic Revolutionary Guard Corps (IRGC), the Basij, intelligence and interior ministries, provincial officials and the judiciary. Control can begin with a street encounter, then expand through vehicle sanctions, drones, online monitoring, detention, interrogation and criminal prosecution.

The central distinction: morality police are one layer, not the whole system

The phrase “morality police” usually brings to mind officers confronting women over mandatory-hijab rules. That street-level encounter is real, but United Nations reporting presents it as one component of a broader enforcement chain. In detailed 2025 findings, the Independent International Fact-Finding Mission on the Islamic Republic of Iran identified the IRGC, Basij, Ministry of Intelligence, Ministry of Interior, FARAJA police including special forces, the Morality Police, provincial governors and the judiciary as institutions whose roles and responsibilities it investigated in connection with violations and crimes surrounding the protest movement.

Those bodies should not be treated as interchangeable. The available findings do not provide a complete, current organization chart or establish that every institution has the same command relationship or day-to-day mandate. They do show how street policing, intelligence work, security-force operations, administrative pressure and judicial proceedings can reinforce one another.

Which institutions appear in the documented enforcement picture?

Institution named in UN findings How it appears in the documented cases What the evidence does not establish
Morality Police Visible enforcement of mandatory-hijab rules, including actions that prompted vehicle impoundments and online criticism. A complete account of its national structure or every policing function.
FARAJA police, including special forces Part of the police and security apparatus examined in relation to protest violations and public-order enforcement. That all FARAJA units used the same tactics or answered through one operational chain in every incident.
Islamic Revolutionary Guard Corps (IRGC) Investigated in relation to protest-era violations; the Human Rights Committee also referred to detention places controlled by the IRGC when discussing torture and oversight. A comprehensive description of the IRGC’s wider intelligence, military or domestic-security mandates.
Basij Named alongside the IRGC and other security institutions in the mission’s investigation of the protest response. A verified breakdown of Basij units, deployments or command arrangements for every event.
Ministry of Intelligence Identified as an institution investigated in the protest context and as controlling detention places that the Human Rights Committee said should receive independent monitoring. A full map of intelligence operations outside the cases and period covered by the findings.
Ministry of Interior and provincial governors Included among state bodies whose responsibilities were examined in the mission’s 2025 findings. That the reports assign a single, uniform operational role to each administrative level.
Judiciary Forms the prosecution and adjudication layer when conduct is converted into criminal or other legal proceedings. A complete catalogue of charges, courts or sentences in all hijab and protest cases.

This distinction matters because describing every action as the work of “the morality police” hides the escalation route. A person may first encounter a police patrol, then face a vehicle or digital sanction, an intelligence or security detention, and finally a prosecution. The documents support that layered picture without proving that every case follows every step.

Mandatory-hijab enforcement after April 2024

The Noor plan and criminal prosecution

In a 14 March 2025 briefing, the UN Fact-Finding Mission said that, since April 2024, the State had increased criminal prosecution of women who defy mandatory-hijab rules through the so-called Noor plan. The mission also described a growing reliance on technology, surveillance and state-sponsored vigilantism. This is an attributed finding about the period examined by the mission, not a claim that every enforcement action nationwide used the same method.

Criminal prosecution changes the practical meaning of a dress-code rule. Instead of an encounter ending with a warning, authorities can use evidence gathered in public or online to support a case that enters the formal legal system. The judiciary therefore becomes part of enforcement even when the initial observation was made by police, a camera or a social-media monitor.

Vehicle impoundment as an administrative sanction

The UN’s September 2024 update recorded vehicle impoundment among the measures reported in hijab-related enforcement. On 23 June 2024, Iran’s police information centre announced that 8,000 vehicles previously impounded for hijab-related violations had been released. That figure counts vehicles released on that date; it is not a total of all vehicles seized, a nationwide estimate of enforcement, or a current count.

Vehicle sanctions extend control beyond the individual encounter. A car can be stopped, held and later released through an administrative process, affecting mobility and imposing costs even without an immediate conviction. The documented number should be read narrowly because the source does not provide a consistently defined total for all impoundments or explain how many vehicles remained held.

Surveillance turns public and digital spaces into enforcement sites

Aerial monitoring

The mission’s 13 September 2024 update described aerial surveillance used to monitor compliance with mandatory-hijab rules. It cited drone footage from the Tehran International Book Fair on 10 May 2024 and State-media footage showing drone use on Kish Island on 16 May 2024. These are dated examples recorded by the mission, not evidence that drones were deployed at a measured frequency across the country.

Aerial observation can cover crowds and venues where an officer cannot approach every person. It also creates a record that may be combined with other identification or enforcement tools. The reports do not, however, specify the technical systems used to identify individuals in those videos or show how often footage led to a particular prosecution.

Online monitoring and digital retaliation

The same update described monitoring of online activity and reported that social-media accounts were blocked and mobile service disconnected after women criticized the Morality Police and mandatory-hijab rules online. The mission presented these as reported instances of digital interference. It did not publish a nationwide count of blocked accounts or disconnected users.

Digital pressure can work before or after a street encounter. Posts may draw official attention, while a blocked account or loss of mobile connectivity reduces a person’s ability to document an encounter, organize with others or communicate about a detention. The 2025 mission later assessed intensified surveillance and restrictions on digital space as part of a broader pattern of discrimination and repression.

What happened during and after the Woman, Life, Freedom protests?

