Either route only creates eligibility. Academy voting still determines the shortlist, nominees and winner.
The rules and dates below are for the 99th Academy Awards (the 2026 awards cycle). The official-selection release window was October 1, 2025, through September 30, 2026, and the submission deadline was 5 p.m. Pacific Time on September 30, 2026. That deadline passed before this article’s October 2026 publication context; filmmakers must check the Academy’s next rulebook for new dates.
The two ways a film can qualify
Rule Sixteen recognizes two different ways for an international feature to become eligible. The route matters because the evidence, decision-maker and procedural requirements differ.
| Qualification route | Who establishes the route | Evidence that establishes it | Important caution |
|---|---|---|---|
| Official country or region selection | An Academy-approved national or regional organization, jury or committee | The committee’s official selection plus production, language, theatrical-release and submission records | Only one official selection may be submitted by each country or region in a given awards year. |
| Qualifying international festival award | The film wins an award named in the Academy’s International Feature Film Award Qualifying Festival List | Proof of the specific qualifying award | A festival appearance, screening or different prize should not be treated as qualifying. Confirm the exact award on the current Academy list. |
The Academy’s current Rules & Eligibility materials identify the approved selection organizations and the qualifying festival awards. Country procedures and festival lists can change, so verify both before planning a release or submission.

What the Academy means by “international film”
For the 99th Awards, an international film had to meet all three core parts of the Academy’s definition:
- Feature length: The completed motion picture must run longer than 40 minutes.
- Production location: It must be produced outside the United States and its territories.
- Dialogue: More than 50% of the original dialogue track must be in one or more languages other than English.
Animation and documentary features are permitted. Being animated or nonfiction does not remove the film from this category, although a film must still satisfy every applicable Rule Sixteen condition. An English-language film made outside the United States does not qualify merely because of its production location; the more-than-50% non-English dialogue threshold remains material.
Route 1: becoming a country or region’s official selection
How the selection committee works
A country or region submits one film through one Academy-approved organization, jury or committee. At least 50% of that committee must consist of artists and/or craftspeople from motion pictures. The jurisdiction does not have to submit a film every year.
The submitting jurisdiction must provide accurate information about relevant crew citizenship, business affiliations and credits, production circumstances and release details. It must also confirm that creative control was largely in the hands of its citizens, residents, or people with refugee or asylum status. The International Feature Film Executive Committee resolves eligibility questions when the submitted information or circumstances are disputed.

For the 99th Awards, the film’s qualifying theatrical release had to begin between October 1, 2025, and September 30, 2026. This is a cycle-specific window, not a permanent annual date.

The normal route required a paid theatrical engagement in the country or region of origin. The film had to play publicly for at least seven consecutive days in one commercial motion-picture theater, for the profit of the producer and exhibitor. The Academy also allowed an outside-origin qualifying release: a paid, seven-consecutive-day run in a commercial theater outside the United States and its territories. In either case, the run had to be advertised and exploited in a manner normal and customary for theatrical feature distribution.
What must be documented
Keep contracts, theater statements, dated advertisements, showtimes and other records that establish where and when the paid run occurred. Proof of qualifying theatrical release, including advertising, was part of the 99th Awards submission materials. A private screening, invitation-only event, festival screening or a short engagement that does not reach seven consecutive days should not be assumed to satisfy the rule.
Route 2: qualifying through an international festival award
The alternative is winning an award specifically named on the Academy’s International Feature Film Award Qualifying Festival List. The list identifies the festival and the award; the film must win that stated prize. Merely playing at a listed festival, receiving an unlisted jury mention or winning another award at the same event is not enough on the evidence available in the rulebook.
Use the current list and obtain written confirmation of the award title, recipient and date. The Academy’s published guidance should be checked for the precise Rule Sixteen conditions attached to that festival route. The wording makes the official-selection route’s theatrical-release and committee process explicit; filmmakers should not assume that every official-selection step, or no official-selection step, automatically applies to a festival-qualified film.
The theatrical, language and creative-control conditions
Paid commercial exhibition
For an official-selection film, the qualifying run must be public, paid and commercial. It must last seven consecutive days in one motion-picture theater and be operated for the profit of both producer and exhibitor. The Academy expects ordinary theatrical distribution practices, including advertising and exploitation of the run. A token or noncommercial showing can therefore create an eligibility problem even if it occurred in a cinema.

