Reuters reported that Elon Musk and Neuralink executive Shivon Zilis had twins in November 2021, while Zilis reported directly to Musk. Whether this violated Neuralink’s reported employee policy is unresolved: governance experts disagreed about how its wording applied, and Reuters found no definitive company or legal ruling.
What happened, and what was reported?
Reuters reported on August 26, 2022, that Musk and Zilis had twins in November 2021. Their births became public after Insider reported on a confidential court filing in July 2022. Reuters described Zilis as one of Musk’s direct reports at Neuralink. Reuters’ account of the reporting is the basis for the timeline and workplace details here.
Reuters, citing five people familiar with the situation, reported that Zilis had told some colleagues that she and Musk were not romantically involved and that the children were conceived through in vitro fertilization (IVF). Reuters said it could not establish whether that account was accurate. It also reported, citing a source familiar with the company’s handling, that Neuralink accepted Zilis’ description of a non-romantic relationship. These are attributed accounts, not independently verified facts.
What did Neuralink’s reported policy say?
Reuters said Neuralink’s 62-page employee handbook prohibited dating, “personal relationships” and “close personal friendships” between employees in a direct supervisory relationship, with the stated aim of avoiding conflicts of interest. The handbook defined a personal relationship as a continuing relationship of a romantic or intimate nature between people who were not married.

The reported policy also called for relationships that could create conflicts of interest to be disclosed to the company’s people operations manager, who could decide what steps to take to eliminate the conflict. Reuters could not establish whether Musk or Zilis made such a disclosure; the manager did not respond to a request for comment.
Did having children through IVF violate the policy?
The available reporting does not establish a definitive answer. Reuters interviewed nine governance experts: four believed having children through IVF should be read as a “personal relationship” or “close personal friendship” under the policy. The other five either did not consider the arrangement a breach under that policy or could not reach a definitive conclusion. This small group of expert interviews is not representative polling, and their opinions were not an official company finding.

The disagreement turns on two distinct questions: whether the reported facts fit the handbook’s defined categories, and whether the situation called for safeguards against conflicts of interest regardless of how narrowly the policy was written. Nell Minow of ValueEdge Advisors said the policy language did not appear to anticipate this situation and that it seemed to “fall between the cracks” of its intent. Those are her interpretations, not a determination that the policy was violated.

A direct reporting line makes a relationship involving a powerful executive a workplace-governance issue even when its personal nature is disputed. Gabriel Rauterberg, a corporate law professor at the University of Michigan, described the concern as the risk that intimate familial bonds layered onto professional relationships could enable someone with greater power to use that power inappropriately.

Usha Rodrigues, a University of Georgia law professor, said an ongoing co-parenting relationship “may fall under ‘close friendship,’” while noting that this depended on interpretation. The reported policy’s terms did not expressly resolve how co-parenting or a parent-child connection should be treated. The concern about power and conflicts can therefore be real even without a settled conclusion about which policy category applies.
