Yes—but the claim needs careful definition. Official proceedings support serious concerns about children accessing pornography on Pornhub and about Aylo, Pornhub’s parent company, handling illegal and nonconsensual sexual material. Those are related but separate issues. The European Commission has preliminarily found that Pornhub failed to adequately protect minors from pornographic content under the EU Digital Services Act. In the United States, the FTC alleged that Aylo allowed or failed to remove large quantities of child sexual abuse material (CSAM) and nonconsensual material (NCM).
Neither proceeding supports the simpler claim that Pornhub was convicted of deliberately targeting children, or that every allegation has been finally adjudicated. The evidence concerns different countries, laws, companies, dates and forms of harm.
The newest development: preliminary EU findings
On March 26, 2026, the European Commission announced preliminary findings that Pornhub, Stripchat, XNXX and XVideos breached the EU Digital Services Act by failing to adequately protect minors from exposure to pornography.

This is a significant regulatory development, but it is not a final judgment. Pornhub has the right to inspect the Commission’s evidence and submit a written response. The Commission may later confirm, modify or abandon its preliminary position. No final fine or definitive infringement decision should be inferred from the announcement alone.

The EU proceeding addresses access to adult pornography by minors. It does not, by itself, establish that Pornhub deliberately targeted children, hosted CSAM or distributed nonconsensual videos.
The Commission had opened its investigations in May 2025, focusing on risks to minors and whether the platforms used effective age-verification measures.

Three claims that are often wrongly merged
“Pornhub exposed children to porn” can refer to several materially different allegations:
- Minors accessed adult pornography. This is an age-assurance and platform-access question: did the service take sufficiently effective steps to establish that users were adults?
- Children appeared in sexual-abuse material. This is the CSAM issue. It concerns illegal material depicting the abuse or exploitation of children, and whether a platform hosted, distributed or failed to remove it.
- Adults appeared in sexual material without consent. This includes alleged rape videos, revenge pornography and covert recordings distributed without the depicted person’s permission.
These categories can involve overlapping failures in moderation, reporting and removal systems, but they are not interchangeable. A platform can fail to prevent minors from viewing legal adult pornography while also failing to remove illegal content uploaded by adults. Conversely, age verification does not prove that uploaded videos are consensual or lawful.

What the FTC alleged about Aylo
On September 3, 2025, the U.S. Federal Trade Commission and the state of Utah announced an action against Aylo and related companies. Aylo was formerly known as MindGeek and operates Pornhub and other adult sites, including YouPorn and RedTube.
According to the FTC’s complaint and announcement, Aylo represented that CSAM and NCM were prohibited and that it used effective systems to prevent them from appearing on its services. The FTC alleged that the company nevertheless allowed or failed to remove tens of thousands of videos and images involving such material.

- did not review user-flagged content until it received at least 16 flags;
- failed to prevent removed CSAM from being uploaded again;
- did not consistently ban users who uploaded CSAM;
- allowed problematic content or channels to remain on affiliated services after removal from Pornhub;
- used titles or categories referring to minors or sexual violence;
- did not reliably maintain age-and-identity documentation for some performers; and
- made misleading statements about the privacy and security of identity documents submitted by models.
These are allegations in an enforcement complaint. They should not be described as a trial verdict proving every allegation. The case was accompanied by a stipulated settlement and proposed order, which set out legally binding obligations once approved.
The FTC’s case page records the proceeding and identifies the broad group of Aylo-related companies involved. That corporate scope matters: evidence about one site does not automatically establish identical conduct on every affiliated service, but examining Pornhub alone may also miss shared policies and systems.
What the U.S. order requires
The proposed settlement requires Aylo to establish a comprehensive program to prevent CSAM and NCM across Pornhub and affiliated sites. Its practical obligations include:

- verifying that uploaders are adults;
- verifying that performers are at least 18;
- verifying performers’ consent to production and publication;
- reviewing user-uploaded content before publication;
- providing reporting and removal mechanisms;
- removing actual or suspected CSAM and NCM;
- honoring requests to withdraw consent;
- banning users involved in prohibited conduct;
- reporting CSAM to the National Center for Missing & Exploited Children where required;
- publishing notice about the FTC and Utah allegations;
- implementing a privacy and information-security program; and
- undergoing independent audits every two years for 10 years and issuing periodic safeguard reports.
The settlement included a $5 million payment to Utah. It also contained a $15 million monetary judgment suspended after that payment. The exact terms and obligations are set out in the stipulated order.

