Spoiler warning: This ranking covers major manga reveals through One Piece Chapter 1189, listed by VIZ as released on July 26, 2026. Under the strictest confirmed-user standard, 30 characters currently qualify as Supreme King Haki users.
Imu takes the provisional No. 1 spot because of the character’s overwhelming Haki projection and ability to affect powerful opponents across Elbaph. Joy Boy has the greatest preserved Haki feat, while Shanks has the most impressive modern combination of range, precision, and advanced application. The order is editorial rather than official, and several placements remain debatable because stored Haki, host-mediated power, historical flashbacks, and live combat feats cannot be measured on a perfectly equal scale.
How this One Piece Haki ranking works
Conqueror’s Haki, also called Supreme King Haki, is the rare ability to impose the user’s will on others. Basic applications can overwhelm weaker opponents or create a visible clash between two users. The advanced form, commonly called Conqueror’s Haki coating, infuses attacks with Supreme King Haki and can allow a fighter to strike without making direct physical contact.
This list includes a character only when the manga, an official supplemental source, or an unmistakable on-panel depiction establishes that the character possesses Conqueror’s Haki. A commanding personality, royal bloodline, enormous reputation, or fan theory is not enough.

The ranking weighs demonstrated Haki output first, then advanced application, control, range, consistency, combat context, physical ability, Devil Fruit synergy, stamina, and the quality of the opponent. It is therefore a power ranking, not a claim that every adjacent placement represents a meaningful or permanent gap.
The most important comparison problem is that the story has shown Haki in very different forms. Joy Boy’s power was preserved inside Emet for roughly 900 years, while Imu has projected power through a host. Those feats are extraordinary, but they are not equivalent to watching both characters fight at full strength in the present. Historical clashes also provide less complete evidence than a modern, fully depicted battle.
VIZ’s chapter index establishes the Chapter 1189 cutoff used here, including the relevant Egghead and Elbaph-era chapters. [c001]
The 30 confirmed Conqueror’s Haki users, ranked
1. Imu
Imu is the provisional strongest confirmed Conqueror’s Haki user. The character has displayed overwhelming Supreme King Haki through a host, affecting large numbers of giants and children in Elbaph and exerting influence over other characters through a supernatural sovereign presence. That is more than a reputation-based placement: Imu’s Haki has directly entered the conflict and has been presented as a force capable of contesting Joy Boy’s legacy.
The qualification is important. Imu’s personal combat body and full individual limits remain unrevealed. If the host-mediated manifestation is substantially different from Imu’s own fighting power, this ranking could change. For now, Imu’s status as the ultimate active antagonist, combined with the scale of the Haki display, makes the top position the most defensible one. [c002][c003]
2. Joy Boy
Joy Boy has the single most spectacular preserved Haki feat in the series. In Chapter 1122, Emet released a knot of Joy Boy’s stored Haki after approximately 900 years. The discharge forced the Five Elders away from Egghead and visibly affected Imu.
That feat establishes an extraordinary ceiling for Conqueror’s Haki output. It does not prove that Joy Boy would defeat Imu in a present-day duel, because the power was residual Haki stored in an object rather than an attack launched by Joy Boy during a live fight. Joy Boy could reasonably be placed above Imu if the feat represents only a fraction of his original power, but the available evidence makes No. 2 the safer editorial position. [c004][c005]
3. Shanks
Shanks has the strongest modern case for elite Conqueror’s Haki mastery. His accomplishments combine distance, precision, intimidation, and advanced application in a way few other characters match.

- His presence overwhelmed weaker pirates aboard Whitebeard’s ship.
- His clash with Whitebeard split the sky.
- He incapacitated Eustass Kid with one decisive attack.
- He projected Haki over an extreme distance to pressure Ryokugyu.
Shanks also has no known Devil Fruit to account for his most important combat displays. That makes his Haki unusually easy to evaluate: his range, control, and attack efficiency are doing the work. His lack of a long, fully shown duel against another top-tier Haki specialist prevents an unquestionable No. 1 placement, but among current fighters he has the clearest combination of quality and consistency. [c006][c007]
4. Gol D. Roger
Roger belongs in the highest tier because the manga repeatedly frames him as the benchmark pirate of his era. He fought Whitebeard evenly in a sky-splitting clash and used advanced Conqueror’s Haki coating decades before the technique received its modern explanation.
The God Valley flashback adds another major feat: Roger combined his remaining Haki with Garp’s to defeat Rocks. Roger’s exact individual ceiling is difficult to separate from the legend surrounding him, but his clashes with Whitebeard and Rocks establish that his willpower and Haki could stand alongside the greatest force of the old era. [c008][c009]
5. Rocks D. Xebec
Rocks ranks just below Roger because the God Valley flashback shows him resisting or canceling attacks from both Roger and Garp until the two heroes combined their remaining output. That is an exceptional display of Supreme King Haki resistance and offensive power.

