For viewers, yes: they can select a playback quality when YouTube makes options available. For broadcasters, YouTube’s current public guidance does not say whether changing the encoder’s outgoing resolution during an active stream works seamlessly or interrupts the session. Treat a mid-stream encoder change as a possible interruption and test it with the same setup in a private or unlisted rehearsal before relying on it for a 24/7 broadcast.
First, distinguish stream resolution from playback quality
The broadcaster’s encoder sends YouTube an incoming video at a particular resolution, frame rate, and bitrate. A viewer’s playback-quality choice is separate: YouTube says it automatically transcodes a live stream into multiple output formats so viewers on different devices and networks can watch. A viewer changing quality does not change the resolution being sent by the encoder. YouTube’s live encoder settings guidance describes this transcoding behavior.
Available playback options can depend on YouTube’s processing and the viewer’s device or network. Selecting a lower playback quality is therefore not a way for a broadcaster to lower the incoming encoder resolution or bandwidth use.
What broadcasters can configure—and what YouTube does not specify
YouTube says an encoder supplies the stream’s resolution, frame rate, and bitrate, and YouTube detects those encoder settings by default. To select a resolution manually, YouTube’s guidance describes creating a custom stream key and enabling manual settings under Stream Resolution in the Live Control Room. The stream key and stream URL connect the encoder to YouTube. The encoder settings guide does not explain whether changing the encoder’s outgoing resolution after a broadcast is underway is supported, or whether the change requires an encoder restart or interrupts the live session.

Google’s Live Streaming API documentation treats resolution as an ingestion property and describes a resolutionMismatch health condition when primary and backup streams use different resolutions. That is a reason to match resolutions across failover encoders; it does not establish what happens when one encoder changes resolution mid-session. Google’s liveStreams documentation does not settle that separate question.
How to handle a resolution change safely
- Decide which resolution you mean. If you are a viewer, use the player’s quality controls. If you are broadcasting, the relevant setting is the encoder’s outgoing video resolution.
- Choose and configure the encoder output before going live. YouTube’s default is to detect encoder settings. If you need manual selection, follow the custom stream key and Stream Resolution instructions in the Live Control Room encoder guide.
- Check the complete video profile. Resolution, frame rate, codec, bitrate, and keyframe interval need to work together. YouTube’s current guidance for RTMP/RTMPS lists H.264, H.265/HEVC, and AV1, supports up to 60 fps, and recommends a two-second keyframe interval, not exceeding four seconds. Consult the live guide for current recommendations for your chosen codec and profile.
- Rehearse the exact change. Use a private or unlisted test stream with the same encoder, stream-key settings, and workflow. Check whether the encoder reconnects, whether the Live Control Room reports a warning, and whether viewers lose the feed. Public YouTube guidance does not guarantee a seamless change or define a universal restart rule.
- For a continuous production, schedule the change rather than improvising it. If uninterrupted viewing matters, make the change before the 24/7 session starts or during a planned maintenance window unless your rehearsal has verified the exact procedure.
- Match backup encoders. If you use primary and backup streams, configure them for the same resolution to avoid the documented
resolutionMismatchhealth condition.
YouTube encoder settings to check
The following are YouTube-recommended H.264 bitrates for incoming streams, not guarantees about changing resolution mid-broadcast. Make sure the available upload bandwidth can sustain the selected stream profile. If it cannot, a lower profile configured in advance may be more dependable than attempting an untested change while live. YouTube recommends monitoring stream quality and checking the Live Control Room preview; see its live streaming tips.
24/7 streams: plan for archives separately
Resolution and archiving are different concerns. YouTube says a live stream longer than 12 hours may not be captured at all. If you need a complete record of a 24/7 program, make a separate local recording rather than relying on YouTube’s archive. YouTube’s archive guidance explains the limitation.

Troubleshooting a change or quality problem
- Viewers cannot select the quality they want: This is a playback-side issue, not proof that the encoder has changed resolution. Check the player’s available options and allow for YouTube processing and device or network differences.
- The encoder disconnects after changing resolution: The exact mid-session behavior is not established by YouTube’s public guidance. Restore the tested encoder profile and reconnect using your established workflow; investigate in a private or unlisted rehearsal before attempting the change on the continuous broadcast.
- The Live Control Room shows a stream-health warning: Check the preview and the encoder’s outgoing resolution, frame rate, bitrate, and connection. Compare them with YouTube’s current recommendations and monitor the stream using its live streaming tips.
- A backup stream reports a resolution mismatch: Align the primary and backup encoder resolutions; Google documents
