How Families and Communities Can Respond When Posters Are Removed or Defaced

What’s actually slowing this PC down?

Put safety before the poster. Move away, do not confront anyone, and call your local emergency number if an incident is active, someone is hurt, or there is an immediate threat. When it is safe, photograph the poster and damage, record the location and approximate time, preserve relevant video and witness details, identify who controls the site, and report through the channel that matches the poster and property. Do not assume a removal was illegal or reinstall a replacement until the responsible authority or property owner confirms the rules.

What should I do if someone tears down or defaces our community poster?

1. Get people out of danger

If you see the person damaging the poster, leave the area rather than arguing, following, or trying to stop them. Victoria Police’s safety guidance is direct: “do not confront the vandal, your safety is the most important thing.” Its advice applies in Victoria, Australia; use your own jurisdiction’s emergency number, not an Australian number, when calling for urgent help. Call immediately if there is violence, a weapon, a threat, an injury, a fire, dangerous debris, or another immediate hazard. Victoria Police

If the incident has ended and nobody is in danger, keep children and bystanders away from the damaged surface. A torn sign, sharp fastener, fallen frame, or spilled material can create a second injury even after the vandal has gone.

2. Make a contemporaneous record

Only from a safe position, take an overview photograph that shows the surrounding address, street, park feature, or building, followed by close-ups of the poster, defacement, mounts, and any other damage. Do not edit or overwrite the original files. Note:

How do we document poster vandalism safely?

Preserve the scene when practical

If police may need to inspect the site, avoid touching, cleaning, moving, or discarding the remains until they advise. Victims of Crime Victoria recommends prompt reporting and avoiding disturbance where feasible; photographs can document damage when officers will not attend. Victims of Crime Victoria

This is not a reason to leave a danger in place. If a sign blocks a walkway, exposes a live electrical component, contains broken glass, or threatens to fall, keep people clear and contact the site manager or emergency service. Make only the minimum intervention needed to protect people, and photograph the condition first if that can be done safely.

Handle video and witness information carefully

Ask camera owners to preserve the original time range rather than sending an edited clip through a messaging app. Record the camera owner’s name and the system’s time zone if known. Do not publish a suspected person’s face, vehicle plate, home address, or children’s images on social media. Give potentially identifying information to the investigating authority instead. Public accusations can endanger people and may interfere with an investigation.

Who owns the surface, and was the poster authorized?

A poster’s content does not by itself establish a right to use a particular wall, fence, pole, shelter, or noticeboard. Before deciding that a removal was unlawful, separate three questions:

  1. What kind of material was it? An election campaign sign, community notice, commercial fly-poster, or another public notice can be governed by different rules.
  2. Who controls the location? It may be a homeowner, tenant, strata or condominium, school, transit operator, private business, municipality, or another public agency.
  3. Was there permission and were placement conditions met? Size, dates, attachment method, setbacks, accessibility, and removal deadlines can all matter.

If you cannot tell whether land is public or private, ask the municipality or agency responsible for that site. In Canada’s federal election context, Elections Canada’s FAQ specifically directs people with that uncertainty to the relevant municipality or government agency and notes that regional or municipal bylaws govern many campaign-sign removals. Elections Canada FAQ

Should I report a damaged or stolen campaign sign?

Usually report suspected theft, intentional damage, or unlawful removal, but choose the recipient based on the sign and location. A report creates a record even when an authority later decides the removal was permitted.

Situation First contact What to provide
Active incident, threat, injury, or immediate danger Local emergency service Exact location, current risk, people involved, and whether anyone needs medical help
Suspected property damage, theft, or vandalism after the event Local police through the non-emergency or online route, unless your jurisdiction says otherwise Photos, time window, location, damage description, witnesses, and preserved video
Federal election sign in Canada Local police and a written complaint to the Commissioner of Canada Elections; Elections Canada says it does not have jurisdiction over signs destroyed, removed, or stolen Candidate or representative details, sign location, incident facts, photographs, and police reference number if available
Fly-posting or a bylaw issue in England and Wales Local council or police, using the route described by GOV.UK Exact site, photographs, date, and whether the poster appears to lack property-owner permission
Poster on managed private or shared property Owner, landlord, building manager, school, venue, or site operator; police as appropriate for suspected damage Authorization information, site rules, damage record, and request for instructions about removal or replacement

For Canada’s federal election process, the official chapter says candidates or representatives should notify local police and send a written complaint to the Commissioner of Canada Elections. It also explains that municipal or government agencies may remove signs that breach local rules in the circumstances described. Elections Canada guidance

In England and Wales, GOV.UK defines fly-posters as posters, stickers, or bills placed without the property owner’s permission and directs reports to the local council or police. That page is expressly limited to England and Wales. GOV.UK: report fly-posters

Can I put a replacement poster back up?