His ranking remains provisional because future chapters may clarify how much Imu’s influence amplified Rocks during the God Valley conflict. Even with that uncertainty, Rocks is plainly one of the most formidable Conqueror’s Haki users ever shown. If his performance was entirely his own, he could challenge the placement of every historical pirate above him. [c009][c010]
6. Monkey D. Garp
Garp’s God Valley depiction removes much of the former ambiguity around his Haki. He uses advanced Conqueror’s Haki infusion offensively and defensively, fights Rocks alongside Roger, and contributes materially to the final attack that defeats him.
Garp is especially difficult to underrate because his Haki is channeled through direct punches rather than a sword, spear, or Devil Fruit-enhanced attack. His physical strength and Haki work as one system. The fact that he could fight at the highest level of his era, including in old age at Hachinosu, reinforces his place near the top even though the story has not shown a complete solo victory over a rival such as Rocks or Roger. [c009][c011]

7. Edward Newgate, Whitebeard
Prime Whitebeard’s Haki belongs in the same conversation as Roger’s. Their clash split the sky, and Whitebeard matched Roger’s weapon-coated attacks without either pirate gaining a clear advantage.
Whitebeard remained one of the world’s most dangerous pirates even when elderly and seriously ill. He ranks below the six names above him mainly because the manga has given readers less detailed information about the mechanics and limits of his peak Haki than it has for Roger, Shanks, and the Wano fighters. That is an evidence gap, not a statement that prime Whitebeard lacked power. [c006][c008]
8. Monkey D. Luffy
Luffy is the strongest currently developing fighter on this list. During the battle with Kaido, he learned to coat his attacks in advanced Conqueror’s Haki. He then combined that ability with Gear 5 and continued fighting a top-tier opponent through several increasingly powerful stages.
Luffy sits below the historical monsters because his mastery is newer and less consistent. He still spends stamina rapidly, his performance fluctuates with his transformations, and he has not yet accumulated the decades of elite combat experience possessed by Shanks, Roger, or Garp. His growth rate, versatility, and ability to combine Haki with the Nika fruit nevertheless make him the clearest future No. 1 candidate. [c012][c013]
9. Kaido
Kaido taught the audience the practical difference between ordinary Conqueror’s Haki and advanced coating. He could strike without direct contact, split the sky against Big Mom, and continue fighting Luffy through multiple stages of the Wano battle.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →His durability, sustained output, and combat experience are exceptional. Kaido ranks below Luffy because Luffy ultimately defeated him, although that victory followed a prolonged group battle and several recoveries rather than a simple one-sided contest. Kaido’s placement also reflects the editorial choice to reward Luffy’s demonstrated final result while acknowledging that the matchup and circumstances were complicated. [c012][c014]
10. Charlotte Linlin, Big Mom
Big Mom possessed Conqueror’s Haki from childhood and combined it with immense physical power, the Soru Soru no Mi, and advanced coating. Her clash with Kaido split the sky, and she remained a terrifying opponent while fighting multiple enemies.
She ranks below Kaido because the story foregrounds his advanced-coating instruction more clearly and gives him a longer, more sustained showcase against Luffy. Big Mom’s lower position should not be mistaken for a large gap. Her raw strength, durability, lifespan, Devil Fruit, and Haki make her one of the most dangerous users in the series. [c014][c015]
11. Silvers Rayleigh
Rayleigh demonstrated mastery of all three forms of Haki and could release a controlled Conqueror’s Haki burst at Sabaody. Even in old age, he was capable of contending with Admiral Kizaru, while his role as Luffy’s Haki teacher confirms how broad and sophisticated his understanding is.
The main reason Rayleigh does not rank higher is the absence of a fully shown modern fight in which he uses advanced Conqueror’s coating. His title as the Dark King and his historical partnership with Roger strongly support a top-tier interpretation, but the ranking stays anchored to displayed evidence. [c016]
12. Scopper Gaban
Elbaph-era material confirms Gaban as a Conqueror’s Haki user and presents his Haki as capable of interfering with the regeneration of Imu-aligned fighters. That implication gives him one of the most interesting recent Haki showings.
His precise position is necessarily provisional. For most of the series, Gaban’s prime-era combat feats were largely off-panel. His status as Roger’s principal combat partner and the advanced-Haki implications of his recent appearance justify placing him above most established lower-tier users, but additional fights could move him substantially. [c017]
13. Kozuki Oden
Oden used advanced Conqueror’s Haki through his swords and permanently scarred Kaido. He was respected by both Whitebeard and Roger, and his will became symbolically associated with Enma.
Enma should not be treated as possessing autonomous Haki or as independently creating Oden’s power. The sword forced its wielder to release an enormous amount of Haki, making Oden’s compatibility with it evidence of his capacity rather than proof that the blade itself was a separate Haki user. Oden ranks below Gaban and Rayleigh because his best feats are concentrated in a short historical flashback and his overall ceiling is less extensively established. [c018]
14. Yamato
Yamato used advanced Conqueror’s Haki while fighting Kaido and withstood him for a meaningful period without being immediately defeated. Very few younger characters have produced a comparable performance.

