Documentary Screening FAQ: Licensing, Seating, Captions, and Audience Q&A

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Yes, a public documentary screening normally requires title-specific public-performance permission, even when admission is free, the event is educational, or you own a DVD or digital copy. Before announcing the event, confirm the licence, venue or premises requirements, playback format, accessible seating, captions or audio description, and an access plan for the post-film discussion.

The practical standard is to treat the film and the surrounding event as separate planning tasks: rights cover what you may show, while venue and accessibility arrangements determine whether people can participate safely and equally.

Do I need a licence to screen a documentary?

Usually, yes. Showing a film outside a private home is generally a public performance, so you need permission from the copyright owner or an authorised licensing body. GOV.UK states the rule plainly: “You still need permission whether you sell tickets or not.” That covers one-off events, film clubs, community cinemas and social-group film nights.

A free screening is still public if members of the public, a community group or an invited audience attend outside a normal private viewing. Educational status does not automatically remove the requirement. Ask the venue whether a local premises licence, television licence or commercial subscription is also needed; those are separate from the film copyright permission.

What the permission should cover

Request written terms that identify the exact title and version, permitted dates, territory, venue or venues, audience type, admission terms, fee, approved media (for example, a supplied file, Blu-ray or DVD), publicity rights and whether a moderator-led Q&A is allowed. A community-screening licence may cover a single event but not a repeat showing, a second venue, a recording or a livestream.

Do not rely on a verbal assurance or a general statement that a title is “available for educational use.” The permission must match your event. If the plan changes from one showing to a series, from one room to several, or from in-person to hybrid, obtain an amended licence before making that change public.

Can I show a streaming, PBS, DVD or downloaded copy?

Ownership of a copy and permission to exhibit it publicly are different rights. A personal streaming account, rental, download or retail disc normally authorises private viewing under the service’s terms, not a community screening. GOV.UK warns that using a personal streaming account in public may breach those terms. Penn Libraries likewise advises organisers to check that a documentary copy or stream includes public-performance rights (PPR).

Streaming services and downloads

Do not sign into a personal account on the venue’s projector unless the service expressly permits public exhibition. A downloaded file can have the same restriction as an online stream. Ask the distributor or rights holder for an event licence and for an approved playback method; some licences provide a protected file or physical media rather than authorising your existing account.

PBS and other programme-specific terms

Some purchased programmes include limited audiovisual public-performance rights, but the conditions are programme-specific. PBS describes licence arrangements in which showings are allowed only when no admission fee is charged. That example is not a universal PBS rule or a general rule for documentaries. Check the individual programme’s terms, including dates, territory, audience, media and promotional limits.

Physical discs

A commercially purchased DVD or Blu-ray proves that you possess a copy; it does not by itself prove public-performance rights. If a licence supplies a disc, verify that it is the authorised screening copy and that subtitles, audio description and other accessibility features are present on that edition.

Which licensing route should an organiser use?

Route Best use Terms to confirm
Direct permission from the distributor or rights holder A title, filmmaker or territory with a clearly identified rights contact Title and version, territory, dates, venue, audience, fee, media, promotion, Q&A, recording and livestreaming
Licensing body or community-screening licence Public events where an authorised licensing body handles the title Whether the licence is one-off or recurring, covered venues, admission conditions, approved media, promotion and any recording limits

There is no universal screening fee. Quotes vary by title, territory, venue, audience and event format. Ask for a written quotation and keep the licence with the event records. If you are working with a cinema, library, school, community hall or outdoor site, ask whether the venue has its own blanket arrangements; do not assume they cover your documentary.

How should I choose and check the venue?

Request an access description before booking. A useful description covers the step-free route from the entrance, accessible doors and toilets, wheelchair spaces with companion seating, sightlines, hearing-assistance equipment and evacuation arrangements. Visit if possible, because a venue can be technically accessible while still leaving a wheelchair user behind a pillar or unable to reach the discussion area.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Seating and sightlines

Fan-shaped seating is commonly recommended for consistent sightlines. Check that wheelchair positions are integrated with the audience rather than isolated at the back or side, and that companion seats are immediately adjacent. Confirm the number and location of accessible positions with the venue and publish that information with the ticket or RSVP page. Keep an unobstructed, well-lit route to the microphone used for questions.

Technical inspection

Test the actual screening copy in the actual room before doors open. Cinema for All recommends testing a Blu-ray or DVD in advance so you know the projector brightness, aspect ratio, audio levels and playback behaviour. Test subtitles, caption size, menu navigation, audio-description tracks and any assistive-listening feed. Confirm screen position, aisle lighting and whether front lighting for speakers can be used without washing out captions.

Equipment, insurance and responsibility

Put responsibility in writing. Clarify who supplies the projector, playback device, screen, speakers, microphones, caption display and backup media. Ask whether public-liability insurance is required and which party carries it. Bring a tested backup cable and a second authorised copy only if the licence permits that format and use.

