It has not been confirmed. Common Sense Media describes the outline visible through Justin Hartley’s satin boxer shorts in the strip-Santa scene as a “likely prosthetic penis,” but that is the reviewer’s inference—not a verified production fact.
What the film shows
Hartley plays Ty Swindle in the 2017 comedy A Bad Moms Christmas. His character appears in a waxing scene with Carla (Kathryn Hahn) and later in a strip-Santa scene.

In its parental guide, Common Sense Media notes an outline through Ty’s satin boxer shorts in the strip-Santa sequence and characterizes it as likely prosthetic. That supports saying a reviewer thought the outline was probably artificial; it does not establish what was used on set.
Was it confirmed by Hartley or the filmmakers?
No direct confirmation about a prosthetic in that scene appears in the interviews and film coverage reviewed. Those accounts discuss Hartley’s unusual nudity and the waxing scene, but do not answer whether the strip-Santa outline was a prop.
#1 Best Overall
The careful answer is therefore: possibly, based on one reviewer’s description, but unconfirmed. The available accounts do not establish that Hartley wore a prosthetic, nor that the outline was real.