Yamato ranks below Oden because the story presents Yamato as talented but not yet equal to Kaido. The gap is one of experience, consistency, and total combat development rather than a lack of exceptional potential. [c019]
15. Roronoa Zoro
Zoro is an established Conqueror’s Haki user who has used advanced coating through his sword attacks. His battle with King demonstrated that his output could seriously injure an ancient Zoan commander, while Enma forced him to confront the scale of Haki he was capable of releasing.
His initial control and stamina were unstable, which keeps him below Yamato for now. Zoro’s upward trajectory is one of the clearest in the series, and improved control could eventually place him alongside the highest-ranking active commanders. [c020]
16. Sengoku
Official supplemental material confirms that Sengoku possesses Conqueror’s Haki as well as all three Haki types. His former Fleet Admiral position and the portrayal of his Buddha form place him among the strongest Marines in history.
Sengoku ranks below Zoro because his Conqueror’s Haki has rarely been demonstrated directly on-panel. The confirmation is strong, but the evidence for his exact output is thinner than it is for active fighters with advanced-coating battles. [c021]
17. Donquixote Doflamingo
Doflamingo awakened Conqueror’s Haki as a child, and Trebol treated the ability as proof that Doflamingo was born to lead. His Dressrosa clash with Luffy showed competent basic use.

[c022]
18. Charlotte Katakuri
Katakuri is a confirmed Conqueror’s Haki user with exceptional control of basic Haki and advanced Observation Haki. His fight with Luffy produced clear Conqueror’s Haki effects and demonstrated elite commander-level combat ability.
Katakuri has not been shown using advanced Conqueror’s coating. His placement therefore reflects his demonstrated toolkit rather than an assumption that his outstanding Observation Haki automatically translates into superior Supreme King Haki. [c023]
19. Boa Hancock
Boa Hancock possesses Conqueror’s Haki and can effortlessly incapacitate ordinary opponents on Amazon Lily. Her former Warlord status, powerful Mero Mero no Mi, and performance during the Paramount War support a high placement among users who have not displayed advanced coating.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The limitation is comparative evidence. Hancock has not had a prolonged battle against another confirmed Conqueror’s Haki user, so placing her above the elite commander and veteran tiers would require speculation. [c024]
20. Portgas D. Ace
Ace manifested Conqueror’s Haki as a child, knocking out members of the Bluejam Pirates before he understood what had happened. His potential was enormous, and his lineage connects him to Roger.
His adult combat record does not show advanced coating, however. Ace ranks below users with sustained high-level displays while remaining above characters whose confirmed Haki has appeared only in brief or less developed circumstances. His placement is about evidence already shown, not the ceiling he might have reached if he had lived longer. [c025]
21. Eustass Kid
Kid is confirmed to possess Conqueror’s Haki and has enormous physical toughness and offensive potential. His major Wano achievements, however, rely primarily on the awakening of his magnetic Devil Fruit rather than clearly demonstrated advanced Conqueror’s coating.
Shanks’s decisive defeat of Kid exposed the gap between Kid’s raw ambition and his demonstrated Haki control. That result does not make Kid weak; it places him in the lower-middle of a list containing the strongest Haki users in the world. [c026]