Jina Mahsa Amini’s death in custody

In its 18 March 2024 presentation, the Fact-Finding Mission concluded that Jina Mahsa Amini’s death was unlawful and was caused by physical violence while she was in State custody. The conclusion is the mission’s finding. It is not a generic description of every death in custody, and it should not be detached from the specific investigation into Amini’s case.

Findings on the protest response

The mission reported serious violations and crimes in the State response to the protests, including unlawful killings, excessive force, arbitrary arrests, torture and other ill-treatment, and sexual violence. These categories describe the mission’s assessment of evidence gathered for the protest period. They do not mean that every security officer or every detention facility was found to have committed each act.

Arbitrary arrest links street control to the detention system: people can be deprived of liberty without the safeguards required by law, while allegations of torture and sexual violence show how custody can become a site of coercion rather than a neutral stage before a hearing. The mission’s findings place those practices within the wider response to the Woman, Life, Freedom movement.

Detention, torture allegations and the need for oversight

The UN Human Rights Committee’s concluding observations of 23 November 2023 separately expressed concern about credible reports of torture and ill-treatment in formal and informal detention centres by law-enforcement officials and IRGC members. It also referred to reports of coercion to obtain confessions.

The Committee called for independent, regular and unhindered oversight access to all detention places, including facilities controlled by the IRGC and the Ministry of Intelligence. This is a treaty-body concern and recommendation, distinct from the Fact-Finding Mission’s conclusions about particular protest violations. Together, the documents show why detention oversight is central: without independent access, it is difficult to verify conditions, protect detainees or test whether statements were obtained freely.

How the layers can reinforce one another

The available evidence suggests a sequence rather than a single “morality-police” operation:

  1. Observation or encounter: Police or Morality Police activity identifies an alleged mandatory-hijab violation in a street, vehicle or public venue.
  2. Administrative pressure: A vehicle may be impounded, or a person may face another immediate sanction. The 8,000 released vehicles announced on 23 June 2024 illustrate the scale of one reported administrative measure without establishing the total number seized.
  3. Technical surveillance: Drones, online monitoring and other technology can extend observation beyond the officer on the street. The mission documented drone use at the Tehran International Book Fair and on Kish Island in May 2024.
  4. Digital restriction: Accounts may be blocked or mobile service disconnected after criticism, according to examples recorded in the September 2024 update.
  5. Security detention: The protest findings and Human Rights Committee observations place law-enforcement, IRGC and Ministry of Intelligence detention facilities within the accountability question.
  6. Prosecution: Under the Noor plan, the 2025 mission reported increased criminal prosecution for mandatory-hijab non-compliance, giving the judiciary a continuing role after the initial encounter.

This sequence is an analytical way to connect the documented mechanisms; it is not a claim that every individual case passed through all six stages or that the reports establish one unified command centre.

Repression of victims, families and public memory

The mission’s March 2025 Geneva briefing described repression extending beyond the original protest events. Shaheen Sardar Ali, an expert member of the mission, said: “We found an alarming pattern of systematic repression and silencing of victims and their families, including through summons, detentions and prosecutions, and preventing them from commemorating the deaths of their loved ones with violence escalating during the anniversary of the protests, both in 2023 and 2024.” The statement is available in the UN Geneva briefing transcript.

In its 2025 findings, the mission assessed systematic discrimination against women and girls, intensified surveillance, restrictions on digital space and repression that extended beyond Iran’s borders. Those are the mission’s assessments for the period and conduct it investigated. They should not be converted into an unsupported claim that every institution has an identical policy or that the available reports describe all forms of state control at all times.

How to weigh the evidence

Mechanism Documented example or finding Evidence type
Street and police enforcement Mandatory-hijab enforcement involving the Morality Police and wider police apparatus. Mission findings and reported cases.
Vehicle sanction Police information centre announcement that 8,000 impounded vehicles had been released by 23 June 2024. Reported official figure reproduced in the mission’s September 2024 update.
Aerial surveillance Drone footage at the Tehran International Book Fair on 10 May 2024 and on Kish Island on 16 May 2024. Mission-recorded examples.
Online monitoring and digital interference Monitoring of online activity; reports of blocked social-media accounts and disconnected mobile service after criticism. Mission-recorded reports, without a nationwide frequency estimate.
Detention and interrogation Credible reports of torture, ill-treatment and coercion to obtain confessions in formal and informal facilities, including places controlled by the IRGC and Ministry of Intelligence. Human Rights Committee concern and recommendation for independent access.
Criminal prosecution Increased prosecution of mandatory-hijab non-compliance through the Noor plan since April 2024. Fact-Finding Mission briefing assessment.

What these reports establish—and what they do not

They establish a documented pattern in specific contexts: enforcement of mandatory-hijab rules, the response to the protests that began in September 2022, detention conditions and measures reported through the mission’s 2024 and 2025 work. They also identify a range of institutions whose conduct or responsibilities required investigation.

They do not provide a complete current account of Iran’s intelligence services, the IRGC’s entire domestic-security or military mandate, or the precise command relationships among police, intelligence bodies, provincial officials and courts. Nor do they provide a single, consistently defined total for current enforcement across those institutions. Numbers from different dates or categories should not be added together to manufacture one national tally.

The most accurate answer to how these bodies enforce control is therefore layered and qualified: visible morality-police encounters operate alongside police and special-force action, vehicle sanctions, aerial and digital surveillance, intelligence-linked detention, coercive practices reported in custody and prosecution through the judiciary. UN findings document serious abuses and an intensification of these mechanisms, while leaving broader institutional questions that fall outside the investigated cases unresolved.
