Break the film into claims, trace each one to original records, corroborate consequential points independently, test the strongest contrary evidence, authenticate every visual, and preserve the chain in an annotated script for editorial and legal review. A confident interview, viral clip, or repeated statistic is a lead—not proof.
Why technology-leader investigations need a disciplined evidence chain
Executives at major technology companies generate an unusually large record: regulatory filings, court proceedings, investor presentations, product announcements, internal messages, code or data, public appearances, and thousands of secondary articles. That volume creates a trap. A claim can appear well established simply because many outlets copied the same original mistake. Corporate language can also blur the difference between a verified event, a forecast, a denial, and a marketing interpretation.
Power adds another risk. A subject may have the resources to challenge a film, while employees, customers, or critics may face consequences for speaking. The filmmaker’s task is not to avoid a point of view. It is to make the point of view withstand a skeptical reader who can inspect the underlying evidence.
FRONTLINE’s journalistic guidance applies the standard to the whole program: every line of narration, every interview excerpt or “synch,” and every picture should be checked. Names, spellings, job titles, dates, translations, captions, graphics, and implied chronology require the same care as the spoken script.

1. Define every claim before collecting support
Split the film into checkable units
Start with the current treatment, outline, interview questions, rough script, graphics plan, captions, and shot list. Turn each factual assertion into its own row. A sentence such as “The company knew the system was unsafe in 2021” contains at least three claims: a condition existed, someone had knowledge, and the knowledge occurred by a particular date. A visual montage may make additional assertions about sequence, location, or causation even when the narrator says nothing.
Separate observable facts from interpretation or opinion. “The filing reports 4,000 incidents” is a factual assertion. “The filing shows management was indifferent” is an interpretation that needs a clearly identified argument and supporting facts. Mark allegations, denials, recollections, and conclusions rather than presenting them as interchangeable.
Use a claim ledger
Keep a fact-checking document or annotated script throughout production. At minimum, record:
- the proposed wording and the exact scene, graphic, or timecode;
- what kind of statement it is: fact, allegation, denial, recollection, analysis, or opinion;
- the source, page, paragraph, file name, or recording timecode;
- why the source is reliable for that particular point;
- independent corroboration and any material counterevidence;
- the verification status, unresolved questions, and wording qualification needed; and
- the person who checked it and the date of the latest review.
FRONTLINE says producers should be prepared to show and cite their sources in such a document. Treat the ledger as a versioned production record, not a note that can be recreated after picture lock.
2. Build from original records
Choose the record closest to the event
For a corporate or executive claim, begin with evidence created at or near the relevant event. Depending on the subject, that may include securities or regulatory filings, court documents, contracts, contemporaneous emails or messages obtained lawfully, recorded interviews, official statements, audit material, and raw datasets. Check the document’s date, author, purpose, completeness, and whether a later version superseded it.

Secondary reporting is valuable for finding leads, names, dates, and documents. It is not automatically the final support for a consequential assertion. Follow the report back to the underlying filing, transcript, dataset, or first-hand witness, then check whether the article omitted a qualification or relied on another outlet.
Do not mistake repetition for corroboration
An IDA feature describes an investigative fact-checker finding a wrong figure repeated in both news and academic sources. The repetition made the number look authoritative without adding an independent check. Count sources only when they are genuinely independent and have access to different evidence. If several stories cite the same unnamed briefing, they are one evidentiary trail, not several confirmations.
Jonathan Jones, quoted by IDA, summarizes the priority: “The key to good journalism is original sources, as much as possible.” When an original record cannot be obtained, state the limitation, explain what the available source actually establishes, and avoid wording that implies stronger proof.

Seek independent authoritative checks
For a disputed or damaging assertion, look for more than one authoritative source with independent access. A regulator’s record, a contemporaneous contract, and a technically qualified witness may illuminate different parts of the same event. Independence matters more than the number of citations.
Write down what evidence would disprove the working theory, then actively search for it. Ask whether a date could have another explanation, whether a metric changed definition, or whether a supposedly unique action was common industry practice. Contact people likely to dispute the interpretation before release, not only after the edit is settled.

