Yes, with qualifications. Raspberry Pi lists the Pi 4 Model B as capable of H.264 encoding at up to 1080p30, so 720p30 is within its published encode capability. YouTube Live accepts H.264 over RTMP or RTMPS. That does not guarantee a particular camera, FFmpeg build, or network will sustain a stream: test the complete setup before relying on it.
What the Pi 4 can—and cannot—tell you
Raspberry Pi’s specification lists “H.265 (4kp60 decode), H264 (1080p60 decode, 1080p30 encode).” That supports 720p30 as a reasonable starting point, but it is a hardware capability, not a promise of end-to-end streaming performance. The capture device, operating system, drivers, FFmpeg build, encoding path, and upload connection all matter. See the Raspberry Pi 4 Model B specifications.
Encoding and streaming are separate jobs: the Pi must obtain video from a camera, capture device, or file; encode compatible video and audio; then send the data steadily to YouTube’s ingest service. A failure or bottleneck at any stage can interrupt the broadcast.

Eight Mbps is a video bitrate target, not a guarantee that an internet connection with an 8 Mbps upload speed will be enough. Leave reliable headroom for audio and fluctuations; use a speed test and a realistic test broadcast. If the connection cannot sustain the recommended rate, test a lower rate while remaining at or above YouTube’s published 3 Mbps minimum for 720p H.264, then check the stream-health feedback. YouTube’s encoder settings guidance includes its bitrate, keyframe, and transport recommendations.

720p30 or 720p60?
Start with 720p30 unless smoother motion is important and your actual capture and encoding pipeline can handle 60 fps. YouTube’s published H.264 bitrate table gives the same 3 Mbps minimum and 8 Mbps recommended bitrate for both frame rates, but that does not mean the Pi will encode every 720p60 source successfully. Raspberry Pi’s cited specification states 1080p30 encoding; it does not certify a 720p60 FFmpeg pipeline.
Prepare FFmpeg for your particular video source
There is no single dependable FFmpeg command for every Pi 4 setup. A Pi camera, USB webcam, HDMI capture device, and video file expose different inputs; available encoders also vary with the installed FFmpeg build, operating system, and drivers. Do not assume an encoder name or copy a command without checking that your system supports its input and encoding options.

- Identify the source. Confirm how your camera or capture device appears to the operating system and whether it supplies video in a format FFmpeg can read. For a file, confirm its path and inspect its properties.
- Check the installed FFmpeg build. Run
ffmpeg -versionandffmpeg -encoders. Confirm that the intended H.264 encoder is actually listed. If you are using a hardware encoder, verify that the installed software and driver expose it; do not assume every build does. - Choose the input and encoder options for that source. Set output dimensions to 1280 × 720, frame rate to 30 fps for the initial test, H.264 video, CBR, and a two-second keyframe interval. Select audio input and encoding settings appropriate to the source and YouTube’s current requirements.
- Use YouTube’s current ingest details. In YouTube Studio’s live control room, create or select the stream and use the server URL and stream key shown there. Choose RTMPS when available. Exact labels and options may vary with YouTube’s interface.
- Send a controlled test before going public. Use a private or unlisted broadcast, or another controlled test, and include representative motion and audio. Check YouTube’s stream-health indicators and confirm the picture, sound, and stability before relying on it.
Keep the stream key secret. Do not put it in a public command, screenshot, shared script, or log. If a command-line workflow requires the key, avoid exposing it in shell history or process listings where possible; revoke or reset it in YouTube Studio if it is disclosed.
For Pi camera workflows, Raspberry Pi’s Picamera2 documentation describes H.264 controls such as dimensions, frame rate, bitrate, profile, and intra-frame interval, and notes that its libav backend uses hardware H.264 encoding when present. This is useful context for camera-specific setups, not a universal FFmpeg command. Read the Picamera2 manual.

Test and diagnose the complete stream
Before an important broadcast, run the intended source, settings, audio, and network together for long enough to reveal problems that a brief launch will miss. YouTube advises testing before going live and monitoring stream health during the event.
- FFmpeg cannot open the input: Check the device path, permissions, driver, and whether another application already has the capture device open. File-based and camera-based inputs need different input options.
- The expected encoder is missing: Inspect
ffmpeg -encodersand confirm that the installed build and drivers provide the encoder you intend to use. An encoder documented for a different build may not be available on yours. - YouTube reports unstable or insufficient bitrate: Check the actual upload connection, reduce the configured bitrate if necessary without going below the published minimum, and retest with headroom for audio and network variation.
- The image stutters or encoding falls behind: Begin at 720p30, check whether the selected encoder is actually being used, and test with the intended capture source. A Pi 4 specification alone cannot identify a software, driver, source, or thermal bottleneck.
- The stream connects but has no sound: Confirm the selected audio input, that it is producing signal, and that FFmpeg is including an audio stream. Check the test broadcast in YouTube rather than assuming video connectivity confirms audio.
- YouTube does not accept the stream: Recheck the current ingest URL, stream key, transport selection, and YouTube’s required encoder settings. Regenerate a leaked key before broadcasting.
Copyright and YouTube Live rules matter for documentary footage
Technical compatibility does not grant permission to broadcast the material. Before streaming a documentary or other pre-recorded footage, make sure you have the necessary rights to the video, soundtrack, photographs, and other included content. YouTube may detect or restrict copyrighted material during a live stream. Review YouTube’s current live-streaming and copyright requirements in Studio and its help resources before scheduling a broadcast; do not treat a successful private test as proof that you have rights or that a public stream will be unrestricted.
