Can Biofuels Reduce Emissions Without Causing Deforestation?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Yes—but only for pathways whose entire lifecycle shows a net greenhouse-gas benefit and whose feedstock supply does not drive high-carbon land conversion. A biofuel is not automatically climate-friendly because its carbon came from a plant or because a refinery avoids clearing a forest at the project site. Cultivation or collection, fertilizer and other inputs, processing energy, transport, coproducts, combustion, and both direct and indirect land-use effects all belong in the comparison with the fossil fuel being replaced.

The decisive question is therefore pathway-specific: What material was used, where did it come from, what land-use change did it cause or displace, how were emissions counted, and how strong is the verification? The International Energy Agency (IEA) says these choices explain major disagreements among policy systems, while the IPCC and European Environment Agency (EEA) warn that market displacement can move agricultural expansion—and its deforestation risk—to another region.

What “lower emissions” means for a biofuel

Climate performance is normally expressed as lifecycle carbon intensity, commonly in grams of carbon-dioxide equivalent per megajoule (gCO₂e/MJ). The boundary should follow the fuel from feedstock production or collection through inputs, processing, transport, distribution and final use. Limiting the calculation to tailpipe emissions or to the refinery can make a high-emitting pathway look clean.

The IEA’s 2024 Carbon Accounting for Sustainable Biofuels report notes that frameworks do not all treat land-use change in the same way. A credible comparison therefore states its boundary, fossil comparator, treatment of coproducts, time horizon and data sources. The same feedstock can receive different results when those assumptions change; the result is not a universal property of the word “biofuel.”

Land carbon is especially important. Plants absorb carbon while growing, but clearing a forest, draining a peatland or disturbing another high-carbon stock can release large quantities that take years or decades to offset. A pathway can have low process emissions yet a poor overall result once those releases are allocated to the fuel.

Direct land-use change versus indirect land-use change

Direct conversion can be observed

Direct land-use change occurs when the project’s feedstock production converts a previous land category into bioenergy cropland or another production area. Satellite records, land registries and field evidence can help identify a recent forest, wetland, peatland or grassland conversion. The associated carbon release can then be quantified in a lifecycle model.

Indirect displacement happens through markets

Indirect land-use change (iLUC) is a different mechanism. Suppose a crop that formerly supplied food or animal feed is diverted to fuel. The displaced demand can raise prices or alter trade, encouraging farmers somewhere else to plant more acreage. If that expansion reaches forest or another high-carbon area, the fuel has contributed to land-use emissions without clearing land at its own farm.

The chain is:

  1. Biofuel demand increases use of a crop, oil or other agricultural commodity.
  2. Food or feed supply is displaced, or market prices and trade flows change.
  3. Producers respond by increasing yields, shifting crops or expanding cultivated area elsewhere.
  4. Some expansion may enter forests, wetlands, peatlands or other high-carbon land.
  5. The resulting carbon release is attributed, with uncertainty, to the original fuel demand.

The IEA states that iLUC involves international economic dynamics that “need to be modelled and cannot be measured or verified” directly. The IPCC likewise describes estimates as inherently uncertain because they depend on assumptions about supply and demand elasticities, productivity, coproduct credits and the scale of biofuel deployment. A modeled iLUC value should never be presented as an observed measurement of a particular farm.

Which feedstocks carry the greatest land-use questions?

Feedstock labels are useful starting points, not proof of sustainability. Origin, prior land use, farming practice, competing demand and the energy used in conversion determine the actual pathway.

Feedstock category Potential advantage Questions that still have to be answered
Food crops such as corn, wheat or soy-based oils Established supply chains and conversion technology How much food or feed is displaced? What are the modeled iLUC assumptions, coproduct credits and regional yields? The IPCC identifies these crop-based pathways as potentially more exposed to iLUC than lignocellulosic materials.
Wastes and residues Can avoid dedicating new cropland and may limit food and feed effects Is the material genuinely a waste or residue, or does it have an existing market and alternative use? How were collection emissions, soil-carbon effects and competing uses counted?
Dedicated non-food crops Can reduce direct competition with food crops when grown on suitable, previously managed land Where were they planted, what land category was replaced, and do they displace another activity? “Non-food” does not by itself eliminate land-use change.
Lignocellulosic and other advanced feedstocks Often less tied to food markets and potentially lower iLUC exposure What is the actual material and location, how much fertilizer and processing energy are needed, and what assumptions were used? Advanced technology is not a guarantee that every project avoids land impacts.

The IEA’s biofuels overview says wastes, residues and dedicated crops that do not compete with food can help limit land-use and food/feed price effects, while conventional feedstocks still account for most production. In its Net Zero Emissions scenario, those lower-competition categories rise from an estimated 9% of biofuels in 2021 to roughly 40% in 2030. That is a scenario, not an observed market outcome or a guarantee for an individual facility.

Why accounting choices change the answer

Set the boundary before comparing fuels

A calculation should identify emissions from cultivation or collection, fertilizer and other farm inputs, land preparation, processing heat and electricity, transport, storage, distribution and combustion. It should also state whether soil carbon, changes in biomass stocks and infrastructure are included. Omitting an energy-intensive processing step or a land-carbon release can materially change the result.

Explain coproduct treatment

Many biofuel processes produce animal feed, electricity, chemicals or other coproducts. The model may allocate shared emissions among products by mass, energy content, economic value or a displacement credit. Because coproduct assumptions affect the fuel’s assigned intensity, they must be disclosed rather than hidden in a single headline number.

