To monitor a Google Cloud VM running a 24/7 YouTube stream, create a Cloud Billing budget for the project that runs the VM, optionally filter it to Compute Engine, set alert thresholds, and confirm the right people will receive notifications. A budget alert is not a spending cap: it will not automatically stop the VM or prevent charges.
Set up a budget for the streaming VM
- In the Google Cloud console, open Billing → Budgets & alerts for the billing account linked to the VM’s project.
- Create a budget and select the project running the stream. A project-scoped budget is a straightforward starting point when you want to watch that project’s costs.
- If you want to focus on VM charges, apply a Compute Engine service filter. Check the selected project and filters before relying on the alerts; a filter that excludes relevant charges will not provide the view you expect.
- Choose a budget amount and configure threshold rules. Google does not prescribe a universal threshold schedule. Set levels that give someone time to investigate and respond, based on the project’s usage and how much cost variation you can tolerate.
- Review the notification recipients before saving, then make sure they know what action to take when an alert arrives.
Budget scope and available console choices can depend on the billing account and your permissions. Google’s budget documentation explains budget creation and filtering.
Understand what an alert does—and does not do
A budget tracks costs against a configured amount and sends notifications at the thresholds you set. Google states: “Setting an alerts-only budget doesn’t automatically cap Google Cloud or Google Maps Platform usage or spending.” In practical terms, an email or budget notification does not itself pause the VM. The stream can continue running—and incurring charges—after an alert.
Choose email alerts or automated action
Email notifications for a person to review
Default budget emails go to billing account administrators and billing account users. For a single-project budget, project owners can also be notified in preview. If an operator outside those roles needs an email, Cloud Monitoring email channels can be linked to a budget; Google documents a limit of five email channels per budget. Confirm that anyone expected to investigate can access the relevant billing or project information. See Google’s recipient and notification guidance.

Pub/Sub notifications for a controlled response
A budget can publish programmatic notifications to Pub/Sub. A maintained handler can use those messages to trigger a response; Google documents a Cloud Run function pattern for selectively stopping Compute Engine VMs. This requires configuration, permissions, and monitoring of the message path and handler. Build in appropriate handling for delivery failures, duplicates, and messages that arrive out of order rather than assuming each threshold notification is a final, one-time bill.
Budget figures are estimates and can change before invoice finalization. Treat a notification as a signal to investigate, not as an exact statement of the final amount due. Google’s programmatic notification documentation describes budget messages and Pub/Sub setup; its VM control guidance describes a Cloud Run function approach.

Decide whether a VM shutdown is acceptable
Automatically stopping the streaming VM can reduce ongoing compute use, but it also stops the software running on that VM and can end the YouTube live stream. Choose automation only if that interruption is an acceptable response to a cost threshold. If uninterrupted streaming matters more, route alerts to a person who can assess the situation and decide whether to keep the VM running.
Check India payment setup separately
Payment method availability is separate from budget alert configuration. Google lists UPI for qualified organizations in India paying for Cloud subscriptions in INR; this is not a universal promise of UPI availability for every account. Check the billing account’s payment profile eligibility and current status.

Google’s payment-method documentation, checked on 2026-10-03, says Indian banks might decline automatic recurring card charges above INR 15,000 because of RBI regulations. This is a payment-processing caveat, not a budget threshold or a guaranteed outcome for every card. If an automatic payment is declined, check the billing status and Google’s current payment guidance, including whether a manual payment is appropriate. See Google Cloud payment methods.
Estimate the VM bill using the actual configuration
A 24/7 schedule alone is not enough to calculate the cost. Compute Engine pricing depends on the machine type and region or zone, and an estimate also needs disk and network details, applicable discounts, and the billing account’s currency. Google’s pricing page lists Mumbai (asia-south1) and Delhi (asia-south2) as regions, but the rate depends on the selected configuration. Check the live Compute Engine pricing page or calculator with the VM’s actual settings rather than relying on a generic monthly estimate.

Google’s network pricing documentation lists traffic from a Google Cloud VM to specified Google products, including YouTube, as no charge in that particular VM-to-Google service category. That does not make the VM, its disk, traffic to other destinations, or the complete always-on setup free. Review the applicable network pricing details alongside compute and storage costs.

- No alert arrived: Check that the budget covers the project running the VM, that any service filter includes Compute Engine, and that the relevant threshold was reached. Verify recipient roles and any Cloud Monitoring email channels.
- The recipient cannot inspect the budget: Confirm they have the billing or project permissions needed to open the relevant information. Receiving an email does not by itself grant console access.
- The VM kept running after an alert: This is expected for an alerts-only budget. Configure and test a separate Pub/Sub-driven action if automatic intervention is required.
- The stream stopped after automated action: Check the Pub/Sub topic, handler logs, and VM state. A handler that stops the VM can interrupt streaming; decide whether to restart it manually or revise the automation.
- The final bill differs from an alert estimate: Budget notifications are estimates and may change before invoice finalization. Review the billing reports and usage details rather than treating a threshold message as a final invoice.
- An Indian recurring card payment failed: Check the payment profile, billing status, and bank response. Google notes that banks might decline automatic recurring charges above INR 15,000; confirm whether another supported payment method or manual payment is suitable for the account.
- The estimated total seems unexpectedly low: Ensure the estimate includes the machine, disk, network destinations beyond the cited VM-to-Google category, and any other resources in the project.