Do not replace it automatically. First obtain permission from the person or agency controlling the site and check current sign, election, planning, accessibility, and fire-safety rules. A replacement can be removed again—or expose the organizer to a bylaw penalty—if the original was unauthorized, out of date, too large, attached incorrectly, or placed in a restricted area.

Ask the reporting authority or site manager four specific questions:

  • Was the original display authorized at this location?
  • Does the authority want the damaged material left in place for inspection?
  • May an identical replacement be installed, and by whom?
  • Are there deadlines, approved fixtures, size limits, or removal dates?

Keep the report reference number and the written answer. If permission is granted, photograph the replacement after installation and note who installed it and when. Do not cover evidence, block accessibility routes, attach material to public infrastructure without authorization, or remove another group’s poster in retaliation.

What do local election and poster rules look like?

The examples below illustrate why a single worldwide answer is unsafe; they are not universal law.

Place or authority Documented rule or route Practical implication
Canada, federal election context Elections Canada says it has no jurisdiction over destroyed, removed, or stolen signs; candidates or representatives should contact local police and the Commissioner of Canada Elections. Municipal or government agencies may remove signs that violate local rules. Check the municipality or agency controlling the site before calling a removal unlawful or reinstalling a sign. Official chapter
England, local-government campaign guidance The Electoral Commission says outdoor posters should be removed within two weeks of the election and that campaigners should follow planning rules for hoardings and large banners and ask the local authority for advice. This is campaigner guidance for the stated English local-government context, not a deadline for every poster. Electoral Commission guidance
Toronto City information addresses election-sign placement on private and public property and lists removal, alteration, or damage of a lawfully displayed sign as a bylaw offence. Residents can use 311 to report signs that conflict with the bylaw. The page was modified 17 September 2026. Check the current bylaw and the particular sign’s status; a lawful sign and an unauthorized sign are not treated the same. Toronto election-sign rules
England and Wales, fly-posting GOV.UK directs reports of posters placed without the property owner’s permission to the local council or police. Use the site-specific local route; the guidance does not apply outside England and Wales. GOV.UK report route

How can families and volunteers coordinate a response?

Use one incident lead

Nominate one adult to communicate with police, the property owner, the election office, or the council. A second person can maintain the timeline and evidence folder. This avoids conflicting accounts and prevents children from becoming the messengers in a stressful incident.

Protect children and vulnerable volunteers

Children should not approach a suspected vandal, collect sharp fragments, or post identifying information online. Give young people a simple instruction: move to a safe place, tell a trusted adult, and describe only what they personally saw. Volunteers who feel threatened should leave and report from a safe location rather than trying to guard the poster.

Keep communications factual

Use neutral wording such as “poster found torn at approximately 18:30 at the east entrance; no suspect seen.” Distinguish what a person directly observed from what they inferred. Do not label someone a thief or vandal unless an authority has established that fact.

What should the report contain?

A concise report is easier to route and investigate. Include:

  • your name and safe contact method;
  • the poster category and organizer, if known;
  • the exact location, property owner or manager, and whether permission was granted;
  • the discovery time and the estimated incident window;
  • a description of removal, tearing, paint, stickers, writing, or other damage;
  • damage to poles, fences, walls, vehicles, or fixtures;
  • photographs, unedited video, witness contacts, and any existing incident number; and
  • the action you need, such as a safety inspection, evidence collection, bylaw decision, or replacement authorization.

Ask whether attachments should be uploaded through a portal, emailed, or retained for an officer. Keep confirmation emails and reference numbers, and note the date of every follow-up.

When should the community stop investigating?

Stop personal investigation when the risk rises, a person threatens you, evidence could be contaminated, or authorities have taken over. Do not trespass to retrieve a sign, search someone’s property, set a trap, follow a vehicle, or organize retaliation. A community’s strongest response is a safe record, a properly routed report, and compliance with the site’s lawful instructions—not a confrontation or an unauthorized replacement.

A printable response checklist

  1. Move to safety; call the local emergency number for an active danger, injury, or threat.
  2. Keep children and bystanders away from hazards.
  3. Photograph the poster, damage, and location without editing originals.
  4. Write down the time, site, poster details, witnesses, and visible damage.
  5. Preserve relevant camera footage and avoid disturbing the scene when feasible.
  6. Identify the property controller and verify whether the display was authorized.
  7. Report to the correct combination of police, election authority, council, property manager, or organizer.
  8. Save the reference number and submitted evidence.
  9. Obtain written permission and rule guidance before replacing, moving, cleaning, or removing anything.