Give context without manufacturing equivalence
A film may have a clear thesis while engaging significant contrary views. Fairness does not require giving every position identical weight; it requires representing material evidence and responses accurately. PBS defines accuracy as honesty, fidelity to facts, and sufficient context so the public is not misled. That means showing the denominator behind a percentage, the time period behind a trend, and the limits of a study rather than selecting a striking fragment that encourages a false inference.
Use precise labels in narration and graphics: “the filing states,” “the former employee alleges,” “the executive denies,” “the recording shows,” or “available records do not establish.” Do not let editing turn an allegation into a narrator-certified fact.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches4. Verify interview statements instead of inheriting them
Plan verification before the interview
Before recording, list which claims each guest is likely to make and identify the records that could test them. Ask for dates, documents, names of other witnesses, and the basis for personal knowledge. Preserve the full recording and transcript, including corrections and qualifications that may not survive a later excerpt.
Apply the same test to experts and nonexperts
Expertise and confidence are not self-verifying. Check nonexpert statements, and review expert statements when credible questions arise. FRONTLINE specifically warns against accepting potentially defamatory expert claims without verification and requires checking nonexpert interview claims. A specialist may be reliable about a technical mechanism but not about an executive’s private intent or a distant event.
If memory is the only support, describe it as recollection. A witness who says “I remember being told in 2020” has supplied testimony about memory, not a contemporaneous record. Seek an email, calendar entry, document, or independent witness before converting that recollection into a definitive date.

5. Authenticate photos, video, and online accounts
Establish identity, provenance, time, place, and context
For every still or clip, record who supplied it, who first published it, the original file if available, the upload history, and the permission or licence. Verify that the apparent account belongs to the claimed person; a platform checkmark is not proof of identity. PBS advises checking account identity rather than treating a badge as authentication.
Then test when and where the material was made. Compare landmarks, road signs, weather, shadows, architecture, language, and other visible details with independent reporting or maps. Check whether the clip has been cropped, mirrored, slowed, re-encoded, or taken from an earlier event. A genuine image can still be misleading when its caption or date is wrong.
Use a repeatable social-media check
AP describes verification as built into every step of journalism. Its methods include reverse-image searches, geolocation, comparison of landmarks and other details, frame-by-frame inspection for manipulation, and contacting the original filmer. Apply those steps in a documented order:
- Locate the earliest accessible upload and preserve the URL, account name, timestamp, and downloaded file according to your security policy.
- Run reverse-image or key-frame searches to find earlier versions, different captions, or evidence that the material predates the claimed event.
- Compare geography and environmental details with independent images, maps, weather records, and contemporaneous reporting.
- Inspect frames for edits, abrupt changes in lighting or perspective, duplicated objects, missing audio continuity, and signs of re-encoding.
- Contact the original filmer or rights holder, ask how and when it was recorded, and retain the response and any original file metadata.
- Confirm authorship and permission before publication; authenticity does not automatically grant the right to use the material.
6. Check the evolving cut, not only the script
Review meaning created by editing
Fact-check the current cut because picture edits can change chronology, emphasis, and implication. A technically accurate sentence may become misleading when paired with an unrelated image or a reaction shot from another event. Check that archival material is labelled, that a graphic’s scale and denominator are correct, and that translations preserve the original meaning.
Review chronology scene by scene. IDA practitioners describe avoiding material that has been mashed together and checking filmic sequence as part of the fact-check. Maintain a shot log linking every significant picture to its provenance and the claim it supports.