Show iLUC as a modeled risk range

Direct land-use emissions can be monitored and quantified for a defined site. iLUC requires an economic and land-use model, so results should show the model, deployment scenario, productivity assumptions and uncertainty range. The IEA recommends near-term qualitative, risk-based approaches for iLUC alongside transparent carbon-intensity accounting and verification, while longer-term policy should address land rules and agricultural management that cause displacement.

What current indicators actually show

Policy statistics illustrate why a headline percentage needs careful reading. The EEA reports that EU road-transport biofuel share in fuel sales grew from 4.5% to 7% over the comparison period stated on its indicator page. That is a market-share measure, not proof that every liter delivered the same lifecycle reduction.

The same EEA indicator says that, when iLUC is included, the average greenhouse-gas emission intensity of fuels consumed in the EU in 2023 was 4.8% below 2010. This is an EU-wide average across fuels and pathways, not a score for a specific biofuel. The EEA also distinguishes the metric used for the 2020 target comparison, which excludes iLUC; regulatory compliance under that boundary should not be treated as a complete estimate of climate impact. See the EEA indicator methodology and results.

The IEA says nearly 40% of road-transport fuel demand in the coming five years will be covered by policies that incentivize lifecycle carbon reductions. That forward-looking statement describes policy coverage, not a prediction that all incentivized fuels will avoid deforestation. Its relevance is that policy design increasingly rewards measured lifecycle performance rather than simply counting renewable content.

How to evaluate a specific biofuel pathway

Use the following sequence when reading a fuel certificate, company claim or policy document. If a material answer is missing, the climate claim is incomplete rather than automatically false.

  1. Identify the feedstock precisely. Record the crop, residue, waste stream or lignocellulosic material, the country and region of origin, and the facility that converted it.
  2. Establish land history. Check the prior land category and whether forests, wetlands, peatlands or other high-carbon stocks were converted. Look for a cutoff date and geospatial evidence, not only a “renewable” label.
  3. Check competing uses. Ask whether the material supplied food, feed, fuel, soil amendments or another market. For residues, determine whether removing them affects soil carbon or nutrient replacement.
  4. Read the lifecycle boundary. Confirm that cultivation or collection, inputs, processing energy, transport, distribution and final use are included and that the fossil comparator is stated.
  5. Inspect coproduct allocation. Find out which allocation rule or displacement credit was used and whether alternative assumptions materially change the result.
  6. Find the iLUC treatment. Determine whether the assessment includes a modeled value, a qualitative risk category or no iLUC at all. If modeled, read the assumptions and uncertainty range; do not confuse it with a measured field result.
  7. Review wider safeguards. Check impacts on food security, water use, biodiversity and soil, because a favorable greenhouse-gas number alone does not establish overall sustainability.
  8. Test verification. Look for representative activity data, chain-of-custody controls, independent third-party checks and rules that cover the relevant land-use risks. Certification can support verification, but it cannot prove that every indirect effect is absent.

What policy and supply-chain governance can do

Performance-based rules can require a demonstrated lifecycle reduction instead of awarding credit solely for renewable origin. They can combine transparent carbon-intensity reporting with satellite or registry checks for direct conversion, risk-based iLUC treatment, traceability and independent audits. The IEA argues that longer-term solutions also need land-use rules and better agricultural management, so that food and feed displacement does not simply push expansion across a border.

Governance should be proportionate to risk. A verified residue collected within an existing industrial system raises different questions from a crop linked to rapidly changing commodity markets. In both cases, the documentation should state geography, dates, data quality, model version or method, and the consequences of missing data. A certificate that only says “sustainable biofuel” leaves the central deforestation question unanswered.

Limits of what the evidence can prove

No single lifecycle number settles every dispute. Regional yields, fertilizer use, electricity mix, transport distance, refinery efficiency and coproduct markets change over time. iLUC estimates are especially sensitive to economic assumptions and the scale of deployment. Comparisons are most informative when they publish a range, explain uncertainty and show how conclusions change under different land-use scenarios.

Relative statements also need care. The IPCC’s observation that corn, wheat and soybean feedstocks may have greater iLUC exposure than advanced lignocellulosic pathways does not mean every crop pathway causes deforestation or every advanced pathway avoids it. Conversely, evidence that a project caused no direct clearing does not establish that its market effects were harmless.

So, can biofuels cut emissions without deforestation?

They can, when a defined pathway uses feedstock with a defensible land history, avoids high-carbon conversion, manages food and feed displacement, and demonstrates a net lifecycle reduction against the fossil fuel it replaces. Wastes, residues and suitable non-food or lignocellulosic materials may make those conditions easier to meet, but their actual sourcing and accounting still matter.

The strongest claim is therefore conditional, documented and independently checked—not a blanket promise attached to all biofuels. For background on the accounting issues, consult the IEA’s 2024 executive summary, its biofuels overview, the EEA indicator and the IPCC’s Special Report on Climate Change and Land, Chapter 2.

Frequently Asked Questions

Does avoiding direct forest clearing prove that a biofuel is deforestation-free?

No. Food or feed displaced by biofuel demand can trigger market-mediated expansion elsewhere. That indirect land-use change must be assessed with an explicit model or risk framework; it cannot be verified by inspecting only the fuel plant’s immediate fields.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are waste-based biofuels automatically low-carbon?

No. The material’s previous use, alternative markets, collection energy, soil effects, processing energy, transport and coproduct treatment still determine lifecycle performance.

Why do lifecycle estimates disagree?

Studies can use different system boundaries, fossil comparators, coproduct allocation rules, land-carbon assumptions and iLUC models. Regional data and economic assumptions also vary, so a range with disclosed methods is more informative than an unexplained single figure.