They do not mean that the service has been proven completely safe, nor do they resolve the separate question of whether children can bypass age gates to view adult pornography.
What changed in the United Kingdom?
The UK’s Online Safety Act framework introduced highly effective age-assurance requirements for pornography accessible to UK users. Ofcom announced on June 26, 2025 that major pornographic providers, including Pornhub, had publicly committed to introducing robust age checks by July 25.
The UK government later said Pornhub was among the most visited pornographic sites that had confirmed it had age checks in place. That is a commitment or confirmation of measures in the UK; it is not a finding of perfect compliance worldwide.
Age assurance may use identity checks, age estimation or other methods. Its effectiveness depends on several practical questions:
- Coverage: Does the check apply to logged-out visitors and every access route?
- Circumvention: Can users rely on another person’s credentials, a VPN, a shared device or an alternative URL?
- Accuracy: Does the system wrongly admit minors or block adults?
- Privacy: What identity, facial or birth-date information is collected and retained?
- Consistency: Are the same controls used across websites, affiliated domains and mobile access?
- Oversight: Are the systems independently audited and actively enforced?
Ofcom’s July 2026 report examined age-assurance use during the first six months of the UK child-protection duties. It presented early evidence and expressly did not provide final conclusions about overall effectiveness. Ofcom is also investigating and enforcing compliance involving other pornographic-service operators; a February 2026 confirmation decision concerning 8579 LLC was not a Pornhub decision.

Why age checks cannot solve every problem
Age verification and content moderation do different jobs. An age gate is intended to keep children out; moderation is intended to identify and remove unlawful or harmful material. Neither system replaces the other.
Even an effective age check may not address:
- illegal uploads by adults;
- reuploads of previously removed material;
- slow responses to victims’ removal requests;
- sexual thumbnails, search terms or links encountered elsewhere;
- access through mirrors, messaging apps, social platforms or smaller sites; or
- the movement of users toward services with weaker moderation after a major platform is blocked.
Mandatory checks also create an adult-privacy trade-off. Users may be asked to submit identification, dates of birth, facial images or other sensitive information. The FTC’s allegations about Aylo’s handling of performer identity data do not prove that every visitor age-check system has the same weakness, but they show why collection, retention, security and deletion policies matter.

The recent EU and FTC proceedings sit within a longer history of scrutiny. Earlier investigative reporting drew attention to CSAM and nonconsensual material on Pornhub, prompting pressure from payment processors and changes to uploading, verification and moderation systems.
There was also a separate U.S. Department of Justice matter involving videos associated with GirlsDoPorn. The DOJ said Aylo’s parent company admitted receiving proceeds connected to sex trafficking and agreed to a three-year monitorship. It also described allegations involving delays in removing related videos.
That resolution is relevant to the company’s broader accountability record, but it is not direct proof of the EU’s age-assurance allegations. Combining all of these proceedings into one undifferentiated accusation obscures what each regulator actually examined.

- Whether the European Commission will issue a final infringement decision against Pornhub.
- Whether Pornhub’s current age-assurance systems satisfy EU requirements.
- How effectively the UK controls prevent access in real-world use.
- How much prohibited material remains online or is reuploaded.
- Whether users’ age-assurance and identity data are adequately protected.
- Whether the FTC order has been fully implemented and independently verified.
Those uncertainties do not erase the official concerns. They define the difference between what has been alleged, what regulators have preliminarily found, what a settlement requires and what has been finally established.
What parents, educators and adult users should know
Parents and educators should not treat a pornographic website’s age gate as a complete child-safety system. Device-level parental controls, safe-search settings, router controls and age-appropriate conversations can reduce exposure across websites and apps, where children may encounter sexual material outside dedicated porn platforms.
Adults considering an age-check service should examine whether it minimizes data collection, uses an independent verification provider, limits retention and clearly explains deletion and security practices. No system can guarantee that a child will never encounter sexual content online.
Bottom line
The claim that Pornhub may have exposed children to pornography is grounded in real regulatory action: the European Commission has preliminarily found a failure to adequately protect minors, and the UK has required robust age assurance for pornography accessible to British users. Separately, the FTC alleged serious failures involving CSAM, NCM, consent records and moderation across Aylo’s network.

The accurate conclusion is not that Pornhub has been finally convicted of every accusation, or that all of these cases prove deliberate targeting of children. It is that Pornhub and Aylo have faced substantial, official scrutiny over both minors’ access to pornography and the company’s systems for preventing and removing abusive or nonconsensual material. The final effectiveness of the newer safeguards—and the EU case—remains unresolved.
