What is Fresh Kills?
Fresh Kills refers both to the former Staten Island landfill and, in common usage, to the landscape being transformed into Freshkills Park. The site is a major example of land reuse, but it is not a conventional park built on vacant ground: its conversion involves habitat and recreation goals alongside long-term landfill monitoring and infrastructure obligations.
New York City’s historical draft master plan described the broader site as four square miles. In that 2006 plan, 45% was landfill and the other 55% included wetlands, creeks, tidal flats, open meadows, and woodland. Those proportions are the plan’s description, not a current land survey. How did Fresh Kills become a park project?
Fresh Kills served as New York City’s landfill on Staten Island. The Department of Sanitation says the city’s initial Solid Waste Management Plan focused on extending the landfill’s life. New York City says construction on Freshkills Park began in 2008. The transformation is phased because closing a landfill and maintaining its infrastructure are part of the work, alongside restoring habitat and creating places for public recreation. NYC Parks, Freshkills Park.
Can you visit Freshkills Park?
The documented section opened to the public is North Park. In October 2023, New York City announced the opening of this 21-acre section and described it as the first part inside the former landfill site to open to the public. That is different from saying the whole planned park—or the whole former landfill—is open. NYC Mayor’s Office, October 2023 announcement.
The city has described Freshkills Park as being developed in phases. The cited announcement reported 2036 as the planned completion target at that time; it should be understood as a target in an October 2023 announcement, not a newly verified schedule.
What is open at North Park?
According to the city’s October 2023 announcement, North Park includes pedestrian and cycling paths, an overlook deck, a bird viewing tower, parking, and a composting restroom. The announcement also described access to the William T. Davis Wildlife Refuge and birdwatching opportunities. Check current city information before setting out, since the cited opening announcement does not establish the present status of every park section or visitor facility.

For birdwatching, binoculars may be useful, but the city does not say they are required or endorse a particular brand or model.
How large is the planned park?
New York City Staten Island Community Board 2 describes the planned park as 2,200 acres—nearly three times the size of Central Park. That is the scale of the overall planned park, not the size of the North Park section opened in 2023, which the Mayor’s Office described as 21 acres. Staten Island Community Board 2, Freshkills Park.
These figures describe different things: the broader planned park and one opened section. They do not establish that all 2,200 acres are accessible to visitors.

A landfill site brings continuing obligations that an ordinary park project does not. The historical master plan described a transition that would proceed alongside landfill closure, long-term monitoring, maintenance of landfill infrastructure, habitat restoration, and recreation planning. This context helps explain why public access is being added in stages rather than opened across the whole site at once.

The available city sources cited here document the North Park opening in 2023, but do not establish the current access status of every other section. For a visit, rely on current official park information rather than assuming that the full planned area is open.