22. Don Chinjao
Chinjao was an established Conqueror’s Haki user and a legendary pirate whose prime-era headbutt could split ice continents. His clash with Luffy at Dressrosa confirmed a Conqueror’s Haki collision.
His old age had diminished him, and the story supplies more historical reputation than current top-tier combat evidence. He therefore ranks below the younger elite users, despite the extraordinary physical feats associated with his prime. [c027]
23. Loki
Loki is a confirmed Elbaph-era user whose Haki is connected to the royal and mythic power structure of the giants. His narrative importance and implied potential are substantial.
This is one of the list’s most tentative placements. Loki’s full combat ceiling and sustained control are not yet documented as thoroughly as those of the established Emperors and commanders. The character could rise quickly if the Elbaph material supplies a complete advanced-Haki battle. [c003][c017]
24. Harald
Harald, the late king of Elbaph, is included because the Elbaph material confirms his connection to Conqueror’s Haki and places him within the lineage of giant rulers associated with supreme will.
His historical reputation is considerable, but the story has supplied fewer direct combat feats for Harald than for Loki or the veteran Giant Warrior Pirates. This ranking is consequently conservative. [c017]
25. Dorry
Dorry is treated as a confirmed Conqueror’s Haki user based on his later Haki displays in the Egghead and Elbaph-era material. His centuries-long reputation as one of Elbaph’s greatest warriors gives him a powerful baseline.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallThere is not yet enough evidence to place him directly among Emperor-level users. Dorry is ranked slightly above Brogy only as an editorial tie-breaker; the story has not established a decisive Haki gap between the two captains. [c028]
26. Brogy
Brogy’s later Supreme King Haki display establishes that the two Giant Warrior Pirates are more than merely physically powerful veterans. Like Dorry, he has the experience and stature of a legendary Elbaph warrior.
The conservative placement matters: giant strength, enormous weapons, and ordinary intimidation should not automatically be treated as advanced Conqueror’s Haki coating or Emperor-level output. Brogy could move upward if his individual Haki control receives a fuller showcase. [c028]
27. Jaygarcia Saturn
Saturn is included among the confirmed World Government users because of his Haki displays during the Egghead conflict. He is an exceptionally dangerous opponent with enormous experience, regeneration, summoning abilities, and the unusual powers associated with the Five Elders.
He ranks below Imu and the leading pirate users because many of his most threatening scenes depend on those supernatural abilities rather than clearly superior Conqueror’s Haki. The numerical placement should not be read as an assessment of Saturn’s total threat level. [c029]
28. Marcus Mars
Mars is one of the Elders associated with confirmed Supreme King Haki use. The Elders’ abilities are often presented collectively, making it difficult to separate Mars’s individual Haki output from the group’s regeneration and supernatural durability.
He is placed near the bottom only because the available evidence does not establish a personal Haki feat comparable to the leading pirates or Imu. That is an evidence limitation, not proof that Mars is personally weak. [c029]
29. Topman Warcury
Warcury has one of the more visible Elder Haki displays, including a burst capable of affecting Marines at a distance. His enormous body, durability, and presence make him more formidable than this number suggests.

He ranks below the veteran pirate legends because his direct Conqueror’s Haki comparisons remain limited and his overall power is intertwined with the Elders’ supernatural regeneration. A future one-on-one comparison could move him substantially. [c029]
30. Ethanbaron V. Nusjuro
Nusjuro is included among the confirmed Elder users. His swordsmanship and speed are major threats, but current material provides less direct evidence for his individual Conqueror’s Haki output than it does for Warcury, Saturn, or the pirate figures above them.
This is the least certain placement on the list, not a claim that Nusjuro is weak. His combat ability may ultimately be defined as much by swordsmanship, speed, and Elder physiology as by clearly isolated Supreme King Haki techniques. [c029]
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What advanced Conqueror’s Haki changes in the ranking
Advanced coating is the most useful dividing line between the upper and lower portions of this list, but it is not an automatic win condition. A user still needs the physical ability, stamina, control, and combat skill to apply the technique effectively. Devil Fruits and matchups can also change the outcome.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The clearest advanced-coating users are:
- Implied or directly demonstrated among the highest tier: Shanks, Roger, Rocks, Garp, and Whitebeard.
- Explicitly demonstrated in major modern battles: Luffy, Kaido, Big Mom, Oden, Yamato, and Zoro.
- Supported by recent Elbaph-era evidence: Scopper Gaban and Loki, although the strength of the evidence is not identical to the long-established Wano examples.
Joy Boy’s stored Haki should be discussed separately because the series has not shown him using coating in a live battle. Imu’s host-mediated projection should also be separated from ordinary close-range coating. These distinctions prevent the ranking from treating every impressive burst as the same technique.
Confirmed users who are not ranked separately
The current confirmed pool is approximately 30 characters under this methodology. The total can vary if readers count historical figures, host-mediated displays, and official supplemental confirmations differently. The strongest consensus names are the 30 ranked above: Luffy, Zoro, Roger, Rayleigh, Gaban, Shanks, Whitebeard, Kaido, Big Mom, Garp, Sengoku, Boa Hancock, Doflamingo, Katakuri, Ace, Oden, Yamato, Kid, Chinjao, Dorry, Brogy, Harald, Loki, Imu, Saturn, Mars, Warcury, Nusjuro, Rocks, and Joy Boy. [c002][c017]
Popular characters who should not be added yet
Several major characters are popular candidates for Conqueror’s Haki, but prediction is not confirmation. A careful ranking should keep the following names outside the list unless a new chapter, SBS, Vivre Card, or unmistakable panel establishes possession:
- Sanji: His willpower and lineage make him a popular theory candidate, but no confirmed Supreme King Haki display currently qualifies him.
- Monkey D. Dragon: His reputation and leadership invite speculation, but the manga has not confirmed Conqueror’s Haki.
- Marshall D. Teach, Blackbeard: His ambition and status make him an obvious narrative candidate, yet confirmation is still absent.
- Trafalgar Law: Law has exceptional combat ability, but his confirmed powers do not include Conqueror’s Haki.
- Dracule Mihawk: His title and swordsmanship do not, by themselves, establish Supreme King Haki.
- Sakazuki, Kuzan, Benn Beckman, and Sabo: All are powerful or narratively important, but none has an unambiguous confirmed display under this standard.
These characters may eventually be added. Until then, labeling them possible future users is more accurate than quietly treating theory as canon. [c030]

