Yes, Indian creators may be able to stream a Creative Commons lecture recording continuously on YouTube, but the CC label alone does not establish permission. Check the exact licence and version, confirm the licensor had rights in the lecture and recording, clear any embedded third-party material, and make sure the planned use—including monetisation or edits—fits the licence. YouTube also requires the necessary rights for worldwide use on its services, and a livestream match can interrupt a stream even when you believe you have permission.
This is general information, not a legal determination about a particular recording. Without its source, licence text and rights-holder details, whether that specific recording can be relayed remains fact-dependent.
Check the licence and the use you plan to make
Start at the original source, not a repost or a label added by someone else. Record the licence name, version and link, then read its legal code. Creative Commons licences are not interchangeable: their conditions can affect commercial use, adaptations and what must happen to adaptations.
- BY: Reuse is subject to attribution requirements.
- NC: The noncommercial condition may restrict a monetised stream. Do not assume a use is noncommercial simply because the recording is educational.
- ND: The no-derivatives condition can restrict sharing adaptations. A faithful relay is different from adding edits, translated material, overlays or new audio; assess the actual licence and production choices.
- SA: The share-alike condition applies to adaptations and may affect how an adaptation is shared.
YouTube says CC-licensed content may be monetised when the licence agreement grants commercial rights. If using a creator’s CC-licensed work, YouTube asks creators to include the title, author, source URL and licence information in the video or its description; credit may also be given as on-screen text or voiceover. See YouTube’s guidance on Creative Commons content. Attribution does not expand the permission granted by a licence.

Verify who can grant permission
A lecture recording can contain several protected works: the lecture itself, the audiovisual recording, sound recordings and incorporated material. The person who uploaded a video may not own or control all those rights. Check whether the lecturer, institution, videographer and relevant contributors authorised the uses the stream requires.
India’s Copyright Act, 1957 recognises copyright in original literary, dramatic, musical and artistic works, cinematograph films and sound recordings. Rights can include reproduction, public performance or communication to the public, and adaptation. The Copyright Office’s Chapter IV text says that, for an address or speech delivered in public, the person who delivered it is the first owner of copyright in it; this points to the lecturer as a likely rights holder in the speech, but does not by itself clear the recording or material incorporated into it. Section 52 contains limited educational provisions, including specified uses in the course of instruction and certain educational-institution performances or communications for an audience connected with that institution. These provisions are not a general permission for an independent creator to relay a lecture publicly around the clock. Educational purpose alone does not clear a public stream.
Inspect everything included in the video
A licence on the lecture recording may not cover every item inside it. Review the full video and note any music, slides, photographs, film clips, charts or other contributions. Each may have a separate rights holder or licence. Obtain permission for material not covered, or remove it where that can be done without creating another licence problem.

- Check music in opening, closing and transition segments, not only the main lecture.
- Look for credited images, slides and clips, and verify their terms separately.
- Check whether the licence covers the recording as a whole or excludes particular contributions.
- Keep copies of the licence page, legal code and any separate written permissions.
Account for YouTube’s livestream rules and copyright systems
YouTube’s livestream terms require the streamer to have “all necessary rights for the exploitation of the Live Content on the Google Services throughout the world.” The terms also require compliance with applicable laws and regulations. Read the YouTube livestream terms and conditions; a licence allowing some reuse does not automatically prove that every right required for a worldwide live relay is in place.
YouTube scans livestreams for third-party matches. If it identifies such content, it may display a placeholder and warn the creator to stop using it; if the content remains, the stream may be temporarily interrupted or terminated. YouTube advises creators who have licensed third-party content to ask the owner to add their channel to the Content ID allowlist. A claim or interruption does not, by itself, settle the underlying licence question. Conversely, believing you have permission does not prevent an automated match. Keep evidence ready and contact the rights holder about allowlisting before a long continuous broadcast when a match is possible. YouTube also cautions that credit alone does not grant rights, describing something as educational does not clear it, and changing content does not automatically authorise its use; see YouTube’s copyright guidance.

- Open the original source and save the licence name, version, URL and any additional terms.
- Confirm the uploader or licensor had authority over both the lecture and the audiovisual recording, and identify other relevant rights holders.
- Review slides, music, images, clips and other incorporated material for separate rights and licence terms.
- Decide whether the stream will be monetised or altered. Confirm those uses fit the applicable licence or obtain separate written permission.
- Provide the title, author, source URL and licence information in the stream description or through another clear form of credit.
- Ask the rights holder about Content ID allowlisting if the licensed recording may match, and retain your permission and licence evidence.
- If anything is unclear, request written permission that specifically covers continuous public streaming, monetisation, territory and any planned edits.
