What a Rotten Tomatoes score measures
The Tomatometer is the percentage of included professional critic reviews that Rotten Tomatoes classifies as positive, or “Fresh.” It is not an average of critics’ star ratings. A review marked Fresh counts as one positive review; one marked Rotten counts as one negative review. The share of Fresh reviews produces the score. Rotten Tomatoes explains the system and its critic-approval process in its Tomatometer FAQ. [c002]
Only reviews from critics or publications approved by Rotten Tomatoes enter the Tomatometer. The company says it assesses applicants against criteria and its Critics Code, reevaluates contributors, and can decide case by case whether to approve, include, exclude, or remove critics, reviews, and publications. Those choices shape the score, but discretion over inclusion is not by itself evidence of manipulation.
What Rotten Tomatoes’ rules prohibit
Rotten Tomatoes’ published Critics Code prohibits reviews that are, or may be perceived to be, influenced by a conflict of interest or financial or other incentive. It also bars attempts to manipulate data or intentionally distort a film or TV score, and says violations can result in restrictions or loss of approval. What the Bunker 15 controversy shows
In 2023, reporting focused on Bunker 15, a publicity firm that worked with independent and lower-profile films. Wired writer Christopher Null later checked his records and recalled receiving $50 for a review of Ophelia; Rotten Tomatoes had marked his three-star review Fresh. That is a specific account about one review, not evidence of a standard fee or a prevalence rate. Wired’s account of the controversy. [c004]
The reporting describes conflicting accounts of the arrangement. Some critics said they retained editorial control and were not told to write positive reviews. Other accounts raised concerns about paid outreach, reviewer selection, disclosure, and whether negative reviews were selectively withheld from Rotten Tomatoes. Rotten Tomatoes said removals followed an investigation; critics and filmmakers quoted by Wired disputed some removal and reinstatement decisions. The evidence supports describing a paid-review controversy and a dispute over its handling—not presenting contested motives as settled fact.

Salon, recounting Vulture’s reporting, said critics alleged that Bunker 15 recruited smaller, self-published reviewers and paid some $50 or more for seemingly positive reviews. Salon also quoted Rotten Tomatoes saying it takes score integrity seriously, does not tolerate manipulation, and investigates suspicious activity. That statement is the company’s response as reported by Salon, not independent confirmation of the allegations or of how effective the investigation was. Salon’s account. [c005]
The available reporting does not establish that major studios directed Bunker 15’s program, or that a specific major studio paid critics or ordered a campaign to change a Tomatometer score. It is important to distinguish a publicity intermediary’s alleged conduct from a studio’s direct action.

Studios and networks set review embargoes: rules that prevent outlets given advance access from publishing until a specified time. Embargoes can affect when a score appears and when it can be used in promotion, but they do not show that a critic changed a verdict. Rotten Tomatoes describes embargoes in its FAQ. [c003]
Wired also reports critics’ accounts of screening or interview access being restricted after negative reviews. Such pressure can influence access and the conditions of coverage. It is different from changing a critic’s written judgment or directly altering the Tomatometer. [c004]

Rotten Tomatoes’ Verified Ratings and Reviews use ticket purchases the company could confirm, initially by matching Fandango accounts. The announcement distinguished the verified score from a view that includes both verified and non-verified ratings. A confirmed ticket purchase does not make the audience sample representative of everyone who watched a film, and it does not validate professional critics’ reviews. In February 2019, Rotten Tomatoes removed its pre-release “Want to See” percentage and stopped allowing users to post written movie reviews or comments before theatrical release, citing concerns including non-constructive input and trolling. How to assess a claim that a score was manipulated
When a score controversy appears, check what is actually alleged and what the evidence establishes:

- Which score? A claim about the Tomatometer concerns approved professional reviews; an audience-score claim involves a separate set of inputs.
- Who acted? Direct studio instructions, a publicity firm’s outreach, and an aggregator’s inclusion decision are different actions and need separate evidence.
- What changed? Timing or selection of reviews is not the same as changing a critic’s verdict or editing a score.
- How strong is the evidence? Separate documented records and attributed participant accounts from allegations about motives or a campaign’s scope.
- What does the evidence cover? A single film or historical sample cannot establish a general rate of manipulation across studios and releases.