The anime can make Haki clashes easier to visualize, but the manga is the controlling source for the chapter cutoff and the most recent Elbaph developments. Readers who want to follow the progression from basic intimidation to advanced coating can read the original manga from the beginning rather than starting with the current arc. The official One Piece Box Set 1 covers East Blue and Baroque Works and includes exclusive premiums; it does not contain the current Elbaph chapters, so additional volumes are needed to reach the material discussed here. [c031]
For collectors, official One Piece apparel, figures, and other licensed merchandise are available through recognized franchise retailers, but inventory and seller authenticity can change. Check licensing information before buying character collectibles, particularly for high-priced figures and marketplace listings. [c032]
Why the top of the ranking remains unsettled
The top three are separated by evidence quality as much as by power. Imu is the strongest active candidate and has demonstrated frightening projection, but the character’s personal combat form is still not fully revealed. Joy Boy produced the largest preserved burst, but it was stored Haki released by Emet rather than a contemporary duel. Shanks has the best modern precision and range, yet readers have not seen the full extent of his abilities in a prolonged fight against another Emperor-level Haki master.
That is why a tiered interpretation is more reliable than treating the numbers as exact:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Apex candidates: Imu, Joy Boy, and Shanks.
- Historical supreme tier: Roger, Rocks, Garp, and prime Whitebeard.
- Established Emperor-level coating: Luffy, Kaido, and Big Mom.
- Elite veterans and advanced users: Rayleigh, Gaban, Oden, Yamato, and Zoro.
- Confirmed but less fully demonstrated users: Sengoku through Nusjuro.
The tiers communicate what the evidence can support without pretending that a stored fragment of Haki, an Elder’s regeneration-based threat, and a modern pirate’s full-power attack are directly interchangeable.
Frequently Asked Questions
Who is the strongest Conqueror’s Haki user in One Piece?
Imu is the provisional No. 1 on this ranking because of the character’s overwhelming Haki projection and ability to affect powerful opponents through a host. Joy Boy has the greatest preserved Haki feat, so the top spot remains debatable until Imu’s personal combat limits are revealed.
Which One Piece characters can use advanced Conqueror’s Haki coating?
The clearest users are Shanks, Roger, Rocks, Garp, Whitebeard, Luffy, Kaido, Big Mom, Oden, Yamato, and Zoro. Recent Elbaph-era material also supports Scopper Gaban and Loki, although the evidence for those two is newer and less extensive.
Why are Sanji, Dragon, Blackbeard, Mihawk, and Law missing?
They are not included because the manga or an official supplemental source has not yet provided an unmistakable confirmation that they possess Conqueror’s Haki. Strength, ambition, lineage, and fan theories are not enough under a confirmed-user ranking standard.

The Bottom Line
Imu is the safest provisional No. 1, Joy Boy owns the most impressive preserved Haki feat, and Shanks has the strongest modern display of range and precision. Roger, Rocks, Garp, and prime Whitebeard form the historical upper tier, while Luffy is the active fighter most likely to challenge the entire ranking as his mastery develops. The lower positions are much less certain, especially for the Elbaph figures and the Five Elders, whose Haki is often shown alongside unusual supernatural abilities.