Predominantly non-English dialogue
The original dialogue track and the completed picture must be predominantly—more than 50%—in one or more languages other than English. Accurate, legible English-language subtitles are required. The test concerns the original version submitted for consideration, not a later dubbed version made for another market.
Creative control and truthful credits
The submitting country or region must confirm that creative control was largely held by its citizens, residents or individuals with refugee or asylum status. The committee’s disclosure must accurately identify relevant crew citizenship, business affiliations, credits, production details and release information. Treat nationality and residency records as eligibility documentation, not as marketing copy: inconsistencies can trigger questions from the International Feature Film Executive Committee.

Distribution before the qualifying release can disqualify a film
Under Rule Sixteen, a film in any version that receives nontheatrical public exhibition or distribution before its qualifying theatrical release is ineligible. The Academy’s examples include broadcast or cable television, pay-per-view or video-on-demand, DVD, streaming distribution, inflight distribution and internet transmission.
Because the wording is broad, coordinate all publicity and distribution decisions with the planned theatrical qualification. Do not release a trailer that contains the complete film, a television version, a paid digital version or an airline version before the qualifying run without first checking the rule. If a proposed release falls into a gray area, seek a ruling from the Academy rather than relying on an assumption.
What the 99th Awards submission required
For the 99th Awards, materials had to arrive by 5 p.m. Pacific Time on September 30, 2026. That date has passed. It should not be reused for the next awards year without consulting the updated Academy rules.

- The full cast and credits list.
- A biography and photograph of the director.
- A designated key frame for streaming-display artwork.
- Proof of the qualifying theatrical release, including advertising.
Committee membership lists for the 99th Awards were due by August 14, 2026, or by the Academy’s published submission deadline, as applicable. A country or region that submits a film must use its approved organization and follow that organization’s internal deadline, which can be earlier than the Academy deadline.
Eligibility is not the same as a nomination
Qualification places a film in the pool for Academy consideration; it does not guarantee a shortlist position, nomination or award. The 99th Awards used two voting rounds for this category.
- Preliminary round: Participating Academy members voted for up to 15 films. Those films advanced to the shortlist.
- Nominations round: Members who viewed every shortlisted film voted for up to five nominees.
- Final round: Active and life Academy members who had viewed all five nominees participated in final voting.
The voting counts are limits, not entitlements. A qualifying film can be left off the shortlist, and a shortlisted film can fail to receive a nomination.
Can an international feature compete in other categories?
Yes. An international feature may also be considered for Best Picture if it separately meets that category’s rules. An animated or documentary international feature may enter its corresponding specialty category when it satisfies both the International Feature Film requirements and the specialty category’s requirements. International Feature Film eligibility does not waive the separate rules governing those categories.

Common mistakes to avoid
Confusing a festival screening with a qualifying award
A screening at an approved festival is not itself the route. Confirm the exact award name and retain proof that the film won it.
Treating the 2026 dates as permanent
The October 1, 2025–September 30, 2026 release window and September 30, 2026 submission deadline apply to the 99th Awards. Every cycle can publish different dates.
Releasing online too early
Streaming, video-on-demand, broadcast, DVD, inflight or internet distribution before the qualifying theatrical release can make the film ineligible. Resolve uncertain release plans with the Academy before publication or transmission.
Assuming eligibility guarantees attention from voters
The shortlist and nominations are decided by Academy voting after qualification. A complete submission is necessary, but it is not a nomination.
