The official record shows mounting trade and enforcement pressure; it does not establish a direct U.S. takedown of either service.
HiAnime is the anime piracy site documented in the latest U.S.–Vietnam intellectual-property escalation. AnimeKai is not. U.S. trade officials named HiAnime and related domains in a March 2026 piracy-market report, then raised Vietnam to their most serious country-level IP designation and opened a Section 301 investigation. Vietnam subsequently ordered a nationwide enforcement campaign and announced criminal charges in a large alleged movie-piracy case.
That sequence puts renewed pressure on major unauthorized streaming operations, but it does not prove that Washington directly shut down HiAnime or AnimeKai. HiAnime’s public goodbye notice appeared before the U.S. Section 301 investigation began. AnimeKai appeared offline later, but the reason was unconfirmed in contemporary reporting and neither USTR nor the Vietnamese releases reviewed named it.
What the U.S. action actually covers
The U.S. Trade Representative (USTR) released its 2025 Notorious Markets List on March 3, 2026. It identified hianime.to as an online piracy market and listed related domains including hianime.nz, hianime.sx, hianime.tv, hianimez.to, and hianimez.is.

USTR described HiAnime as a successor to Aniwatch, which itself had rebranded from Zoro.to. The report said stakeholders had identified the service as carrying unauthorized movies and television programming, particularly anime. It also cited Similarweb data showing more than 244 million visits in August 2025—a measure of why a single anime-focused operation could draw attention from rights holders and policymakers.
There is an important limit on what that listing means. The Notorious Markets List is not a court judgment, criminal indictment, or exhaustive blacklist. USTR says the report does not make findings of legal violations; it highlights markets that rights holders and other stakeholders say warrant attention.

Why Vietnam became the focus
On April 30, USTR placed Vietnam in the “Priority Foreign Country” category in its 2026 Special 301 Report, citing persistent concerns over IP protection and enforcement. The report specifically referred to Vietnam-based HiAnime’s shutdown with its related mirror sites.

On May 29, USTR then initiated a Section 301 investigation into Vietnam’s acts, policies, and practices relating to IP protection and enforcement. A Section 301 investigation can lead to a decision on responsive U.S. trade action after the investigation is completed. It is not, by itself, proof of wrongdoing by any particular site operator, and it is not a direct takedown order.

Vietnam’s domestic enforcement push
Vietnam’s May directive instructed the Ministry of Public Security and other agencies to investigate serious IP cases and dismantle high-traffic copyright-infringement websites. Its language expressly covered services offering pirated movies, music, mobile games, and television programs in Vietnamese and foreign languages, particularly English. The directive did not name HiAnime or AnimeKai.

On July 1, the Ministry of Public Security announced a criminal case it said involved more than 100 websites created between 2020 and April 2026. According to the ministry’s preliminary findings, the alleged group uploaded more than 26,000 films without authorization and earned roughly USDT 12.85 million through advertising.
MPS said four people were charged with copyright/related-rights infringement and money laundering, while three others were charged with copyright/related-rights infringement. Four were detained and three were placed under travel restrictions. These are preliminary investigative allegations and charges, not convictions. The ministry also said it had received information from U.S. authorities, Homeland Security, and the Alliance for Creativity and Entertainment/Motion Picture Association.

AnimeKai is the critical distinction in this story. A May 10 secondary report said the service appeared to be offline and relayed a developer message attributing the problem to a burned data center and the loss of files needed for streaming. That report explicitly said the actual cause was unconfirmed. It noted the timing near a data-center fire in Almere, but did not establish that the incident caused AnimeKai’s outage.

No USTR document or Vietnamese government announcement reviewed in this reporting named AnimeKai. There is therefore no public basis to describe AnimeKai as a named target of the Notorious Markets List, the Section 301 investigation, or the Vietnamese criminal case—and no basis to say the U.S. action shut it down.

The immediate lesson is not that every anime-streaming domain was hit by one coordinated U.S. operation. It is that large unauthorized streaming ecosystems remain exposed on several fronts: rights-holder complaints, domain and hosting disruption, domestic criminal enforcement, and trade pressure on countries where enforcement is seen as inadequate.
For HiAnime, the documentary record is unusually clear: it was specifically named by USTR, its shutdown was later recorded by USTR, and Vietnam became the subject of heightened U.S. IP pressure. For AnimeKai, the responsible conclusion is narrower: it appeared to go offline in May, but its cause was unconfirmed and its connection to this enforcement sequence has not been established publicly.
