Crime and Parody is reported to screen at the Chagrin Documentary Film Festival on October 10–11, 2026. The film revisits Anthony Novak’s 2016 parody Facebook page about the Parma Police Department and, according to Ideastream Public Media, examines what happens when constitutional rights are tested. The case ended differently at different stages: Novak was acquitted in his criminal trial, but officers later won a civil judgment on qualified-immunity grounds, and the Supreme Court declined to hear his appeal.
What is known about the documentary?
In an October 5, 2026 report, Ideastream Public Media said Crime and Parody would air during the Chagrin Documentary Film Festival weekend of October 10–11. The report frames the film around Novak’s case and broader questions about constitutional rights. It does not give screening times, ticket information, production credits, a detailed synopsis, or plans for streaming or home viewing.
The title of this article raises the question of “policy impunity,” but the available report does not establish that the documentary proves a particular police policy caused the case or demonstrates broader institutional impunity. The documented court outcomes and the film’s reported wider themes are distinct things.
What happened in the Parma parody case?
The parody page and criminal case
The ACLU of Ohio, which participated as an amicus organization, says Novak published a parody Facebook page on March 2, 2016, mocking the Parma Police Department with satirical posts. The Institute for Justice (IJ), which represented Novak in later proceedings, says residents made 11 calls to the police nonemergency line about the page. According to IJ’s account, police obtained an arrest warrant, searched Novak’s apartment, seized electronics, and charged him under an Ohio law concerning computer disruption of police operations.

IJ says Novak spent four days in jail before posting bail and was acquitted after trial. Those figures and details describe IJ’s account of this individual case; they are not broader statistics about speech-related prosecutions.
The civil litigation and the courts’ different decisions
The criminal acquittal did not resolve Novak’s later civil claims against the officers. In 2019, the Sixth Circuit considered qualified-immunity arguments at an earlier stage of that civil litigation and discussed how parody is evaluated. The court wrote: “The First Amendment does not depend on whether everyone is in on the joke.” That statement came from the court’s opinion, not from the film, and the 2019 ruling was not the final disposition of the suit.

The ACLU of Ohio’s case history says the Sixth Circuit affirmed judgment for the defendant officers on qualified-immunity grounds in April 2022. In February 2023, the Supreme Court declined Novak’s appeal, leaving that judgment in place. The Supreme Court’s refusal to hear the case was not a decision on the merits of Novak’s claims.
What does the case establish about free speech and police policy?
The 2019 Sixth Circuit opinion addressed the protection parody can receive even when some people do not recognize a joke. The later qualified-immunity ruling, however, meant the officers prevailed in the civil case. These are separate points in the litigation, not contradictory descriptions of a single final ruling. The Supreme Court’s denial of review left the later judgment standing without resolving the underlying dispute through a new merits decision.
