Yes, but VLC alone is not the documented, turnkey way to send a pre-recorded video to YouTube Live. On Windows, use VLC to play or manage the video if you prefer, and use a YouTube-capable encoder to send that video to YouTube with the event’s stream URL and key. You can also load the file directly into an encoder that supports media-file sources.
What VLC does—and what YouTube needs
VLC can play media and its stream-output chain can process files it can read and send output over a network. YouTube’s documented workflow, however, is to connect an encoder using the server URL and stream key shown in Live Control Room. The official documentation does not establish VLC by itself as a turnkey YouTube Live encoder. VideoLAN’s VLC 3.0 streaming documentation describes file processing and network output; YouTube’s encoder setup guide describes entering the event URL and key into an encoder.
That leaves two practical software workflows: play the file in VLC and make its playback available as a source to an encoder, or skip VLC and add the file directly as a media source in the encoder. The exact source-routing and looping controls depend on the encoder you choose; they are not a single universal Windows setting.
Choose the workflow that fits your setup

For a Windows software setup, a capture card or special cable is not inherently required to stream a local file. The key requirements are a source the encoder can use, a working internet connection, and the YouTube event details.

Set up a prerecorded YouTube Live stream on Windows
- Check channel eligibility. Make sure live streaming is enabled on the YouTube channel and that no active restriction prevents the channel from going live.
- Create or schedule the event. In YouTube Studio, open Live Control Room and create or schedule the stream. Copy the stream URL and stream key for that event. The controls can change as YouTube updates its interface.
- Configure the encoder for YouTube. Select YouTube as the service if the encoder offers it, or enter the URL and key manually. Use the RTMPS URL supplied in Live Control Room when the encoder supports it. YouTube recommends RTMPS, a secure extension of RTMP. See YouTube’s encoder settings and connection guidance.
- Add the video source. Either load the file directly as a media source in the encoder, or play it in VLC and configure the encoder to capture or receive that playback. VLC’s documentation describes its stream output using elements such as
stdfor network output andtranscodefor encoding, but it does not prescribe a universal VLC-to-encoder routing setup. Follow the selected encoder’s documentation for the exact Windows source settings. - Set output quality to match the source and connection. Choose a resolution and frame rate appropriate for the video and your available upload bandwidth. For H.264, YouTube’s current guidance lists these recommendations:

These are YouTube-published encoder recommendations, not independent measurements. Match the row to the actual output codec, resolution, and frame rate; do not treat the values as interchangeable. YouTube also recommends constant bitrate for RTMP/RTMPS and a two-second keyframe interval, advising not to exceed four seconds. Check the current encoder settings, bitrates, and resolutions if your encoder exposes additional codec-specific options.
- Start the encoder and check the preview. Confirm that both video and audio appear in Live Control Room before starting the public event. YouTube advises testing before going live and monitoring stream health.
- Start and monitor the event. Start the event using the encoder and Live Control Room workflow. Keep an eye on the preview, audio, picture, and stream health while it runs.
- End the event cleanly. Stop the encoder output and confirm in Live Control Room that the event has ended as expected.
Protect the stream key and review the content
Treat the stream key like a password: anyone who gets it may be able to send a feed to the associated stream. Do not publish it, share it casually, or include it in screenshots. If you believe it has been exposed, reset it through YouTube’s stream settings and update the encoder with the replacement. YouTube explains stream-key handling in its encoder setup guide.

Streaming a recording does not change the rights attached to its music, footage, or other material. Check that you have the necessary rights or permission for the video and audio, and review YouTube’s current rules before broadcasting. A technically successful stream is not a substitute for permission to use copyrighted material.
Troubleshoot common failures
- No preview in Live Control Room: Check that the encoder is running, the event URL and key match the event you created, and the encoder is sending to the RTMPS endpoint if supported. Confirm that the channel can go live.
- Preview appears, but the event will not start: Check the event controls in Live Control Room and verify the event’s current state. Starting the encoder feed and starting or ending the YouTube event are related but distinct steps.
- Video works but audio is missing: Verify that the file has an audio track, that the encoder’s chosen source includes audio, and that the encoder’s audio meter responds during playback.
- Playback is choppy or stream health is poor: Check whether the chosen bitrate is sustainable on the available upload connection. Lower output resolution, frame rate, or bitrate if necessary, then rehearse again.
- VLC plays locally but the encoder sees no source: VLC playback does not automatically become an encoder input. Check the selected encoder’s Windows instructions for capturing or receiving VLC output, or load the file directly in the encoder instead.
- YouTube stops accepting the feed: Check whether the encoder is still sending, confirm the correct event and key are in use, and review Live Control Room’s status information. Reset the key if it may have been compromised.
