Frequently Asked Questions About Book Challenges and Library Censorship

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A book challenge is a request or attempt to remove a book or restrict access; it is not proof that the book was removed. Under the American Library Association (ALA) terminology, a ban occurs when material is actually removed because of an objection. The practical response is to follow the institution’s written reconsideration policy, apply its selection criteria to the work as a whole, and explain the decision and any appeal route in writing.

What is the difference between a book challenge and a book ban?

The terms describe different stages and should not be used interchangeably.

  • Challenge: An attempt to have a library resource removed or to restrict access because someone objects to it. A challenge may be informal, such as a conversation with a librarian, or formal, such as a signed reconsideration request.
  • Ban: Removal of material because of an objection. A book that is still available while a complaint is being reviewed has been challenged, not banned.

ALA uses this distinction in its intellectual-freedom materials. Its Censorship by the Numbers page states: “A formal challenge leads to the reconsideration of the decision to purchase the material or offer the service.” That reconsideration is a process, not a predetermined outcome. A challenged book can be retained, moved to another collection, have access conditions changed under an existing policy, or be removed, depending on the adopted policy and applicable law.

What usually happens when someone challenges a book?

The institution should begin with its current, written reconsideration policy. That policy—not a general internet explanation or an assumed universal procedure—sets the local rules.

  1. Listen and identify the concern. Staff can hear the person’s objection, explain how the collection was selected, and provide the policy. An informal conversation may resolve a misunderstanding, but staff should not bypass the formal process if the person wants a documented review.
  2. Provide the required form or written process. A formal request generally identifies the title or other resource and explains the reasons for reconsideration. The policy may require a specific form, contact information, confirmation that the complainant has read or viewed the entire work, or other statements.
  3. Accept the request through the designated channel. The policy may specify a library director, principal, superintendent, board secretary, or another official. Record the date received and preserve the submission according to applicable records-retention rules.
  4. Confirm what happens while review is pending. Do not assume that a complaint automatically causes a hold, removal, age restriction, or relocation. Some professional guidance recommends keeping questioned items available during reconsideration, but the institution’s policy and governing law control.
  5. Conduct the review under the stated criteria. The reviewers should examine the work in its entirety and compare it with the institution’s adopted selection criteria, rather than relying on an isolated passage, social-media excerpt, or secondhand description.
  6. Issue and communicate a decision. The policy should identify who decides, what actions are available, how the result is recorded, and how a written response is delivered.
  7. Explain any appeal. If the policy provides an appeal, the response should identify the decision-maker, filing method, and deadline. Staff should follow the stated route rather than inventing a new one for a controversial case.

ALA advises listening to the complainant, explaining the policy when informal resolution is not possible, and applying the same procedure consistently. There is no single nationwide deadline or required outcome for every public library or school library.

How should a formal reconsideration review be conducted?

Read and evaluate the complete work

A review should address the resource as a whole: its purpose, context, themes, quality, audience, and relationship to the collection. A quotation selected from one page cannot by itself answer whether the work meets the institution’s criteria.

Use the adopted selection criteria

Reviewers should apply the same criteria used when the institution acquires material. Depending on the policy, those criteria can include accuracy, authority, literary or educational value, relevance to the community, representation of viewpoints, format, and suitability for the collection’s intended audience. Use only criteria actually adopted by that institution.

Separate a retention decision from an access question

A policy may allow a resource to remain in the collection while addressing a narrower access issue, but the authority to do so must come from the policy and applicable law. A request to move a book, place it in a different collection, or require permission can still affect access and should be treated as a substantive policy decision, not as an administrative shortcut.

Document the result

The written decision should identify the resource, the policy applied, the decision-maker, the action taken, and any appeal procedure. Records must be handled under the institution’s retention schedule and any public-records, student-records, or privacy requirements that apply in that jurisdiction.

Which parts of a challenge process vary by institution?

Public libraries, school libraries, and other organizations can adopt different procedures. Before filing or responding to a challenge, check the current policy for these questions:

Policy question What to verify
Who may submit a complaint? Whether eligibility is limited to residents, cardholders, parents or guardians, students, employees, or another defined group.
What must be submitted? The required form, identifying information, title or format, reasons for reconsideration, and any confirmation that the complainant reviewed the full work.
Who reviews the material? The responsible administrator or board, the selection committee, a librarian, a teacher, or a panel specified by policy.
Does access continue? Whether the item remains available, is temporarily held, or is handled in another way while review is pending.
What criteria guide the decision? The institution’s written collection-development or selection standards.
How is the outcome recorded? The required decision document, meeting record, notice, and records-retention treatment.
Is there an appeal? The appeal decision-maker, filing method, deadline, and scope of any second review.

These differences are why a general description cannot determine what will happen in a particular dispute. For an active case, read the local policy and consult qualified counsel about state law and jurisdiction-specific remedies.

Are challenged books automatically removed during review?

