For local broadcast stations, an HDTV antenna connected to a Roku TV may be more useful than any streaming app. Most free streaming services are supported by ads, and their catalogs change.

What “free Roku channel” means
Roku calls streaming apps “channels.” That label covers several different things: an on-demand library, a scheduled live feed, a mix of free and paid programming, or an app that requires a cable-provider login. An app can also be free to install but offer rentals, premium subscriptions, or a paid tier.
For most free services, “free” means there is no monthly subscription for the included programming; ads are the trade-off. Titles and channel lineups rotate, and some apps ask you to create a free account for features such as watchlists or device activation. A free trial is not the same as a permanently free service.

Roku’s own pages describe hundreds of free live channels, but publish different counts on different pages. The lineup varies by location and date, so a single channel total is not a reliable promise. See Roku’s Live TV page and its free movies and TV support page.

The best free Roku apps and options
The Roku Channel: best all-around starting point
The Roku Channel is Roku’s own streaming service, with free on-demand movies and shows, Roku Originals, and a live-TV guide. Roku describes its Originals as available without download fees, signups, logins or subscriptions where The Roku Channel is available; that statement applies to the Originals experience, not necessarily every feature or listing in the app. Details are on Roku’s Originals page.
It is a practical first stop if you want to browse rather than install several apps. Look for titles marked free: the interface may also surface premium subscriptions or other paid programming. Live channels are scheduled feeds, not necessarily full versions of familiar broadcast or cable networks, and local-channel availability depends on your market and setup. Tubi: best for free on-demand movies and shows
Tubi is a free, ad-supported service with a broad mix of movies and series. It suits viewers who want to choose a title instead of tuning into a scheduled channel. Tubi calls its service free and legal and says it is supported by ad breaks; see its service explanation and platform information.

Expect commercial interruptions and a catalog that changes. Availability differs by country, so a title found in one market may not appear in another. Tubi’s main strength is on-demand viewing, not a promise of a particular live channel or sports event.
Pluto TV: best for channel surfing
Pluto TV is a free, ad-supported service built around scheduled channels, making it a good fit if you prefer a channel grid to choosing a film from a library. Its themed programming spans categories such as news and entertainment; exact lineups vary by market and can change. Do not assume a channel, show or live sports event will remain available.
Plex: free live TV with personal-media features
Plex combines a free, ad-supported live-TV source with separate tools for organizing and streaming personal media. The live guide can be personalized, according to Plex’s Live TV overview. The free streaming catalog and a personal media server are distinct features; Plex Pass is not required simply to use the free live-TV offering described there.
Plex can be more involved to navigate than a straightforward movie app. It is most appealing if you already use Plex or want both its live guide and personal-media capabilities.

Xumo Play: another free live-TV guide
Xumo Play is another option for viewers who want scheduled channels, including programming across news, lifestyle and entertainment. Its lineup and Roku availability may vary. Do not confuse the free streaming app with paid Xumo hardware or broadband bundles.
Sling Freestream: free is not the same as Sling TV
Sling Freestream offers a free, ad-supported selection; Sling TV is a separate paid live-TV subscription. The free service does not unlock the full paid channel lineup. YouTube: free videos and official uploads
YouTube is useful for creator videos, news clips, government and network channels, and other official uploads. Some movies or shows may be available free with ads, while rentals and YouTube Premium are separate paid options. Prefer clearly identified official uploads; an unauthorized copy is not a legitimate free channel.
PBS and local network apps: useful, but market-dependent
PBS and local station apps can provide public-media programs, local news, weather, selected shows or, in some markets, live streams. What is available depends on the station and location; some content may require a paid membership tier or location verification. Network apps that use TV Everywhere can require an existing cable or satellite subscription. Roku explains that these apps are controlled by individual networks and may require provider authentication in its TV Everywhere support page.

Kanopy and Hoopla: potentially ad-free, if your institution participates
Kanopy and Hoopla can be valuable for documentaries, independent films, classic cinema and educational programming without the conventional ad breaks of FAST services. Access is not universal: you generally need a library card or participating university account, and the library or institution must subscribe. Viewing or borrowing limits may apply under that institution’s arrangement. Check your library’s digital-services page before installing either app.
An antenna and Roku TV: best for local broadcast channels
If you want local ABC, CBS, FOX, NBC, PBS or independent stations, an HDTV antenna may be the most direct free option where reception is adequate. Roku says a Roku TV can integrate antenna channels into its Live TV Channel Guide; see the Roku guide to free TV and Live TV information.
A Roku streaming stick or player does not itself receive antenna broadcasts. You need a Roku TV or compatible tuner setup. Reception depends on distance from transmitters, terrain, buildings and antenna placement; use AntennaWeb to check local station coverage rather than assuming a fixed number of channels.

This is Roku’s documented baseline path; labels can vary by Roku OS version, device, language or interface rollout. You can also find apps in the Roku Streaming Store website and follow its account and device prompts. A Roku account is generally needed to add apps and manage a device, even if the content you choose has no subscription fee.

How to tell whether a listing is really free
- Check whether the title is labeled free or included, rather than marked as a subscription, rental or purchase.
- Distinguish a free account from a paid plan: an account can enable features without making all content free.
- Read trial terms before starting one. A trial that converts to a paid plan is not a no-cost ongoing channel.
- For network apps, check whether playback asks for a cable or satellite provider login. Roku’s TV Everywhere explanation covers this access model.
- Use Roku’s official Streaming Store and established service apps; avoid unofficial channels or services promising paid channels for free.
What free Roku apps do not guarantee
Every local channel
Streaming services may provide national news, local clips or a station feed in selected markets, but they cannot guarantee local broadcast coverage everywhere. An antenna is the more direct option when you need over-the-air stations and can receive them.
Every major sports game
Free services may carry sports news, studio shows, replays, niche sports or selected live events. They should not be treated as a replacement for every major league game, paid league package, cable sports tier or live-TV subscription.
A permanent catalog
Licensing and distribution change. A movie, channel or episode can disappear, move to a paid tier or be unavailable in a particular market without the Roku app itself being removed.
