YouTube announced Photo to video for Shorts on July 23, 2025: a free, AI-powered tool that turns a still image from a user’s camera roll into a short animated video. At launch it used Google’s Veo 2 model and began rolling out in the United States, Canada, Australia, and New Zealand. YouTube said more regions would follow, but that announcement alone does not establish where the feature is available today.
What Photo to video does
Photo to video takes one still image and generates movement around it. It is not simply a slideshow template or conventional edit: the system uses generative AI to turn the photograph into a short video treatment, guided by a creative suggestion.
YouTube’s examples included adding movement to landscape photos, animating ordinary images, and bringing group photos to life. The idea is to give a static image a visual hook or a brief storytelling moment without first filming new footage.

Landscapes with visible depth, sky, water, roads, or foliage are natural candidates. For group photos, make sure faces are visible and not heavily obscured. These are practical image-selection tips, not performance guarantees from YouTube.

How to find it in the Shorts app
YouTube’s launch description says to select an image from the camera roll and choose a creative suggestion. It does not document a complete, version-specific sequence of screens, and the mobile interface may change. If the feature is available to your account, try this general route:
- Open the YouTube mobile app and start creating a Short.
- Choose a photo or camera-roll input.
- Select Photo to video if it appears.
- Choose one of the creative suggestions offered.
- Review the generated clip, then continue editing or save or publish it as a Short.
If Photo to video is missing, the announcement does not provide enough information to diagnose a specific account or device. Availability may depend on rollout status, country, app build, or other eligibility factors; the July 2025 announcement does not establish current requirements.

This is the still-image animation feature: select a camera-roll photo and use a creative suggestion to generate a video.
Generative effects
YouTube described effects that could transform doodles into images and turn selfies into stylized or unusual videos, including an underwater look or a lookalike-style transformation. In the launch-era interface, YouTube said to open the Effects icon in the Shorts camera and browse the AI category. The placement may have changed since then.
AI Playground
AI Playground was presented as a hub for generative video, image, and music tools, along with examples and pre-filled prompts. YouTube’s launch instructions were to tap Create, then the sparkle icon in the upper-right corner. It said the Playground was available to everyone in the United States, Canada, Australia, and New Zealand at launch.

Launch availability and price

Do not confuse the Shorts feature with Google Photos
Google announced similar photo-to-video functionality for Google Photos around the same time. The two products should not be assumed to share the same controls, duration, model behavior, or availability. Contemporary coverage reported that Google Photos could produce clips of up to six seconds; that figure is about Google Photos reporting, not a confirmed duration limit for YouTube Shorts. What YouTube said about Veo 3
Veo 2 powered Photo to video at launch. YouTube said it was excited to bring Veo 3 to Shorts “later this summer,” which was a future-looking statement in the July 2025 announcement—not confirmation that Veo 3 powered the feature on launch day. The announcement does not verify the model in use today.

Generative motion can make a still image more engaging, but it can also introduce movement that was not in the photograph. Treat the result as an interpretation, not evidence that the depicted action occurred. Before publishing, check:

- Hands and limbs: Check that movement has not created confusing or implausible shapes.
- Text, logos, and fine detail: Read any words and inspect marks or background details for distortions.
- Object boundaries and reflections: Watch for edges, reflections, or scenery that shift in ways that change the scene.
- Meaning and context: Ask whether the motion could make viewers infer an event or action that the original photo does not show.
For a documentary, archival, or news-related image, make the AI modification clear in the video’s context. A label can disclose that generation occurred, but it does not establish that the depicted motion is accurate.

AI labeling, rights, and privacy
YouTube said these tools use SynthID watermarks and clear labels to indicate that generated creations were made with AI. The launch announcement does not specify how a watermark or label appears in every playback context, and labeling is not a guarantee against visual artifacts or misleading interpretation.
Before uploading a personal or sensitive image, consider that using a cloud-based generative feature involves sending the image through a service. Also check whether you have the necessary rights and permissions for people, artwork, logos, or other protected material shown in the photo. Having the image file does not automatically grant every right to publish an AI-modified version.
Creators planning monetized use should check YouTube’s current disclosure and monetization rules rather than infer them from the launch announcement. The source does not establish current quotas, account eligibility, device requirements, output resolution, clip duration, audio behavior, prompt limits, or export controls.
What remains unconfirmed today
The 2025 announcement confirms the original rollout, but not the feature’s exact country list or interface in August 2026. It also does not confirm present-day model versions or technical limits. If Photo to video does not appear in your app, an in-product check or current YouTube support information is needed to establish whether your account and region can use it.