No universal rule applies. Some professional policy guidance recommends that questioned items remain available during reconsideration so that a complaint does not become a removal before the review is complete. Other institutions may have a different adopted procedure or a legal requirement that affects interim handling.

Ask the institution for the exact policy language. A temporary hold, relocation, access restriction, or removal should not be described as the national standard unless the relevant policy and law actually require it.

Can a parent choose what their own child reads?

ALA’s school-library interpretation recognizes a parent’s role in guiding their own learner’s reading. That parental control extends to that parent’s learner; it does not automatically authorize one parent to control what every other student may read.

The practical boundaries depend on the jurisdiction and institution. School rules may provide selection, permission, alternative-reading, or complaint procedures. State law may define parental rights, student privacy, school-board authority, or available remedies differently. ALA’s Library Bill of Rights and related interpretations are professional association guidance, not statutes. For a specific school dispute, use the school’s policy and obtain jurisdiction-specific legal advice when necessary.

Does the First Amendment apply to every bookseller or library?

The constitutional question depends heavily on who operates the institution and what government action is involved. ALA’s FAQ describes First Amendment limits on government censorship. A public library or public school is a government institution, so decisions made by its officials can raise constitutional issues. The analysis still depends on the facts, the policy, the type of collection, and applicable federal and state law.

Private businesses and private organizations generally make their own decisions about what they sell, display, distribute, or allow on their platforms, subject to the laws that govern them. That is a different question from whether a government body may suppress access because officials object to a viewpoint. Do not apply one sweeping rule to every bookseller, online platform, private school, or private library.

How many censorship incidents did ALA track most recently?

The American Library Association Office for Intellectual Freedom reported 713 distinct censorship incidents in 2025. ALA says it compiles the figure from reports by library professionals and news stories. It is therefore a count of tracked or documented incidents, not a complete census of every challenge in the United States; incidents can be missed or underreported.

The figure also should not be converted into a number of bans. A reported incident may involve a request, an attempt, or a formal reconsideration, and the figure does not establish that every challenged item was removed. ALA’s statistics page is the appropriate place to check for a newer release before using the number in a current report.

What should librarians and administrators do when a complaint arrives?

For frontline staff

  • Remain respectful and record the concern accurately without characterizing the complainant.
  • Provide the current reconsideration policy and the correct form or contact.
  • Do not promise removal, retention, a deadline, or a particular reviewer.
  • Refer media, board, and legal questions to the designated administrator.

For library directors and school administrators

  • Confirm that the policy is current, publicly accessible, and internally understood before a dispute occurs.
  • Apply the same intake, review, notification, and appeal steps used for other resources.
  • Ensure reviewers examine the entire work and use the adopted criteria.
  • Coordinate public statements with records, privacy, and open-meeting obligations.

For trustees and governing boards

  • Use the board’s assigned role rather than taking an ad hoc vote outside the policy.
  • Ask whether the recommendation is grounded in the collection criteria and complete-work review.
  • Keep the decision and appeal record clear enough for the public to understand what was decided.

What should readers and community members look for?

When you hear that a book was “banned,” ask what action actually occurred. Was there a complaint, a formal challenge, a temporary hold, a restriction for one reader, a relocation, or a final removal? Who made the decision, under which policy, and is an appeal pending?

Also distinguish a challenge to a particular institution from a nationwide prohibition. A local library’s decision does not by itself establish what every library, school, or bookseller has done. Precise language protects both public understanding and the due-process steps that a reconsideration policy is intended to provide.

What are common mistakes in reporting or discussing censorship?

  • Calling every complaint a ban: A challenge is an attempt or request; a ban is removal based on an objection.
  • Treating ALA guidance as binding law: ALA’s Library Bill of Rights, interpretations, and procedures are professional guidance. Statutory and constitutional questions require the governing jurisdiction’s law.
  • Assuming one procedure fits all institutions: Eligibility, forms, reviewers, interim access, timelines, appeals, and records rules vary.
  • Using a passage instead of the full work: Reconsideration guidance calls for evaluating the resource in its entirety against selection criteria.
  • Turning a tracked statistic into an exhaustive total: The 2025 figure reflects ALA’s reports and news-monitoring process and may undercount incidents.
  • Conflating one parent’s authority with control over other students: A parent’s decisions for their own learner do not automatically determine access for everyone else.

Where can professionals find further guidance?

Free ALA FAQ and policy materials provide the basic definitions and reconsideration framework. ALA’s formal guidance also points library professionals to the Intellectual Freedom Manual, Eleventh Edition (2026), edited by Erin Jones. Check the current edition and availability before relying on a listing, because editions and access can change.

For an active dispute, the most relevant documents are the institution’s adopted reconsideration policy, collection-development policy, records-retention rules, and the law of the state and jurisdiction involved. A qualified attorney can address constitutional claims, public-records duties, student matters, and available remedies that general professional guidance cannot decide.