Bring in an independent checker by rough cut
Engage a fact-checker early enough to influence structure, ideally by rough cut, rather than asking for a ceremonial sign-off after picture lock. Give the reviewer the fully annotated script, current export, transcripts, source files, and a clear list of unresolved issues. Run a final sweep against the exact release master because late trims, reordered scenes, new subtitles, and altered graphics can invalidate earlier checks.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Prepare for editorial and legal review
Start legal planning early
The Reporters Committee for Freedom of the Press defines pre-publication review, or vetting, as reviewing articles, scripts, and footage for legal concerns before release. Consider legal advice while planning access, records requests, hidden-camera questions, releases, and source protection—not only when a contentious cut is finished.
RCFP’s filmmaker resources and free review are limited and offered through partnerships. Eligibility, availability, and scope must be confirmed directly. Its guidance is U.S.-oriented; defamation, privacy, recording, copyright, and newsgathering rules differ by jurisdiction. Legal review is not a substitute for factual verification, and this workflow is not legal advice for a particular film.
Give reviewers a secure, complete package
Organize interview recordings and transcripts, original documents, image provenance, permissions, correspondence, the claim ledger, and versioned scripts. Restrict access to sensitive material, use secure transfer methods agreed with counsel and sources, and preserve an audit trail of changes. Tell reviewers which claims are especially vulnerable: accusations of dishonesty or incompetence, statements about criminal or regulatory conduct, private facts, and assertions that could damage a person’s reputation.
Choosing a fact-checker or review team
Compare candidates against the needs of the film rather than choosing solely on availability or subject familiarity.
| Criterion | Questions to ask |
|---|---|
| Independence | Can the reviewer challenge the filmmaker’s preferred conclusion and report unresolved problems? |
| Source access | Can they inspect original records, full recordings, metadata, and underlying datasets rather than summaries? |
| Subject and format experience | Do they understand the technology, corporate records, and documentary editing conventions involved? |
| Visual and chronology skills | Can they authenticate user-generated media and detect misleading sequencing or reused footage? |
| Counterevidence and fairness | Will they seek informed critics, material responses, and context instead of merely checking spelling? |
| Confidentiality | Do they have secure handling, access controls, and a clear policy for sensitive sources? |
| Schedule | Can their work fit rough cut, subtitle, graphics, and picture-lock deadlines? |
| Legal scope | What jurisdiction, issues, eligibility limits, partnerships, and costs apply to legal review? |
Common failure modes and practical fixes
| Failure | Why it fails | Fix |
|---|---|---|
| One viral post treated as proof | The account, date, location, or context may be false. | Trace the earliest source, authenticate the media, and corroborate independently. |
| Ten articles counted as ten confirmations | They may all repeat one unverified figure. | Identify the underlying record and count only independent evidence. |
| Interview confidence mistaken for knowledge | Confidence does not establish first-hand access or accuracy. | Ask for the basis, obtain records, and label unsupported statements as claims. |
| Opposing response requested after release | There may be no time to test or represent a material rebuttal fairly. | Contact informed critics and subjects while the cut can still change. |
| Script checked, visuals ignored | Images, captions, and editing can create unsupported implications. | Audit every picture, graphic, translation, and transition in the current cut. |
| Legal review treated as fact-checking | Legal counsel assesses risk, not every underlying factual detail. | Maintain a separate evidence ledger and provide both teams the complete record. |
Release-ready verification checklist
Before publication, confirm that the team can answer yes to each applicable question:
- Does every narration line, interview excerpt, caption, graphic, translation, and meaningful image have a recorded source or an explicit label as opinion?
- Are consequential claims tied to original records wherever lawfully possible?
- Is there independent corroboration, and has the strongest plausible counterclaim been tested?
- Are allegations, denials, recollections, confirmed facts, and interpretations clearly distinguished in wording and design?
- Have social accounts, images, video, chronology, and permissions been authenticated?
- Has an independent reviewer examined the rough cut and the final release master?
- Are the annotated script, transcripts, documents, provenance records, and change history organized for editorial and legal review?
- Has jurisdiction-appropriate legal advice addressed defamation, privacy, recording, copyright, access, and source-protection risks?
A defensible documentary does not claim more certainty than its evidence permits. It shows how each important assertion was established, where uncertainty remains, and why the final presentation gives viewers enough context to judge the powerful subject for themselves.