Venue comparison

Venue type Questions to resolve before booking
Cinema Accessible positions and companions, hearing support, caption and audio-description capability, house projection requirements, evacuation procedures and whether staff can operate the system
Library Step-free route and toilets, room capacity, projector and speaker quality, microphone availability, insurance and any local booking or premises rules
School Access to the room after hours, accessible toilets, safeguarding and evacuation procedures, equipment ownership, licence responsibility and audience restrictions
Community hall Level entrance, seating layout, sightlines, power and blackout capability, sound reinforcement, insurance and local permissions
Outdoor site Firm accessible routes, weather and lighting plan, accessible toilets, power and backup playback, sound spill, emergency access and any local permits

Are captions and audio description required?

The answer depends on the venue, jurisdiction, film version and current law. In the United States, ADA Title III regulations define closed movie captioning as on-screen dialogue plus non-speech information such as music, speaker identification and sound effects. Open captions display that information to everyone. Audio description is spoken narration of key visual elements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The U.S. Department of Justice’s 2016 final regulatory assessment says movie theatres must provide closed captioning and audio description for digital movies produced or distributed with those features, unless providing them would create an undue burden or fundamental alteration. That language does not automatically govern every community hall, school, library or outdoor event, and local law may differ. Obtain local accessibility advice when the venue or audience falls outside the rule’s scope.

Open versus closed captions

Format How it works Planning implications
Open captions Captions are permanently visible on the shared screen for everyone No individual devices are required; everyone sees the text, so confirm readability, contrast and whether the supplied film version includes the captions
Closed captions Captions are delivered to individual viewers through approved devices Arrange compatible devices, charging and support; tell audiences in advance how to request and use them

Tell people before they book whether captions are open or closed, whether an audio-description track is available, how to request accommodations and what equipment is supplied. Do not promise a feature that is absent from the licensed version. Caption files from a different cut can be out of sync or legally unauthorised.

Captioning the materials around the film

Access applies to the complete event. The Film Festival Guide to Access recommends captions for the film programme and related materials, plus live captioning or sign-language interpretation for introductions, Q&As, talks and panels. Caption the event page or provide an accessible text alternative so people can make an informed choice before arriving.

How many wheelchair and companion seats should we provide?

There is no single number that fits every event. Confirm the venue’s legal capacity rules and accessibility standard, then provide wheelchair positions distributed among the audience’s normal sightlines, with adjacent companion seats. Do not count a rear corner with a blocked view as an equivalent substitute for a central position.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Publish the locations, route, seat dimensions and companion arrangement. Keep accessible seats available through the same booking process as other seats, while allowing an accommodation request when a person needs a specific configuration. Plan for mobility scooters, service animals, accessible toilets and a step-free route to the Q&A microphone or a roving microphone that comes to the audience.

How do we make the post-film Q&A accessible?

Plan the discussion as a second programme item, not an informal add-on. The licence must allow the Q&A, and any recording or livestream must be separately permitted.

  1. Choose the format. Decide whether the discussion is live, hybrid or recorded. Check the film licence before announcing a recording, webcast or later replay.
  2. Assign a moderator and microphones. Give the moderator, filmmakers and audience-question route suitable microphones. Ask audience members to wait until a microphone reaches them, and have the moderator repeat each question for people who cannot hear it clearly.
  3. Arrange interpretation or live captions. When requested or included in the event plan, book a sign-language interpreter and/or live captioner. The service should cover introductions, the moderator, filmmakers and audience questions, not just prepared remarks.
  4. Set the sightline. Use front lighting that keeps speakers visible without bleaching the caption display. Place the interpreter and caption screen where wheelchair users and other audience members can see them without turning away from the speakers.
  5. Explain the process at the start. Announce the accommodation options, question-submission method, time limit and microphone rule. Offer written question cards or a moderated digital channel for people who cannot approach a microphone.

Brief speakers to identify themselves before answering and to describe visual references that would otherwise be lost. Keep the room quiet enough for hearing-assistance systems and avoid placing a bright confidence monitor where it distracts from the interpreter or captions.

Can we record or livestream the screening or discussion?

Do not assume that permission to show the film includes permission to record, livestream or publish the Q&A. Ask the rights holder or licensing body specifically about recording, streaming, archival storage, clips, still images, audience filming and later access. A second venue, an online audience or a replay can change the territory, audience and duration covered by the original licence.

  • Venue access description covering step-free routes, toilets, wheelchair and companion seating, sightlines, hearing support and evacuation.

What to do when something changes

The venue changes

Pause promotion until the new venue is added to the licence or confirmed as covered. Recheck capacity, accessible seating, equipment and local premises requirements; a permission tied to one address may not transfer.

The film version changes

Verify running time, edit, language track, subtitles, captions and audio description again. Accessibility features attached to one digital master or disc may not exist on another.

A speaker or audience member requests an accommodation

Record the request, confirm what can be provided and communicate the arrangement privately. Update the moderator, captioner, interpreter and front-of-house team so the accommodation works throughout the event rather than only during the film.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The event becomes online or hybrid

Stop and obtain permission for the new transmission and recording method. Confirm platform security, caption delivery, interpreter visibility, data retention and replay terms before sending a stream link.
