Neither source provides election mechanics, campaign events, or a vote count, so the clearest answer is that Fisk wins office through a political rise whose details are not specified in these descriptions.

That progression is part of the series’ central contrast: Matt works through the law, while Fisk seeks power inside the political system. Disney’s 2025 feature describes their past identities re-emerging as the two move toward a collision. The conflict is therefore not only a personal rivalry; it is also a contest over public support and the institutions Fisk now leads.
What does Fisk do with the mayor’s office?
Disney’s March 23, 2026 season 2 feature says Fisk’s first act as newly elected mayor is to outlaw vigilantism. It also describes a propaganda campaign and an Anti-Vigilante Task Force that intensify the conflict, while Daredevil works to expose Fisk’s corrupt empire. These are fictional story developments, not a description of actual New York City law or the real mayor’s powers.

The change in office gives Fisk a different kind of leverage. As a criminal figure, he threatens Matt from outside the city’s formal political structure; as mayor, he can turn the story’s institutions and public messaging against the masked hero. Marvel executive producer Sana Amanat summarized the season’s premise this way: “We’re ultimately telling a story about a villain rising to power and becoming a part of the system.”
The contest is also about who can claim the city’s affection. Amanat said of the leads, “They both want New York to love them.” Showrunner Dario Scardapane described the personal stakes this way: “Each character comes to a point where they have to make a decision and they have to choose a side — and each one of them, in making that decision, has to pay a price.”

How the TV story relates to the “Mayor Fisk” comics
The television premise has a comic-book counterpart, but the two continuities should not be treated as identical. In a 2017 Marvel interview about the “Mayor Fisk” storyline, writer Charles Soule described the tension of Matt trying to leave a lasting legacy for his city while Fisk assumes legitimate civic power alongside his criminal influence. Soule put the distinction plainly: “Fisk has been in control of the criminal machinery of the city before, but here, he runs the legitimate side as well.” Marvel’s surrounding story context identifies Daredevil #595.

The comics help explain why a mayoral Fisk is a natural escalation for Daredevil: he can combine criminal influence with official authority. They do not establish that every plot point in Born Again directly adapts a particular comic storyline.
Is Fisk’s fictional mayoralty a guide to the real NYC mayor’s powers?
No. The sources describing the series establish plot events, not a legal account of New York City government. Fisk’s fictional order against vigilantism, his task force, and the propaganda campaign should be read as elements of the show’s story rather than factual explanations of what a real mayor can do.
