Yes, according to a 2025 interview about Zootopia 2: fish and bugs are used as protein in the expanded world. But that is not the original film’s answer. During development of the 2016 Zootopia, the filmmakers considered fish as food and then dropped the idea because viewers might wonder whether fish were evolved people.
What the original Zootopia established
The first film’s creators said fish-eating was considered, then removed. Co-director Rich Moore explained in a 2016 Animation World Network interview: “We used to have them eat fish but people got confused whether fish were evolved or not, so we lost that idea.”
Instead, the filmmakers described insects and plant-based proteins as alternatives for predator food. That explains the original film’s approach, but it does not settle whether fish in that version of the setting were people: the concern was precisely that the film did not make their status clear.
Why the first film focused on mammals
The original directors said they centered the story on mammals to make its predator-and-prey theme clear. Bringing reptiles, birds, and fish into that framework could complicate the categories the audience was meant to follow. A 2016 Q&A with Byron Howard and Rich Moore, reproduced by Zootopia News Network, describes that mammal focus as a storytelling choice; other animal groups could exist beyond the film’s on-screen scope.

That choice helps explain why the original movie leaves fish’s place in society ambiguous. It is safer to say that fish-eating was an abandoned idea for the first film than to treat fish as definitively non-sentient in its world.
What changed in the Zootopia 2 explanation
In a 2025 Geeks of Color interview about Zootopia 2, director Byron Howard described bugs and fish as protein sources: “And it turned out bugs and fish are taking it for the team!” That is a sequel-era explanation, distinct from the original film’s discarded concept.

Co-director Jared Bush also said the sequel’s creators took care not to depict fish or bugs in a way that looked as though a character were inside them. His comment addresses how food is depicted in the sequel; it does not establish a comprehensive rule about the status of every fish or insect in the franchise.
