The “Hail Hydra” ending of Captain America: Steve Rogers #1 was a deliberately startling comic-book cliffhanger—not proof that Steve Rogers had permanently become a villain. In his May 25, 2016 opinion piece, io9 writer James Whitbrook argued that readers were overreacting to the reveal’s dramatic framing. Marvel later developed the premise into the multi-issue Secret Empire story, attributing Steve’s altered history to the Cosmic Cube.
What was the Captain America reveal?
At the end of Captain America: Steve Rogers #1, Steve appears to be secretly aligned with Hydra. The issue interweaves a present-day story about Steve returning to action as Captain America with a 1926 framing story involving his mother, Sarah, and Hydra’s early days. The final-page implication—that Steve has been a Hydra agent all along—collided with the familiar image of Captain America as a heroic figure.
Whitbrook’s article described the moment sarcastically as “SHOCKING NEWS: Steven Rogers has secretly been a Hydra Agent all along!” The line captures his impatience with the cliffhanger’s sensational presentation; it is commentary, not a neutral Marvel description. Whitbrook also noted that pre-publication coverage had already spoiled the twist, which affected how the reveal landed for readers who had seen that coverage.
Why did Whitbrook say readers should stop freaking out?
Whitbrook’s central point was about how to read a comic-book cliffhanger: a shocking change in a character’s apparent status quo is not, by itself, evidence that the character has been permanently transformed. He treated the “Hail Hydra” moment as an outrageous hook rather than a reason to conclude that Captain America’s established identity had simply vanished.

That was Whitbrook’s opinion when he wrote on May 25, 2016—not a statement of Marvel’s intent, and not a reliable prediction about how soon the story would be resolved. The reveal was fictional, but it was designed to provoke a strong reaction by setting Steve’s implied allegiance against his heroic legacy.
How did Marvel develop the twist?
Marvel did not leave the premise as a single-issue tease. Its later catalog material connects the Hydra reveal to Secret Empire, a larger event storyline. Marvel’s paperback synopsis says, “The Cosmic Cube has remade the world’s greatest hero into a secret true believer in the cause of Hydra.” That provides Marvel’s later explanation for the altered history; the catalog synopsis alone does not establish every detail of the story’s mechanics or outcome.

The continuity question was made explicit in Captain America: Steve Rogers #13, published March 8, 2017. Marvel’s listing asks: “If Captain America has been an agent of Hydra since childhood, how did he fight WWII on the side of the Allies?” The publisher says the issue reveals the secret story. That question shows why the premise mattered beyond the final-page shock: it put Steve’s wartime history and apparent allegiance in conflict.
